High population and economic growth leads to ever increasing demand for water resources, prompting many regional conflicts for the water. With the observation, this paper examines the allocation problem of flowing water between upstream and downstream regions, We offer a two- region model in which the downstream region pays a portion of product to the upstream region in order to induce the upstream region to share the water. Our model shows that the "side-payment" does not always work, because the ex post income of the downstream region could be lower than the income without the side-payment This happens when the externality the upstream region imposes on the downstream region is small. The paper derives the condition under which the incentive mechanism like side-payment is likely to fail (or work). The model also shows that the higher the degree of externality is, the less amount of side-payment should be. The results of the paper suggest that the incentive scheme can help the regional conflicts be solved if the externality effect generated by the water use of upstream region is big enough, which is in fact the case where the conflict is severe.
This study describes the cold stamping process design procedure to secure the formability and dimensional accuracy of the automotive structural component fabricated by 1.5GPa grade ultra-high strength steel sheet. The target product is selected as the front side rear lower member which is the most important energy absorption part in the frontal impact condition. To secure the product quality, an intermediate product shape is added while considering the low elongation and high strength characteristics of 1470Mart. The sequential optimization procedure of the intermediate product shape, the fine dimensional quality is then achieved without any crack or wrinkling. The cold stamping method with ultra-high strength steel sheets is validated by conducting the die tryout of the front side rear lower member.

In this paper, a soft switching DC-DC converter for AC module type photovoltaic (PV) module integrated converter is proposed. A push-pull converter is suitable for a low voltage PV AC module system because the step-up ratio of a high frequency transformer is high and the number of primary side switches is relatively small. However, the conventional push-pull converters do not have high efficiency because of high switching losses by hard switching and transformer losses (copper and iron losses) by high turns-ratio of the transformer. In the proposed converter, primary side switches are turned on at zero voltage switching (ZCS) condition and turned off at zero current switching (ZVS) condition through parallel resonance between secondary leakage inductance of the transformer and a resonant capacitor. Therefore the proposed push-pull converter decreases the switching loss using soft switching of the primary switches. Also, the turns-ratio of the transformer can be reduced by half using a voltage-doubler of secondary side. The theoretical analysis of the proposed converter is verified by simulation and experimental results.

The present study investigated local heat/mass transfer characteristics on the surface of the rotating turbine blade with various incidence angles. The experiments are conducted in a low speed annular cascade with a single stage turbine. The blade has a flat tip with the mean tip clearance of 2.5% of the blade chord. A naphthalene sublimation method is used to measure detailed mass transfer coefficient on the blade. At design condition, the inlet Reynolds number is $Re_c=1.5{\times}10^5$ which results in the blade rotation speed of 255.8 rpm. Also, the effect of off-design condition is examined with various incidence angles between $-15^{\circ}$ and $+7{\circ}$. The results indicated that the incidence angle has significant effects on the blade surface heat transfer. In mid-span region, the laminar separation region on the pressure side is reduced and the laminar flow region on the suction side shrinks with increasing incidence angle. Near the tip, the effect of tip leakage flow increases in span wise and axial directions as the incidence angle decreases because the tip leakage flow is formed near the suction side surface. However, the effect of tip leakage flow is reduced with positive incidence angle.
In the present study, the wind pressure transients on platform screen door in side platforms caused by passing trains have been investigated numerically. The transient compressible 3-D full Navier-Stokes solution is obtained with actual operational condition of subway train and the moving mesh technique is adopted considering the train movement. To achieve more accurate analysis, the entrance and exit tunnel of platform are included in a computational domain and detailed shape of train is also modeled Numerical analyses were conducted on five operational condition which are different velocity variation of subway train, existence of stationary train and passing each other trains. The results show that pressure load on platform screen door is maximized when the two trains are passing each other. It is also seen from the computational results that the maximum pressure variation was found to be satisfactory to various foreign standards.

This paper presents a study of circulating current of modular multi-level converter (MMC) based a high voltage direct current (HVDC) system under unbalanced grid conditions. Due to the connection of a dependent DC source in each phase, the MMC system inherently generates the power ripple of double-line-frequency components in the AC-side and as a result, the additional sinusoidal current named circulating current flows through the each arm. Reliability improvement of HVDC system under an unbalanced grid condition is one of the important criteria. Generally, the modeling of the circulating current is based on the power relation between DC-side and AC-side. However, the method is not perfectly matched in the MMC system due to the difference of the structural characteristic. In this paper, improved modeling method of circulating current is proposed, which is based on the inner arm power. The proposed method is verified by several simulations to have good agreement of the circulating current components.

The microchannel heat sink is promising heat dissipation method far high density electronic devices. The cross-sectional shape of MEMS based microchannel heat sink is limited to triangular, trapezoidal, and rectangular due to their fabrication method. And heat is added to one side surface of heat source. Therefore, those specific conditions make some complexity of heat transfer in microchannel heat sink. Though many previous research of conjugate heat transfer in microchannel was conducted, most of them did not consider heat loss. In this study, numerical investigation of conjugate heat transfer in rectangular microchannel was conducted. The method of heat loss evaluation was verified numerically. Heat distribution was different for each wall of rectangular microchannel due to thermal conductivity and distance from heat source. However, the ratio of heat from each channel wall was correlated. Therefore, the effective area correction factor could be proposed to evaluate accurate heat flux in one side heating condition.

The directions of the road are divided into two, the right-hand side and left-hand side of the road, by the convention and specific native method in the world. This paper deals with the characteristics and behaviors of drivers who are accustomed to driving on right-hand side of the road, drive with a handle on the left-hand side, and comparing with left-hand side drivers. The driver's eye movements were measured by eye camera and questionnaires were used for measuring subjective evaluation such as driving mental workload. The experimental results indicated even if the experts who had much experience on right-hand side driving, they had lower driving skill than novice driver, accustomed to driving on left-hand side. In terms of mental workload, MCH rating scale and MNASA-TLX, the right-hand side drivers were in lower stress condition than the left-hand side drivers because of having much driving experience. However, they conducted a few mistakes by confusing the position of turn signal and windshield wiper because of their driving habit or traits and it lead to operation mistakes. These results can be applied effectively to develop the driving support information with changed environments.
To determine whether rearing density affects the hypermelanosis on the blind side (ambicoloration) of olive flounders Paralichthys olivaceus, we reared fry with an unpigmented non-eyed (blind) side in duplicate at densities of 150 individuals/$m^2$ (commercial production density: control) and 450 individuals/$m^2$ (high density group) for 90 days in 1-t dark-green fiberglass reinforced plastics (FRP) tank. We recorded feed intake, feed conversion efficiency (FE), growth and survival, and measured the ratios of staining blind-side area (staining area) and ambicolored fish every 30 days. Daily feed intake (DFI), feed conversion efficiency (FE), growth rate, condition factors, and survival rate were calculated at the end of the experiment. Although the FE was higher in the high-density compared to the control, the two density groups showed similar feed intakes, growth, and survival. The ratio of staining area as well as the ratio of ambicolored fish significantly were significantly higher in the high-density group than in the control from days 30 to 60, but significantly increased and evened out by the end of the experiment (P<0.05). In conclusion, we determined that rearing density is not the main cause of the blind-side hypermelanosis, but found that increasing the rearing density can accelerate the ambicoloration in olive flounders.

A small air conditioner using thermoelectric module has been designed and built. Three types of cooling methods, such as air cooling, closed-loop water cooling, and evaporative cooling, for hot side of thermoelectric module have been investigated. Among three types of cooling method, the evaporative cooling method is seen to be the most effective to achieve the steady state operation of a thermoelectric air conditioner The system performance with evaporative cooling method are also studied in detail for several oprating parameters, such as input power to the thermoelectric module, water or air flow rate at the hot side, and air flow rate at the cold side. The results obtained indicate that the cooling capacity of a system is increased with an increase in the input power to the thermoelectric module while the system COP is decreased. It is also found that the optimal air flow rate as well as water flow rate at the hot side is needed for the best system performance at a liven operating condition. Both the system COP and cooling capacity are increased as the air flow rate at cold side is increased.
