Recently, a lot of interests are commanding in link practical use of country information and cadastral information for management of efficient country resource and administration of land. As map information, a lot of interests are commanding in construction of synthetic informations system including digital map and cadastral map. In this study, achieves analysis about non-coincidence causes of digital map and cadastral map, and achieve investigation about representative algorithm that is used in conversion of map for correct overlay between two map and opes overlay plan. Also, presented plan that can ready fetters for integration database construction of digital map and cadastral map by achieving study about matching security plan between map and plan elevation of the quality.

Mobile Agent has been known that it is an efficient communication paradigm for distributed applications and that a mobile agent provides higher flexibility and performance than existing communication paradigms. Despite these benefits, mobile agent is not used widely in the market because it is very vulnerable to a variety of attacks. To be applied to develop distributed applications, a mobile agent paradigm must consider both security and performance. In this paper, we propose and evaluate an improving method of a migration performance for a mobile agent model using ISM(Integrated Security Manager), which provides high-level security services and travel plan guide. In the proposed method. ISM offers the travel plan guide service which replies the accumulated results when a mobile agent has executed all migration plans related the trusted domain to be managed by ISM. Our method improved about $33{\sim}82%$ of total execution time than the existing method.

Ministry of National Defense made has set a standard regulations and detail to classify the revision of the military security and the plan to adjust or use those secrets. Moreover, the confidential management system with online secret process is operated by it. However, the study for management plan of stored secret data in these systems should be urgently required because the current regulation of military headquarter is different from present military situation so that it is not applicable up to now. This paper is focused on the Defense Ammunition Information Systems to find the proper way to deal with the secret data of the Defense Information Systems. The purpose is to describe the management plan for the secret data consistent with the current situation of the Military by study for the secret classification and case study. Therefore limitations are considered and solutions are finally suggested in this paper.

The Ministry of Public Safety and Security was established in order to handle all sorts of disasters because of Sewol ferry tragedy and the fundamental reform on the emergency management system will be performed. The establishment of the Ministry of Public Safety and Security is considered as the landmark for the emergency management when it is compared to those in the United States and Japan in terms of the size and the authority. However, there are many tasks to be done for the settlement of the Ministry of Public Safety and Security. More specifically, a real and substantial plan should be prepared because the organization was established without blueprints or detailed implementation plan. This study suggests that all-hazard approach which is the one of the disaster management principles should be applied when the substantial plan is prepared. All possible hazard should be analyzed, assessed, and prioritized. In addition, Based on the results, the effective policies should be established with the consideration of Korean context.

In a long-term perspective of development of spatial information industry, security regulation, such as limiting public picture resolution of aerial photographs, needs a rational improvement. However, unplanned deregulation of spatial information could lead problematic results such as national security issues because its present security management system is not established in reasonable manner. The main purpose of this research is to suggest the improvement plan of spatial information security management system to meet the reducing security regulation in accordance with changes of political and economic condition including current national spatial information security polices and spatial information industry. From an analytical standpoint, we examined the overall aspects of legal, operation management, and technical system while we maintained especially integrated perspective of spatial information security management. Followed by investigation of spatial information security issues, as well as its regulation and policies in overseas, rational improvement plan of security management is proposed in the aspects of legal, operation management, and technical system. It is also suggested the three-step improvement plan of reducing regulation of security management system.

According to the current record of Private Security in Korea, more than 110,231 private security guards and around 2,213 security guard associations are engaged in the private security industries. However, there is no a professional license for the private security. In order to be provided a high quality service from private security industries, the security guard should be required his/her professional qualification which can be upgraded by establishing a professional license system. For introducing the license system the government and security guard associations need to support the suitable training program including curriculum and method, and all associations related to the private security have to require people involved in any kinds of private security matters to complete obligatorily some educational training programs. And also, to complete a college should be the minimum requirement.

We need development methodology of security architecture which offered various levels of security management in case of the organization required more than two security certifications. The mandatory police system, which plays a pivotal role in securing security and securing social safety as a security assistant, is expected to face difficulties in supplying the mandatory police manpower and securing absolute police manpower in the future according to the Ministry of Defense's abolition of the conversion service system. In this situation, this study intends to provide a concrete plan to replace the mandatory police officers as security assistants, recruiting contractors from civilians who are not military service resources or regular police officers, and using them for security assistance. More ultimately, this study goes beyond securing obligatory police to reduce or abolish mandatory police, which has been dealt with in previous studies. It aims to present the rescue and operation directions so that the police can provide quality public security services. In order to achieve the purpose of this study, this study 1) analyzes the current situation of police personnel, derives the necessity and justification of securing the police personnel or increasing the number of police personnel due to changes in security demand and security environment, and 2) After discussing the necessity and direction of reorganization, 3) deriving policy implications through analysis of foreign cases operating similar systems to derive specific plans for the introduction of security contractors for private contract workers in Korea. This study reviewed the specific operation plan and legal and institutional maintenance plan of private contract workers. In order to achieve these research objectives, this study 1) analyzes the current status of the police manpower and derives the necessity and justification of securing an absolute police manpower or increasing the manpower of the police in response to changes in security demand and security environment, and the current security aid system. 2) After discussing the necessity and orientation of reorganization of exinsting system of assistant police officer, 3) derive policy implications through analysis of foreign cases utilizing security aids similar to Korea, and 4) The specific operation plan and legal and institutional maintenance plan were presented. including security aids for private contract workers in Korea, from recruitment procedures to activities.

I Study on the security measures of the World Cup Korea and Japan jointly in 2002. The paper, purporting to consider security counterplans, comprise five chapters. Chapter I which sets out purpose, scope and method, is followed by chapter II, dealing largely with the legislations and importance on the security measures of the 17th FIFA World Cup in 2002. Chapter III concerns the security environment -internal environment, external environment- and the highlights accidents and events of history on the FIFA World Cup. Chapter IV consider security measures of the World Cup Korea in 2002. It is followed by concluding observation made in chapter V. To be operated security systems effectively, these need to be regulated according to a security measures organizations, security facilities and equipments, security plan and protective force, security operations and so forth.
