With the advent of the 4th industrial revolution era, interest in autonomous driving technology is increasing. Accordingly it is necessary to seek safe driving by recognizing surrounding situations using sensors attached to autonomous vehicles along with the applicability of existing traffic facilities to autonomous driving lanes and the utilization of HD maps. In this study, in order to deduce the role of sensor only physical facilities which recognized through a laser scanner on an autonomous vehicle developed to improve road and traffic infrastructure, through comparative analysis with existing road facilities such as road signs, safety signs, and gaze guidance facilities. Sign facilities can promote driving safety by allowing autonomous vehicles to perform specific actions directly. In order to promote safe driving by recognizing sign facilities by using sensors for autonomous vehicles, it is necessary to prepare standards for installation, management, and use, and it is considered that management and supervision should be carried out continuously according to the standards.

Accidents associated with hazardous materials, including oil and HNS, in maritime transportation show increasing trend. Therefore, preventive countermeasures for such accidents should be provided. The purpose of this study is to analyze level of risk on human loss and potential damage to environment, using data on domestic marine accidents carrying hazardous materials (2002~2014), and identify high-risk accident types for urgent risk management which needs findings of accident causes and proper mitigation measures. High-risks on human loss are explosion and suffocation, occurred in process of ship maintenance and tank cleaning. On the other hand, high-risk on environmental damage is spill caused by ship accidents (collision, grounding and etc.). Especially, spill occurs during loading operation of oil and HNS onboard a ship. Strict operation supervision/management and safety education/training on a regular basis could prevent accidents, because human factors such as not wearing safety gear and careless cargo handling cause most of the marine accidents.

The purpose of this study was to understand the laws related to the safety management of children's play facilities(LRSMCPF) including the "Safety Supervision Law of Children's Play Facilities(SSLCPF)" and the "Quality Management and Industrial Products Safety Management Law(QMIPSAL)", in order to analyze the problems by 4 phases-development of products, landscape design, landscape construction and maintenance considering landscape project procedure-and to propose a revision of the laws. The results are as follows: 1. The various LRSMCPF, SSLCPF and QMIPSAL, as basic laws for the safety management of children's play facilities, were insufficient regarding the features of children's play facilities and play spaces, which are both comparatively varied and complex. 2. In development of products, the one-year duration of safety certification based on QMIPSAL was too short and the procedure for safety certification were redundant in both products and plants inspection, and export and import product inspection. 3. The field inspection of construction sites based on SSLCPF was repeated with quality control and a consultation of rules based on "Construction Technology Management Law". 4. There are not enough safety inspection organizations regarding children's play facilities to meet the demand of safety certification, safety inspection, and safety education in the near future. 5. For children's play safety, the establishment of a general safety management system for children's play connected with the phases is needed to ensure safe play equipment, to construct safe playgrounds, and to manage play facilities. The criteria, regulations, and procedure regarding safety certification and safety inspection of play facilities must be revised efficiently and standardized to a global level as well. To improve the system and contents of safety certification and inspection, authorization of safety inspection organizations based on landscape architecture is needed. Further study will be required to concretely analyze in detail the laws, enforcement decrees and rules, and ordinances that consider the practical experience of professional landscape architects, inspectors, and lawyers.
This research analyzes and evaluates The Korean Security Industry Law(TKSIL) putting the regulation of the present government about the private security industry. It nowadays becomes the important axis of the police services offered in the aspect of 'the national life safety' in connection with 'the materialization of society which is safe from the crime'. TKSIL is one of the national administration strategies which Park Gun-hye government aims on supervision policy. After seeking out the core values of the private security industrial policy which sets up in order to approach the national life safety which Park Gun-hye government aims, we make some assessments of this revised security industry law systematically. Particularly all keynote of policy about the private security of the police tried to be confirmed and the desirable direction of policy tries to be presented as to the security industry law application and real operation. In the site of organized civil complaint, the revised security industry law was revised as the direction which intensifies the administrative regulation as to the partial regulation such as it established the reason of the introduction of the arrangement license system. And grounds for disqualification of security instructor and guard, and rules of punishment is intensified order to intercept previously illegal and violent act of the security company etc. However it has the feature that it accomplishes 'the law principle(principle of statute)' the substantial portion through the effort of them changing a lot the content for the form of the law when being the clauses of the fundamental human rights limit, although it has been prescribed in "the security industry law enforcement ordinance" or "the security industry law enforced regulation". The security industry law revised this time brought from the change of the sharp policy through the revision of 17 clauses or new establishment. It can divide into 4 categorizes. (1) strictness of punishment in the site of organized civil complaint (2) Intensification of throwing out for the violation person in the private security business market time-limitedly (3) Intensification of the legal guide supervision power of police (4) upstream of the capital, name tag attachment under compulsion and the limit about other equipment use etc. Essentially "the security industry law" cannot help regulating the national interference of the private security and regulation with this content. However as to this interference and regulation, the limit has to be possible within reasonable range. As the history proved, excessive regulation by the country is not only due to bring the distortion of the security system of nation but also provoke national social cost. It can't be disregards ever that it premises the harmony which appropriate as well as reasonable in the socio-economic dimension for drawing the best combination that all things which get the compulsory education, it limits the person providing the private security service to the corporation, or it limits to the certificate of qualification holder are the ultimate for 'the safety of the national life'.
This paper studies implications of financial conglomeration for both financial risk of individual conglomerates and systemic risk potential in post-crisis Korea. Our analyses suggest that we cannot conclude that financial conglomerates are taking on higher risks relative to non-conglomerate independent institutions. We also find that larger financial institutions show a significantly higher profitability and lower variability in profitability operating on a superior efficient frontier. However, it turns out that the consolidation has raised systemic risk potential as direct and indirect interdependencies among large banking institutions have substantially increased. Furthermore, financial conglomerates have become more vulnerable to contagion risks from non-bank sectors and capital markets. In the face of the shifting risk structure, financial supervisory and regulatory systems must be upgraded toward a more risk-based, consolidated supervision. Prompt corrective action provision for financial conglomerates must be based upon fully consolidated group risks, and effective supervisory devices need to be introduced to avoid inadvertent extension of public safety net to cross-sectoral activities of financial conglomerates. It is also critical to strengthen internal control and risk management capacities at financial conglomerates, and to establish strong market discipline by improving information transparency and monitoring incentives in the financial market.
Given that China's resource research, exploration and development and resource economy policies are closely related to Korea's industrial competitiveness in the field of global mineral energy resources, it is important to establish the domestic and overseas resource development strategies. In 2020, China will revise and set standards for mineral resources to ensure efficiency in exploration and development and storage management. China's Ministry of Natural Resources has established the National Mineral Resources Plan (2021-2025), aiming to achieve national goals and strategies, and local governments at all levels are also establishing and implementing regional mineral resources plans. As a result, the supervision and management of geological mineral exploration activities have been strengthened, and the safety of industrial production management in the field of geological mineral exploration and development has been strengthened. China has developed guidelines for high-quality geological exploration, surveying and mapping, improved the level of geological mineral exploration and strengthened the mining supervision and management system. According to China's standardization of mineral resources such as solid mineral resources and petroleum gas mineral resources, a new standard system for resource management will be established in China to improve scientific understanding, rational management and utilization.
Collapse of the levee surrounding structure(culvert) accounts for l0 % of collapse factors of the river levees. In particular, in 2002, the levee collapse that happened at "Nakdong River" at flood usually happened around culverts. This levee collapse has mechanism that the cavity expands with internal erosion at flood after the pore and cavity are formed between culvert and levee copula which are heterogeneity material. The study regarding the cavity or flowing detection around a culvert for safety management of a river levee is in the proceeding. In this study, the characteristic of two sensors could be figured out through an experiment about displacement measure of Flex sensor and FBG sensor and the decision of more suitable sensor was possible for safety supervision of river levee. According to an experiment result, several characteristics of FBG sensor could be known in consistency of the measure data and minute displacement measure part regarding displacement measure and this characteristic may supplement a shortcoming of Flex sensor at this time.

Hebei Spirit Oil Spill that happened in 2007 had prompted the need of revisiting the coastal safety. In response to this, Korea had made an effort to implement VTS in every coastline in the country. There are a lot of theoretical studies on VTS function nowadays, but coastal VTS are less frequently studied. In this paper, performance analysis results and accident prevention activities of Jindo Coastal VTS center were summarized and the Coastal VTS function are investigated. Jindo Coastal VTS covers relatively wide area and various places with various maritime traffic characteristics are the major navigation vessels, which means that it is important to control these vessels. Since the probability of accidents due to human error is relatively high in coastal area due to negligence tendency of crews during coastal area navigation, coastal VTS has to provide sufficient assistance to navigating vessels. Like most harbour VTS, Coastal VTS provides not only main information service, navigational assistance and traffic organization services but also various services related with advanced search-and-rescue assistance, marine national security, maritime crime prevention, oil spill response, traffic services for non-service vessel, and safety supervision for water leisure boats.
Congress enacted the sex offender registration and notification act in order to prevent sexual offenses and protect public safety in the U.S.. Namely, in 2006, the Jacob Wetterling Act and Megan's Law were integrated into the Adam Walsh Child Protection and Safety Act as a comprehensive sex offender supervision and management scheme. The AWA aims to eliminate loopholes and gaps formed by inconsistent state laws and statutes as well as to provide the federal standards for sex offender registration and notification. However, the AWA contains over-inclusive sex offender registration requirements and punishments. For this reason, the implementation of the AWA may cause problems for states, sex offenders, and citizens, both as taxpayers and as beneficiaries of the AWA. Therefore, the AWA that does not differentiate between violent and non-violent offenders should be reformed to allow law enforcement officials to focus on sex offenders convicted of violent and heinous crimes. That is, the AWA should not apply to sex offenders who are not dangerous, not likely to recidivate, and who committed non-violent crimes. In addition, because the AWA requires juvenile offenders to registrate on public notification forums, it may result in a greater risk to community safety and potential risk of reoffense. Accordingly, juvenile offenders convicted of non-violent sex offenses and not likely to recidivate will be provided appropriate treatments to be rehabilitated as members of community.

Lane Designation is defined as reasonable road management to ensure the road safety and enhance road efficiency. While the lane designation system was abolished in 1999, it was redefined because of the increasing number of large vehicles in the passing lane, violent on driving and traffic accidents in 2000. The needs of improvement on operating the lane designation has been increasing more in recent due to the low ratio of compliance with the system and difficulties to keep the right lane due to need of turning and demand of widening of designates lane for two-wheeled vehicles and truck. In this study, we presented the improvement plan through the question survey, simulation analysis, safety evaluation. It found a problem that the low-speed vehicle is to use the upper level roadway, difficulties of supervision, the imbalance in the lane use, imbalance traffic and does not match the international standards. This study suggested five different alternatives through the survey. micro simulation has used in order to examine each alternative by management effectiveness and feasibility. It analyzed the traffic speed, efficiency, traffic balance of alternatives. Also, safety evaluation conducted in terms of the range of field-of-view to ensure the easiness of field of view by various configurational difference between the vehicles. By the analysis results of such indicators, This study presents proposals for improvement in operating designated lane that low-speed-big-sized vehicles keep to the right lane, and high-speed-small sized vehicles keep to the left lane.
