A Study on the Computerization of School Affairs Management(I) (학사관리업무의 전산화에 관한 연구(I))

  • The conventional school affairs management, with an example of Korea Martitime University (KMU), is studied through the university codes and its internal regulations and the inevitable problems of the conventional school affairs are analyzed. From the view points of complexity of the educational structure and increase in educational population, the computerized school affairs management is increasingly requested. Therefore, in order to design and implement a computerized school affairs management system, a code-system suitable for the KMU is, first of all, constructed and then a data base which copes with various reforms or changes is developed by using the code system and the IMAGE/DMBS of a HP-9040AM computer. A FORTRAN example program shows that the designed data base can be easily transformed into on-line system and made good use of managing school affairs. Furthermore, it is recommended that the university authority organize a research team for designing the total system in future university administration and solving difficult problems occurring through the computerization.

An Internet Search on the Status of Global Training on Ecological Risk Assessment (인터넷을 이용한 국내외 생태위해성평가 교육 현황 파악)

  • This internet search was made to collect background information for a short-term training proposal for securing a national critical mass in ecological risk assessment the need of which is drastically increasing in every sector of Korean society due to the advent of new environmental regulations in industrialized countries, such as EU REACH. This study depended mainly on internet search engines and individual home pages of concerned universities, colleges, and organizations involved in short-term training. Out of lecture titles and syllabus of 200 Korean universities, 86 Japanese national universities, and numerous English speaking educational and training institutions in the world, 60 syllabi were selected and analysed for comparison purpose. Conclusion from the analysis is as follows: Firstly, individual component lectures for ecological risk assessment is provided at different departments in Korea, but no lecture is at present given under the sole title of ecological risk assessment. Secondly, several lectures under the title of ecological risk assessment are open in English-speaking industrialized countries. Lectures as well as technical training and field studies are emphasized in those courses. Lecturers from the regulatory authorities are also involved in those courses. Several short-term training courses are also under operation. Thirdly, it was concluded that the difference in the level of education/training in ecological risk assessment is originated from the substantive requirement of ecological risk in the concerned laws and regulations. Therefore, it is suggested that training of domestic man power in this area is urgent to cope with the industrial pressure imposed by the environmental regulations concerned with chemicals/articles import and export from/to industrialized countries and also to upgrade the domestic laws and regulations.

A study on the Legislations and Amendments of the Medical and Pharmaceutical Laws and Regulations - Focusing on the Duties of Korean (Oriental) Medicine Doctors and Korean (Oriental) Pharmacists as well as the Public Health System - (한의사·한약사 임무 및 공공제도 중심의 의약법규 제·개정 고찰)

  • Purpose : The current Medical Law and the Pharmaceutical Affairs Act, which are incapable of utilizing the research results and the advanced academic, clinical, and pharmaceutical system of the present-day Korean (Oriental) medicine, have limitations and create a paradox by provoking social conflict among the professionals in the field. The aim of this study was to find out the legal and systematic problems that contributed to a complicated conflict amongst Korean (Oriental) medicine doctors, doctors, pharmacists, and Korean (Oriental) pharmacists regarding the classification of their functions. Methods : We reviewed the history and characteristics of the legislation regarding the duties of Korean (Oriental) medicine doctors and Korean (Oriental) pharmacists as well as the relevant and important public health policies since the enactment of the National Medical Services Law in 1951. We focused on the laws and regulations that are made in the process of the separating functions of physicians and pharmacists and the dispute between the Korean (Oriental) medicine doctors and the Korean (Oriental) pharmacists in the 1990s and 2000s. Results : The legislations and amendments of the medical and pharmaceutical laws and regulations that reflect the modern academic, clinical, and pharmaceutical system of the Korean (Oriental) medicine and the research results could be summarized as follows: 1) A partial amendment of the Medical Law in 1987, which added the provision of "Oriental health guidance" as one of the duties of Korean (Oriental) medicine doctors, assured a place for Korean (Oriental) medicine doctors in the field of public health. 2) A partial revision of Pharmaceutical Affairs Act in 1994 established a new system for Korean (Oriental) pharmacists, bringing about the creation of dualistic pharmaceutical system that complements the dualistic medical system. 3) The Promotion of the Research and Development of Wonder Drugs by Using Natural Substances Act was legislated in 2000 in order to stimulate research and development of Korean (Oriental) medicine and its industrialization. 4) Oriental Medicine Promotion Act in 2003 was enacted to lay foundation to specify and promote technology and industry that are related to Korean (Oriental) medicine. Discussions and conclusions : Although the dualistic medical and pharmaceutical system is set up by the Medical Law and Pharmaceutical Affairs Act, it is shown that the relevant regulations have been developed from a perspective of the western medicine.

A study on the Laws and Regulations of the Medical and Pharmaceutical System in Korea from the Modern Period to the Early Days of the Republic - Focusing on the Establishment of the Dualistic Medical and Pharmaceutical System - (근대부터 건국 초기까지의 의약체계 법령 고찰 - 이원적 의약체계 정립을 중심으로 -)

  • Purpose : The purpose of this study was to analyze the history and characteristics of laws and regulations of the medical and pharmaceutical system in Korea-focusing on the Korean (Oriental) medical and pharmaceutical system-from the modern period to the early days of the Republic. We reviewed how traditional notions and categories of Oriental medicine, which were regarded as experiential and conventional, became part of the current dualistic medical and pharmaceutical system, and examined problems and effects during the course of positioning. Methods : We classified the development of the medical and pharmaceutical laws and regulations chronologically, from the Korean Empire to the beginning of the Republic. The abolishment of the traditional medical system that was based on laws and regulations of the Joseon Dynasty, the implementation of dualistic medical system in the Korean Empire, the attempt to demolish Korean (Oriental) medicine under the Japanese colonial rule, and the process of developing a statute-based continental law system were thoroughly reviewed. Results : Although the dualistic medical system was specified in legislation via the enactment of the National Medical Services Law in 1951, we found that it was actually enacted in 1963, when the laws and systems regarding the educational institution of Korean (Oriental) medicine were stably established. Moreover, the dualistic pharmaceutical system was specified in legislation through the partial amendment of the Pharmaceutical Affairs Act in 1994, but we concluded that the actual enactment was rather in 2000, when the first Korean (Oriental) pharmacist was produced. Discussions and conclusions : An effort to establish a dualistic medical system of Korean (Oriental) medicine and Western medicine during the Korean Empire bore fruit a few decades later, after the Republic of Korea was founded. It means the basis for the legal system finally took shape in spite of the numerous attempts during the Japanese colonial era and the beginning of the Republic to abolish Korean (Oriental) medical and pharmaceutical system.

A Comparative Study on the Legislation of Homeschooling in the United States and South Korea (미국과 한국의 홈스쿨링 법제화 비교연구)

  • The purpose of this study is to compare and analyze legislation of homeschooling in the United State and South Korea and to seek a measure to legislate homeschooling in South Korea. To fulfill its goal, related literature and materials were reviewed to derive a criterion of analysis, and also state laws on homeschooling in the United States and homeschooling legislative bill in South Korea were compared and analyzed. The major findings of analyses are as follows. First, regards to declaration of intention in the procedure for homeschooling permission, legislative bill and law of both countries include related regulations. Second, regards to requirement for homeschooling, homeschooling legislative bill in South Korea nearly does not include related regulations while state laws on homeschooling in the United States mostly do include them. Third, regards to public school access policy, both parties do not include related regulations. Fourth, regards to education support service, homeschooling legislative bill in South Korea includes all of related regulations while state laws on homeschooling in the United States nearly do not include them. Fifth, homeschooling legislative bill in South Korea can be affiliated to low on degree of regulation in comparison to the degree of regulation of state laws on homeschooling in the United States. Based on these analysis results, conclusion and discussion have been proposed.

  • The government seismic retrofit project for educational facilities is progressing more actively due to the 2018 Pohang earthquake. It is most important that seismic retrofit constructions are conformed to seismic design to achieve the desired purpose of the project as reduce direct damage caused by earthquake. However, the construction supervision system is not mandatory for the retrofit construction site of small buildings including school buildings according to applicable laws and regulations. The purpose of this study was to develop a guide for constructions management of school building seismic retrofit. In order to achieve this goal, the survey on the construction site was conducted and various problems related to the construction site of school building seismic retrofit was derived Additionally, the systematic checklist was presented according to the user and seismic reinforcement method.

Current State and Improvement of Safety Regulations of Working Platform and Working Passage in Construction Sites (건설현장 작업발판 및 가설통로의 안전기준 현황 및 개선점)

  • The average number of deaths in the construction industry reaches 500 per year, and in particular, it is confirmed that the type of accidents and deaths caused by disasters such as work platforms has occupied more than 60% of the total. In this study, we presented a structured and combined solution for technology, management, education, and cost that can solve systematically, politically, and external environmental factors as well as direct influence factors. In addition, we examined the safety and safety standards of domestic and international safety, and discussed implications. First, direct impact factors, organizational impact factors, policy influence factors, and external environmental impact factors were examined and classified into technical, education, and institutional dimensions. Second, in relation to the installation of the work scaffold, the standards (OSHA 1926.452), UK (The Work at Height Regulations 2005 No.735, BS5975), Japan (Labor Safety and Sanitation Regulations) and Germany (DIN 4420_4, DIN EN12810). In the case of domestic safety standards, similar to the foreign safety standards, safety measures such as materials and specifications are applied. However, details related to the installation, assembly and structure of the work platform are somewhat different from those in the United States and the United Kingdom excluding Japan. Using the results of this study, it is possible to understand the cause of the accident of foot pedestrian accident more systematically and comprehensively, and safety managers and researchers are expected to help in the accident investigation.

A Survey on Recognition of School Environment Hygiene Purification Zones (학교환경위생정화구역에 관한 인지도 조사 연구)

  • Purpose: The present study purposed to investigate the current state of harmful business places around schools and to survey and analyze how much middle school students know about school environment hygiene purification zones, which have not been much effective. Methods: In addition, this study clarified the problem of harmful environment around schools by inquiring into students' value and perception on worsening harmful environment around schools and provided basic materials necessary for making policies on school education and the protection of educational environment. For these purposes, we conducted a questionnaire survey of 1,000 middle school students in Gyeonggi-do on their perception on harmful environment around their schools, and drew conclusions as follows. Result: Students' knowledge about the School Health Act was low, and they generally thought that the law does not play its role substantially and efficiently in purifying and regulating harmful environment and regulations are superficial and temporary. To the question of whether harmful businesses observe laws for purifying environment around schools, most of the students replied negatively. In actuality, as most of harmful businesses running at school environment hygiene purification zones are stationeries with game rooms, comic book stores, PC rooms, etc., which are highly accessible to students, they become serious problems in school environment. Conclusion: As it is required to make continuous and systematic surveys and researches on the school environment hygiene purification zones, we need to manage school environment efficiently through cooperation among the government, education offices and individual schools.

Domestic and Foreign literature review of Dental Accidents and Malpractice claims (치과의료사고 및 분쟁에 대한 국내·외 문헌고찰)

  • Background: Interest in medical malpractice claims and accidents is a day-to-day social issue to general public as well as medical personnel. Related laws and regulations already have been established, and institutions based on the laws and regulations also have been founded. However, in our dental community, interest and response to the issue seem insufficient. Methods: We searched four medical literature databases that are mainly cited in the medical community. Keywords including 'dental malpractice claims', 'patient safety' and 'medical accident' were used for the search. Among the selected literatures, we chose specific ones separately whose content is authentic and easily approachable. Results: Medical malpractice claims and accidents tend to increase around the world. As the cost or the difficulty level of surgery increases, the dispute rate also increases, which appears even more apparent in developed countries. Preventive measures to prevent the disputes and accidents are not significantly different. Three critical of them include relationship of doctor with patient, the informed consent and medical record. Conclusion: Tools for accident occurrence or communication improvement have been introduced. All of those cost time and money. However, education or professional request of liability insurance companies, self-education and provision of guidelines can be immediately implemented. To implement those, dentists' promotion at the regional or national level is imperative. rhBMP-2 is widely used at sinus augmentation, alveolar bone defect, and socket preservation.

Improvement Directions through the Analysis of the Current States of Response Systems against Railway Casualties and Accidents of Urban Railways (도시철도 철도안전사상사고 대응체계현황 분석을 통한 개선방향 도출)

  • In this paper, we review the regulations relating to railway safety and station workers interviewed, eight urban rail accidents decreased operating agencies through the prevention research currently being conducted into the (Seoul Metropolitan Rapid Transit Corporation City, Seoul Metro, Incheon traffic mortality, etc.) the root cause for the lack of aggressive prevention measures performed on the difficulties related regulations, organizational culture and work environment, prevention of negative operating authority derived in three improvements were obtained through this direction. First proposed urban railway safety ever buy Conduct production, utilization and operating agencies college safety assistant suggests directions for safety training, organizational culture and work environment improvements in senior management. Finally, active accident prevention campaigns, and provide direction to increase the educational participation of guests. Improvement for such accidents would decrease is thought to play a role in the prevention of future operating agency established when the guidelines.
