An Improvement of Eligibility Requirements for a Pilot License by the Question Investigation (전문가 그룹별 설문조사에 따른 도선사면허 자격요건의 개선에 관한 연구)

  • The purpose of this study was to propose appropriate requirements to obtain a pilot's license in order to improve the safety of pilotage related to a survey of experts involved with pilotage. The survey has been conducted by experts from stakeholders in various fields. To suggest requirements for the license, a hypothesis test has been conducted. It turns out that onboard experience with higher gross tonnage is eligible for pilot. Secondly, it is required to have onboard experience of more than one year as a captain, within 5 years from the date that the individual takes the pilot's written test, with 5 years onboard experience as a captain. Lastly, if personality and aptitude tests are added to the requirements to obtain a pilot's license, the safety of pilotage will increase rapidly.

  • Among the many phases involved in software development, requirements analysis phase in generally considered to play a crucial role in determining the overall software quality. Therefore, many software development companies manages the phase as one of the important phase. Especially, safety assurance through requirements analysis for safety-critical systems is quite demanding, and national and international bodies routinely require safety demonstration. Among various approaches, inspection and formal methods are generally shown to be effective. In this paper, we propose a formal verification procedure for SCR(Software Cost Reduction)-style SRS(Software Requirements Specification) using the PVS specification and verification procedure and applied this procedure to an industrial system such that a shutdown system for Wolsung nuclear power plant. This system had been verified through inspection not formal verification. The application of formal methods is rare in Korea, so it is very important to experiment about formal verification to industrial systems.

  • Construction accident rates are reflected in the pre-qualification of public construction projects in order to prevent accidents and facilitate the safety management of construction companies. However, the construction industry is still experiencing an increase in accident rates. Hence, there is a need to strengthen existing safety evaluation systems and requirements in public construction tendering. The objective of this study was to acquire and provide basic data for benchmarking to select tenderers in domestic public construction projects. In Singapore and Japan, safety evaluation systems and requirements are applied based on various aspects in order to screen tenderers. These evaluation systems include safety regulations and institutional requirements, as well as safety performance and safety management plans of respective construction projects. This study recommends that korean public construction projects also apply similar safety evaluation systems which include comprehensive safety criteria in order to decrease accident rates in the industry.

  • Automobiles have become part of our lives in modern society. But since they can be detrimental once problems occur on the road safety requirements are stringent. In this paper DFSS procedure is applied to the establishment of headliner safety. Specifically, IDDOV is employed where problems are identified, areas for development clarified, optimization realized, and finally optimal conditions verified at the final stage.

  • This study contains the fire protection safety of the public-utilization shops. The toll of fires in the public-utilization shops is so heavy in spite the less occurency. The shops are mostly compartmented into small rooms by partition wall which hinders the evacuation of the people on fire. This study provides additional requirements on the fire safety of the public-utilization shops needed for human life and property.

  • Railway accident analysis results show that accidents cased by human factors are not decreasing, whereas H/W related accidents are steadily decreasing. For the efficient management of human factors, many expertise on design, conditions, safety culture and staffing are required. But current safety management activities on safety critical works are focused on training, due to the limited resource and information. In order to establish railway human factors management requirements, human factors management status on all train operating companies are analysed in this study.

  • The current gas regulations have been reformed into a new technical standards system called as "KGS (Korea Gas Safety) Code" system. Korea Gas Safety Corporation has developed a new framework of technical standards classification method and will manage the new technical standards system in compliance with the mandatory requirements of gas regulations. This study will cover an overall view of the reformation and show "KGS Code" in detail.
