Lessons from Korea's Response to COVID-19: Missing Factors of Sectoral Innovation System

  • This study intends to add a factor to the discussion on the sectoral systems of innovation through Korea's response to the COVID-19 pandemic. The Korean approach is summarized as follows: the first response centers on technology and innovation. These include the development of diagnostic test methods and accurate test kits, first in the world, the use of ICT technology in epidemiological investigations, the technical response in the field, and the competitive edge in the development of medicine and vaccines that were behind the developed countries. The second response is an aggressive effort implemented just after the Chinese announcement, before the domestic outbreak; the third response is the open policy that induces voluntary participation of all subjects and people by opening all information. More important is the leadership at the national level shown in the past Korean experience and most advanced countries. National leadership must be the missing factor.

남북한 과학기술협력의 새로운 방향: 지역 혁신체제론의 시각에서

  • The 21st century is not only the knowledge-based society but also the unifie era for Korea. It implies that Korea should prepare for the unification, especially in the area of knowledge, science, and technology. Under this background, this paper deals with how we can prepare for the unification of South and North Korea in science and technology (S&T) area. There have been no sufficient theoretical studies in this area. This paper, therefore, argues that regional innovation system, which has been developed since the beginning of the 1990s, could be effectively applied to the S&T cooperation and unification between both Koreas. It argues that regional innovation systems can formulate sectoral innovation systems effectively, which lead to a competent national innovation system. According to this study, South and North Korean regions have complementary sectoral innovation systems that could effectively cooperate with each other. Such S&T cooperation could make a great contribution to the S&T integration between two Koreas in the future. This paper argues, therefore, that S&T cooperation between two Koreas should target the unification of South and North Korean regional innovation systems. This paper names it as the unified national innovation system.

On the Design of Technological Knowledge Management System Based on Sectoral Characteristics of R&D Organization (산업별 연구조직특성에 의한 기술지식관리시스템의 설계)

  • Recently, knowledge management(KM) has attracted increasing attention from academicians and practitioners alike. Amongst others, technological knowledge(TK) is considered principal asset of KM and R,&D organization of private firms selves as primary actor of KM. It is also noted that the notion of sectoral pattern of innovation highlights idiosyncratic differences across industrial sectors in terms of TK management. That is, knowledge contents, knowledge generation and How pattern are considerably different among industries. This paper first analyzes the correlation between structural of R&D organization and industrial(sectoral) type to identify the dominant structure of R&D organization for each industry. Second, sector-specific architectures of TK management system are proposed. According to structural characteristic of R&D-organization type, test-practice forms of TK management system are suggested in terms of such factors as knowledge contents(technology information), knowledge generation activities, and knowledge storage/retrieval modes.

Sectoral Innovation Studies: A Review of the Literature and Its Implications (한국 산업혁신연구의 현황과 과제)

  • This article offers a review of the major literature about sectoral innovation studies of Korea and its implications over the past 30 years. The literature on the sectoral innovation studies in Korea has focused on analysing successful technological catch-up from an evolutionary perspective and most of research has centered on the issues about entry strategies, learning mechanisms. Recently "Emerging economies" like Korea in the 2000s face major challenges as they make a transition from (a) a phase of economic development characterised by 'catching up' with the global technological frontier, involving technological "imitation", to (b) a phase of continuing development based on the development of new knowledge for globally leading (post catch-up) product and process innovation. This paper reviews those bodies of literature of patterns of sectoral innovation, technological capability accumulation and catch-up process, catch-up innovation and institutions, and patterns of growth dynamics. Finally, given the importance of sectoral innovation studies, we suggest that industrial upgrading, transition towards leadership, dark side of catch-up issues are needed for future research directions.

  • This paper aims at examining technological catching-up in the Korean IT SoC industry using the theories of technological catching-up and sectoral system of innovation. The Korean IT SoC industry has accomplished rapid technological catching-up by the process of variety generation and selection. In the process, Korean fabless ventures have pursued the technological path-creative pattern in niche markets. But the cooperative networks among various firms are prerequisite for the coevolution of sectoral innovation system.

Characterization of Components of Space Development Innovation System in Korea (한국 우주개발 혁신체제 하위 구성요소의 특성)

  • This research intends to make a model of space development in Korea as a sectoral innovation system. The main contents include a character analysis of the elements of three low levels of the space development innovation system, including governance (the main agent and cooperation relationship of which the center is a research institute supported by government), resources (financial resources and human resources), and the diffusion of research results. It is important to grasp the factors that bring about technological innovation of industrial sectors to produce technological innovation policy. Technology innovation policy should thus be formulated for specific, individual sectors, and not all sectors.

  • The purpose of this study is to examine how two factors among various affecting factors of technological innovation, i.e. sectoral system of innovation and R&D support service, were actually applied in the case of NUC Electronics. This company has achieved high level of innovation performance through change of injection port and improvement of extracting rate. This was possible because each component of sectoral system of innovation system was matched with the innovation activity. The improvement of the performance in NUC Electronics was attributable to its own innovation efforts and R&D support service of government research institute. In the process of technological innovation, the company could receive high-level services in areas such as product design and virtual experiments that companies can not solve themselves. It can be said that the role of government and public institutions to support the shortage of SMEs was important. In terms of each component of sectoral system of innovation, we found that there were many opportunities of new technology; sustainability was low; imitation was easy; appropriability was low but it has dualily; accumulation of technology was relatively high, availability of external knowledge was high. At the same time, both of the company and the network played an important role, and market conditions were very favorable. In terms of R&D support services, it is a direct effect that a great deal of time and cost savings have been achieved through virtual experiments on the material and shape of the screw. As an indirect effect, the core competence of the company has been greatly strengthened by utilizing the momentum of technology development through external support, hence the company could establish the structure of virtuous circle of innovation.

Towards Evolution of Innovation System of Korean IT SoC Industry: Comparing Experiences of Korea and Taiwan (국내 IT SoC산업의 혁신체제 발전방안: 대만과의 비교 관점에서)

  • Using theories of sectoral innovation system and supply chain management, this paper examines the status quo of Korean IT SoC industry's innovation system by comparing it with Taiwanese one. Taiwan IT SoC industry has accomplished a rapid growth on the basis of government policies that foster domestic firms after the establishment of Hsinchu Science Park. Cooperative networks between foundries firms and fablesses have been formed within the supply chain in this process. Therefore, Taiwan industry has possessed the possibility of the coevolution in sectoral innovation system. However, Korean IT SoC industry has failed to form cooperative networks, because of weak networks between related firms. In other words, there exists an interaction failure, which is a kind of the system failure, and it means a lack of linkage between actors as a result of insufficient use of complementarities and interactive learning. Therefore, Korean industry has little possibility of the coevolution in sectoral innovation system. The cooperative networks between actors are prerequisite towards evolution of innovation system of Korean IT SoC industry. Above all, the cooperative networks between fablesses and system companies need to be strengthened within the supply chain.

Technological Regime, Knowledge Spillover and Innovation (산업의 기술체제 특성이 지식전파와 기술혁신에 미치는 영향)

  • This paper aims to analysis sectoral innovation patterns of technological innovation and localized knowledge spillover in Korean manufacturing sector. Sectoral innovation system approach proposed that the specific pattern of innovative activity and knowledge spillover in an industry can be explained as the outcome of different technological regimes. Technological regime is defined by the particular combination of technological opportunities, appropriability of innovations, cumulativeness of technical advances and properties of the knowledge base. Based on a sample of 2,882 firms in manufacturing sector, this paper provides empirical estimates of the relationships between firm's product innovation and localized knowledge spillover. Results of the analysis provide considerable support to the hypothesis that firm's product innovation and localized knowledge spillover are related to the nature of the underlying technological regime. In the industry based on the tacit and specific knowledge, firm's product innovation is positively related to the localized knowledge spillover. This paper also shows that high stability in the ranking of innovators are related to high degrees of cumulativeness and appropriability.

  • Although the volume of mobile internet services has increased continually over the years, the rapid diffusion has still fallen short of expected quality. This paper considers mobile internet service industry in Korea as a system failure due to structural problems and attempts to identify systemic imperfection mechanisms from the supply side. The problems of mobile internet industry in Korea are categorized into interaction failures, institutional failures and capabilities failures which contribute to system failure and at the same time, failure types are linked to each other. It is needed to improve policy and institutions in operation and develop new policy for contents providers to promote mobile internet industry. This research findings will contribute to policy making to promote mobile internet service industry and development of sectoral system for emerging industries.
