As the public sector has been facing many challenges arising from the global economy and experiencing major changes, public services are redefined and various modes to improve their quality are applied to the customer service area. This research addresses whether and to what degree the professional competence of public institutions affect the customer service, in particular the quality and delivery of housing welfare services. With the institutional competences consisting of three elements - customer centric culture of service delivery, information sharing, and service delivery channels, this study utilizes a questionnaire survey, and the collected data are analyzed by using the inferential statistics. The findings show that customer centric culture of service delivery and information sharing have positive impacts on the quality of housing welfare services while service delivery channels don't have any influence on it. The research results imply that the institutional competence in the public sector is critical in the quality and delivery of the housing welfare services.
When people contact the government they can use a variety of channels. That is, they go in person to an office, use a telephone service, access information via the Internet, send a letter, or use a third party. Since the Australian Government first recognised the potential of online technology to improve service delivery in its 1997 Investing for Growth statement, it has articulated its policies and strategies for e-government in a number of papers. E-government involves government agencies delivering better programs and services online through the use of new information and communication technologies. The policy papers included Government Online-The Commonwealth's Strategy, launched in April 2000, and a new framework for e-government, Better Services. Better Government, launched in November 2002. Most recently, the Government released Australia's Strategic Framework for the Information Economy in July 2004. These papers outlined the broad directions and priorities for the future of e-government in Australia, and sought to maintain the momentum of agencies' actions under Government Online. One of its key objectives was for agencies to achieve greater efficiency in providing services and a return on their investments in ICT (Information and Communication Technology)-based service delivery. They also stated that investing in e-government should deliver tangible returns, whether they take the form of cost reductions, increased efficiency and productivity, or improved services to business and the broader community Implementation of the Government policy has led to considerable agency investment in ICT-based service delivery. However government policy also requires managers to ensure that program and service delivery is efficient and effective. Efficient and effective use of ICT has the potential to improve service delivery and to make financial savings. This paper outlines how people are using the channels to contact the government in Australia. It also examines the level of satisfaction they have with those services and their preferences and expectations. In addition, this paper aims at identifying the methods used by Australian Government to measure the efficiency and effectiveness of their delivery of services, and at assessing the adequacy of these methods.

Advanced Television Systems Committee (ATSC) produced ATSC 2.0 standard, which has been used for a HD/SD digital broadcasting service with MPEG-2 Transport Stream (TS) as a delivery protocol. Recently, users might want to consume multimedia services without being constrained by transport network. However, MPEG-2 TS is not suitable protocol for IP network. Thus, ATSC has enacted ATSC 3.0 standard, which is designed for a hybrid service through a conversion of both broadcasting and broadband channels. The ATSC 3.0 specifies delivery protocols as MPEG Media Transport (MMT) for a broadcasting environment and Dynamic Adaptive Streaming over HTTP (DASH) for a broadband. However, it seems difficult to combine broadcast and broadband for hybrid broadcasting, and it is difficult to synchronize media data between MMT and DASH. This paper suggests various new service scenarios to be brought up by a hybrid broadcasting, ATSC 3.0, and also proposes a stable mechanism for switching contents between different delivery protocols such as MMT and DASH.

COVID-19 is also influencing the coffee industry. This will increase untact consumption, a new consumption trend. Consumption utilizing online channels and delivery service applications that represent untact consumption is becoming commonplace. The coffee industry is also increasingly using coffee shops with drive-through and smart ordering systems that can be ordered with minimal contact. While most of the untact services are preempted at franchise stores, many independent coffee shops still offer differentiated services by communicating directly with customers. However, along with the prolonged COVID-19 infection, coffee shops in the present era, which cannot be free from infectious diseases, have no choice but to worry about delivery services. Therefore, this study analyzed the factors that influence coffee delivery services. Research results due to the influence of COVID-19, regular delivery services have increased along with coffee delivery services. Regular delivery services will play a central role in coffee delivery services due to increased use of home cafes by consumers who want to enjoy coffee in various ways.

3rd party content service is a consumer-based wide selection of contents in which IPTV provider believes will enhance the service considerably extending the variety of contents to finally provide a personalized service. Therefore, the combination of 3rd party content services and the IPTV infrastructure creates a good revenue opportunity but they need to be created. IPTV offers to create personalized channels to distribute 3rd party content service. However, the cost of $3^{rd}$ party content delivery is high when the service is provided from a faraway server. IPTV provider requires an effective strategy of replica placement to minimize the cost without a tradeoff on the performance. We propose a cluster-based strategy of replica placement to find the right balance between cost and performance. The results demonstrate the achievement of an outstanding delivery time and low cost.
This study presents a new design method of courses and programs for interdisciplinary or customized education in university organizations. The concept of modular design in manufacturing industry is employed for the development of new courses and programs design in university education. Diverse customization methods in service processes or service delivery channels in education are excluded in this study to focus on the research purposes. The results of this study can contribute to the development of a new education system for customized or interdisciplinary education in universities.

Mobile cloud computing (MCC) combines mobile Internet and cloud computing to improve the performance of applications. In MCC, the data processing and storage for mobile devices (MDs) is provided on the remote cloud. However, MCC faces the problem of energy efficiency caused by randomly varying channels. In this paper, by introducing the Lyapunov optimization method, we propose a combined service subscription and delivery (CSSD) algorithm that can guide the users to subscribe to services reasonably. This algorithm can also determine whether to deliver the data and to whom data is sent in the current time unit based on the queue backlog and the channel state. Numerical results validate the correctness and effectiveness of our proposed CSSD algorithm.
Unexpected consumer dissatisfaction emerges through rapid growth and expansion of on-line shopping channel. This research focused on the fashion online retail channels' negative aspect caused by service failure which possibly disappointed consumers. We also tried to seek for appropriate service recovery types based on frequently offered recovery types on-line. Data from college students were analyzed. Results indicate that fitting problem, insufficient information, product defect, inventory problem and slow delivery were the main service failure types in apparel e-shopping. Regression analysis identified that among these types, insufficient information, product defect, and slow delivery had significant influence on channel satisfaction after post recovery effort. Results also confirmed significant relationships between channel satisfaction and channel switching. Consumers perceived benefit level causes overall channel satisfaction level to rise while perceived risk leads to lower level of channel satisfaction. Choosing desirable service recovery activities in each service failure situations is necessary in order to raise consumer's channel satisfaction in online apparel shopping.

Courier and logistics services such as customer contact employees (customer-contact employee) of the attitudes and behavior of the customer satisfaction level of service quality evaluation and a very big impact. In this study, using a typical customer contact employees, and to target the delivery service industry employees the organization's service orientation and customer orientation by examining the impact on the quality of companies within the organization for growth and development needs and the importance of service orientation will be trying out for. The results of this study can be summarized as follows. First, the chief executive of the organization to configure a service orientation and a detailed understanding of the factors that determine this by managing the organization to effectively come up with a way to make and ultimately the organization's service orientation, organizational culture can be positioned as effort should be taken. Second, service companies through regular training and education to maintain a certain level of service quality should be. Third, the service organization's service orientation is not a fad or a means of sustain and develop the company's survival strategy is to get out. To do this, good communication between the field and management can be achieved by a variety of channels to be established, and management's willingness to provoke sympathy for the employees should be provided.

In real-time communication services, delay constraints are among the most important QoS (Quality of Service) factors. In particular, it is difficult to guarantee the delay requirement over wireless channels, since they exhibit dynamic time-varying behavior and even severe burst-errors during periods of deep fading. Channel throughput may be increased, but at the cost of the additional delays when ARQ (Automatic Repeat Request) schemes are used. For real-time communication services, it is very essential to predict data deliverability. This paper derives the delay distribution and the successful delivery probability within a given delay budget using a priori channel model and a posteriori information from the perspective of queueing theory. The Gilbert-Elliot burst-noise channel is employed as an a Priori channel model, where a two-state Markov-modulated Bernoulli process $(MMBP_2)$ is used. for a posteriori information, the channel parameters, the queue-length and the initial channel state are assumed to be given. The numerical derivation is verified and analyzed via Monte Carlo simulations. This numerical derivation is then applied to a rate control scheme for real-time video transmission, where an optimal encoding rate is determined based on the future channel capacity and the distortion of the reconstructed pictures.
