The Minamata Convention on Mercury entered into force on August 16, 2017. It requires Parties to the Convention to control and, where feasible, reduce mercury emissions from the listed sources. To implement the Convention, Japan amended the Air Pollution Control Law and added clauses that force operators to control their mercury emissions below emission limit values (ELVs). The ELVs have been established separately for new and existing sources, targeting the source categories listed in the Convention: coal-fired boilers, smelting and roasting processes used in the production of non-ferrous metals (lead, zinc, copper and industrial gold), waste incineration facilities and cement clinker production facilities. The factors used to establish the ELVs include the present state of mercury emissions from the targeted categories as well as the mercury content in fuels and materials, best available techniques (BATs) and best environmental practices (BEPs) to control and reduce mercury emissions and ELVs or equivalent standards to control mercury emissions in other countries. In this regard, extensive data on mercury emissions from flue gas and the mercury content of fuels and materials were collected and analyzed. The established ELVs range from $8{\mu}g/Nm^3$ for new coal-fired boilers to $400{\mu}g/Nm^3$ for existing secondary smelting processes used in the production of copper, lead and zinc. This paper illustrates the ELVs for the targeted source categories, explaining the rationales and approaches used to set the values. The amended Law is to be enforced on April 1, 2018. From future perspectives, checks of the material flow of mercury, following up on the state of compliance, review of the ELVs and of the measurement and monitoring methods have been noted as important issues.

The dissemination of scientific information in Society involves interactions among a number of publics and many kinds of information channels. There is a need for examining the the entire process of information dissemination for the solving many problems which scientific many problems which scientific communication is now confronted with, This paper is an attempt to identify the functions of a scientific journal as one of major inf. transfer media, to clarify the problems in performing the functions, and to synthesize various on-going efforts toward the improvement and solution of such problems. (2) Traditional built-in delays involved in the communication by a scientific journal should be improved by way of some new methods and techniques such as, of establishing a publishing center, controlling vocabularies in the scientific papers, distributing pre-publication materials, etc. (3) There should be a organized special committe for scientific communication for the assuming the responsibilities of educating, planning and carrying out activities relating to scientific information. (4) To improve the function of a scientific journal as information transfer media, other informal primary media such as report, preprint, etc, and secondary media such as abstracts and indexes should be studied which will result in the clarification of unigue functions, and advantages and disadvantages of each media. as an information dissemination media. (5) Each government should pay attention to the national information system as a changing social system and should recognize the gap in speed between technological development and the change of a social system Technological development should be made a contribution to the improvement of social system.

The filtered-x LMS(FX-LMS) algorithm has been applied to the active noise control(ANC) system in an acoustic duct. This algorithm is designed based on the FIR(finite impulse response) filter, but it has a slow convergence problem because of a large number of zero coefficients. In order to improve the convergence performance, the step size of the LMS algorithm was modified from fixed to variable. However, this algorithm is still not suitable for the ANC system of a short acoustic duct since the reference signal is affected by the backward acoustic wave propagated from a secondary source. Therefore, the recursive filtered-u LMS algorithm(FU-LMS) based on infinite impulse response(IIR) is developed by considering the backward acoustic propagation. This algorithm, unfortunately, generally has a stability problem. The stability problem was improved by using an error smoothing filter. In this paper, the recursive LMS algorithm with variable step size and smoothing error filter is designed. This recursive LMS algorithm, called FU-VSSLMS algorithm, uses an IIR filter. With fast convergence and good stability, this algorithm is suitable for the ANC system in a short acoustic duct such as the intake system of an automotive. This algorithm is applied to the ANC system of a short acoustic duct. The disturbance signals used as primary noise source are a sinusoidal signal embedded in white noise and the chirp signal of which the instantaneous frequency is variable. Test results demonstrate that the FU-VSSLMS algorithm has superior convergence performance to the FX-LMS algorithm and FX-LMS algorithm. It is successfully applied to the ANC system in a short duct.

Lithium ion secondary battery has been applied widely to portable devices, and has been studied for application to high power electric cell system such as power tool or hybrid electronic vehicle. The structure change of the electrodes materials occur when lithium ions move between electrodes. Neutron or X-rays can analyze the structure of electrode. The advantage of X-rays is convenient in test. However X-rays is scattered by electron cloud in atoms. Therefore, The elucidation for correct position of lithium is difficult with X-rays because lithium has small atomic weight. Neutron analysis techniques could solve this problem. In this review, We wish to discuss about structure analysis and the principle of structural characterization method using neutron beam source.

The aim of this study is to investigate the cooling performance of ground source multi-heat pump systems with a vertical single U-tube GLHX(U-tube system) and a vertical double tube GLHX(double tube system), which were installed in a school building located in Cheonan. All systems were operated in a part load conditions for all day, and the maximum COP of the single U-tube system and the double tube system were 6.2 and 5.2 at cooling mode, respectively. The double tube GLHX designed by the GLHEPRO, commercial program, was estimated to have the same performance as the U-tube GLHX, because the inlet temperatures of each outdoor unit heat exchanger for the former was similar to the latter. However, it is needed to prove the long tenn performance. It is suggested that the new algorithms to control the flow rate of secondary fluid for GLHX according to load variation have to be developed in order to enhance the performance of the system.
DEEP-South (Deep Ecliptic patrol of the Southern sky) is one of the secondary science projects of KMTNet (Korea Microlensing Telescope Network). The objective of this project is twofold, the physical characterization and the discovery of small Solar System bodies, focused on NEOs (Near Earth objects). In order to achieve the goals, we are implementing a software package to detect and report moving objects in the $18k{\times}18k$ mosaic CCD images of KMTNet. In this paper, we present preliminary results of the moving object detection experiments using the prototype MODP (Moving Object Detection Program). We utilize multiple images that are being taken at three KMTNet sites, towards the same target fields (TFs) obtained at different epochs. This prototype package employs existing softwares such as SExtractor (Source-Extracto) and SCAMP (Software for Calibrating Astrometry and Photometry); SExtractor generates catalogs, while SCAMP conducts precision astrometric calibration, then MODP determines if a point source is moving. We evaluated the astrometric accuracy and efficiency of the current version of MODP. The plan for upgrading MODP will also be mentioned.

Future cell-based therapies such as tissue engineering will benefit from a source of autogenous pluripotent stem cells. There are embryonic stem cells (ESC) and autologous adult stem cells, two general types of stem cells potentilally useful for these applications. But practical use of ESC is limited due to potential problems of cell regulation and ethical considerations. To get bone marrow stem cells is relatively burden to patients because of pain, anesthesia requirement. The ideal stem cells are required of such as the following advantages: easy to obtain, minimal patient discomfort and a capability of yielding enough cell numbers. Adipose autologus tissue taken from intraoral fatty pad or abdomen may represent such a source. Our study designed to demonstrate the ability of human adipose tissue-derived stromal cells (hATSC) from human abdominal adipose tissue diffentiating into osteocyte and adipocyte under culture in vitro conditions. As a result of experiment, we identified stromal cell derived adipose tissue has the multilineage potentiality under appropriate culture conditions. And the adipose stromal cells expressed several mesenchymal stem cell related antigen (CD29, CD44) reactions. Secondary, we compared the culture results of a group of hATSC stimulated with TGF-${\beta}$1, bFGF with a hATSC group without growth factors to confirm whether cytokines have a important role of the proliferation in osteogenic differentiation. The role of cytokines such as TGF-${\beta}$1, bFGF increased hATSC's osteogenic differentiation especially when TGF-${\beta}$1 and bFGF were used together. These results suggest that adipose stromal cells with growth factors could be efficiently available for cell-based bone regeneration.
Floating Zone Image furnace with halogen lamps as heat source has been made and applied to the growth of high-Tc superconductor Bi2Sr2CaCu2O8. The manufactured crystal growth equipment is composed of holder unit for setting the halogen lamps at the focal point of the elliptical mirror, image furnace with maximum temperature of 1800℃ with 1kW halogen lamps, cooling unit, feeding unit for supplying source material to the molten zone, pulling unit for crystal growth, and the control unit in the range of 2mm/hr -40 mm/hr vertical movement and 15rpm - 12rpm rotation. Bi2Sr2CaCu2O8 fibers have been grown with 300W halogen lamps and characterized with XRD, SEM and EDS. The growth condition was air atmosphere, growth speed 3∼4mm/hr, rotation speed of upper and lower part 20∼25 rpm. The fiber was composed of 20∼25 rpm matrix phase and secondary phases such as (Sr,Ca)CuO2 and (Sr,Ca)2CuO3.

Valuable natural compounds produced by a variety of microorganisms can be used as lead molecules for development of new agrochemicals. Furthermore, high-throughput in vitro screening systems with specific modes of action can increase the probability of discovery of new fungicides. In the current study, a rapid assay tested with various microbes was developed to determine the degree of respiratory inhibition of Saccharomyces cerevisiae in two different liquid media, YG (containing a fermentable carbon source) and NFYG (containing a non-fermentable carbon source). Based on this system, we screened 100 fungal isolates that were classified into basidiomycetes, to find microbial secondary metabolites that act as respiratory inhibitors. Consequently, of the 100 fungal species tested, the culture broth of an IUM04881 isolate inhibited growth of S. cerevisiae in NFYG medium, but not in YG medium. The result is comparable to that from treatment with kresoxim-methyl used as a control, suggesting that the culture broth of IUM04881 isolate might contain active compounds showing the inhibition activity for respiratory chain. Based on the assay developed in this study and spectroscopic analysis, we isolated and identified an antifungal compound (-)-oudemansin A from culture broth of IUM04881 that is identified as Oudemansiella venosolamellata. This is the first report that (-)-oudemansin A is identified from O. venosolamellata in Korea. Taken together, the development of this assay will accelerate efforts to find and identify natural respiratory inhibitors from various microbes.
The purpose of this study is to elucidate the source of U anormaly formed in stream water of the drainage system around the Shinbo talc mine area based on the hydrochemical properties of water masses including surface water and groundwater. The hydrochemical properties of water masses in the Shinbo talc mine area are divide into three types; Type I : $Ca(Mg)SO_4$ type with high U content as shown in the stream water flowout from the mine, Type II : $Ca(HCO_3)_2$ type with high U content as in deep groundwater, Type III : $Ca(HCO_3)_2$, type with low U content as in the other stream water and shallow groundwater. It is necessary to emphasize that in deducing the uranium source, a distinct discrimination between type I and type II is showed in their hydrothermal properties in spite of commonly having a high uranium content, which in turn means the occurrence of a different water-rock interaction processes between both type. All evidences suggest that type II groundwater have acted as a primary media in the transport of uranium and that, as the groundwater flows through the talc mineralization zone, water composition of type II was transformed into that of type I water as the results of a secondary water rock interaction process, caused by imposition of new mineralogically controlled thermodynamic constraints. Consequently, in the viewpoint of hydrochemical exploration, the investigation of the hydrologic circulation system and the hydrogeologic properties for the aquifer of type II groundwater shall be done first of all and will provide a crucial clue on tracing the uranium mineralization zone occurred in the Shinbo talc mine area.
