고령 해기사와 해양사고와의 회귀분석 (Regression Analysis on the Relationship Between Elderly Ship Officers and Marine Accidents in Korea)

  • 우리나라는 세계에서 가장 빠르게 고령화 사회로 접어들고 있다. 본 연구는 급속한 고령화 사회를 대비하기 위하여 고령 해기사와 해양사고와의 관계를 분석하여 고령화되어 가는 해기사 정책에 기초 자료를 제공하고자 한다. 수집한 데이터는 2006년부터 2016년까지 11년간이며, 부원을 제외한 해기사만을 대상으로 현황 조사 및 회귀분석을 실시하였다. 연구결과 첫째, 60대 이상의 고령 해기사의 취업자 수는 지난 11년 동안 약 2.7배 증가하여 증가 추이 폭이 다른 연령대 보다 큰 것으로 조사되었다. 둘째, 해양사고로 징계를 받은 고령 해기사사는 약 2.6배 증가 추이를 보였다. 셋째, 고령 해기사는 비고령 해기사보다는 해양사고율이 약 1.5배 높은 것으로 나타났다. 넷째, 고령 해기사의 취업자 수와 징계자 수 간에 회귀분석을 실시한 결과, 고령 해기사 취업자 수가 고령 해기사 징계자 수를 설명하는 설명력의 정도가 75.1 %로 나타났다. 고령화 사회가 신속히 진행될 수 있으므로 고령 해기사 면허 갱신 교육과 갱신 자격을 강화하는 규정 등의 정책이 필요할 것으로 판단된다.

  • Students of the Mogpo Merchant Marine College must complete one year's shipboard training course according to IMO(International Maritime Organization) regulations as an obtaining matter of Certificate of Competency. The purpose of this shipboard training course lies int he student's acquiring practical knowledge and sill as a part of a course of study and, in the future, fostering essential adaptability and leadership, especially in bad circumstances on the sea. The shipboard training course has two kind that the students can be trained either on the training ship or on a merchant ship of the shipping company. In this paper, I only thought over the legal status of apprentice officers on the merchant ship and analyzed the problems practicably during shipboard training. This paper is made up of five chapters. The first chapter contains the purpose contents and method of this study, in the second, the meaning of shipboard practice education and training, in the third, the legal status of apprentice officers on merchant ship, in the fourth, the analysis of the provisions of the seamen act applied to apprentice officers on a merchant ship. And in the last chapter 5, the contents mentioned is summarized and directions are presented to amend the provisions of the seamen act applied to apprentice officers. The conclusions are as follows. 1.In case of shipboard training on overseas employment ship, the seamen act applied to the manning agent employing the apprentice officers should be reinforced. 2. The provisions of disembarkation in mid course by discipline of the seamen acts Article 24 should be relaxed. And the provisions in relations to seamen's duty to be a reason of discipline applied to apprentice officer among the provisions for ship's public order maintenance should be abolished. 3. The provision of repartriation completely should be applied to apprentice officers and the provisions of a journey expenditure during their embarkation or disembarkation have to be established. 4. The apprentice officers in shipboard training also need securing a basic wages provision to be criterion of an accident compensation. 5. The apprentice officers in shipboard training should not be in charge of third officer's or third engineer' study.

국적외항상선의 해기사 수급 현황 (The Supply-Demand Situation of Officers for Korean flag ocean-going merchant ship)

  • 외국인선원 고용 확대의 주된 요인으로 주장되고 있는 선원의 부족문제, 그 중에서도 국적외항상선의 해기사의 수급현황을 객관적인 자료에 기초하여 분석함으로써 외국인 해기사의 고용범위 조정에 대한 합리적인 근거를 제시하였다. 우리나라 해기사의 수급현황을 분석하기 위하여, 3 4급 해기사의 신규양성 공급 상황을 조사하였고, 해기사의 취업 및 이직현황을 조사하였다. 또한 국적외항상선 척수의 증감상황을 조사하여 선복량의 증가에 따른 해기사의 신규수요 현황도 조사하는 등 여러 요인을 고려한 해기사의 수급현황을 분석하였다. 그 결과 국적외항상선에 공급되는 해기사는 매년 64명 정도가 남아도는 것으로 파악되었다.

  • 본 연구는 해기사와 부원 사이의 노동수요에 대해 인적자본 이론을 중심으로 진행되었다. 선박 운영의 주요 책임을 맡은 해기사와 다양한 작업을 담당하는 부원 간의 직무적 차이와 그로 인한 노동시장의 분절을 분석하였다. 해기사는 선박 조종, 항해, 안전 절차 준수, 선원 및 자원 관리 등 전략적 결정을 내리는 주요 인물로, 높은 교육과 경험을 요구한다. 반면 부원은 해기사의 지시에 따라 선박의 각종 작업을 수행하며, 일상적인 운영에 기여한다. 분석 결과, 다요소 콥-더글라스 생산함수를 활용하여 해기사와 부원의 생산성을 평가하고, 이들 각각의 노동시장이 어떻게 분리되어 있는지를 확인했다. 결과적으로, 세계화는 해기사와 부원 모두에게 유의미한 영향을 미치지 않았다, 그러나 기술 진보는 특히 부원의 노동수요에 부정적인 영향을 미치고 있으며, 이는 더 넓은 경제적, 사회적 맥락에서의 임금 격차 확대와 미숙련 노동자의 고용불안을 설명하는 중요한 요소임을 보였다. 연구의 결론은 경제 상황 변화에 따라 해기사와 부원의 노동수요가 변동하는 점을 감안해 적절한 고용 정책이 필요하다는 것이다. 또한, 기술 진보가 각 직종의 노동시장에 미치는 영향을 탄력적으로 대응할 필요가 있으며, 이는 노동자들의 교육과 훈련에 대한 정책적 접근을 재고하는 계기가 될 것이다.

외항 상선 해기사 인력 수요 및 공급 예측에 관한 연구 (A Study on Forecasting Demand and Supply of Marine Officer for Korean Ocean-Going Merchant Vessels)

  • 외항 상선 선박 척수가 증가하고 있지만, 한국인 해기사가 감소하여 인력 부족 문제가 심각하게 대두되고 있는 상황에서 본 연구는 외항 상선 해기사 인력 수요와 공급을 결정하는 요인들을 객관적으로 측정하여 정확한 인력 수요와 공급을 예측하고자 하였다. 인력 수요는 선박 규모별 필요 해기사 수의 차이를 반영하여 선박 증가 예측치에 이를 적용하여 직급별로 예측하였다. 인력 공급은 Markov모형을 활용하여 연도별 승진, 이직, 퇴직, 신규 진입 등의 증감요인을 반영하여 직급별 연령별로 세분화하여 예측하였다. 외항 상선 해기사 인력 수요는 2023년 11,638명에서 2030년 13,879명으로 증가하고, 공급은 2023년 7,006명에서 2030년 6,426명으로 감소하여 2040년에는 부족인원이 1만명을 넘는 것으로 예측되었다. 본 연구는 객관적인 데이터와 과학적 분석방법 및 논리적 추론을 통해 예측의 정확도를 제고하여 외항 상선해기사 인력 부족 문제를 해결하는데 유용한 자료로 활용될 수 있을 것이다.

Maritime Officers' Strategies for Collision Avoidance in Crossing Situations

  • Objective: The aim of this study is to investigate maritime officers' strategies to avoid the ship collision in crossing situations. Background: In a situation where there is a risk of collision between two ships, maritime officers can change the direction and speed of the own-ship to avoid the collision. They have four options to select; adjusting the speed only, the direction only, both the speed and direction at the same time and no action. Research questions were whether the strategy they are using differs according to the shipboard experience of maritime officers and the representation method of ARPA (automatic radar plotting aid) - radar graphic information. Method: Participants were 12. Six of them had more than 3 years of onboard experience, while the others were 4th grade students at Korea Maritime and Ocean University. For each participant, 32 ship encounter situations were provided with ARPA-radar information. 16 situations were presented by the north-up display and 16 situations were presented by the track-up display. Participants were asked to decide how to move the own-ship to avoid the ship collision for each case. Results: Most participants attempted to avoid the collision by adjusting the direction of the ship, representing an average of 22.4 times in 32 judgment trials (about 70%). Participants who did not have experience on board were more likely to control speed and direction at the same time than participants with onboard experience. Participants with onboard experience were more likely to control the direction of the ship only. On the other hand, although the same ARPA Information was provided to the participants, the participants in many cases made different judgments depending on the method of information representation; track-up display and north-up display. It was only 25% that the participants made the same judgment under the same collision situations. Participants with onboard experience did make the same judgment more than participants with no onboard experience. Conclusion: In marine collision situations, maritime officers tend to avoid collisions by adjusting only the direction of their ships, and this tendency is more pronounced among maritime officers with onboard experience. The effect of the method of information representation on their judgment was not significant. Application: The results of this research might help to train maritime officers for safe navigation and to design a collision avoidance support system.

  • Marine officers should have crisis control ability because ship operation needs not only highly specialized information, but also functional capability due to the fact that there always exist dangers at sea, which are different from those at shore. Therefore, marine officers should be trained on the related specialized information under the systematical educational system including shipboard training. Their training is also based on the strong spiritual power and physical strength through the strict training process. In order to have these vocational personalities, dormitory life training and shipboard training courses seem to be essential processes, which are required of maritime education. The introduction of automatic system into the ship as a result of the recent development of technology brings decrease of the full number of crew. Consequently, marine officers are increasingly under heavy burden, and should have more ship operation capabilities than before. Maine officers should have not only specialized information which differs from that at shore, but also vocational adaptability which can reasonably tackle with all the problems which exist on the spot and are obstacles to individual, spiritual, physical, natural, and social demands. So it is required that marine officers should have study many areas to deal with as extra curricula besides their major field of study, which are unique characteristics of the education for them. These vocational adaptabilities are based on the spiritual characteristics, such as self-developmental education, responsibility, meticulous care, attentiveness, voluntary, planning, readiness, spontaneity, accuracy, self-denial, obedience, leadership, and etc.

해기사 행정처분 현황과 문제점 및 개선방안에 관한 고찰 (Consideration of Improvement Plans about the Current Status and Problems of Administrative Disciplinary Action for the Ship Officers)

  • 항해사나 기관사 등 해기사에 의한 선박운항 과정에서 이들의 과실이나 부주의로 인한 해양사고나 위법행위가 발생한다. 그 결과로 해기사 면허에 대한 행정처분이 따른다. 처분 즉, 면허징계는 올바른 법규와 절차에 따라서 형평성 있게 이루어져야 한다. 하지만, 실제는 그렇지 못한 것으로 나타났다. 이에 대한 현황파악을 위하여 B지방해양수산청에서 2014년부터 2018년까지 5년간 이루어진 737명의 해기사 면허 징계처분 내용을 살펴보았다. 분석내용은 징계처분통보기관, 면허종류, 당시 직책, 징계량, 위반행위, 연도별 처분현황, 징계규정과 절차 그리고 경감규정과 감면 정도 등이다. 분석 결과 관련 규정별 징계량 편차, 징계 규정 미비, 면허종류별 징계 대상자 편차, 징계 경감규정 미비 그리고 선원행정처분심의회 역할 부족 등의 문제점이 식별되었다. 마지막에 드러난 문제점들에 대한 개선방안을 제안하였다. 이 연구는 국내에서 처음으로 해기사에 대한 다수의 실제 행정처분 사례를 분석하고 미비점을 확인하여 개선안을 제시한 것으로, 향후 해기사에 대한 연구나 정책수립에 도움이 될 것으로 기대한다.

An Analysis on Simulator Scenarios for the Integrated Evaluation when Applied to Teamwork by Deck and Engine Officers

  • The evaluation systems in SHS(Ship Handling Simulator) or ERS(Engine Room Simulator) give trainees the opportunity to feedback how they responded suggesting them the operation result by scores. If SHS and ERS are integrated each other by network to enable the synchronous training for both deck and engine officers these systems need to include inherently the function of integrated evaluation which produces the evaluation score for the team play of deck and engine officers. The integrated evaluation is effective especially when assessing the responses at emergency situation of ship or the matter of efficiency of ship operation even if assessors feel difficult in editing simulation scenarios for integrated evaluation. This study focuses on the property of integrated evaluation and considerations when editing them. It suggests also a useful procedure to estimate whether a scenario for integrated evaluation is reasonable and balanced or not based on the analysis in the proprieties and reasonabilities which are to be prepared by assessors before testing trainees or examinees.
