  • This study is on the establishment process of Certification Plan of KPP small aircraft development, domestic BASA(Bilateral Aviation Safety Agreement) shadow certification project. For the development of certification plan incorporations process understanding applicable regulations, selection of certification basis, definition of means of compliance and establishment of compliance checklist. On the basis of this process, we develop type certification procedure suitable for domestic small aircraft.

대규모 실내경기장의 성능위주 방재계획에 관한 연구 (A Study on Perfomance Based Evacuation Plan for a Large Indoor-Arena)

  • In this study, it was analyzed by a numerical analysis that plan/design considerations for ensuring the spectator safety of large arena audiences in a fire emergency evacuation plan. The latest issue, the 'performance-based design', fire and evacuation plan is important. But nowadays 'Specification-based design' is in common. In evacuation simulation, congestion of exit and aisle is ignored because only evacuation time of large-space is mainly analyzed. In smoke flow,'smoke filling effect' tends to be overrated. From now on, when design a field house, it is needed not 'smoke filling effect' and 'large-space evacuation' analysis, but analyzing 'whole building evacuation time' for ensuring fire evacuation safety of spectator.

  • The purpose of the establishment of corporation's Business Continuity Plan(BCP) is to maintain corporations' own business and establish the response plan in order to resume operation in a short time period when crisis situations occur due to natural disaster and human error. This study has presented all types of procedures and criteria which are needed to establish the airport crisis response system in order to maintain the business continuity by utilizing BCP technique. Basically the risk response procedures must be established in the process of (1) preparation stage, (2) plan development stage, (3) documentation stage, (4) test & maintenance stage. The guideline has been suggested that each stage must be carried out in the sequence of Policy & Planning Responsibility, Business Impact Analysis, Recovery Strategy & Plans, Emergency Plan & SOP, Training Awareness and Maintenance & Review

  • The Railroad Safety Technology R&D Program has been supported by the Ministry of Land, Transport and Maritime Affairs. The Program consists of dozen or more projects and thus is quite complex, which requires effective project management. This paper is discussing how to effectively manage the railroad safety technology R&D program based on systems engineering management plan (SEMP). The key issues dealt in this paper include the SE management, requirements management, verification and validation, integrated data base management, and traceability management. To achieve the goal, we first defined an appropriate SE process to be adopted in the program and the result was documented in the systems engineering management plan. According to the process defined, we set up the environmental frame in database. Using the database and SEMP, each project of the program was verified with respect to the corresponding requirements utilizing the traceability. All these efforts were carried out using a computer-aided SE tool, which enables efficient management of complex database.

  • 공동주택에서 예고 없이 발생되는 화재로부터 인명을 보호하기 위해서는 설계단계에서 인명안전설계에 대한 대책이 최우선적으로 고려되어야 한다. 공동주택의 발코니계획은 화원으로부터 화염의 전파를 지연시키며, 거주자에게 피난의 경로로 제공된다는 측면에서 공동주택의 피난안전설계의 요소로서 매우 중요하다. 본 연구는 평면유형별 피난안전성능을 개선하기 위한 디자인 방법과 발코니 상세계획의 방안을 제시하였다.

  • In this paper, the fire safety management plan and the emergency action program for the railway safety improvement were reviewed. In the fire safety management plan, a series of preventive methods answering to such as a smoke exhaust installation, a fire warning device and a guide inducement will be come into preparation. Also, the damage reducing methods such as complement of fire safety equipments, establishment of refuge & escape system, consolidation of real-time control on fire response and operation procedure will be required for early repressing fire and minimizing fatality.

  • It compared subcontractor with contractor that are wages, the labor hour and labor condition of the work environment back are inferior relative. The subcontractor which basically the contract workers evade the dangerous process or the difficult work, the dirty work back what is called 3D the case which does to keep a business is many. so With life it will be threatened consequent health directly. The possibility where the subcontractor will be exposed to danger work came to be high. Together the reason of subcontract at managing the big business the case which becomes accomplished in objective, about lower the immediacy safety&health problem, subcontractor assigned workers is the actual condition only it could not be deteriorated more in public finance of the supply and enterprise and technical ability insufficiency. Consequently it prevents the subcontract which danger work is insensitive from this research and immediacy of the subcontract workers who is weak hygiene circumstance complement the plan it will be able to secure the immediacy safety&health subcontract workers, substantially to prepare in the hazard subcontract proprietor.

  • Recently in the construction business construction companies has been ordered to survive in the terriblly competitive environment. Aa a result, most of the project with low-priced contract needs a speedy progress during all construction period. For the last five years major incident frequently occurs and results in the death of 189 workers at major top 6 construction builders. In most recent 10 years, the cause of major incidents happened in construction company is the speedy construction work that is affecting on the safety management. To prevent these accidents in the speedy construction work, four factors were chosed and analysed such as the personnel/organization, the working budget, the subcontractor selection and the employee motivation. The head office taked the support plan and tested it at the pilot work site. It showed a reduced accident and the harmful factors can be eliminated. It should be able to apply to the field to secure safety and prevent accidents.

PRO-LOCA를 이용한 원전 배관의 파손확률에 대한 민감도 해석 (Sensitivity Analyses of Failure Probability of Pipes in Nuclear Power Plants using PRO-LOCA)

  • Recently a new version of PRO-LOCA program was released. Using the program, failure probability of pipes can be evaluated considering fatigue and/or stress corrosion crack growth and the effects of various parameters on the integrity of pipes in nuclear power plants can be evaluated quantitatively. The analysis results can be used to establish an inspection plan and to examine the effects of important parameters in a maintenance plan. In this study, sensitivity analyses were performed using the program for several important parameters including sampling method, initial crack size, number of initial fabrication flaws, operation temperature, inspection interval, operation temperature and nominal applied bending stress. The effect of parameters on the leak and rupture probability of pipes was evaluated due to fatigue or stress corrosion crack growth.

해외 유사 제도 비교분석을 통한 설계안전성검토 개선 방안 (Improvements of Design For Safety in Korea based on the Comparative Analysis with Other Countries)

  • While the overall industrial accident rate has been decreased, but those of the construction industry has not been. For safety management during the planning/design phase, which accounts for 45% of the cause of accident at the construction site, Design For Safety (DFS) was established to minimize a hazard and risk in 2016. Currently, DFS system has difficulty settling down in Korea due to the several reasons. So, this paper aims to propose to the Key Success Factor (KSF) and related action plan to improve DFS system. This study was conducted by following 2 steps: i) identification of problems on current DFS, and ii) proposal of KSF and following action plan for DFS. The DFS in Korea was compared with UK, Singapore, Australia, and US on 7 criteria (application target, execution period, change of design, collaboration among participants, expert participants, alternative review and decision support system). DFS was compared with other countries's system based on the identical criteria and the corresponding improvement measures were also proposed. The results of this study can be utilized to improve DFS system in various aspects.
