  • Traditionally, information systems audit has been carried out by the auditors. So the main focuses of audit are managerial point of view, such as finding errors or missing functions. The final purpose of audit, however, is to help the organization to make better decision through better information services. So we felt that managerial point of audit should be extended to include the factors that increase the competitiveness of organization. To accomplish this goal, new factors that reflect the ideas of three groups, users, developers in addition to auditors. First, by adopting the ideas from service quality evaluation area, we develop six items and 24 indexes for information systems audit. Second, we separate the audit related parties into three groups, users, developers and auditors. The main reason is that major concerns of three groups to the system will be different considerably. Third, we quantified the weights of each group to each 6 items and 24 indexes using Analytic Hierarchy Process. Fourth, the resulting weights of each item are found to be different by the group, and possible reasons are analyzed.

  • Objectives: The Diagnosis Related Group (DRG) payment system, which has been mplemented in Korea since 1997, is based on voluntary participation. Hence, the positive impact of this system depends on the participation of physicians. This study examined the factors determining participation of Korean obstetrics & gynecology (OBGYN) clinics in the DRG-based payment system. Methods: The demographic information, practice-related variables of OBGYN clinics and participation information in the DRG-based payment system were acquired from the nationwide data from 2002 to 2007 produced by the National Health Insurance Corporation and the Health Insurance Review & Assessment Service. The subjects were 336 OBGYN clinics consisting of 43 DRG clinics that had maintained their participation in 2003-2007 and 293 no-DRG (fee-for-service) clinics that had never been a DRG clinic during the same period. Logistic regression analysis was carried out to determine the factors associated with the participation of OBGYN clinics in the DRG-based payment system. Results: The factors affecting participation of OBGYN clinics in the DRG-based payment system were as follows (p<0.05): (1) a larger number of caesarian section (c/sec) claims, (2) higher cost of a c/sec, (3) less variation in the price of a c/sec, (4) fewer days of admission for a c/sec, and (5) younger pregnant women undergoing a c/sec. Conclusions: These results suggest that OBGYN clinics with an economic practice pattern under a fee-for-service system are more likely to participate in the DRG-based payment system. Therefore, to ensure adequate participation of physicians, a payment system with a stronger financial incentive might be more suitable in Korea.

  • The present study was conducted to investigate the phage types(PT) of Salmonella enteritidis(SE) isolated from animals and human patients in Korea during the period 1993-1999. SE were isolated from chickens including the layer and broiler, duck, rat, swine and human patients in nationwide scale. A total of 231 non-human and 14 human SE strains were phage typed and 80.4%(197/245) of SE isolates tested could discriminate as a ten SEPTs including the RDNC by the 10 standard phages, which were brought from the Central Public Health Laboratory in England. In analysing of phage types both animal and human SE isolates, SEPT 4(55.4%) was the most prevalent in domestic animals including the layer(39.3%) and broiler(64.5%), duck(55.5%), and swine(75.0%) since 1993. About 57% of the S enteritidis from human was SEPT 4. Along with SEPT 4, SEPT 1, SEPT 6a, SEPT 7 and SEPT 7a var, SEPT 9b, SEPT 15, SEPT 21b and SEPT 22 were also found from animal and human SE isolates. SEPT 4(40.0%) was isolated from frozen chicken meats imported from China along with SEPT 7 and 7a var strains in this study. In conclusion, SEPT 4 was the most predominant SEPT in our country regardless of animal or human hosts including the Che-Ju island and almost exclusively found in domestic poultry(layer and broiler). During the review period, SEPT 4 has already been spreading continually among the animal hosts since 1993.

  • Korean government is planning to adopt double entry bookkeeping with accrual basis in the government accounting system. This paper attempts to identify influencing attitudes of information producers toward the acceptance of the new service system. Several models are introduced, including Luder's Contingency Model, Cheng's Politico-Economic Model of Accounting Policy Choice, Roger's Diffusion of innovation, and Davis's Technology Acceptance Model(TAM). A set of constructs are developed as fellows : information producers' knowledges, experiences, altitudes toward the reform, characteristics of cash based accounting system and new accrual based system, a chief executive officer's willingness to support, availability of supporting systems, and social Influences from external environment. This study also incudes hey factors used in TAM, such as perceived usefulness and ease of use. Survey responses are gathered from accounting officers in government ministries and agencies as well as from local governments. Regression analysis shows that, for information producers, both 'perceived ease of use' and 'perceived usefulness' of the new system are the best explanatory variable for the dependent variable. It has also found that 'perceived usefulness' is explained best by individual characteristics such as knowledge and experiences, quality of current cash based s1n91e entry bookkeeping system, chief executive's support, Positive supporting systems and social influences. The useful guidelines for implementing double-entry bookkeeping system with accrual basis are also provided.

  • The purpose of this study is to investigate the determinants of intent to leave among workers at long-term care institutions in South Korea. The model represents a revision of the Price(2001) model which extends previous research by providing a comprehensive review of the economic, psychological, sociological literature. This study also examined the moderating effects of values toward independent variables on the job satisfaction and organizational commitment. The sample used in this study consisted of 400 workers from 9 long-term care hospitals and facilities nationwide. Data were collected with self-administered questionnaires and analysed using multiple regression analysis and path analysis. The main results of the study were as follows. The variance of job satisfaction and organizational commitment explained by the independent variables used in the study are 74.5% and 76.3% respectively. The results of this study revealed that the following variables have significant negative effects on intent to leave among workers; organizational commitment, job satisfaction, positive affectivity, supervisor support, job significance, job security, job growth. And the following variables have significant positive effects on intent to leave among workers; job opportunity, negative affectivity. This result is same when the moderating role of values were considered in the analysis. Among demographic variables, only age was found to have a significant positive effect on the intent to leave among workers.

  • Using user satisfaction surveys and LibQUAL+ instruments, libraries are increasingly gathering qualitative data such as verbatim user comments as well as quantitative data. Such qualitative data can be utilized as clues in establishing library service strategies: to better understand user issues, to identify areas for service improvement, and to prioritize user needs. For this, it is necessary to analyze user comments data and to apply results to the delivery of service and the library policies. This study is an attempt to investigate ways in which user comments data can be made useful in libraries. It identifies different methods of analyzing user comments data from LibQUAL+ surveys and compares qualitative data analysis software programs and taxonomies. It also presents the results of applying these tools to a subset of actual user comments data gathered from a recent LibQUAL+ survey at a major university library in Korea.
