Development of the Safety Standard for Suspended Access Equipments (곤돌라의 안전인증기준 개발 방법에 관한 연구)

  • The safety standard for suspended access equipments(SAE) is developed. During the development of the safety standard, consideration was given to a close examination of the standards existing in other industrialized regions and nations such as the Eu.opean Union(EU), the United States, and Japan, as well as the existing domestic safety regulation. Also, a consideration was given to the appraising of the technical level and market conditions of the domestic industry. After careful examination of the current safety practices and issues, it was decided that the standard under development should closely follow those of the EU safety standard. The EU standard provides a detailed account of the calculation methods, safety and stability factors, testing apparatus and procedure, all under unified framework. A number of specific safety requirements have been modified in an effect to properly reflect the difficulties faced by the domestic industry. It is hoped that the safety standard developed here can serve as a valuable tool for policy decisions regarding worker safety.

A Study on Severe Accident Management Capabilities and Strategies for CANDU Reactor (가압중수로형원전의 중대사고 대응능력 연구)

  • The realistic cases causing severe core damage should be analyzed and arranged systematically for preparing an accident management of the specific nuclear power plant. The objective of this paper is to establish basic technical information for reactor safety and reactor building integrity management strategies in CANDU reactor severe accident. For the development of severe accident management strategies, plant specific features and behaviors must be studied by detailed analysis works. This analysis scope will serve to cover overall methods and analyzing results to understand the reactor building integrity status in the most likely severe accident sequences that could occur at CANDU reactor. Also analysis results could help prevent or mitigate severe accidents for the identification of any plant specific vulnerabilities to severe accidents using the probabilistic safety assessment (PSA) quantified results.

A Study on the Factors Influencing Safeness of Work Environment in Manufacturing Industry (제조업 근로자의 작업환경안전에 영향을 미치는 요인에 관한 연구)

  • The manufacturing industry is the one with the most frequent industrial disasters, and it is important to study the safety climate recognized by workers in the industry in order to actively prevent industrial accidents. However, little research has been performed on the safety climate in workplaces felt by the workers in the manufacturing industry. The purpose of this study is to identify the factors affecting work environment safeness based on practical analysis via survey, and to establish the relation between safety performance factors and safeness of work environment. The survey was performed for workers in the manufacturing industry(n=228), and structural equations model analysis by using the AMOS 7.0 was performed in order to identify the fit of the research model and the causation among factors. According to the results of the analysis, the reliability and the model fit were appropriate for interpretation, and safety participation was shown to affect safeness of work environment more than safety compliance. The results of this study may serve as the reference for taking a measure to improve the level of safeness of the work environment felt by workers in the manufacturing industry.

  • It was investigated the current state of work-related musculoskeletal disorders (WMSDs), which is one of the major problems in occupational safety and health management. A survey was conducted for safety personnel serve in the enterprises located at two cities in Gyungbuk area, Gumi and Pohang where the major industrial complex reside. The goal of this study was to identify whether the category and scale of the enterprises affect the sort of hazard factors, occurrence rate, and countermeasures against WMSDs. The results from the survey indicated that there were significant differences in the level of recognition and counteracts for WMSDs among the enterprises subject to their categories and scales. On the basis of these results, it was considered a more efficient way of spreading proper ergonomic knowledge and skills to the industries that were coincided with the circumstances of individual enterprise.

Measurement of Flash Points of Epoxy Resin Solutions by Using Additives (첨가제 사용에 의한 Epoxy Resin 용액의 인화점 측정)

  • The knowledge of the flash point of the various liquid substances is required because of process safety and control in industrial fire protection. The epoxy resin is one of versatile resins that has wide selection of using curing agents and additives to achieve various applications such as coatings, adhesives, interior materials, reinforced plastics and electrical insulation. In this study, the lower flash points for p-xylene+epoxy resin, o-xylene+epoxy resin and n-butanol+epoxy resin systems were measured by using Pensky-Martens closed cup tester. The lower flash points for p-xylene+epoxy resin, o-xylene+epoxy resin and n-butanol+epoxy resin systems rapidly increased 80wt%, 90wt% and 95wt% of epoxy resin concentration, respectively. This results serve as a guide to estimate flash point of any epoxy resin solution.

Antibacterial and virucidal activity of 28 extracts from plants endemic to Korea against Bacillus cereus, Staphylococcus aureus, and murine norovirus

  • Antibacterial activity against foodborne bacteria (Bacillus cereus, Staphylococcus aureus, Salmonella Enteritidis) and inhibitory activity against murine norovirus, a human norovirus surrogate, of 28 extracts from plants endemic to Korea were investigated in this study. All plant extracts showed antibacterial activity only against gram-positive bacteria, B. cereus and S. aureus. Extracts from Callistemon speciosus and Nymphaea tetragona showed inhibition zones of 16.54 and 24.35 mm against B. cereus and S. aureus, respectively, presenting the highest antibacterial activities recorded in this study. Among all samples, Ardisia japonica extract at concentrations of 100 and 200 ㎍/mL showed the highest virucidal activities of 96.6 and 100.0%, respectively. Ardisia japonica, Duchesnea indica, Polygonum aviculare, and Geum japonicum extracts showed high antibacterial and virucidal activity simultaneously without Raw 264.7 cell cytotoxicity. These plant extracts may serve as potential antimicrobials to control foodborne infections.

  • The purpose of this research is to identify new service opportunities for enhancing driving safety of intra-city buses based on driving behavior analysis. Service opportunity identification involves finding target customers of service (to whom), motivations for service (why), service contents (what), and service delivery process (when, where). This paper presents an analysis of driving behaviors using the operational data of intra-city buses in conjunction with traffic accident data and drivers' driving history data. This paper also presents four identified service opportunities based on the data analysis results. This research would contribute to enhancing driving safety of intra-city buses in Korea and serve as a basis for developing new services for driving safety enhancement.

  • The traditional safety management method starts with the misconception that similar accidents will recur if the inappropriate behavior of the person who caused the accident is investigated and punishment is not judged. However, in modern safety management, incidents or situations occur when negative conditions latent in the system are mutually influenced and triggered. The precedent for revoking the disposition of suspension of first officer A of Eastar Jet, which won a legal lawsuit against the administrative regulatory authority, is a representative example that will serve as an opportunity for the administrative regulatory authority to break away from the punishment-oriented safety management method of the past. On the other hand, airmans and air carriers also need to have a clear understanding of flight regulations, and when judicial judgment is required, predictable and effective legal effects can be obtained by preparing clear standards for flight regulations. In addition, administrative regulatory authorities expect a change from the punishment-oriented safety management policy of the past to a systematic safety management policy.

An Research Into The Reactive Safety Action Program for Promoting Aviation Safety Culture

  • Objective: The objective of this research is to inquire about safety information from the standpoint of its usefulness to suggest the significance of the Reactive Safety Action Program, which serves to promote aviation safety culture. Background: Safety information plays an important role in operating safety programs. Each organization learns lessons from safety information collected from aviation accidents and incidents. When an accident occurs, it is only through safety investigation and a close inquiry on the cause that we can come up with an appropriate countermeasure which would contribute to preventing the recurrence of the same or similar accident. However, the usefulness of safety information produced from unsatisfactory safety investigation is insufficient. Method: This research analyzed the characteristics of aviation accidents, the differences between safety investigations and legal accident investigations in systematic and operative perspectives, and safety culture as a measure to activate reporting systems (compulsory/voluntary). Results: This research defined the investigation scope and processes of safety investigations and legal accident investigations. It also suggested factors such as just culture based on trust, non-punitiveness, confidentiality, the participation of the entire staff through the use of inclusive reporting base, ensuring the independence of the operating organization as a way to promote safety through reporting systems. Conclusion: The organization's effort is the important aspect in obtaining exact and accurate safety information from accidents/incidents. The separate running of SIB (Safety Investigation Board) and AIB (Accident Investigation Board), the systematization of safety information reporting system, and prescribing (legislating) the composition of related organizations are some representative programs. Application: This research inquired experiences that contributed in promoting aviation safety culture in a reactive perspective, and will serve a role in spreading safety culture by enabling the use of application experiences of the aviation field in other domains.

A Study on the Hazard Identification for the Implementation of A-SMGCS (A-SMGCS 구현을 위한 위험요소 식별에 대한 연구)

  • Recently, it is actively under study for the implementation of advance surface movement ground control systems (A-SMGCS) level IV in Korea. To ensure the safety of the A-SMGCS system needs the safety assessment, and Eurocontrol is encouraged to perform the functional hazard assessment, preliminary system safety assessment, and system safety assessment to the safety assessment of A-SMGCS. In this paper, we identify the hazard of A-SMGCS through a functional hazard assessment. Therefore, we will identify 29 types of hazard for the A-SMGCS level IV and serve as important data to evaluate the severity of each hazard.
