Factors Associated with the Degree of Quality Improvement Implementation (국내 의료기관의 질 향상 사업의 활성화에 영향을 미치는 요인 - 조직동인적 관점에서)

  • Objectives : To assess the degree of quality improvement (QI) implementation and to identify its associated factors. Methods : A mailed questionnaire survey of the QI staffs at hospitals with 400 beds or more was conducted between September 15 and October 30, 2000. Of the 108 hospitals eligible for inclusion in our study, 79 participated, yielding a response rate of 73.1%. After excluding 12 hospitals that did not perform any QI activities, 117 responses from 67 hospitals were used in our analysis. The degree of QI implementation was measured using the Malcolm Baldrige National Quality Award Criteria (MBNQAC). Factors evaluated for association with the degree of QI implementation were cultural, technical, strategic, and structural factors of the hospitals. Results : The average 01 implementation score across the 7 dimensions of MBNQAC was 3.34 on a 5-point scale, with the highest score for the area of customer satisfaction (3.88) followed by information and analysis (3.59) and quality management (3.35). The results of regression analysis showed that hospitals with a ofter information system (p<0.05) and using scientific and systematic problem solving approach (p<0.01) tended to perform a higher degree of QI implementation. While statistically insignificant, positive associations were observed for the factors of group or developmental culture, the degree of employee empowerment, and the use of prospective strategy. Conclusions : It appears that the most important factors contributing to active implementation of QI in Korean hospitals were the use of scientific skills in decision making, and having a quality information system to produce precise and valid information.

Characteristics of Scientific Method for the 8th Grade Students‘ Inquiry Reports (8학년 학생들의 탐구 보고서에 나타난 과학방법의 특징)

  • The purpose of this study was to investigate eighth graders' scientific method of inquiry used in their reports. We developed a framework, 'Analysis of Scientific Methods and Information Sources', with a perspective of the Nature of Science to analyze students' planning method, data analysis, and information sources. We then compared results with levels of questions to find out whether they affected students' 'Scientific Method'. In addition, we analyzed students' responses of the survey questionnaire, e.g.. how they liked Scientific Method. Results are as follows: First, 'planning method' consisted of 'consultant' and 'activities'. The 'activities' were 'experiment', 'correlational study', and 'observation' Students planned by utilizing 'consultant' more than the other. In case of planning 'activities'. most of them were 'experiment' Second, 'data analysis' consisted of 'summary', 'table', 'chart', 'graph' and so on. Students analyzed their data by using 'summary' frequently. The types of 'summary' were divided into 'simple summary' and 'relational statement' Third, 'information sources' consisted of 'computer', 'library'. and 'professional consultant' Most of the students gathered information from 'computer' Fourth, the types of 'planning method' and 'summary' were affected by the levels of questions. Fifth, some of the students reported their difficulty in 'planning method' because the collected information was less reliable, lacking, and having difficult technical terms.

  • The main purpose of the study is to determine the main elements of the state management of the development of national cybersecurity. Cybersecurity ensures the protection of the properties of information resources and the operability of technical and software users and is directed against relevant cyber incidents. Therefore, today it is impossible to ignore the importance of public administration of the processes taking place in it. The methodological support of our study is determined by its goals and objectives and is based on the use of a combination of general scientific and special methods of scientific knowledge, which ensured the completeness and reliability of the results obtained. The article has limitations and concerns the lack of practical implementation of the research results. The study is purely theoretical to reflect the main aspects of the modern system of state management of the development of national cybersecurity. Further research requires an analysis of the world experience of state management of the development of national cybersecurity.

  • The purpose of this study is to propose the efficient and reasonable weeding model of the scientific literature by measuring a life-span of literatures in the field of nuclear engineering through citation analysis, the average life of actually discarded literatures in the KAERI (Korea Atomic Energy Research Institute), and the life of use through the circulation data analysis from 1992 to 1994 of KAERI.

  • Efficient use of scientific and technical information is indispensable for research and development. This study is aimed at new system design of Agricultural Information for RDA Library operation by an expeditious system for appropriate support of research activities through information service. Current Library management factors such as organization, budget, collections, staff. space, and information service was surveyed and user's requirements was also evaluated. In order of optimize the information system performance the new designed system was suggested as follows : 1) Existing dispersed library functions have to be unified as a whole 2) Library could be reorganize as a independent unit 3) Construction of inter-library network between libraries engaged in the same field highly recommand for the exchange of information.

  • 과학 기술 연구 개발을 위한 국제 협업이 활발하게 일어나면서 국내에도 글로벌 과학기술협업연구망인 GLORIAD를 구축하게 되었다. 첨단 과학 기술 연구에 쓰이는 데이터가 교환되는 만큼 신속하며 정확한 데이터 교환이 요구된다. 따라서 신속하며 높은 신뢰도를 가지고 대용량의 데이터를 전송할 수 있는 파일 전송 기술이 필요하다. 본 논문에서는 GLORIAD 실험망 구축에 적용 가능한 파일 전송 기술의 동향을 조사하고, 분석하는 과정을 통해서 최적의 파일 전송 기술을 찾아낸다.

Geo-location White Space Spectrum Databases: Models and Design of South Africa's First Dynamic Spectrum Access Coexistence Manager

  • Geo-location white space spectrum databases (GL-WSDBs) are currently the preferred technique for enabling spectrum sharing between primary users and secondary users or white space devices (WSDs) in the very-high frequency (VHF) and ultra-high frequency (UHF) bands. This is true because technologies for making low-cost WSDs capable of autonomous sensing and detection of available white space (WS) spectrum are not yet feasible. This paper reviews the necessary enabling technical conditions to allow coexistence of primary and secondary systems in the VHF and UHF spectrum through a GL-WSDB approach. The practical implementation of South Africa's first GL-WSDB was performed. Results of WS channels available from five cities in South Africa calculated from the implemented GL-WSDB was compared with a commercially available GL-WSDB and was found to be 68% similar. Additionally, results from the implemented GL-WSDB were compared with measurements obtained from field spectrum scanning campaigns at two different locations in Cape Town, South Africa, and was found to be 64% similar.

  • In FMEA, the risk priority number(RPN) is used for risk evaluation on each failure mode. It is obtained by multiplying three components, i.e., severity, occurrence, and detectability of the corresponding failure mode. Each of the three components are usually determined on the basis of the past experience and technical knowledge. But this approach is not strictly objective in evaluating risk of a given failure mode and thus provide somewhat less scientific measure of risk. Assuming a homogeneous Poisson process for occurrence of the failures and causes, we propose a more scientific approach to evaluation of risk in FMEA. To quantify severity of each failure mode, the mission period is taken into consideration for the system. If the system faces no failure during its mission period, there are no losses. If any failure occurs during its mission period, the losses corresponding to the failure mode incurs. A longer remaining mission period is assumed to incur a larger loss. Detectability of each failure mode is then incorporated into the model assuming an exponential probability law for detection time of each failure cause. Based on the proposed model, an illustrative example and numerical analyses are provided.
