Introduction to US EPA Smart Scoping Technical Guide for Improving Pollution Site Investigation (국내 오염부지 조사 개선을 위한 US EPA 스마트 스코핑 기술 소개)

  • This paper introduces the 'Smart Scoping for Environmental Investigations Technical Guide' issued by the US Environmental Protection Agency in 2018, which describes the use of smart scoping during lifecycle of remedial investigation projects. This paper also briefly summarizes the guidelines of soil and groundwater contamination investigation of South Korea. The smart scoping practices can support the development of a robust and realistic conceptual site model that is very useful for investigations and evaluations of the contaminated site. The application of evaluation tools relevant for the site-specific characteristics is important for the development of a conceptual site model. The smart scoping recommends the use of previous investigation data and implementation of best proven strategies for successful remedial investigation project. The use of smart scoping in contaminated site investigation will provide better management of contaminated sites.

An Empirical Study on General Deterrence Effects of the On-site Investigation System in the Korean National Health Insurance (건강보험 현지조사제도에서 일반적 억제이론에 대한 경험적 연구)

  • Background: This study aimed to examine whether cases of punishing false claimants threat general physicians to check their medical cost claims with care to avoid being suspected, and identify empirically general deterrence effects of the on-site investigation system in the Korean National Health Insurance. Methods: 800 clinics were selected among a total of 15,443 clinics that had no experience of on-site investigation until June 2007 using a stratified proportional systematic sampling method. We conducted logistic multiple regression to examine the association between factors related to provider's perception of on-site investigation and high level of perceived deterrence referring to fear of punishment after adjusting provider's service experiences and general characteristics. Results: The probability of high perceived deterrence was higher 1.7 times (CI: 1.13-2.56), 2.73 times (CI: 1.68-4.45) each among clinics exchanging the information once or more per year or once or more for 2-3 months than among clinics no exchanging the information about on-site investigation. Also, the probability of high perceived deterrence was higher 2.27 times (CI: 1.28-4.45) among clinics that knows more than 3 health care institutions having experienced an on-site investigation than among clinics knowing no case. Conclusion: A clinic knowing more punishment cases by onsite investigation and exchanging more frequently information about on-site investigation is likely to present high perceived deterrence. This result will provide important information to enlarge preventive effects of on-site investigation on fraud and abuse claims.

  • There has been a steady increase in contaminated ground at municipal and industrial site. In this study, investigation and analysis on soil contamination at industrial site was carried out. Testing contaminated soils were sampled at this site. As a result of this study, the concentration of soil was investigated, and measured concentration was compared with related concentration criteria.

  • In order to decommission safely nuclear power plant, it is necessary for the procedure of residual radioactivity investigation in site to provide detailed guidance for planning, implementing, and evaluating environmental and facility radiological surveys conducted to demonstrate compliance with a dose or risk-based regulation. This study presents the procedure of residual radioactivity investigation in decommissioning site - Historical Site Assessment, Scoping Survey, characterization Survey, Remedial Action Support Survey, Final Status Survey - on the basis of MARSSIM(Multi-Agency Radiation Survey and Site Investigation Manual) and investigation cases of decommissioned or decommissioning nuclear power plant.

  • The purpose of this study is to suggest the reference materials in the selection of location of elementary school at the planning of building site development by analyzing the environment of architecture in the district of building site development. The method of investigation adapted the site investigation and drawing analysis of the elementary school, after collecting materials of the district of building site development within Busan city, under the object of investigation including 17 elementary schools within 15 districts of building site development and the object of investigation.

Investigation of Exposure Status to Humidifier Disinfectant in Hospitals: An On-site Investigation of 23 Hospitals (가습기살균제 사용 의료기관 노출 현황 연구: 23개 노출 현장 실지 조사를 중심으로)

  • Objective: This study aimed to introduce the use of humidifier disinfectant (HD) in hospitals based on an on-site investigation. Methods: A preliminary survey and on-site investigation of HD use were conducted in 23 hospitals. Among them, one hospital without previous information on HD use was selected for a pilot investigation; 22 hospitals were selected based on previous documents and exposure statements from parliamentary investigation and exposure assessment regarding HD. Descriptive statistics were used to present distribution and characteristics of HD purchase and HD use in hospitals. Also, details on interviews from the on-site investigation were described. Results: Among the 23 hospitals, a total of ten were confirmed to have purchased and used an HD (nine hospitals) or HD-like product (one hospital). For the purchased HD products, four hospitals reported 'Aekyung Gaseupgi Mate', two hospitals reported 'Oxy Ssakssak New Gaseupgi Dangbun', and one hospital reported 'Homeplus Gaseupgi Chungjungje' (one hospital used three kinds of HD products). One hospital reported an HD-like product and four hospitals were 'Unknown'. For the number of HD products purchased, five hospitals reported '100 or less', two hospitals reported 'More than 100', and three hospitals were 'Unknown'. For each of the ten hospitals, we described detailed characteristics of HD purchase and its exposure status obtained through on-site investigation, including the purchase volume (i.e., number of products), exposure space (i.e., patient's room, staff space), and exposure period. Additionally, a comparison of on-site investigation and parliamentary investigation or exposure assessment regarding HD was reported. Conclusion: This study introduced detailed cases of HD purchase and HD use in hospitals based on an on-site investigation, and our findings revealed a possibility of a considerable volume of HD exposure in various multiuse facilities, including hospitals.

Geotechnical Site Investigation for Designing of Tidal Power Plant Structures (조력발전 구조물 설계를 위한 지반조사;인천만 지반조사 사례)

  • The main structures that comprise a tidal power plant are turbine structure, sluice structure, tide embankment and gate. Since these structures are founded on seabed ground, an extensive geotechnical site investigation to evaluate the engineering properties of field soils must be conducted prior to design and construction. According to the results of geotechnical site investigation conducted at the planned site for construction of Incheon bay tidal power plant, soft ground generally lie 7 meters below the seabed surface level. This research suggests the reliable and economical design of foundations and ground improvements required for construction of main structures in Incheon bay tidal power plant, with considerations on field conditions.

Construction and Refinement of Conceptual Site Model Based on Scrutiny of Oil Contaminated Site (유류오염부지 정밀조사에 기반한 부지개념모델 구축 및 개선)

  • Conceptual site model (CSM) development and enhancement for contaminated sites assists in identifying data gaps during the site investigation process. In this study, CSM was developed and enhanced for a contaminated site in Korea as a case study. Site Y was scrutinized four times previously. The site profiles for each scrutiny were reorganized based on the scrutiny reports, and the relevant data was utilized to develop and enhance CSMs. CSM for the first investigation was developed in various forms including table, flowchart, diagram, and narrative formats. CSM was enhanced in a stepwise manner by incorporating the updated profile information obtained in next investigation to existing CSM. The hypothetical data gap analysis between each investigation step was established to meet the purpose of the follow-up investigation. This case study showed that CSM is a useful tool to identify the history and current status of contaminated sites and thereby help in planning supplementary investigations for better site characterization.

Influence of Adjacent Structures on Surface-Wave Dispersion Characteristics and 2-D Resistivity Structure (표면파 분산특성과 전기비저항 분포특성에 대한 인접구조물의 영향)

  • Geotechnical sites in urban areas may have embedded structures such as utility lines and underground concrete structures, which cause difficulties in site investigation. This study is a preliminary research to establish knowledge base for developing an optimal technique for site investigation in urban areas. Surface-wave method and resistivity survey, which are frequently adopted for non-destructive site-investigation for geotechnical sites, were investigated to characterize effects of adjacent structures. In case of surface wave method, patterns of wave propagation were investigated for typical sets of multi-layered geotechnical profiles by numerical simulation based on forward modeling theory and field experiments for small-size model tests and real-scale tests in the field. In case of resistivity survey, 3-D finite element analyses and field tests were performed to investigate effects of adjacent concrete structures. These theoretical and experimental researches for surface-wave method and resistivity survey resulted in establishing physical criteria to cause interference of adjacent structures in site investigation at urban areas.

  • Offshore geotechnical site investigation of the seabed ground has been a key factor of the successful construction of various types of offshore structures like as sea-crossing bridges, submerged tunnels, and other marine facilities. Offshore investigations are not easy tasks because of the wave, wind, tidal ebb and flows, and others. Recent developments of offshore equipment including platforms and testing devices like as maine cone penetrator have inspired us to get more reliable characteristics of the seafloor. General information on the offshore site investigations and technical trends concerned are introduced.
