Cloud computing has become one of the most important technologies for reducing cost and increasing productivity by efficiently using IT resources in various companies. The cloud computing system has mainly been built for private enterprise, but public institutions, such as governments and national institutes, also plans to introduce the system in Korea. Various researches have pointed to security problems as a critical factor to impede the vitalization of cloud computing services, but they only focus on the security threats and their correspondents for addressing the problems. There are no studies that analyze major security issues with regard to introducing the cloud computing system. Accordingly, it is necessary to research the security factors in the cloud computing given to public institutions when adopting cloud computing. This research focuses on the priority of security solutions for the stepwise adoption of cloud computing services in enterprise environments. The cloud computing security area is classified into managerial, physical and technical area in the research, and then derives the detailed factors in each security area. The research derives the influence of security priorities in each area on the importance of security issues according to the identification of workers in private enterprise and public institutions. Ordered probit models are used to analyze the influences and marginal effects of awareness for security importance in each area on the scale of security priority. The results show workers in public institutions regard the technical security as the highest importance, while physical and managerial security are considered as the critical security factors in private enterprise. In addition, the results show workers in public institutions and private enterprise have remarkable differences of awareness for cloud computing security. This research compared the difference in recognition for the security priority in three areas between workers in private enterprise, which use cloud computing services, and workers in public institutions that have never used the services. It contributes to the establishment of strategies, with respect to security, by providing guidelines to enterprise or institutions that want to introduce cloud computing systems.

Purpose - The purpose of this study is to measure the efficiency of social security expenditure in 31 provinces, cities and autonomous regions in China and proposes corresponding improvement plans. Research design, data, and methodology - The data were obtained from the statistical yearbook of each province. The BCC and CCR models of DEA model and Malmquist index are used to analyze the efficiency, and the input-output index is expanded. Result - The results show that the social security performance of the Chinese government has improved on the whole despite the unbalanced development in different regions. Each region should look for strategies to improve the efficiency of social security according to its own problems. The study suggests that provinces affected by TCI should improve their internal environment, such as raising social security fund structure and strengthening fund supervision, to improve efficiency. Areas affected by TECI need to be more responsive to policy, socio-economic and technological development. Conclusion - The research conclusion can provide reference for Chinese provinces to improve the efficiency of social security expenditure in the future. This study is not comprehensive enough in the selection of input-output indicators, which can be further expanded in the future.

본 연구는 국가 주요에너지 시설에 대한 보안진단결과를 분석하여 국가주요 에너지 시설의 보안향상방안을 제안하고자 한다. 대부분의 대상시설은 보안인력, 보안시스템, 울타리, 초소 등에 대한 외형적 보안요소는 적절하게 구축되어 있으나 이러한 보안요소 운용에 대한 인식수준 및 효율성은 낮은 것으로 분석되었다. 보안인력 수요산출의 불균형, 보안시스템 운용에 대한 기본지식 부족, CCTV 운용에 있어 과도한 Pan/Tilt/Zoom 기능 적용으로 인한 사각감시지역 발생, 카메라 위치의 부적절, 모니터 감시효율 저하, 그리고 자체 방호능력과 무관하게 작성된 보안계획서 등 미흡한 점이 있는 것으로 나타났다. 이러한 문제점을 보완하기 위해서 보안관리자의 전문성 제고가 우선되어야 하며, 선발 시 전문성 고려가 없기 때문에 보안관리자를 위한 전문 교육과정 신설이 필요하다. 그리고 보안업무 표준화를 통해 방호업무의 일관성을 유지하고 자체적인 보안진단의 기본 도구로 활용함으로써 보안수준을 향상시킬 수 있을 것으로 보인다.

Human rights education is to acquire understanding and knowledge about human rights, to develop values, attitudes and character that respect human rights, to develop the ability to overcome human rights violations and discriminatory acts, and to protect and promote the human rights of others. In order to prevent human rights violations of the transportation vulnerable, such as the disabled, it is necessary to develop specialized human rights education plans for aviation security personnel to practice human rights perspectives. Therefore, in accordance with the 「National Civil Aviation Security Education and Training Guidelines」, specialized human rights education should be included in the initial aviation security education and regular education courses. The point is that there is a need to reexamine the aviation security education program for aviation security personnel based on the essential knowledge and educational contents for aviation security personnel to perform security screening tasks in the aviation security education course. When this happens, various efforts must be made to improve the human rights of the transportation vulnerable, such as the disabled, during the security screening process, so that human rights violations will be significantly reduced. In particular, it is necessary to enhance the ability to detect dangerous terrorist items such as weapons or explosives that can be used for illegal sabotage through practical security screening training. For aviation security and aircraft safety, efforts to improve the quality of aviation security personnel training, such as human rights training, must be continuously made while thoroughly preparing for terrorism in advance.

최근 자연적 사회적 요인으로 인해 재난의 규모와 복잡성이 점점 증가하는 양상이며, 이로 인해 단일 기관의 대응만으로는 한계가 있다. 다수 기관이 동일한 현장에서 재난대응을 할 경우 유기적인 상호 협력을 위해서는 사전에 합동대응을 위한 대비가 필요하다. 재난대응계획은 재난발생 시 대응기관 간 역할과 책임을 규정한 것으로서, 특히 합동대응을 원활히 하기 위해서는 기관 간에 수평적 수직적 상호협력체계가 명시되어 있어야 한다. 본 연구에서는 현재 수립하고 있는 안전 관리계획, 위기대응매뉴얼 등 다양한 계획과 매뉴얼들의 현황을 살펴보고 문제점을 도출하였으며, 외국 사례의 분석을 통해 실효성 있고, 수직적 수평적 협력이 가능한 재난대응계획의 구조와 내용 등 발전방안을 제시하였다.

신변보호사 자격검정제도는 2006년 민간자격으로 처음 시행되어 오다가 2012년 12월 국가공인자격으로 인정받게 되면서 2013년도부터 국가공인자격시험으로 시행되고 있다. 본 논고에서는 자격의 특수성상 자격검정 응시상한연령과 일부면제요건의 규정이 미흡하다고 사료되어 본 연구자가 다음과 같이 개선방안을 피력하고자 한다. 첫째, 자격검정 응시에 있어 최저응시 연령만 제시하고 있을 뿐 상한응시연령의 제한은 없는 실정이므로 실질적인 신변보호활동이 가능한 자를 선발할 수 있도록 상한응시연령 제한의 규정을 신설하는 방안이다. 둘째, 경찰공무원, 경호공무원 뿐만 아니라 군인공무원과 대학에서 신변보호사 1차 학과시험과목을 모두 이수하고 경비업무에 종사한 경력이 있는 자에 대해서도 자격검정 일부면제를 확대하는 방안이다. 셋째, 경력인정 자 조건을 관련 직종 퇴직 후부터 자격검정 접수일 기준으로 일정유효기간을 규정하여 경력자들이 실무에 있어 능력을 충분히 발휘할 수 있도록 하는 방안이다. 넷째, 신변보호사 자격검정 면제과목은 1차 학과시험에 한하고, 신변보호실무능력의 요구에 부응할 수 있도록 2차 실기시험은 면제하지 않는 방안이다. 이와 같이 국가공인자격으로서 민간경비산업의 부흥에 발맞추기 위해 신변보호사 자격검정제도를 신중히 검토할 필요성이 제기된다.

현재 약 2,500여개가 넘는 경호업체들이 활동하고 있지만 이들 업체 중 상당수가 부실경영과 자본력의 압박, 인력관리 능력 부족 등으로 인하여 영세성을 면치 못하고 있다. 따라서 보다 과학적인 경호방법을 동원하고 경호대상자에 대한 양질의 서비스를 제공할 뿐만 아니라 사전 예방적인 수단을 강구하는 측면에서 경호탐지견 운용을 일반화 할 것이 요구되고 있다. 첫째, 경호탐지견으로 적합한 품종인 국내산 진도견, 삽살견 등을 경호탐지견으로 배양한다. 특히 우수한 품종의 진도견을 경호탐지견의 임무에 적합한 훈련을 통하여 적절히 운용한다면 우리 고유의 진도견을 산업화하고 보호육성하는 취지에도 맞아 떨어지는 효과를 얻을 수 있다. 둘째, 경호탐지견을 양성하고 훈련을 확대한다. 경호탐지견은 훈련방법에 따라서 2가지 이상의 임무를 수행할 수가 있다. 즉, 복종훈련을 마친 후 임무에 적합한 경계 또는 탐지 등 특수훈련을 실시하여 경호활동에 투입할 수가 있는 것이다. 셋째, 훈련된 경호탐지견을 임무에 맞게 운용한다. 경호탐지견은 대인경호, 시설경비, 폭발물 및 마약 탐지, 기타 맹인안내 등 다양한 경호대상자의 보호수단으로 운용할 수 있다. 넷째, 경호탐지견 운용 전문 인력을 양성하고 전문적인 경호탐지견 훈련센터를 운영하여야 한다. 경호탐지견 운용 요원을 양성하기 위해서는 대학(교)의 경호 관련학과에 "경호탐지견 운용론" 등의 교과목을 개설하고 경호탐지견의 품종을 개량하며, 경호탐지견훈련센터를 설치하여 임무에 적합한 훈련을 훈련지도사로 하여금 실시하게 하는 것이다.

민간경비는 경찰과 범죄예방이라는 공통된 업무 특성을 지니고 있으며, 우리 사회의 안전을 담당하고 있다. 하지만 민간경비의 채용과정은 경찰과 큰 차이를 보이고 있다. 따라서 본 연구에서는 경찰의 채용과정을 통하여 민간경비의 채용과정의 문제점을 파악하고 개선점을 제시하였다. 경찰의 채용과정을 비교하여 살펴본 결과, 민간경비의 채용은 교육훈련을 통하여 채용이 진행이 되며, 경비업무에 필요한 교육과정 및 체력 검증 등에 문제점이 조사되었다. 이러한 민간경비의 채용과정에서의 문제점을 개선하고자, 형법 및 범죄학의 교육과정, 100m 달리기와 좌우 악력 등의 체력검사 그리고 경비업무 실무 사례 등이 추가되어야 할 것이다. 본 연구를 통하여 우수한 경비원 채용과 더불어 민간경비 산업의 발전에 기초자료가 되었으면 한다.

The purpose of this thesis is to analyze the present conditions and problems of the Electronic Commerce, specially by the fashion companies that utilize the Internet and to propose using plans of Internet Electronic Commerce as a strategic method of fashion companies that have a information-oriented mind to adapt itself to modern century. On the basis of my analysis, I propose some using plans of Internet Electronic Commerce by the fashion companies as follows. As a means of construction method, it is need for the pertinent companies to have an information-oriented mind and then to construct the low-expense but high-speed communication Infrastructure. As an operation and management method, positive web site advertisements plans, such as promotion, using various mass media, subscribing to the Internet search engines and dissemination of products information, etc., are need for companies to attract the consumers to connect to the web site. Second, to offer more satisfactory experiences, it is need for companies to frame the integrated shopping mall as a strategic alliance in the management of shopping mall. To frame the integrated shopping mall is also effective in solving financial problems of shopping mall management and introducing of security system As a means of technology supplement, security management systems, such as SSL or SET, should be introduced for consumers to pay the price and furnish their personal informations. Second, new technology developments, such as the newest simulation programs using Virtual Reality to solve the problem of products' actual feeling, should be need for consumers to feel as they really put clothes on. If these technological developments are realized, fashionable products will be dealt in the Internet shopping mall as well and the marketability of Internet shopping mall will be expanded.

현대사회가 고도화되고, 후쿠시마 원전사고 역시 자연재난의 연쇄적인 영향으로 인해 발생함에 따라 복합재난을 고려한 방재계획의 중요성이 나날이 커지고 있다. 그러나 현재 국내의 방사능방재 분야에서 복합재난을 고려한 구체적인 방재계획은 제시되지 않고 있다. 따라서, 본 연구에서는 복합재난의 유형을 분석하여 국내 환경에서 비교적 발생 가능성이 높은 유형을 선정하고, 자연재난 유형별 피해확산이 방사능방재에 미치는 영향을 분석하고자 한다. 복합재난을 고려한 방사능방재 시나리오를 통해 방재계획 수립에 필요한 기준들을 제시하였고, 이러한 기준은 최악의 상황 대비에 활용한다. 이는 실효적인 주민보호조치를 결정하고 이행하는 데에 도움을 줄 수 있을 것으로 판단된다.
