학교 현장 중심의 학교공간혁신사업을 위한 개선방안 - 강원도교육청 학교 감성화사업을 중심으로 - (A Study on the Improvements of School Building Innovation Policy - Focused on Policy of School Building Emotionalization in Gangwondo -)

  • 본 연구는 교육부에서 2019년부터 국가수준에서 추진하고 있는 학교공간혁신사업의 학교 현장의 효과적인 운영을 위한 방안을 제시하기 위하여 대표적인 시도교육청 사업 중 하나인 강원도교육청의 학교 감성화 사업을 분석하였다. 2장에서는 학교 감성화사업의 추진프로세스와 단계별 주요 추진주체를 분석하였다. 3장에서는 단계별 주요 참여자들 대상의 면담조사를 통하여 주요 문제점들을 도출하였다. 마지막으로 4장에서는 사업설명회 실효성 증대, 퍼실리테이터 역량 강화, 가이드라인 개발 등 문제점들을 해결하기 위한 포괄적인 방안들을 제시하였다. 본 연구의 결과가 향후 지속적으로 추진되는 학교공간혁신사업을 학교 현장에서 효과적으로 추진하기 위한 정책 대안으로 활용되어 보다 학교 현장에 부합하는 혁신적인 학교 공간이 만들어지길 기대한다.

1기 신도시 초등학교별 학생수 증감 추세 분석에 관한 연구 (An analytic Study on Elementary School Students Number of increasing and decreasing Trends in first Satellite Cities)

  • 1기 5개 신도시 초등학교 88개교를 조사 분석한 결과 나타난 주요 연구결과는 다음과 같다. 5개신도시중 학생수용률 최고점에 이르는 기간은 평균적으로 5.7년이 소요되었다. 90%이상을 유지한 구간 평균 수용률은 5.7년, 80%이상은 9.1년, 70%이상은 12.3년, 60%이상은 14.6년, 50%이상은 16.6년, 40%이상은 18.4년, 30%이상은 18.9년, 20%이상은 20.5년이 걸리는 것으로 나타났다. 이는 단기적인 민원해결차원에서의 학교내 학급 증설, 또는 추가 학교신설은 향후 유휴교실 발생의 원인이 되고 있어, 학교신설 과제의 단기적 해법이 아닌 20~30년의 장기적 관점에서 학생수 감소에 대비한 신설학교규모, 형태, 운영에 관한 다양한 해법의 모색이 필요하다. 본 연구는 1기 5개 신도시를 중심으로 이루어졌기 때문에 이를 일반화하는 데는 한계가 있어 전국적인 학생수 변동요인 전반에 걸친 추가적인 연구가 필요하다.

국제적(國際的) 건축(建築) 전문교육(專門敎育) 인증기준(認證基準)에서 본 한국(韓國) 건축교육(建築敎育)의 현황분석(現況分析) (A Critical Analysis on the Architectural Education in Korea from the view of International Accrediting Criteria)

  • Under the WTO system, global standardization of professionalism in architecture practice calls for transformation of curriculum in architectural education in Korea. This paper compares the curriculum standards of international accrediting authorities such as NAAB and RIBA based on UIA accord which defines fundamental knowledge and abilities of an architect. As a result this paper extracts 51 achievement oriented criteria of architectural education in Korea. It can be categorized as communication, design, cultural context(history and theory, human behavior and social aspects), technical systems(structural systems, environmental control systems, construction material and assemblies) and practice(project process, project economics and business management, laws and regulations). Based on this recommended Korean curriculum standards, current curriculum is analyzed focusing on the 5 architectural programs in Seoul. Through this analysis, it became clear that some area - social and economic aspects in architecture, sustainability in architecture, understanding and selection of construction material, assemblies and environmental control system, recycling of existing building, professional liability, professional rules of conduct, project economics and project management - need to be covered and emphasized to meet the international standards in professional education in architecture. The result in this paper will be used as a basic data in the process of finding the direction of restructuring curriculum for professional architectural education in Korea.

The First Global Management Plan for the Urban Landscape Restructure in Tokyo

  • The case for study in this paper is the Main Plan and Management for the Fukutoshin; the restructure of Nishi Shinjuku, This plan was first outlines in 1960, and includes a vast area of 96 ha for redevelopment. It aims to create a totally new center in the city. This was the first case in Japan, and in the world of a plan of these magnitudes. involving urban landscape restructuring from three points: Landscape (open spaces for public use: the Shinjuku Central Park and the surrounding area of the buildings), transport and commercial building developments. The Landscape plan for the green areas was decided in a way to compensate the population of the area and the visitors. As a rule, high-rise building constructions are placed each one in single lots and are surrounded by open spaces and greenery. Pedestrain areas are widened and also connected by bridges in a way to allow free circulation, and interconnection between the constructions and the green areas. Another important factor is the role that Private Corporation, and public interest plays. Joining these two forces has allowed the concretization of this project. This interpolation between public and private roles was an innovation in Japan, and it also the key for the concretion of the project. The historical review of the process and management of this project help us to put into perspective the introduction of new concepts and ideas, which were not related at that time to traditional Japanese Landscaping. Furthermore we are better able to understand the substantial increase in the percentage of land dedicated to green areas in contrast to the typical standards of Japanese cities.

지역사회 기반 조직을 이용한 지역사회역량의 측정과 건강증진 기획 -서울시 S구를 중심으로- (The Measurement of Community Capacity Using Community-based Organizations Network and the Development of Health Promotion Plans)

  • Objectives: The community network is a foundation laid by the local community which has been formed historically and geographically to develop itself. This paper as a Korean way of healthy network survey for the community capacity building is an exploratory research to grasp the character of Korean society and then to organize an resident-governing partnership for that. Methods: Research objectives are CBOs(Community-Based Organizations) in S-district of Seoul. This region is a new town, however the solidarity and volunteerism of this resident is lively. The survey tool is Cho's CBOs Evaluation Questionnaire which was originated to measure the community capacity. The period of survey is from the January 2009 to the March 2009 and the study organizations which were collected by snowball sampling were 80. Results: The result shows two main networks: one is the civil society and craft union cluster, the other is welfare organization cluster. Groups of high centrality were organizations whose members are mainly women and craft organizations which were organized before 1990's. The group of high betweenness was the Association of Women's Organizations(0.188). Bi-components were six and they could be divided by organization's aim. In terms of the determinants of the participation to the health center enterprise, only the number of link(B=-0.60, p<0.04) was statistically significant. It means that when organization variables are controlled a tendency appears: the more the voluntary associations network, the less participation in the health enterprise. Conclusion: CBHOs(Community-Based Health Organizations) enhances residents' spontaneity and cohesion to increase the capability of the local community. If the surveyed healthy network, together the community health project, are used for various community development projects, the existing CBOs including CBHOs will be reorganized and furthered newly. For this it will be needed to construct an effective partnership of healthy network by restructuring the existing networks of voluntary associations.

미래학교 조성을 위한 중학교 공간사용 실태 분석 연구 - 학생중심 공간 재구조화를 중심으로 - (A Study on the Actual Condition of Middle School Space Usage For Future School - Focused on the Reorganization of Student-Oriented School Space -)

  • 본 연구는 중학교 교육 공간에 대한 사용자인 학생들의 이용 특성과 요구 공간에 대한 내용을 분석하였으며 다음과 같은 결과가 도출되었다. 첫째, 학습능력 향상에 도움이 되는 수업 방식으로 강의식 수업, 팀 프로젝트 및 4인 토의·토론수업 등 학생의 특성에 따라 다양한 수업 방식이 필요함을 알 수 있었다. 둘째, 쉬는 시간대 공간 사용 장소와 친구 관계형성 장소를 보면 대부분 교실과 복도에서 이루어지고 있었으며, 친구의 그룹 구성도 3~8명이 다수이나 그 이상의 경우도 다양하게 구성되어 활동하고 있음을 알 수 있었다. 셋째, 학급교실에서 가깝게 위치해야 할 공간으로 건물 중심에 체육관, 도서관, 화장실, 계단, 식당, 보건실, 교무실 등이 나타났으며 이를 통해 학교 공간이 균형 있게 배치될 필요성이 있음을 알 수 있었다. 넷째, 현재의 시설 외의 학습활동에 도움이 될 수 있는 시설로 체육(무용)실, 시청각실(공연실), 공작실(개인 창작), 매점, 휴게 공간, 실내 넓은 광장, 스터디룸이 필요한 것으로 나타났다. 이를 통해 기존의 교과 기반 교실 배치 및 공간 구성 형식은 교수·학습 방법, 쉬는 시간 공간사용, 어울리는 친구의 규모, 가깝게 위치해야 하는 공간의 선호도 등을 고려한 학교 교육 공간 재구조화가 필요함을 알 수 있다.

시진핑 시대 중국의 외교적 과제와 전망 (China's Diplomatic Challenges and Prospect in the Xi Jinping Era)

  • This article aims to analyze the diplomatic challenges currently facing China as well as the foreign policy the Xi Jinping administration is adopting to address them. With these purposes in mind, it will look into three areas: first, diplomatic tasks confronting the Xi leadership; second, foreign policy that the Xi administration has implemented since the 18th Party Congress in 2012; and third, the prospects for China's foreign policy under the Xi leadership. As the Xi Jinping administration entered into office, it has encountered two major diplomatic challenges. One is the searching for a new foreign policy, and the other the restructuring of the existing foreign affairs and national security systems. The Xi administration, during its first year in office, has responded actively to tackle these issues. To begin with, it has attempted to make some adjustments on foreign policy while maintaining the Deng Xiaoping line of foreign policy. One of these modifications is placing emphasis on national "core interest," as illustrated by changes in guideline for maritime conflicts, pushing for building maritime power, and proclamation of Air Defense Identification Zone in the East China Sea. Second is the decision on the new guideline for peripheral diplomacy. That is, the administration regarded creating peaceful and stable environments to realize "Chinese Dream" as an important goal of foreign policy, and proposed such new guiding ideology as "familiarity, integrity, benefit, and accommodation." In additoin, the Xi administration restructured the existing foreign affairs and national security systems. Establishing the Central State Security Committee and the Internet Leading Small Group (LSG) are cases in point. As comprehensive organizations for policy coordination that encompass party, government, and military, the two LSGs are in charge of enacting related policies and fine-tuning policy implementation, based upon leadership consisting of chiefs of each relevant organs. Moreover, since Xi himself became the chief of these two newly-found organs, the conditions under which these LSGs could demonstrate unified leadership and adjusting role in its implementation of military, diplomatic, and security policies were developed. The future Chinese diplomacy will be characterized with three main trends. First, peripheral diplomacy will be reinforced. The peripheral diplomacy has become far more important since the Work Conference on Peripheral Diplomacy in October 2013. Second, economic diplomacy will be strengthened with an eye on reducing the "China Threat Theory," which still exists in Asia. Third, the policies to isolate the Philippines and Japan will continue in regard to maritime disputes. All in all, Chinese diplomacy in the Xi Jinping era is likely to feature practical diplomacy which combines both hard and soft approaches to best realize Chinese national interest.
