A Systems Thinking Study on the Program Management of Community Child Centers in Daegu Metropolitan Area (대구지역의 지역아동센터 프로그램 운영에 관한 시스템사고적 고찰)

  • This study aims to examine the dynamics of the variables related to the program management of Community Child Centers in Daegu metropolitan area and further search for the measures to activate its development based on the Systems Thinking. For these purposes, the study deals with the followings. Firstly, it overviews the legal bases of the Community Child Centers and its present condition and further reviews the relevant studies. Secondly, it summarizes its methodologies. Thirdly, based on the results of the questionnaire and interviews, it draws the major variables to understand its program management and analyzes its causal feedback structure and dynamics. Lastly, it concludes with the measures to activate its program management. This study is expected to make a useful resource to dynamically understand the program management issue of the Community Child Centers in Korea.

  • Historically shipping conference has enjoyed antitrust immunity in consideration of the importance of liner service in international trade in that it is essential to ensure stable movement of international freight. However, shipping deregulation which has been carried out for last decades in the US and EU has caused significant changes to the liner shipping market. In fact, most of shipping conferences have broken up or transformed as discussion agreement since shipping regulatory reform. However, on the other hands, it is also true that it has contributed to developmore efficient and responsive negotiating process that are better tailored to the needs of individual shippers.

  • This paper presents a decision support system (DSS) for selecting the best delivery policy at an internet general shopping mall with its own distribution center and many outside enterprises linked up with the mall. The DSS provides the decision maker with the performance information of three delivery policies (individual delivery, collective delivery, mixed delivery) for the given service level, customer order pattern, direct/indirect delivery ratio, unit costs of various delivery modes, upper level of goods characteristic index for collective delivery poller, etc. Furthermore, the DSS allows the decision maker to perform the sensitivity analyses of three delivery policies for their major parameters and unit costs of delivery modes. The DSS is developed with AweSim simulation 1anguage and Visual Basic programming 1anguage.

  • There is a controversy on Internet pricing, flat-rate vs. usage-based. This study gives a comparative analysis between flat-rate and two-part tariff which is realistic alternative of usage-based pricing. In a basic economic model, two-part tariff based on ISP's cost structure satisfies allocative efficiency and relatively expand the number of subscribers. But the characteristics of Internet service like consumers' uncertainty on cost, measurement cost of traffic and network externality induce increase of cost or decrease of marginal utility. The analysis shows that small impact of these can make flat-rate more efficient.

Analysis of Patients Injured in Demonstraions (장기간의 집회시위로 인한 환자 발생에 대한 분석)

  • Purpose: This study was conducted to determine the level of medical care required for mass-gatherings and to describe the types of illness and injury that may occur during demonstrations. Methods: We conducted a retrospective review of the medical records for patients injured during demonstrations. Results: From May to August at 2008, a total of 932,000 participants attended demonstrations. Most patients were occurred from June to July, a total of 126 patients were evaluated and treated at the emergency center of our hospital. The mean patient age was $31.8{\pm}9.8$ years, and men predominated over women. The vast majority of patients were experienced trauma (88.9%). The diagnostic categories were contusion (49.2%), laceration (20.6%), fracture (6.3%), syncope/dizziness (5.5%), ocular injuries (3.9%), dyspnea (3.9%), other trauma (3.1%), and abdominal complaints (1.5%). Two patients were admitted. Conclusion: The rate and the acuity of patients seen at these demonstrations was low. Nevertheless, a full on-site physician and transportation system is recommended during similar incidents.

Demand and Supply of Physicians for Oriental Medicine : Review and Prospects (한의사인력의 수급전망과 대책)

  • This paper estimated the demand and supply of physicians for oriental medicine for the period of $2009{\sim}2019$. Two equation models were used in the estimation of manpower. In 2004, the total number of physicians of oriental medicine was amounted to 13,662 registered and 10,532 available in clinical practice, respectively. According to estimates in the study, overall excess supply of physician manpower in oriental medicine was expected in the period, such as $5,300{\sim}5,700$ persons in 2009 and $900{\sim}1,700$ persons in 2019. However, the excess supply would be mitigated after 2019 mainly due to an increase in demand for oriental medical services. Specially, opening medical service market to overseas could be an exogenous variable in physician supply. An alternative manpower policy for oriental medical doctors is needed in a way of controlling oversupply.

  • Compared with the earlier technique of dual photon absorptiometry (DPA) using $^{153}Gd$ radionuclide source, dual energy X-ray absorptiometry (DXA) has advantages of higher precision, accuracy and shorter scanning time. Despite the change from DPA to DPX, the nuclear medicine physicians has remained one of major suplier of this service due to long-standing use of DPA. Among many kinds of bone densitometries, DXA is the "gold standard" for the noninvasive diagnosis of osteoporosis. Especially there is no role for peripheral devices in the monitoring of patients on therapy. But, there are some areas of controversy related to the application of DXA, such as proper site of measurement, accurate interpritation, appropriate use of T-score, and the reference population young database. And the accuracy, precision, and quality control issues relating to bone density measurement are important subjects. To address these issues, the International Society for Clinical Densitometry (ISCD) has convened two Position Development Conferences and addressed official positions. This review deals the key elements of ISCD position paper and other important issues on the management of bone densitometry.

  • Korea's HEMS are mainly operated during the week, but they are pushing for 24-hour operations. This study has made an overall comparison and review of helicopter safety management that should be accompanied to this end. For research purposes, helicopter regulations and helicopter accident statistics were analyzed, with a high accident rate associated with pilot error and night flight. It was proposed that future preparations would require reinforcement of laws and regulations, reinforcement of pilots' night training, and introduction of training and preflight risk assessments. This study will provide a direction for future helicopter safety. This study will provide for future direction of helicopter safety research.

Control and acquisition system for USN sensors (USN 센서 제어 및 정보 취득 시스템)

  • A lot of valuable-piece of information are acquisited through ubiquitous sensor network(USN) system composed of man-made sensors. The telemetry system used for communicating to access informations between nature and human-beings monitors and estimates the status of infrastructure, utilities and natural environments to prevent hidden disasters, improving quality of life and productivity in multi-directional views. That would be the reason of USN subsistence. This paper will be a review on how to build long-term USN system. Therefore, this paper focuses on reviewing the sensor interface and the sensor network interface and its significance as the foundation stone for varying USN service profiles and showing its development example, and finally proposing a few of things to set up future-oriented USN open system.

A Critical Review of the Application Experiences of the DRG Reimbursement System in the USA (DRG에 의한 포괄수가제 적용경험의 연구동향 분석 - DRG 제도에 대한 비판적 관점에서 -)

  • The purpose of this article was to evaluate the effects of reimbursement system on the basis of diagnosis-related groups(DRGs). We searched articles which was published from 1970 to 2000 using MEDLINE ; Key words "diagnosis-related groups, DRGs, prospective payment system, PPS. Then we reviewed 97 articles on classifying them into several categories of contents. It seems that the effects of DRGs in controlling hospitals cost in the U.S. was not clear cut. The U.S. Medicare PPS using DRGs remains vulnerable to compensatory increases in ambulatory care and long-term care facilities utilization despite cost per case and cost per admission being reduced. Also some research indicated the possibilities of deterioration in health care service quality. So putting theses results together, much more consideration is needed before the application of DRGs reimbursement system in Korea. Particularly there is the crucial difference between U.S. health care system and Korean, we must be aware of the limitations of DRGs and revise the DRG system to applicable in Korea.orea.
