Rail network authority have to do the safety ensuring activities including the maintenance of railway facilities, integrated performance verification between the facilities and related lolling stock and safety inspections, etc. When constructing the new lines or upgrading the conventional lines, full system commissioning should be done before the revenue service with railway operator. To develop the optimal full system commissioning model, the status of domestic and foreign railway facilities and railway accidents are analysed and the problems of the safety management are derived. As one of countermeasures for the problems, the procedures and criteria for the full system commissioning are developed.

This paper proposes authority delegation for secure social community creation and mutual authentication scheme between the community members using proxy signature in community-based ubiquitous networks. In community-based ubiquitous network, User's context-awareness information is collected and used to provide context-awareness network service and application service for someone who need it. For the many reason, i.e. study, game, information sharing, business and conference, social community could be created by members of a social group. However, in community-based ubiquitous network, this kind of the context-awareness information could be abused and created by a malicious nodes for attack the community. Also, forgery community could be built up to attack the community members. The proposed scheme using the proxy signature provides a mutual authentication and secure secret key exchange between community members, and supports secure authority delegation that can creates social community. Also, when delegation of signing authority and mutual authentication, this scheme reduces total computation time compared to the RSA signature scheme.

This study was carried out to investigate the genital tract bacterial flora of riding mare in Jangsu stud farm during March to September, 2014. The specimens were collected from vaginal and uterus using a swab from 104 riding mares. Colonies were selected on blood and MacConkey agar plates, and identified as standard biochemical properties and Maldi-Tof MS. From this study, we isolated 148 strains including Escherichia (E.) coli (14.19%), Streptococcus (S.) equi subsp. zooepidemicus (2.7%), Streptococcus (S.) dysgalactiae subsp. equisimilis (2.03%), Klebsiella (K.) pneumonia (1.35%) and other strains from riding mares. In antimicrobial agents susceptibility test, it showed a high sensibility to the antibiotics of the most. E. coli and S. zooepidemicus were visible to have a high sensibility to almost antibiotics used in this study. However, K. pnemoniae showed a high antibiotic resistance patterns. These results may provide the basic information to establish strategies for the treatment and prevention of reproductive diseases in riding mares in Korea.

When comparing the port management type between the both countries, there are some differences at some aspects. And also Korea is to move forward a hub port and logistics center in Northeast Asia while Japan is to pursue providing the port logistics service necessary for the Japanese economy. Major findings and implications are as follows. First, Port authority system should be extended to Gwangyang and Pyeongtaek port step by step. Second, any port which did not introducing a port authority system should enhance cooperating with its own local administration. Third, a port marketing strategy must be established and implemented by a port authority.

NAPTR(Naming Authority Pointer) is a type of resource record specified IETF RFC 2915. NAPTR enables to register various services in tile domain name systems and thus Provides a way to discover services available on specific hosts. This paper describes the design and implementation of a proxy DNS system aimed at supporting NAPTRS. The goal of this work is to study on the feasibility of the service discovery registered in DNS via NAPTR records. This research result can be applied to service discovery in the resource information management for high performance GRID environments as well as to implement generic ENUM services

This study was conducted with the aim of identifying the current status of the national authority data construction project centered on the National Library of Korea for the effective construction and utilization of national knowledge information resources. It also aimed to reveal the possibility and improvement of the national information system with the international standard identification system, and suggesting future development plans. To this end, this study conducted interviews and questionnaires with members of the Korean National Authority Data Sharing System(KNASS). The survey consisted of items related to the current status and difficulties related to the authority, the use of the KNASS, the recognition and utilization of identifiers, the awareness and utilization of the linkage with ISNI, the Importance-Performance Analysis for activating the KNASS, and the overall satisfaction and improvement direction. As a result of the analysis, it was proposed to develop rules and guidelines related to the authority works, to increase the quantity and quality of authority data, to raise understanding of the importance and establish a efficient work system, to diversify the authority service and develop a utilization model, to link the KNASS with international identifiers, and to share the necessity of the KNASS.

This study was designed to : (a) investigate the present situations of a college union foodservice and suggest authority on establishing new college foodservice, (b) estimate the service quality attributes as perceived by students, (c) identify the effecting factor to customer satisfaction, and (d) formulate the plans and marketing strategies for the increasing usage rate of the foodservice in the future. The questionnaire that developed by interviewing student were conducted with 305 male and female students, who were registered for daytime classes. A total of 284 were usable and data was analyzed by the SPSS(ver. 11.0) for the descriptive analysis, factor analysis, reliability test, multiple regression analysis, t-test, and $x^2$. The decrease in the usage rate of college foodservice by the respondents were influenced most by the 'taste of meal' and next by the 'distance'. The service quality attributes of foodservice currently under operation were evaluated above the average only for the 'price' while evaluated generally to be in the lower level of the average or under for others. As the overall level of satisfaction with the college union foodservice, most of the respondents showed the 36% for the ‘dissatisfaction’ and dissatisfied at 54.4%. Two service quality dimensions,"food . sanitation . service" and "price and comfortable environment" were derived from factor analysis and the reasons for decreasing usage rate of the college foodservice both the nearly located group from college union foodservice(NG) and the far away located group from college union foodservie(FG) indicated the ‘poor taste’ and the 'far distance', and the 'evaluation of students' dining room showed a low rating for the factor of "food . sanitation . service". "food . sanitation . service" was analyzed to have more influence to the overall customer satisfaction.

Multinational Enterprises set the prices for transactions between affiliates based principally on their global interest. But the customs authority in Korea wants to set the arm's length price as high as possible to get higher dutiable value for customs purpose, while the internal tax authority in Korea prefers lower arm's length price to get higher value for corporation tax purpose by cutting costs. Problem caused by the inconsistent valuation methods on the same imported goods of the two tax authorities is the single most important tax issue facing multinational enterprises. In the meantime, the customs authority in Korea has thought that it is a universal trend worldwide for the Customs and Internal tax authorities to adopt different methods of valuation on transfer prices between related parties, so KCS couldn't accept APA prices. But the internal tax authority in Korea has taken the initiative in APA program so NTS provided taxpayer with safe-harbor. Recently, KCS created the Advance Customs Valuation Arrangement(ACVA) provisions in the 2008 revision bill of the Customs Act through benchmarking APAs program. Can APAs work for customs? Neither WCO or OECD presents any recommendation on the integration of the valuation methods, but calls for close cooperation between two authorities, which still leaves taxpayers very unstable. We will start to seek ways to integrate the customs valuation and transfer pricing in this study.
