This paper outlines the system and operation of plant variety protection right and plant patent of ornamental crops in USA to guide for application of new varieties developed in Korea and to use for national examination of applied variety from USA. The Plant Variety Protection Act(PVPA) in USA is given as PVPR to the developers of new variety for the seed propagating crops and tubers and provides as plant patent for asexually reproducing crops. A certificate of PVPR and plant patent is awarded to an owner of a variety has shown that it is new, distinct from other varieties, genetically uniform and stable through successive generations by official evaluation without the growing trial. The term of protection for plant patent and PVPR for most crops is 20 years but 25 years for trees, shrubs, and vines. The application of ornamental variety in USA is mostly for plant patent. The application of ornamental crops accounted for 87% of total applications for plant patent. The ratio of new variety applications for plant patent from national and foreign countries is not significant differences.
This study started to diagnose the perception of 'public official' who are exposed to various tasks through public institutions in our daily work. In particular, among the public officials in various fields, public officials engaged in social welfare, health and welfare, and administration were diagnosed with the attitude of public officials to be equipped. For analysis, Q method, which is a qualitative research method, was used to diagnose and typify perceptions. First, the analysis results were derived into four types. In each type, shows the uniform distribution of public officials in health, administration and welfare fields and is named "General Type". is named as "Administrative Public Official Type" because the distribution of administrative civil servants is high. has a high distribution of welfare officers and is named as "Welfare Official Type". is composed mainly of public health officials, and is named as "Health Official Type". The public officials who are subject to this study should be responsible for "public service", that is, the unique work for the state and the public. In order to do this, we emphasize the accountability of the public officials themselves, and expect to expand into empirical research in future research.
The rapid development of the automobile industry is an important factor that led to the dramatic development of synthetic rubber. The tread part of tire that comes in direct contact with the road surface is related to the service life of the tire. Rubber compounds used in tire treads are often blended with SBR (styrene-butadiene rubber) and BR (butadiene rubber) to satisfy physical property requirements. However, when two or more kinds of rubber are blended, phase separation and silica dispersion problems may occur due to non-uniform mixing of the rubber. Therefore, in this study, we synthesized an SBR copolymer with the same composition as that of a typical SBR/BR blend compound by controlling butadiene content during ESBR (emulsion styrene-butadiene rubber) synthesis. Subsequently, silica filled compounds were manufactured using the synthesized ESBR, and their mechanical properties, dynamic viscoelasticity, and crosslinking density were compared with those of the SBR/BR blended compound. When the content of butadiene was increased in the silica filled compound, the cure rate accelerated due to an increased number of allylic positions, which typically exhibit higher reactivity. However, the T-2 compound with increased butadiene content by synthesis less likely to show an increase in crosslink density due to poor silica dispersion. In addition, the T-3 compound containing high cis BR content showed high crosslink density due to its monosulfide crosslinking structure. Because of the phase separation, SBR/BR blend compounds were easily broken and showed similar $M_{100%}$ and $M_{300%}$ values as those of other compounds despite their high crosslink density. However, the developed blend showed excellent abrasion resistance due to the high cis-1,4 butadiene content and low rolling resistance due to the high crosslink density.

In this study, a multivariate analysis model of partial least square regression (PLSR) was developed to predict the moisture content of green peppers using hyperspectral imaging (HSI). In HSI, illumination is essential for high-quality image acquisition and directly affects the analytical performance of the visible near-infrared hyperspectral imaging (VIS/NIR-HSI) system. When green pepper images were acquired using a direct lighting system, the specular reflection from the surface of the objects and their intensities fluctuated with time. The images include artifacts on the surface of the materials, thereby increasing the variability of data and affecting the obtained accuracy by generating false-positive results. Therefore, images without glare on the surface of the green peppers were created using a polarization filter at the front of the camera lens and by exposing the polarizer sheet at the front of the lighting systems simultaneously. The results obtained from the PLSR analysis yielded a high determination coefficient of 0.89 value. The regression coefficients yielded by the best PLSR model were further developed for moisture content mapping in green peppers based on the selected wavelengths. Accordingly, the polarization filter helped achieve an uniform illumination and the removal of gloss and artifact glare from the green pepper images. These results demonstrate that the HSI technique with a polarized lighting system combined with chemometrics can be effectively used for high-throughput prediction of moisture content and image-based visualization.
To investigate the relationship between heat treatment in zirconium alloy tubing process and metallurgical characteristics of Zr-1Nb-0.69Sn-0.11Fe alloy tubes, mechanical and oxidation behaviors of tubes heat treated at different temperatures after the final pilgering were investigated. The stress strain curves exhibited the saturation behaviors in all heat treatment conditions ($460{\sim}600^{\circ}C$) in this study with the onset strain of saturation increased with increase of post-pilgering annealing temperature. The strength fell off rapidly with increasing annealing temperature. The ultimate strength of the low tin Zr-1Nb-0.69Sn-0.11Fe alloy with slightly higher iron and oxygen contents in this study was found to be higher than Zr-1Nb-1Sn-0.1Fe alloy. The oxidation experiments in steam condition revealed that the corrosion resistance of low tin Zr-1Nb-0.69Sn-0.11Fe alloy was better than the Zr-1Nb-1Sn-0.1Fe alloy with a higher Sn content. The weight gain of low tin Zr-1Nb-0.69Sn-0.11Fe alloy tubes gradually increased with the increasing annealing temperature possibly due to the decreased Nb content in the matrix because of the formation of ${\beta}-Nb$ particles.

As a representative technique of recommender systems, collaborative filtering has been successfully in service through many commercial and academic systems. This technique recommends items highly rated by similar neighbor users, based on similarity of ratings on common items rated by two users. Recently research on time-aware recommender systems has been conducted, which attempts to improve system performance by reflecting user rating time of items. However, the decay rate uniform to past ratings has a risk of lowering the rating prediction performance of the system. This study proposes a rating time-aware similarity measure between users, which is a novel approach different from previous ones. The proposed approach considers changes of similarity value over time, not item rating time. In order to evaluate performance of the proposed method, experiments using various parameter values and types of time change functions are conducted, resulting in improving prediction accuracy of existing traditional similarity measures significantly.

As the number of reported COVID-19 cases rises around the world, regions affected by the virus are taking serious measures to contain its spread. Face shields are one of the highest-need personal protective equipment (PPE) during COVID-19 pandemic. Beyond traditional face masks, as known cases of the coronavirus soar, currently there is a significant shortage of face shields around the world. In response, the protective face shields were designed and fabricated with open-source 3D modelling software and 3D printing technology, respectively. Our face shield consisted of two parts only; a reusable 3D printed headband and a visor made of transparent plastic sheet, as barrier. The resulting 3D printed face shields are affordable, lightweight, one-size-fits-most and ready-to-wear with minimal assemblies, and go on easily over glass, goggle and face mask. To ensure being donated to the healthcare professionals without risk infected by any pathogens, the 3D printed face shields were successfully be disinfected with ultraviolet germicidal irradiation (UVGI dosage of 1000 mJ/cm2) and 70% alcohol. For routine disinfection a UVGI chamber was designed and optimized to provide uniform UV-C illumination with an appreciated fluence for complete decontamination. More than 1,000 face shields were produced already and donated to the special hospitals for COVID-19 patients, quarantines, government and medical agencies in Ethiopia as well as in East-African countries. With certainty, our intention goes beyond the hospitals and other first responders, but not limited for all those who have to stay in the service or be in contact with many other people in the time of COVID-19 pandemic.

Introduced in 2004 as an 'After-School Academy' policy, the 'After-School Care Class' has become a universal program for elementary schools over time. While the concept of public education service has expanded and changed in various ways including educational welfare, the physical environment of the care classroom has undergone fixed changes within the uniform classroom structure of a standardized school space. The purpose of this study is to identify spatial characteristics of care classroom through chasing and analysing changes in the care class space configuration from 2004 to the present. The findings are as follows. The plan of the early care classroom wasn't much different from the existing common classroom, and it was only in 2007 that the kitchen and floor heating appeared for the first time. From the 2015 standard plan, prominent differentiation of the space between learning activities and resting area was shown, but the spatial characteristics are nothing more than a division that utilizes ready-made furniture. A distinctive feature of the 2018 Seoul care classes are diversity. In the case of the care exclusive classrooms, the division between the support space and the main activity space became more clear using furniture integrated open walls and various floor levels. In the case of a shift classrooms that is used together with common classrooms, it is characterized by flexibility that allows dramatically different classroom configurations for each time period by using a convertible furnishing space.

Background: This research aims to provide basic data for dental hygienists to implement the infection control after understanding the level of their implementation of infection control in case they have been trained of infection control or not. Method: The respondents in this research are the dental hygienists who worked in the Incheon or Gyeonggi areas between June 16 and July 5, 2008 and who attended complementary training conducted by the Seoul Branch of Korean Dental Hygienists Association in April 2008. A total of 191 questionnaires were distributed to them, and the frequency of the collected data was analyzed using SPSS WIN 12.0. Moreover, cross-tabulation analysis (${\chi}^2$) whose significance level was 0.05, was applied to the data in order to verify the statistical significance of the survey method. Result: There was significant difference in their practice to wear gloves and/or a mask, use a disposable apron and the time to change the apron depending upon the respondents' workplace. There was significant difference in the time to change their apron depending upon the respondents' time of service. 91.6% had been trained in the infection control: of them, 70.7% trained at their school. It was found that 68.6% of the respondents who had been trained in the infection control would wash their hands before treating a patient. 50.3% of the respondents who had been trained in the prevention of contamination would wear their gloves as needed for a basic treatment. Conclusion: Considering the above results of this research, it is concluded that it is necessary to provide practicing dental hygienists with many opportunities for systematic and practical training so that they may faithfully follow the guidelines for the prevention of contamination and to encourage hospitals to have a greater store of relevant facilities, equipment and supplies.
The researches on the system that automatically records and retrieves one's everyday life is relatively actively worked recently. These systems, called personal memex or life log, usually entail dedicated devices such as SenseCam in MyLifeBits project. This research paid attention to the digital devices such as mobile phones, credit cards, and digital camera that people use everyday. The system enables a person to store everyday life systematically that are saved in the devices or the deviced-related web pages (e.g., phone records in the cellular phone company) and to refer this quickly later. The data collection agent in the proposed system, called MyMemex, collects the personal life log "web data" using the web services that the web sites provide and stores the web data into the server. The "file data" stored in the off-line digital devices are also loaded into the server. Each of the file data or web data is viewed as a memex event that can be described by 4W1H form. The different types of data in different services are transformed into the memex event data in 4W1H form. The memex event ontology is used in this transform. Users can sign in to the web server of this service to view their life logs in the chronological manner. Users can also search the life logs using keywords. Moreover, the life logs can be viewed as a diary or story style by converting the memex events to sentences. The related memex events are grouped to be displayed as an "episode" by a heuristic identification method. A result with high accuracy has been obtained by the experiment for the episode identification using the real life log data of one of the authors.
