The purpose of this study was to estimate the magnitude of patient's actual cost-sharing for hospital services in the National Health Insurance which has been estimated with only a few hospitals or limited number of patients. Also we aimed at analysis of factors influencing the magnitude. Sources of analyzed data were two databases. 1997 medical benefits record of the National Federation of Medical Insurance and 1997 Statistics for Hospital Management from the Korea Institute of Health Services Management(KIHM). We merged two databases and related records for 224 hospitals. based on the identification details of each hospital. The average percent of patients' cost-sharing was 51.7% of total hospital revenues from the insurance. with 40.3% of revenue in inpatient and 67.4% in outpatient. respectively. The contributing hospital factors to the magnitude of cost-sharing were size of hospitals. teaching status. location. number of employed physicians. etc. Larger and university hospital. urban location. and with more physicians were positively correlated with higher level of cost-sharing. Additionally, the higher the expenses of inpatient's treatment was, the higher the size of patient's cost-sharing was. These findings suggest that present level of patients' cost-sharing is quitely high and it is urgent to reduce the patient's cost-sharing to the reasonable level. It would be necessary to extend the coverage of insurance benefits and to develop policies focusing on larger hospitals and inpatient services.

Purpose: The purpose of this study is to investigate factors that affect overall attitudes on accommodations sharing platform businesses and effects of overall attitudes on sustainability of accommodation sharing platform and contribution to the tourism industry with the perspectives of millennials and generation Z. Research design, data and methodology: This study conducted an online survey. This study applied factor, ANOVA, and regression analysis to test hypotheses. Results: The results found that factors including economic, trust, environment, local market facilitation, and the quality of residents' life affect overall attitudes toward accommodation sharing, while social and experience aspects do now show significance on overall attitudes. Effects of overall attitudes on sustainability of the accommodation sharing platform and contribution to the tourism industry showed significance. Conclusions: The results provide managerial and policy implications. The results implied how millennials and generation Z perceive significant factors such as local market facilitation for economic benefits and environment aspects with usage of accommodation sharing support characteristics of millennials and generation Z. How to foster social aspects to interact with millennials and generation Z and experience aspects to enhance values of the accommodation sharing that shares experiences remained future issues for better development of sharing platform businesses.

국가 운영 정책을 기획하고, 실행하고, 평가하기 위한 모든 영역의 의사결정 단계에서 정책연구정보는 매우 중요한 정보원이라 할 수 있다. 국책연구기관의 정책연구 과제는 연구 설계부터 활용 효과에 대한 성과 평가까지 그 효율성과 효과성을 보장하기 위해 연구 전 과정에 있어서 꼼꼼한 단계를 거쳐 관리되고 있다. 그러나 실제 정책연구정보를 필요로 하는 수요자나 일반 국민에게 직접적으로 노출되는 정보는 연구과제의 최종 성과물인 정책연구보고서 형태로 발간된 자료이다. 국무총리산하 경제·인문사회연구회에서 구축·운영하고 있는 국가정책연구포털(NKIS)은 27개의 국책연구기관의 정책성과물과 함께 기관 간 협동 연구를 수행하여 산출된 연구보고서를 통합 관리하는 대국민 정보제공서비스이다. 본 연구는 국가정책연구포털(NKIS)의 운영 현황과 정보 관리 현황을 소개하면서 국책연구기관의 정책연구정보자료의 관리 특성을 파악하고, 외부 서비스와의 API(응용 프로그램 인터페이스)를 위해 고려해야 하는 특이사항을 도출하여, 표준화된 형태의 공유 데이터 요소를 도출하는 것을 목적으로 한다.

The study aims to investigate determinants of performance indicator and perceptions of existing and potential customers in accommodation sharing. This study uses data of Airbnb in Busan and Jeju from January 1 to December 31 in 2018, provided by AirDNA. The total number of listed accommodation sharing were 5,109 accommodations in Busan and 11,502 accommodations in Jeju. More than 90 property types of registered accommodation are subcategorized and re-classified in this study. Study 1 examined current usage and effects of factors on performance indicator in tourism destinations by applying Airbnb data. Study 2 investigated effects of perceived factors on satisfaction, intention to use, loyalty, and tourism competitiveness by applying online survey data. This study applies statistical analyses such as factor and regression analyses, ANOVA, t-test, and MANOVA. Results of Study 1 showed that usage and effects of accommodation sharing differ from regulation that is related to sharing types. Effects also differ based on travel destinations. Results of Study 2 showed how customers perceive accommodation sharing differ from pure meaning of sharing. The results of Study 1 and 2 found significant effects of price and service factors on performance indicator and customer satisfaction. The findings of Study 2 showed significant effects on loyalty and tourism competitiveness.

Recently, controversy over intellectual property rights for protecting genetic resources and traditional knowledge has been emerging. Very active debates and global discussions are being carried out in various international organizations for possible approaches to be taken for these properties, and for the fair and equal sharing of the benefits from these intellectual properties. There is a need to evaluate adopting a sui generis system which is being pushed by developing nations, or adopting a policy which will guaranteee benefit sharing such as sharing royalties from marketing final products, technical transfers, capacity building, and participating in research activities. Also, it is very important to examine the legal issues concerning genetic resources based on Convention on Biological Diversity for the fair and equal sharing of the benefits with developing nations, at the same time assuring developed nations of access to genetic resources.

As the importance of Knowledge Management System (KMS) in the military increases, Republic of Korea Army (ROK Army) developed Army Knowledge Portal. Although the members in the military are encouraged to use the portal, few members currently use it. This study was conducted to find variables to predict the user's intention to use the portal, which contributes to activating the use of Army Knowledge Portal in the army. On the basis of Technology Acceptance Model (TAM), ten variables such as perceived ease of use, general information security awareness, information security awareness, expectation for external rewards, expectation for relationships, sense of self-worth, attitude toward compliance with security policy, attitude toward knowledge sharing, intention of non-combat knowledge sharing, and intention of combat knowledge sharing were considered as independent variables. 105 participants on active duty who currently use or have experience to use the portal participated in this study. The results indicated that general information security awareness and information security awareness increases compliance with the information security policy. In addition, the attitude toward knowledge sharing is enhanced by expectations for relationship and sense of self-worth. Based on the results, the authors propose the need for policy alternatives to reinforce the reward system and security policy, which activates the use of Knowledge Portal Service for ROK Army.

제한된 네트워크 자원과 불균등한 전파 자원 분배로 인해 전파자원 부족 문제와 서비스 품질 열화가 발생하고 있다. 또한, 기존 중앙집중식 전파 공유 방식은 전파 공유 활성화를 위한 근본적인 해결책이 되지 못하고 있으며 비용, 편의성, 보안성 관점에서 비효율적이다. 본 논문에서는 전파자원을 분배하고 공유할 수 있는 저비용, 고신뢰, 고효율 플랫폼으로서 블록체인 기반의 스펙트럼 쉐어링 플랫폼을 제안하고 이를 실현하기 위한 법적 쟁점을 분석하였다. 스펙트럼 쉐어링 플랫폼에서는 와이파이 AP 전파 정보와 LTE 모바일 핫스팟 전파 정보를 블록체인에 등록하고, 전파 공유자와 전파 사용자가 스마트 컨트랙트 통해 개인 간 (P2P) 전파 공유 계약을 빠르고 효율적으로 체결한다. 전파 공유에 대한 대가와 품질 관리에 대한 보상인 암호화폐는 선순환적인 전파 공유 오픈 플랫폼 생태계를 활성화할 것이며, 스펙트럼 쉐어링 플랫폼을 통해 편리하고 효율적인 공공 무선 인프라를 제공할 수 있다.

This study is designed to estimate an appropriate level of patient's cost-sharing for oriental medical services in the Korean National Health Insurance. The findings of this study can be summarized as follows: 1) The current co-payment system for oriental medical services does not reflect its cost structure in clinical practice due to inconsistency of cost-sharing plan in the NHI. 2) Both oriental medical institutions and their patients, as a result, are at a relative disadvantage in financial burden, compared with other services. 3) The substantial proportion of patients' cost-sharing depends on the amount of co-payment and the range of medical cost that a flat rate is applied to. 4) The extension of the range doesn't make any substantial decrease in patient's cost-sharing. 5) The fixed amount of co-payment is more sensitive than a range to total variations of patient's cost-sharing. Based on the above, the budget impacts of a new co-payment system were estimated for each co-insurance rate, according to given scenarios. The results range from -59 billion Won (-8.5%) to 16 billion Won(2.3%).

This article presents spectrum sharing policy trends both overseas and domestically. The Federal Communications Commission recently adopted rules for the commercial use of a 150 MHz bandwidth at 3.55 to 3.7 GHz, which has been utilized for defense and satellite services. This frequency band for spectrum sharing is called the citizens broadband radio service (CBRS) band. In Europe, the related regimes for licensed shared access application at 2.3 to 2.4 GHz has been organized, and interface standardization for sharing frequency information has been completed. In Korea, efforts are being made to establish spectrum-sharing policies to improve the efficiency of the frequency utilization. This article also introduces both the IEEE 802 local area network/metropolitan area network and 3GPP standardization activities with regard to frequency sharing technologies. To effectively solve the spectrum-sharing problem in IEEE 802, standardization activities on the CBRS and the mid-band (3.7-24 GHz) are underway. 3GPP is currently developing the standardization of a licensed assisted access technology, which extends mobile communication services provided in the licensed band to unlicensed bands.
