  • This study presents problems and improvement measures for the supply rate of single-alarm detector and fire extinguisher installed in households. Statistics from the NFDS show that 18 percent of all fires and 45 percent of deaths occurred in residential buildings over the past eight years. It was less than 60% that households be equipped rate of basic fire-fighting systems by 2019. In this study, I analyzed the law and statistics of fire to devise a method for fire safety. I proposed that the basic fire-fighting systems is be equipped in households. Like this : First, a free distribution policy for the over 60 years of age and Areas where is fire engine difficult to enter. Second, the policy of adopting safety pay in disaster. Third, the policy of expanding supply through the revision of the Licensed Real Estate Agents Act. Fourth, the policy of self-regulating installation by safety education and set up a data base system. Fifth make a law of household's National Fire Safety Standards.

  • In this study, a systematic survey was employed to investigate managers' awareness on the safety culture project in small- to medium-sized industries. The existing regulatory and technology-oriented disaster prevention strategy has been implemented to reduce industrial accidents within a short timeframe, but it is essential to reduce fundamental accidents as well by improving the organizational safety culture or software elements, such as safety awareness. Questionnaires and interviews were conducted to examine the managers' awareness about safety culture, consisting of 17 questions related to safety consulting and with the participation of 191 executives and safety managers. The results showed a significant difference in the self-pay rate of safety consulting depending on the size of the workplace under evaluation. Based on the results, the safety-consulting business focused on providing differentiated consulting support and realistic improvement plans according to the workplace size. The study concluded that it is possible to reduce fundamental human errors and improve organizations' safety awareness or safety culture by employing safety consulting differentiated by workplace size.

The main materials of history in Early Chosun Dynasty were re-examined, investigated and analyzed and the main references are a code of laws and official as well as private documents such as Kukjo-Oreyeui. Guards system for Royal prince has been found in Byung-jeon of Kyungguk-daejon. he Guards organization has dual system, one was Gumgun which was a private military man and the other was Wuibyung which was a Central military man. On the contrary, central military man were normally protected the royale palaces, but when the King come and go they accompanied and protected the King in safety zone. But just in case they did a job as a member of capital protection military affairs. A question of finance was the reason why there had been dual protection system due to financial matter. If it increased number of man it would pay much money, therefore central military man who has no relevance to national finance were supplied as members of military affairs for the protection of king.

  • The importance of the firefighting education & Training is being magnified in order to enhance and strengthen a firefighters' ability and to reduce the firefighters' fatality and casualty. Therefore, It is needed to expand the facilities. In this study, with a comparative analysis of the global firefighting education & training facilities for fire suppression, we try to present the necessity and the basic contents of the establishing the installation criteria for the domestic firefighting education & training facilities. It has to contain specific purpose of the training and minimum standards for the structures with a guarantee of an international level. Naturally, the top priority is a safety of trainees and trainers. And, it should pay attention to a higher effectivity of the training course with a active reflection of the standard operation procedures' scenarios. • With an entering into force of OPRC-HNS started in June 14th 2007, establishment of response system in a nationwide scale to take care of accidents is required to respond rapidly and effectively. This necessities drove us to analyze national contingency plan for chemicals including national response system against accidents, which is in operation in the US. Main characteristics of the system are well described as an integrated incident command system with a cooperation of responsibilities facilities, manpower, and technical support. In addition, state anψor local authorities tend to have responsibilities on management of disaster with its response activities. Polluters are also charged to pay expenses 3 times expensive provided state or local authorities are conducted. In general, response activities are conducted by private sectors. However, the government will take action with Superfund if the response capacity is over than the polluters can. However, safety are regarded as a primary factor to be considered in the response activities, and try not to recover any pollutants. Personals belonging to USCG and EPA are required to complete specialized courses to promαe professional skills, and are also welcomed to participate in "certification program"

  • Concerning the risk factors of the outbreak of a fire in a traditional market, most of those markets are located in downtown areas or residential areas; thus, although their location may be favorable in terms of marketability, they face a potential risk in that a fire may develop into a large blaze owing to poor environment or the absence of facilities prepared for disaster during a fire. Moreover, as many people are densely poised in the markets, it is very probable that a fire may occur owing to the excessive use of heaters in the winter as well as the reckless use of electric and gas facilities. It seems that traditional markets encounter difficulty being insured against fire, because of their vulnerability and that the vast majority of small-scale sellers are likely to suffer mental anguish and tremendous physical injury in case of a fire. However, most of those sellers in the traditional markets are hand-to-mouth sellers, and they lack awareness of safety concerns and have insufficient experience in safe facility management. As small-scale sellers constitute the majority in the traditional market, the subscription rate of fire insurance in most of the traditional markets is low for the reasons of their needy circumstances and their financial burden. Statistically, the subscription by street vendors is non-existent; therefore, these vendors have a fairly limited access to indemnification after fire damage. Because of these problems, this study's purpose is to identify the current level of insurance subscription by these markets, which are exposed to poor facilities and vulnerability to fire. In order to fix this, it appears that shop owners and consumers will have to band together. For this study, we executed a fire policyholder fact-finding mission at traditional markets with approximately 108 and 981 stores. The research method was executed by an investigation using one-on-one individual interviews using a questionnaire. The contents investigated current insurance subscriptions. The method of analysis looked at the difference of insured amount according to volume size through cross-tabulation of the difference of insured amount by possession form, difference of insured amount by market form, difference of insured amount by category of business, difference of insured amount by market size, etc. Furthermore, the study should be used to propose solutions for problems through theoretical review with the use of a literature research, because the field case study was through interviews with the persons concerned, and the survey of the current insurance subscriptions by traditional market shopkeepers. The traditional market would generally have difficulty affording fire insurance. Fire insurance subscription rates of most of the market proved to be inactive, because of the economic burden of payment. Lack of funds is thought to be the main factor that causes a lack of realization about the necessity of fire insurance. In addition to expensive insurance premiums, sometimes, the companies' valuation of the businesses is lower than their actual valuations, and they do not pay out enough during a claim. The research presents an improvement plan that, when presented at the traditional markets, may strengthen their ability to procure fire insurance through the help of the central government. Researchers connected with the traditional market mainly accomplish the initial research. However, although this research has its limitations, it offers considerable benefits. For future researchers, I would suggest looking at several regions for comparison.
