A study on Cheong-ju urban land use planning on the subject of Zoning (청주권 토지이용 체계에 관한 연구 (지역지구제 중심으로))

  • A phenomenon in the unplanned urban sprawl of Cheong-ju city has to be rest-rained from disposing and to develop, though progress in urbanization inevitably decreases rural area. So, this thesis aims at reviewing, revising and guiding toward the more effective land use planning practice and zoning mechanism and system of Cheong-ju city. I proposed that land use planning should be had several factors and thereupon that Korean zoning mechanism and system including Building Code should be amended because of inducing human activities in buildings and facilities not to demarcate and plan every one of them. First, the factors of urban planning are a rather diversified approach to it than a unified, supplementation of the applicable difference in time between preparing and appling it, a solid controlling system, a micro and macro planning theory and giving serious consideration for the inertia from the existing land use. Second, the applicable amendments for our zoning mechanism including Eluding Code are as follows; a need of reorganization for Zoning Ordinance appricated to different regulation concerning a scale and peculiarity of a oily, a decision of the different earmarked confinement in area to different zone ana from Zoning Ordinance in City Planning Law, a demarcated facilities and the more detailed land use concerning human activies than the exsisting and entrusting decision on the ways and processes of it to every rural city planning committee, a settlement of zone ana area considering for block-unit and Planned Unit Development(P. U. D.), and a need of security jurisprudence in order to solve the zoning regulation rather in City Planning Law than in Building Code that our zoning regulation and controlling system are depended on. According to these applicable amendments to Cheong-ju city, I proposed the conceptions of Cheong-ju city land use planning are as follows; a reinforcement with one cored pattern of urban land use, a selection of gradual urban sprawl by way of city development and renewal, a strengthening accessibility to the core of the city with Plurizing the system of arterial roads, a choice of priority to conservation at the core of tile city and security of open spaces and parking area at the area of the city, a harmonization between development and conservation at the inner ring area that is situated between the core and periphery reserved area in order to develop in the future, a buffered open space situated at the congested area with heterogenous functions, and a completion of urban open space system. The proposal made here so far is for the hope of the better structure of Cheong-ju city that should be granted to the peculiarity developed with educational, cultural, conservative and self-sufficient city functions.

Deterrent Strategy in the era of North Korea's WMD and Missile Threats : Challenges and the Ways to go (북 핵·미사일 시대의 억제전략 : 도전과 나아갈 방향)

  • The purpose of this paper is to open a debate about what kind of deterrent strategy the ROK military should pursue in the era of NK's weapons of mass destruction and missile threats. I argue that the ROK military needs a comprehensive deterrent strategy that reflects the international security situations and trends and that builds on clear understanding of the basic concepts and how deterrence operates. The paper starts with surveying the basic knowledge of deterrence from the perspectives of both theory and practice. Then, it provides explanations on why deterrence against NK can be particularly difficult given the security environment in and around the Korean peninsula. For example, South Korea and North Korea hardly share 'common knowledge' that serves as a basic element for the operation of deterrence. Deterrence against North Korea involves complex situations in that both deterrence and compellence strategies may be relevant particularly to North Korea's WMD and missile threats. It also involves both immediate and general deterrence. Based on the discussion, I suggest several ideas that may serve as guidelines for establishing a deterrent strategy against NK. First, our threats for deterrence should be the ones that can be realized, particularly in terms of the international norms. In other words, they must be considered appropriate among other nations in the international community. Second, there should be separate plans for the different kinds of threats: one is conventional, local provocations and the other is WMD/missile related provocations. Third, we should pursue much closer cooperative relations with the U.S. military to enhance the effectiveness of immediate deterrence in the Korean peninsula. Fourth, the ROK military should aim to accomplish 'smart deterrence' maximizing the benefits of technological superiority. Fifth, the ROK military readiness and structure should be able to deny emerging North Korean military threats such as the submarine-launched ballistic missiles and intercontinental ballistic missiles. Lastly, in executing threats, we should consider that the current action influences credibility and reputation of the ROK, which in turn affect the decisions for future provocations. North Korea's WMD/missile threats may soon become critical strategic-level threats to South Korea. In retrospect, the first debate on building a missile defense system in South Korea dates back to the 1980s. Mostly the debate has centered on whether or not South Korea's system should be integrated into the U.S. missile defense system. In the meantime, North Korea has become a small nuclear power that can threaten the United States with the ballistic missiles capability. If North Korea completes the SLBM program and loads the missiles on a submarine with improved underwater operation capability, then, South Korea may have to face the reality of power politics demonstrated by Thucydides through the Athenians: "The strong do what they have the power to do, the weak accept what they have to accept."

A Study on Community Counter-terrorism (지역사회 대테러활동에 관한 연구)

  • In this study, Horgan(2005)'s argument highlights the centrality to any successful counter-terrorism strategy of understanding the social context in which terrorist ideologies take root. Counter-terrorism refers to the practices, tactics, techniques, and strategies that governments, militaries, police departments and corporations adopt in response to terrorist threats and/or acts, both real and imputed. Pickering et al.(2008) historically explained four counter-terrorism strategies as traditional counter-terrorism model, community intelligence model, belonging model, social cohesion model. It is thus proposed that counter-terrorism strategies are based in established networks within the community and proactively seeks to continually renew these relationships between the community and police. This approach must embrace an explicit recognition of multiculturalism and its political imperative and drive in a policing organization explicitly committed to social cohesion and human rights in both discourse and practice. We, therefore, suggests community tree counter-terrorism approaches, or community intelligence model, belonging model and social cohesion model to apply to counter-terrorism agencies in Korea. These models are on the basis of Pickering et al.'s counter-terrorism models, which by using community policing to boot socially cohesion police are better able to position themselves as mediators to negotiate settlements between the competing demands of different social groups.

An Incremental Elimination Method of EEG Samples Collected by Single-Channel EEG Measurement Device for Practical Brainwave-Based User Authentication (실용적 뇌파 기반 사용자 인증을 위한 단일 채널 EEG 측정 장비를 통해 수집된 EEG 샘플의 점진적 제거 방법)

  • Brainwave-based user authentication technology has advantages such as changeability, shoulder-surfing resistance, and etc. comparing with conventional biometric authentications, fingerprint recognition for instance which are widely used for smart phone and finance user authentication. Despite these advantages, brainwave-based authentication technology has not been used in practice because of the price for EEG (electroencephalography) collecting devices and inconvenience to use those devices. However, according to the development of simple and convenient EEG collecting devices which are portable and communicative by the recent advances in hardware technology, relevant researches have been actively performed. However, according to the experiment based on EEG samples collected by using a single-channel EEG measurement device which is the most simplified one, the authentication accuracy decreases as the number of channels to measure and collect EEG decreases. Therefore, in this paper, we analyze technical problems that need to be solved for practical use of brainwave-based use authentication and propose an incremental elimination method of collected EEG samples for each user to consist a set of EEG samples which are effective to authentication users.

A Study on the Signal Progression System for the Disaster Prevention of Traffic Facilities - A case study of Dong Moon Ro in Kwangju City - (교통시설 재해방지를 위한 신호체계 연동화에 관한 연구 - 광주시 동문로를 중심으로 -)

  • The most influential facility causing traffic disaster on the urban road is intersection. Accordingly, this study elected a region for case study from seabang three-way junction, partial section of Dongmoon Ro in Kwang-Ju city, to the intersection of Mudeung Library Entrance. It is believed that the signal progression is very effective on the basis of short interval of intersection and massive traffic volume. The signal progression was simulated by using TRANSYT-7F model. The following is summary of the simulation: According to the change of cycle length, P.I. delay and fuel consumption showed the tendency of being increased in case that cycle length becomes long or short, centering around the best cycle length. In the event of progressing the cycle length, the average speed per vehicle is increased by 11.39Km per hour and P.I value is improved by 40.65% so that it resulted in 42.86% improvement in the total travel time. Moreover, the fuel consumption in line with the progression practice produced fuel saving of 31.04%.

  • Currently, patrol officers dispatched are required to work in pairs, and are assigned individual duties. However, despite these rules, there are still inappropriate combat education centered around dangerous weapons and arresting technique training being taught in the police system. The human rights problems resulting from excessive responses, the damages done to the patrol officers due to insufficient responses, and the judicial issues that many officers who have justly arrested face, reveal the ultimate problem of the decrease in reliability of the police. Considering this problem, there is a need for change in the current training system. Specifically, in the current dispatch rule, assignment of individual duties, and training methods, realistic improvements must be made. Having understood the arrest technique training problem and reviewed case studies of the police training in South Korea and other countries, I plan to analyze the effects of implementing a realistic and professional training system, and propose a systemic solution according to the results. By effectively discussing the various issues of the proposed training and police education, I intend to propose a realistic teamwork training for paired patrol officers, enabling them to work well together in practice and theory, hence increasing the effectiveness in crime situation.

  • In May 2012, the police was empowered to electronically obtain location information of mobile devices from the telecommunication service provides for the purpose of rescue by the Act on the Protection, Use, ETC. of Location Information, after years of pressure with repeated serious violent crime outbreaks and controversy concerning the risk of breaching privacy. This study examines the environmental, legal, and technological challenges related to location tracking at the time of five years after the amendment of the law. The bottom line of police's locating power is to secure the lives of people in deadly emergent circumstance. Therefore, location tracking using given information should be swiftly proceeded after consideration and judgment of justification in timely manner to electronically request information to mobile carriers, and it is necessary to have somewhat flexibility of interpretation to be applied to diverse situation. In addition, location tracking technology should be continuously updated through cooperation with the stake-holders. Recognizing substantial problems in practice, we identified and explored the issues including obtaining prior consent for tracking the user's location in case of emergency, confirmation of emergency situation requiring police presence, qualification of legitimate requester, and limited applicability in various circumstances, which are required to reconsidered in conjunction with the personal information protection laws. Additional practical issues may include the expenses for information provision and other incentives to promote active cooperation by the telecom companies.

An Ecological Aesthetic in Sustainable Landscape Design (지속가능한 조경설계에 있어서 생태미학적 접근)

  • Since the late 20th century, sustainability is one of the most pressing concerns for the security and well-being of our society when we are witnessing the rapid change in urban landscape patterns. Responding to this issue, the discipline of environmental designs including landscape architecture has also attempted to realize this concept in various ways. The purpose of this study lies in introducing and redefining the meaning of ecological aesthetics as an alternative "sustainable" design theory. This paper theoretically discusses about the role of aesthetics in landscape design and the relationship between landscape and aesthetics to emphasize the importance of ecological aesthetics. Based on extensive literature review and analysis, the study attempts to redefine the characteristics of ecological aesthetics: an emphasis on cognitive process in landscape appreciation, environmentalism, unrestricted from style, and nonnative aesthetics. Having defined the characteristics, this study also finds several design subjects to adapt the concept of ecological aesthetics to actual design practice. Founded on the big idea "make nature visible", the defined subjects are ecological functions, temporality of landscape, and history of landscape, security, and accessibility. Also, this study stresses the importance m the creativity of the design(er) in order to effectively represent these subjects to the public.

Study on the Guarding System in the latter "Choson" era (조선후기 호위제도의 고찰)

  • he guarding system of the "Choson" era is completed by the Gyeongguk-daejeon(an administrative canon) at the kings "Sejong" and "Yejong", and it is supplemented at the King "Seongjong". "Geum-gun" is composed of "Naegeum-wi", "Gyeombok-sa", "Wirim-wi" and "Jeongro-wi" in the period before the Japanese Aggression of Korea in 1952, and in the period after the aggression war, the organization of the "Geum-gun" is changed repeatedly according to circumstances in the period after the aggression. They("Geum-gun") devote themselves to the protection of kings and the capital defense in the first period of the "Choson" era. The most important change of the "Geum-gun" is the practice of five military units system, three military units of them, "Hunryeon-dogam", "Eoyeong-cheong" and "Geumwi-yeong", take charge of the guard of kings and the capital defense, and "Chongyung-cheong" and "Sueo-cheong" take charge of the defense of the outer areas of the capital region with key positions located at "Namhan-sanseong" and "Bukhan-sanseong"(mountain fortress Walls). The function of the "Geum-gun" is extended through the aggressions, therefore the number of soldiers is increased greatly. The guarding system for the country and its royal family is frequently changed according to the improvement of the people's position with themselves-awakening and their understanding of realities. The reorganization of the "Geum-gun" including "Howi-cheong", "Geumgun-cheong", "Sukwi-so" and "Jangyong-yeong" is unavoidable to strengthen the royal rights that are weaken by deposing the king "Injo". The standing of the existing organizations is changed many times with financial problems. The enthronement of the king "Jeongjo" is a great epoch in the change of the guarding system.

A Network Analysis on the Trend of Pressing Dementia Management Policy: Focusing on the Prevention of Dementia (치매관리정책의 언론보도 경향에 대한 네트워크 분석: 치매예방을 중심으로)

  • The purpose of this study is to identify the tendency of media reports on the dementia management policy in Korea and to suggest policy implications such as prevention of dementia, improvement of awareness, and management of dementia through network analysis. We analyzed the linkage structure between the main texts centered on the number of citations of the main language related to the dementia management policy and the centrality and mediation as the research procedures and methods. As a result of the analysis, first, a 'micro' perspective is needed to explain practically. Second, it is desirable to understand the dementia management policy in the context of community. Third, the network structure of key words such as 'dementia management policy' suggests the possibility of research study in academic research in future research. Therefore, the phenomenon of dementia management policy will contribute to the direction of future dementia management policy, not local or temporary.
