  • Basel II advanced measurement approaches for operational risk need to estimate the frequency and severity distribution of operational losses. Due to lack of internal loss data, the estimation is impossible in many cases and so external loss data might be used by scaling on asset or gross income. To get around lack of loss data, scenario analysis combined with loss distribution approach can be useful in calculating the capital charge of operational risk. However, scenario based loss distribution approach requires much time and effort. Instead we may apply the analytic hierarchy process to measure operational risk of financial institutions. The analytic hierarchy process combined with loss distribution approach is to estimate the capital charge of operational risk in other areas based on the operational VaR in an area with sufficient loss data. AHP provides a tool for timely measurement of operational risk in this rapidly changing global environment.

  • In Requirements engineering, requirements elicitation and analysis are very important tasks to develop software systems successfully. Even though various methods have been proposed including scenario-based analysis, goal based analysis, and coupling goal with scenario, each method has its own strengths and weaknesses. If you use only one method, it is very difficult to elicit and to analyze system requirements completely. Since these methods don't support a comprehensive elicitation process, this paper proposes an integrated approach. This integrated approach is focused on two viewpoints. One is what factors are comprised and the other is how they are integrated. This paper also shows how the proposed approach can be applied to Meeting Reservation System (MRS) development. An experiment has been conducted using this approach to demonstrate how complete requirements are elicited and analyzed and to show relative time savings during elicitation in comparison to each method.

  • A number of research studies focus on the efficacy of using such as scenario based learning. However, desirable methods have not been introduced to assess the scenario based learning. This article is to suggest a fuzzy logic based framework for scenario base learning in which more reasonable learning effects are measured. It can be solved uncertain problems of linguistic variables. Also, we suggest three measures of accuracy, comprehensibility and completeness in order to evaluate accurate effects of scenario based learning. This assessment provides the scenario to the learner in which the scenario is presented in an authentic context, and enable the learner to reach an outcome through an adequate sequence and choices. This approach enables the system to present new scenarios and outcomes based on what a user selects. In particular, the application of fuzzy logic in scenario based learning can be easily pursued certain successful path or wrong path all the way through to reach major outcome in real situation.

  • Everytime a node moves out of its area, the connection to the node encounters a handover which may cause much latency. NetLMM(Network based Localized Mobility Management) supports the mobility management for such nodes and improves handover latency using MIH(Media Independent Handover) function. In this paper, we add some messages to NetLMM procedure to improve handover latency and analyze its effects through a scenario based approach

  • The objective of this paper is to describe a systematic accident scenario analysis method(SASA) adept at creating accident scenarios for the design of safer products. This approach was inspired by the Quality Function Deployment(QFD) method, which is conventionally used in quality management. In this study, the QFD provides a formal and systematic scheme to devise accident scenarios while maintaining objectivity. SASA consists of three key stages to be broken down into a series of consecutive steps:(1) developing an accident analysis tableau,(2) devising the accident scenarios using the accident analysis tableau,(3) performing a feasibility test, a clustering process and a patterning process, and finally(4) performing quantitative evaluation of each accident scenario. The SASA was applied to a case study of child safety seats. The accident analysis tableau devised 2828(maximum) accident scenarios from all possible relationships between the hazard factors and situation characteristics. Among them, 270 scenarios were devised through the feasibility test and the clustering process. The patterning process reduced them to 29 patterns representative of all accident scenarios. Based on an intensive analysis of the accident patterns, design guidelines for a safer child safety seat were recommended. The implications of the study on the child safety seat case were then discussed.

  • A coupled river-overland hydrodynamic model was applied to estimate flood risk by a scenario-based approach. The study area is Seongseo Industrial Complex in Daegu which is located near Nakdong river and Geumho river. Inundation depth and velocity at each time were calculated by applying a coupled 1D/2D hydrodynamic model to the target area of interest. The 2D inundation analysis for river and overland domain was performed with the scenario-based approach that there are levee overflow against 100/200 year high quantile (97.5%) design flood and levee break against 100/200 year normal quantile (50%) design flood. The level of flood risk was displayed for resident/industrial area using information about maximum depth and velocity of each node computed from the 2D inundation map. The research outcome would be very useful in establishing specified emergency action plans (EAP) in case of levee break and overflowing resulting from a flood.

  • So far analytical methods on collapse assessment of three-dimensional (3-D) steel frames have mainly focused on a single-column-removal scenario. However, the collapse of the Federal Building in the US due to car bomb explosion indicated that the loss of multiple columns may occur in the real structures, wherein the structures are more vulnerable to collapse. Meanwhile, the General Services Administration (GSA) in the US suggested that the removal of side columns of the structure has a great possibility to cause collapse. Therefore, this paper analytically deals with the robustness of 3-D steel frames in a two-side-column-removal (TSCR) scenario. Analytical method is first proposed to determine the collapse resistance of the frame during this column-removal procedure. The reliability of the analytical method is verified by the finite element results. Moreover, a design-based methodology is proposed to quickly assess the robustness of the frame due to a TSCR scenario. It is found the analytical method can reasonably predict the resistance-displacement relationship of the frame in the TSCR scenario, with an error generally less than 10%. The parametric numerical analyses suggest that the slab thickness mainly affects the plastic bearing capacity of the frame. The rebar diameter mainly affects the capacity of the frame at large displacement. However, the steel beam section height affects both the plastic and ultimate bearing capacity of the frame. A case study on a six-storey steel frame shows that the design-based methodology provides a conservative prediction on the robustness of the frame.

  • Embodying the safety of radioactive waste disposal requires the relevant safety criteria and the corresponding stylized methods to demonstrate its compliance with the criteria. This paper proposes a conceptual model of risk-based safety evaluation for integrating complex potential radiation exposure situations in radioactive waste disposal. For demonstrating compliance with a risk constraint, the approach deals with important exposure scenarios from the viewpoint of the receptor to estimate the resulting risk. For respective exposure situations, it considers the occurrence probabilities of the relevant exposure scenarios as their probability of giving rise to doses to estimate the total risk to a representative person by aggregating the respective risks. In this model, an exposure scenario is simply constructed with three components:radionuclide release, radionuclide migration and environment contamination, and interaction between the contaminated media and the receptor. A set of exposure scenarios and the representative person are established from reasonable combinations of the components, based on a balance of their occurrence probabilities and the consequences. In addition, the probability of an exposure scenario is estimated on the assumption that the initiating external factors influence release mechanisms and transport pathways, and its effect on the interaction between the environment and the receptor may be covered in terms of the representative person. This integrated approach enables a systematic risk assessment for complex exposure situations of radioactive waste disposal and facilitates the evaluation of compliance with risk constraints.

  • There have been lots of researches and developments for smart agriculture that enables higher efficiency and productivity by applying ICT into the agriculture field recently. However, there still remain many difficulties in purchasing foreign equipments or overseas expansion due to lack of international standards that are internationally approved. Such necessity leads to the international standardization activities driven by domestic experts especially in ITU-T SG13. This paper presents several smart agriculture services based on the service approach that can effectively describe use cases. The proposed architecture of service provision was applied to the document that has been consented as the ITU-T Recommendation Y.2238.
