A Study on the Safety Measures for Typhoon Shelter in Jinhae Bay Based on AHP Assessment (AHP 기법 기반 진해만 태풍 피항지 내 안전대책에 관한 연구)

  • Jinhae Bay is used as a major typhoon shelter in the southeastern region of Korea. However, when a typhoon strikes, the Jinhae Bay is facing the possibility of marine accidents caused by dragging anchors and the increased number of ships. This paper suggested ways to safely and efficiently manage the port of Jinhae Bay when a typhoon strikes from Vessel traffic service operators in the sea, derived relative importance by conducting an Analytic Hierarchy Process assessment to ship operators, and suggested safety measures reflecting manager and user opinions. In order to select safety measures factors for the AHP survey, VTS operators analyzed the evaluation of measures when a typhoon strikes in Jinhae Bay. As a result of conducting a survey based on the selected safety measure factors, it was found that ship operators consider the safety of ships more than twice as important as efficient management, and comprehensively consider them in the order of management of evacuated ships, management of anchorage area, management of evacuation information, preparation regulations and guidelines, improvement of system equipment, education, publicity, and notification activities. Through the measures and relative importance identified in this paper, it is believed that Jinhae Bay can serve as the basis for safely and efficiently managing typhoon shelters.

  • Our society is changed and diversified rapidly and such tendency is accelerated day after day and has made a lot of problems in the many fields. The important thing we have to recognize is such tendency has a bad effect recently on the safety system in Korea. So it is time to enhance the national safety system and moreover recently Sewol-ho(passenger ship) went down in the sea, it made people remind the importance of national safety system. With this incident, Korean government decided to establish the national safety communication network against the disaster. At this time, I will propose several ideas about the national safety communication network. 1. It must to be established an unified network to contact people who is on a disaster site anytime and anywhere. This is most important element on all disaster sites. 2. PS-LTE technology must to be adopted to the network because it has many advantages including various multimedia services compared to the TETRA in the past. 3. 700MHz is the most efficient band for the network because it has wide cell sites coverage compared to 1.8GHz. 4. Satellite communication system is needed to the network for back-up. 5. It will be effective to adopt Social Media to the communication network system like a Twitter or Facebook for sharing many kinds of information and notifying people of warning message. 6. It can make the network more useful to introduce the latest technology like a sensor network. And Korean government has to improve the system related to the disaster including law and operating organization.

Developmental Plan of Man-Overboard Alert Devices of Small Fishing Vessels: A Study (소형어선의 선외추락 경보장치 개발 방안 연구)

  • A method of transmitting an alert signal in case of man-overboard (MOB) systems in a small fishing vessel navigating within coastal area is being operated as VHF-DSC equipment via a distress alert button and V-P ass Equipment via alert button or beacon separation. However, a small fishing vessel with a couple of crews on board is an inappropriate way to alert a man-overboard condition. However, internationally, MOB equipment using VHF-DSC, AIS, and Bluetooth technologies is used to transmit alert signals directly to the mother ship and other radio stations. In order to analyze the performance and technology of the MOB equipment operating in foreign countries, it was confirmed that the alarm signal can be received within a maximum of one nautical mile when the MOB device is on the water surface. An MOB device that meets domestic conditions needs to send an alarm signal to a station within the VHF communication range. However, in order to reduce the false alert signal, it is most appropriate to operate the VHF-DSC radio equipment installed on the ship remotely. Analysis of various technologies connecting the MOB and the VHF-DSC revealed that the Bluetooth system has advantages such as device miniaturization. When an emergency signal is transmitted from the MOB device, it can be received by a dedicated receiver and recognized through an external input terminal of the VHF-DSC equipment generating its own alarm. If the emergency situation cannot be processed at the mother ship, a distress alert is sent to all radio stations via VHF-DSC for response under emergencies faced by small fishing vessels.

  • IMO and IALA have undertaken projects that GMDSS Modernization and E-navigation, which refer to "Future digital communications systems" for a more efficient transmission of voice and data communications in the VHF maritime mobile service. ITU has also resolved in WRC-07 Resolution 357 to study the use of spectrum-efficient technologies in order to provide for the operation of ship and port security and maritime safety systems. IALA and ITU WP5B have coordinated for the technical developments and the spectrum issues. Recommendation ITU-R M.1842-1 has approved by WP5B meeting. This revision provides a wideband data service both 50kHz and 100kHz in the VHF maritime mobile service. This paper has studied E-navigation, its needs for data exchange that includes explanations of the current methods for transmitting data by VHF that based in land mobile radio service. A further technologies trend is estimated for Recommendation ITU-R M.1842-1, that is based on the land mobile radio standards with some tailored to fit the needs of the maritime mobile service.

  • Navy establishes the Naval Task Forces (TF) for many kinds of maritime operations. Then the TF in the maritime environment performs simultaneous component operations such as ASUW (Anti-Surface Warfare), ASW (Anti-Submarine Warfare), AAW (Anti-Aircraft Warfare), and assault operations. The TF consists of many tactical systems for the completion of missions C4I, VOIP (Voice Over Internet Protocol), DMHS (Digital Massage Handling System), and TDLs (Tactical Data Links) such as LINK-11, 16, ISDL (Inter Site Data Link). When the TF executes naval operations to complete a mission, we are interested in the kill chain for the maritime operations in the TF. The kill chain is a standard procedure for the naval operations to crush enemy defenses. Although each ship has a procedure about a manual for 'how to fight', it leave something to be desired for the TF detailed kill chain currently. Therefore, in this paper, we propose the naval TF's kill chain to perform the naval operations. Then, the operational effectiveness of the TF in the kill chain environment is determined through operation scenarios of TDL system implementation. It is to see the operational information sharing effect to a data link model based on MND-AF OV 6c (statement of tracking operational status) in the maritime operations applied to TDL and is to identify improvements in information dissemination process. We made the kill chain of maritime TF for the effective naval operations.

  • Recently, interests in the 4th industry have increased the level of demand for pest control by farmers in the field of rice farming, and the interests and use of agricultural pest control drones. Therefore, the diversification of agricultural control drones that spray high-concentration pesticides and the increase of agricultural exterminators due to the acquisition of national drone certifications are rapidly developing the agricultural sector in the drone industry. In addition, as detailed projects, an effective platform is required to construct large-scale big data due to pesticide management, exterminator management, precise spraying, pest control work volume classification, settlement, soil management, prediction and monitoring of damages by pests, etc. and to process the data. However, studies in South Korea and other countries on development of models and programs to integrate and process the big data such as data analysis algorithms, image analysis algorithms, growth management algorithms, AI algorithms, etc. are insufficient. This paper proposed an online drone pest control management information platform to meet the needs of managers and farmers in the agricultural field and to realize precise AI pest control based on the agricultural drone pest control processor using drones and presented foundation for development of a comprehensive management system through empirical experiments.

The Major Technology Distribution Analysis of Domestic Defense Companies in Naval Ships based on Patent Information Data (함정 분야 방산업체 주요 기술 분포 분석)

  • In order to decide the naval ship weapon system acquisition for national policy/market economy activities, the decision makers can determine policy based on current technology level/concentration/utilization. For this, the decision makers apply the major common technology field analysis using patents data. As a method for collecting patent data, we can collect patent data of domestic mobile carriers through the Korea Intellectual Property Rights Information System of Korean Intellectual Property Office. As a result, we collected 14,964 patents/352 International Patent Classification(IPC) types. Based on these data, we performed three analysis processes (SNA, PCA, ARIMA, Text Mining) and got each result from extracting 58 IPC types of SNA and 7 IPC types of PCA. Based on the analysis results, we have confirmed that 7 IPC(B63B, H01M, F03D, B01D, H02K, B23K, H01H) types are the Major Common Technology Distribution of domestic Defense Companies.

  • This research connected network equipment, including CCTV, PAGA, IP-PBX, and Legacy, in order to enable the operation and configuration of internal IP-based network equipment in maritime plants and vessels, both in the field and from remote places, and to allow for the support of remotely controlling such equipment. It also realized an operating program for the integrated network equipment management system to enable the monitoring and control of equipment status, operation condition, and notifications from distant places. By applying the operating program to satellite stations and vessels sailing on the sea, a performance test was conducted to evaluate data loss and transmission/reception delay in the communication section between the land and vessels. As a result, this research verified the normal operation of CCTV control and of real-time monitoring and control of the network equipment, including PAGA, IP-PBX, and Legacy under the FBB and MVSAT environments. It was observed that the transmission of CCTV video images with a large volume of data as well as the transmission and reception of voice data were found to be slightly delayed, indicating the need to develop technology to compress and convert data for real-time transmission and reception.

  • The International Maritime Organization has steadily strengthened environmental regulations on nitrogen oxides and carbon dioxide emitted from marine vessels. Consequently, the demand for electric propulsion vessels based on eco-friendly elements has increased. To this end, research and development has been steadily conducted for various vessels. In electric propulsion systems, a redundancy configuration is typically adopted to increase reliability and facilitate the onboard arrangement. Furthermore, studies have been actively conducted to ensure the safety of electric propulsion systems through the combination with digital twin technology. A digital twin can be used to predict outcomes in advance by implementing real-world equipment or space in a virtual world like twins, integrating real-world information and data with the virtual world, and performing computer simulations of situations that can occur in a real environment. In this study, we perform failure modes and effects analysis (FMEA) to validate the electric power management system (PMS) redundancy scheme for the digital twin technology development of electric propulsion vessels. Then, we propose the role and algorithm of PMS as a compensation function for preventing primary and secondary damages caused by a single equipment failure of the PMS and preventing additional damages by analyzing the impact on the entire system under real vessel operating conditions based on the redundancy FMEA suggested for the ship classification and certification. We verified the improvement in propulsion conservation through tests.

Fundamental Research on the Development of a Risk Based Decision Support System for Maritime Accident Response: Focused on Oil Tanker Grounding (위험도기반 해양사고 초기대응 지원 시스템 개발 기초연구: 유조선 좌초사고를 중심으로)

  • A number of maritime accidents, and accident response activities, including the command and control procedures that were implemented at accident scenes, are analyzed to derive useful information about responding to maritime accidents, and to understand how the chain of events developed after the initial accident. In this research, a new concept of a 'risk based accident response support system' is proposed. In order to identify the event chains and associated hazards related to the accident response activities, this study proposes a 'Brainstorming technique for scenario identification', based on the concept of the HAZID technique. A modified version of Event Tree Analysis was used for quantitative risk analysis of maritime accident response activities. PERT/CPM was used to analyze accident response activities and for calculating overall (expected) response activity completion time. Also, the risk based accident response support system proposed in this paper is explained using a simple case study of risk analysis for oil tanker grounding accident response.
