The United Nations Command (UNC) and the communist North failed to reach an agreement on where the maritime demarcation line should be drawn in the process of signing a truce after the Korean War because of the starkly different positions on the boundary of their territorial waters. As a result, the Armistice Treaty was signed on July 1953 without clarification about the maritime border. In the following month, Commander of the UNC unilaterally declared the Northern Limit Line (NLL) as a complementing measure to the Armistice. Referring to this, North Korea and its followers in South Korea wrongfully argue that the NLL is a "ghost line" that was established not based on the international law. However, one should note that the waters south of the NLL has always been under South Korea's jurisdiction since Korea's independence from Japan on August 15, 1945. There is no need to ask North Korea's approval for declaring the territorial waters that had already been under our sovereign jurisdiction. We do not need North Korea's approval just as we do not need Japan's approval with regard to our sovereign right over Dokdo. The legal status of the NLL may be explained with the following three characteristics. First, the NLL is a de facto maritime borderline that defines the territorial waters under the respective jurisdiction of the two divided countries. Second, the NLL in the West Sea also serves as a de facto military demarcation line at sea that can be likened to the border on the ground. Third, as a contacting line where the sea areas controlled by the two Koreas meet, the NLL is a maritime non-aggression line that was established on the legal basis of the 'acquiescence' element stipulated by the Inter-Korea Basic Agreement (article 11) and the Supplement on the Non-aggression principle (article 10). Particularly from the perspective of the domestic law, the NLL should be understood as a boundary defining areas controlled by temporarily divided states (not two different states) because the problem exists between a legitimate central government (South Korea) and an anti-government group (North Korea). In this sense, the NLL problem should be viewed not in terms of territorial preservation or expansion. Rather, it should be understood as a matter of national identity related to territorial sovereignty and national pride. North Korea's continuous efforts to problematize the NLL may be part of its strategy to nullify the Armistice Treaty. In other words, North Korea tries to take away the basis of the NLL by abrogating the Armistice Treaty and creating a condition in which the United Nations Command can be dissolved. By doing so, North Korea may be able to start the process for the peace treaty with the United States and reestablish a maritime line of its interest. So, North Korea's rationale behind making the NLL a disputed line is to deny the effectiveness of the NLL and ask for the establishment of a new legal boundary. Such an effort should be understood as part of a strategy to make the NLL question a political and military dispute (the similar motivation can be found in Japan's effort to make Dokdo a disputed Island). Therefore, the South Korean government should not accommodate such hidden intentions and strategy of North Korea. The NLL has been the de facto maritime border (that defines our territorial waters) and military demarcation line at sea that we have defended with a lot of sacrifice for the last sixty years. This is the line that our government and the military must defend in the future as we have done so far. Our commitment to the defense of the NLL is not only a matter of national policy protecting territorial sovereignty and jurisdiction; it is also our responsibility for those who were fallen while defending the North-Western Islands and the NLL.
We simulated and compared present and future ocean circulation in the East China Sea using an East Asia Regional Ocean model. Mean climate states for 1990~1999 and 2030~2039 were used as surface conditions for simulations of present and future ocean circulation, which were derived from the simulations of three different global climate models, ECHAM5-MPI, GFDL-CM2.0 and MIROC3.2_hires, for the 20th century and those of 21st century as projected by the IPCC SRES A1B. East Asia Regional Ocean model simulated the detailed patterns of temperature, salinity and current fields under present and future climate conditions and their changes instead of the simple structures of global climate models. To some extent, there are consistent ocean circulation changes derived from the three pairs corresponding to the global climate model in so much as the temperature increases not only in winter but summer at both the surface and bottom and that temperature and salinity changes are prominent near the Chinese coast and in the Changjiang bank. However, the simulated circulations are different among each other depending on the prescribed atmospheric conditions not only under present climate but also with regard to future climate conditions. There is not a coincident tendency in ocean circulation changes between present and future simulations derived from the three pairs. This suggests that more simulations with different pairs are needed.
In this study, the influence of a change in land use on the local weather fields is investigated around the Lake Shihwa area using synthetic land cover data and a high-resolution mesoscale model - the Weather Research and Forecasting (WRF). The default land cover data generally used in the WRF is based on the land use category of the United States Geological Survey (USGS), which erroneously presents most land areas of the Korean Peninsula as savannas. To revise such a fault, a multi-temporal land cover data, provided by the Ministry of Environment of Korea, was employed to generate a land cover map of 2005 subject to the land use in Korea at that time. A new land cover map of 1989, before the construction of the Lake Shihwa, was made based on the 2005 map and the Landsat 4-5 TM satellite images of two years. Over the areas where the land use had been changed (e.g., from sea to wetlands, towns, etc.) due to the Lake Shihwa development project, the skin temperature decreased by up to $8^{\circ}C$ in the winter case while increased by as much as $14^{\circ}C$ in the summer case. Changes in the water vapor mixing ratio were mostly affected by advection and topography in both seasons, with considerable increase in the summer case due to continuous sea breeze. Local decrease in water vapor occurred over high land use change areas and/or over downstream of such areas where alteration in wind fields were induced by changes in skin temperature and surface roughness at the areas of land use changes. The albedo increased by about 0.1% in the regions where sea was converted into wetland. In the regions where urban areas were developed, such as Songdo New Town and Incheon International Airport, the albedo increased by up to 0.16%.
International Seabed Authority (ISA) is currently developing rules with regard to exploitation of manganese nodules which will be contained in its first regulations governing the exploitation of deep seabed mineral resources. A stakeholder survey was conducted in the early 2014 by ISA with the aim of facilitating participation of interested entities in the development process of the rules. The stakeholders who had replied to the survey included existing contractors, sponsoring States, environmentalists, academics, and nongovernmental organizations. Opinions given by them largely reflect their own interests. This paper aims to clarify the scope of the obligations regarding the environmental protection which may be imposed on contractors under the new regulations for the exploitation of manganese nodules. To do so, it first analyses the express provisions on environmental protection applicable to deep seabed mining included in the Law of the Sea Convention, its agreement on implementation of Part XI, and the regulations on exploration for manganese nodules. Secondly, it categorizes these obligations based on the categories of international obligations suggested by Combacau and Alland. Based on the categorizations this paper concludes that, in addition to the existing duties to protect deep seabed environment within the Law of the Sea Convention system, the following new obligations could be added: conservation of exploitation sites for a limited time after the contract is ceased; taking all necessary measures for rehabilitation of destroyed ecosystems that occurredas a result of mining activities; monitoring exploitation sites for a limited period time after the contract is ceased; observing rules and standards on safety of ships and environmental protection adopted under IMO instruments; regulation on the discharge of mine tailings from the facilities used for exploitation of deep sea minerals. Lastly, this paper attempts to provide ways of reflecting national interests in terms of potential obligations which may be included in the new regulations.
Recent marine territorial disputes in the East China Sea and the South China Sea have come to us as a great threat. China, which has recently established the China Coast Guard and has rapidly developed maritime security forces, is trying to overcome the various conflict countries with its power. Japan is also strengthening intensively its maritime security forces. Since Korea, China, and Japan are geographically neighboring and sharing maritime space in Northeast Asia, there is no conflict between maritime jurisdiction and territorial rights among the countries. The struggle for initiative in the ocean is fierce among the three coastal nations in Northeast Asia. therefore, Korea needs more thorough preparation and response to protect the marine sovereignty. As the superpowers of China and Japan are confronted and the United States is involved in the balance of power in strategic purposes, the East Asian sea area is a place where tension and conflict environment exist. China's illegal fishing boats are constantly invading our waters, and they even threaten the lives of our police officers. The issue of delimiting maritime boundaries between Korea and China has yet to be solved, and is underway in both countries, and there is a possibility that the exploration activities of the continental shelf resources may collide as the agreement on the continental shelf will expire between Korea and Japan. On the other hand, conflicts in the maritime jurisdictions of the three countries in Korea, China and Japan are leading to the enhancement of maritime security forces to secure deterrence rather than military confrontation. In the situation where the unresolved sovereignty and jurisdiction conflicts of Korea, China and Japan continue, and the competition for the strengthening of the maritime powers of China and Japan becomes fierce, there is a urgent need for stabilization and enhancement of the maritime forces in our country. It is necessary to establish a new long-term strategy for enhancing the maritime security force and to carry out it. It is expected that the Korean Coast Guard, which once said that it was a model for the establishment of China's Coast Guard as a powerful force for the enforcement of the maritime law, firmly establishes itself as a key force to protect our oceans with the Navy and keeps our maritime sovereignty firmly.
This study investigates the characteristics of turbulent fluxes observed at Ieodo Ocean Research Station (IORS) in autumn 2014. The 10 Hz IORS data is quality controlled and calculated to be the 30 minutes turbulent fluxes. The quality control consists of five steps: a weather check, Vickers and Mahrt (VM) sequential check, VM parallel check, flag check, and direction check. Since the IORS is an open-sea station with no orographic influence, there are no significant diurnal variations for the turbulent fluxes and 10 m wind speed. According to stabilities, the unstable and semi-unstable states appear more than 28% and 70% in autumn, respectively and they have strong winds of over $10m\;s^{-1}$. In addition, the turbulent fluxes increase with increasing wind speed. In particular, the latent heat flux and its deviations are clearly shown because the latent heat flux is influenced by the change of both the sea surface roughness and wave height induced by the wind. To demonstrate the changes of the turbulent fluxes before and after typhoon, Vongpong (1419), which is the most intense typhoon affecting the Korean Peninsula in 2014, is considered. The turbulent flux fluctuates in accordance with the location of Vongpong. The turbulent fluxes have a large (small) variation when Vongpong approaches (retreats) at the IORS. The overall results represent that the IORS data helps us understand physical processes related to air-sea interaction by providing the valuable and reliable observed data.
The Kyodong Island on the Yellow Sea has experienced dramatic transformations in the process of massive reclamations of tidal flats. Consisting originally of detached several islets, Kyodong became an integrated island country with the establishment of sea dikes across the salt marshes. The coastal plaines passed through four distinct stages of development. During the nascent period from the Early States to the Koryo Dynasty, strategic considerations led up to the establishment of causeways and garrison farms as well as private land plots. The relocation of regional headquarters of the navy into the island made the reclamation of tidal flats a systematic project during the period of Chosun Korea. The implantation of a large-scale estate by Japanese capitalists was the most characteristic feature of this region's geography during the colonial period. Present-day Kyodong displays various agrarian landscapes of standardized land plots, reinforced sea dikes, and automated agricultural machinery. Throughout the periods irrigation systems have sustained the panoramic transformation of the agricultural geographies of the Kyodong Island. The local people afflicted by a chronic deficiency of water came up with ingenuous irrigation systems such as springs, paddy reservoirs, reservoirs, tanks, artesian wells, and pump stations.

This paper presents the wet damping estimation of the segmented hull model using the random decrement technique together with the continuous wavelet transform. The tested 16 sea states are grouped together based on the speed of the ship in order to figure out the possible influence of the ship speed on the damping ratio. The measured time histories of vertical bending moment for each tested sea state were processed with random decrement technique to derive the free decay signal, from which the damping ratios are estimated. Also, the autocorrelation functions of the filtered signal were calculated and comparison was made with the free decay signal obtained from the random decrement technique. Then the wet damping ratios for each sea state group, as well as precise wet natural frequencies, are estimated by using continuous wavelet transform. It turned out that the wet natural frequencies derived from the measured signal did not show any significant discrepancy compared with those obtained by wet hammering test, whereas the damping ratio did. It was considered that the discrepancy of the damping ratio between in calm and moving water may be attributed to the viscous effects caused by dramatically different flow pattern and relative velocity between the vibrating structure and surrounding fluid particles.
Objective: This study was performed to evaluate the quality characteristics of pork sausage (PS) with sea tangle extract (STE) and rapid chilled pre-rigor muscle (RCPM) for the development of reduced-salt low-fat sausage. Methods: Pre- and post-rigor pork ham muscles were prepared to process PSs. Positive control (reference, REF) using post-rigor muscle were manufactured at a regular-salt level of 1.5%. Fresh and rapid-chilled pre-rigor muscle (FPM and RCPM) were used to manufacture reduced-salt sausages with 0.8% salt. Reduced-salt PSs were prepared with four treatments: FT1 (FPM alone), FT2 (FPM with 5% STE), RT1 (RCPM alone), and RT2 (RCPM with 5% STE). The physicochemical and textural properties of the sausages with reduced-salt levels and RCPM combination were measured to determine if the characteristics of RCPM were similar to those with FPM. Results: The pH values of PS with FPM and RCPM were higher than those of REF with post-rigor muscle. Color values (L*, a*, b*) were not affected by different rigor-states and salt addition level. Textural properties of reduced-salt PSs were similar to those of REF due to the improved functionalities of pre-rigor muscle. RT2 had lower expressible moisture (%) than other treatments with post-rigor muscle and RCPM except for RT1. Conclusion: The addition of STE and RCPM to reduced-salt PS increased the water-holding capacity, which was lower than those of PS with STE using RCPM but similar to those of regular-salt sausage.

In this study, a combined seakeeping performance evaluation method has been developed for the design purpose of the light aircraft carrier CVX of Korean Navy. A frequency domain analysis method was developed for evaluation of safe operating envelope up to sea state 6, while a time domain analysis method was developed for survival condition of sea state 7 and higher. The frequency-domain solver AdFLOW-Navy was developed by adding empirical formula of roll damping and fin-stabilizer to the existing AdFLOW by KRISO, which was based on the three-dimensional higher order boundary element method (HOBEM). For the estimation of the roll damping coefficient, a two-dimensional cross-section was automatically extracted from the three-dimensional panel, and the roll damping coefficient was analyzed for the two-dimensional cross-section. As for the time domain analysis method, KIMAPS-Navy was developed by improving and expanding the KIMAPS series developed by KRISO which is based on the impulse response function by utilizing the hydrodynamic coefficients obtained from the AdFLOW-Navy. In addition, a weakly nonlinear analysis approach was applied to analyze highly nonlinear motion under heavy sea states. Finally numeraical analysis results were compared with model tests, which showed practical usefulness of the present combined seakeeping analysis approach.
