본 연구는 재난안전 무선통신망 구축 활용을 위한 사업 중단으로 재난 관련 기관들의 무선통신망 미확보 및 장비노후화에 따라 인명 및 재산피해가 확산될 우려가 증대되고 있는 시점에서 연구 하에 예방책을 제시하고자 한다.

Safety-critical systems related to the railway communications are currently undergoing changes. Mechanical and electro-mechanical devices are being replaced by programmable electronics that are often controlled remotely via communication networks. Therefore designers and operators now not only have to contend with component failures and user errors, but also with the possibility that malicious entities are seeking to disrupt the services provided by theirs systems. Recognizing the safety-critical nature of the types of communications required in rail control operations, the communications infrastructure will be required to meet a number of safety requirements such as system faults, user errors and the robustness in the presence of malicious attackers who are willing to take determined action to interfere in the correct operation of a system. This paper discusses the safety strategies employed in the railway communications and proposes a security mechanism for Korean railway communication system. We present the developed communication safety evaluation tool based on the proposed security mechanism and also evaluate its protecting capability against the threats of masquerading, eavesdropping, and unauthorized message manipulation.

LTE-R 시스템은 All IP 기반의 서비스를 제공하는 Packet 망으로 구성되는 시스템으로, 승강장안전문과 관련된 지속적인 장애 발생과 이에 따른 승객 및 안전문작업자 관련 안전사고는 계속 발생하고 있으며, 이러한 승강장안전문의 장애 발생에 따른 2차 피해와 이와 관련된 인명피해는 사회적으로 큰 이슈로 떠오르고 있다. 현재 운용 중이거나 설지 중인 LTE기반 철도 무선망인 LTE-R(Long Term Evoluton-Railway) 망에 비콘 시스템을 연동하여 정교하게 열차의 위치를 파악하고, 이를 통하여 표준화된 관련 장애 경보를 열차 승무원에게 제공함으로써 장애 발생 역사에 진입 시 열차의 감속 운행을 실시하고 궁극적으로 안전운행 확보를 통해 도시철도교통 사상사고 감소를 도모한다.

Announcement protocol in Internet of Vehicles (IoV) is an intelligent application to enhance public safety, alleviate traffic jams and improve transportation quality. It requires communication between vehicles, roadside units and pedestrian to disseminate safety-related messages. However, as vehicles connected to internet, it makes them accessible globally to a potential adversary. Safety-related application requires a message to be reliable, however it may intrude the privacy of a vehicle. Contrarily, if some misbehaviour emerges, the malicious vehicles must be able to traceable and revoke from the network. This is a contradiction between privacy and accountability since the privacy of a user should be preserved. For a secure communication among intelligent entities, we propose a novel announcement protocol in IoV using group signature. To the best of our knowledge, our work is the first comprehensive construction of an announcement protocol in IoV that deploys group signature. We show that our protocol efficiently solves these conflicting security requirements of message reliability, privacy and accountability using 5G communication channel. The performance analysis and simulation results signify our work achieves performance efficiency in IoV communication.

안전한 사업장을 만들기 위한 핵심 요소 중 하나는 근로자들이 안전 문제에 대해 활발하게 소통하는 것이다. 이를 위해 도시가스 사업장에서는 관련 프로그램이나 커뮤니케이션 활동 등을 개발 및 운영하는데 노력하고 있다. 그러나 이러한 노력의 과정에서 안전 문제에 근로자들의 침묵행동이 발생할 경우, 사업장 안전관리 향상에 긍정적 변화를 기대하기 어려울 것이다. 이에 본 연구에서는 ${\bigcirc}{\bigcirc}$ 도시가스 사업장(서울 및 경기지역) 근로자 233명을 대상으로 안전침묵 동기, 침묵행동과 안전커뮤니케이션 사이에 영향관계를 조사하고자 관련 설문지를 개발하여 분석하였다. 설문 문항의 일관성을 확인하고자 신뢰도 분석, 각 요인의 영향 변인 간 상관분석 및 가설 검증에 대한 회귀 분석을 실시하였다. 연구 결과, 안전침묵 동기가 침묵행동보다 안전커뮤니케이션에 그리고 안전커뮤니케이션이 침묵행동보다 안전침묵 동기에 높은 영향을 미쳤다. 이러한 결과는 안전침묵 동기가 안전커뮤니케이션이 잘 안 되는 이유 중 하나라 해석할 수 있다. 또한, 안전커뮤니케이션이 잘 된다고 하여 안전침묵 동기가 존재하지 않는 것이 아니라는 것도 확인되었다. 이러한 결과를 바탕으로 사업장의 안전 관련 커뮤니케이션 활동을 개선하고, 개발한다면 사업장 내 안전을 전체적으로 향상시키는 데 도움이 될 것으로 기대된다.

A team of operators is required for nuclear power plant operation, and communication between the operators is an important aspect of the team's ability to successfully carry out tasks. It has been difficult to evaluate the quality of this communication though, and as the relationship between communication quality and team performance has yet to be clarified, it has not been applied to most human reliability analysis (HRA) methodologies. This study investigates the relationship between the quality of communication and team performance using data from a full-scope training simulator of a digital main control room (MCR). Two important characteristics of communication were considered to determine quality: each operator's ability to self-confirm the status of a given task in a digital MCR, and the type of communication, as divided into 1-way, 2-way, and 3-way between operators. To measure team performance, the concept of an unsafe act was employed, which is defined as a human error that has the potential to negatively affect plant safety. Analysis results showed that the communication quality and team performance were related to each other. With this more clearly defined relationship, the results of this study can be applied to related performance shaping factors to improve HRA.

In this paper, the state-of-the-art IVEF Service based on e-Navigation System was represented. The unification of the data exchange format among maritime-related systems is one of vital user-needs of e-Navigation, advantageous in bringing maritime safety and security. This paper propose the method to exchange marine information in IVEF, as recommended by the IALA, between VTS centers and Korea's GICOMS as well as the government-related agencies. To achieve this, a system data flow was designed which it acts as client and server. It enables the sending and receiving of Radar and CCTV images in accordance with the IVEF recommendation document of IALA.

식품의약품안전처는 효율적인 식중독 예방 교육 홍보를 위하여 모바일 증강현실 게임인 '식중독잡GO'를 개발하고 식품안전의 날 등 11개 행사에서 시범운영을 하였다. 행사장에서 '식중독잡GO'를 체험한 사람을 대상으로 식중독에 대한 인지정도를 설문조사를 통해 살펴보았다. 설문조사 결과 '식중독잡GO' 게임 전후대비 식중독예방 3대 요령 인지도는 게임 전 51.8%에서 게임 후 78.8%로 향상되었고, 개별 식중독균 인지도는 평균 2.1배 향상되었다. 설문조사자의 95%가 식중독 이해에 도움이 되었다고 응답하였으며, 90%가 게임이 재미있었다고 응답하였다. 따라서, '식중독잡GO'를 유 초 중 고등 교육에 적용을 하면 식중독균의 주요증상, 원인식품 등 식중독 예방요령의 다양한 교육적 효과를 기대할 수 있을 것으로 사료된다.

Aviation safety is increasingly important to secure the safety of the Republic of Korea Air Force (ROKAF). A critical activity for enhancing aviation safety is to analyze an accident throughly and to identify causes that can explain it reasonably. The results of such a systematic accident investigation can be effectively used for improving information displays, task procedures, and training systems as well as for reorganizing team structure and communication control system. However, the current practice of analyzing aviation accidents in ROKAF is too superficial and simple to diagnose them systematically. Additionally, the current practice does not give a full consideration to human factors that have been identified as main causes of most of the aviation accidents. With this issue in mind, this study aims to suggest a new approach to analyzing aviation accidents related to human factors.The proposed method is developed on the basis of several models and frameworks about system safety, human error, and human-system interaction. Its application to forty-two human factors-related accidents, which have occurred in ROKAF during the last ten years, showed that the proposed method could be a useful tool for analyzing aviation accidents caused by human factors.

본 연구의 목적은 안전보건과 관련하여 경영진의 지지가 근로자 안전인식에 미치는 영향을 정량적으로 분석하는 것이다. 1990년대 이후로 우리나라는 국가경쟁력이 급속하게 상승하고 있지만, 아직까지 산업재해 예방과 대처를 위한 노력이 미흡한 실정이며, 특히 2020년대에 들어서면서 기업의 중대재해 책임을 강화하려는 움직임이 크게 일어나고 있다. 본 연구에서는 경영진의 지지가 해당 업체의 안전보건 관련 조직 및 제도, 의사소통에 어떻게 영향을 미치고, 궁극적으로 근로자들이 안전의식에 어떠한 영향을 미치는 지를 구조방정식모델을 구성하여 정량적으로 분석한다. 구조방정식모델을 위해 산업안전보건연구원에서 수행한 4,169명의 설문지가 관측변수로 활용되었으며, 5개의 가설이 설정되어 가설검증이 이루어졌다. 안전보건 경영과 관련된 경영진의 지지가 높아지면 조직 내의 안전보건 관련 조직과 제도의 구성 및 운영, 안전보건 관련 의사소통이 활발해지고, 최종적으로 사업장에서의 근로자 안전의식 및 행동도 증대되는 효과가 있는 것으로 분석되었다. 본 연구결과는 안전보건과 관련된 조직, 제도, 의사소통 등의 제반 조치 이전에 경영진의 안전보건에 대한 중요성 인식 증대가 필요함을 함의한다.
