Control and status of Industries with Confined Space (밀폐공간작업을 하는 산업의 관리와 실태조사)

  • The study was purposed to know the status of prevention on health obstacle in industries with confined space. The results were as follows: 1. It was found 38% of respondents established health-work program in confined space. The percentage of respondents with instrument of oxygen sampling and equipment of ventilation, operation of safety and health education, posting of watching man and operation of head count were 42%, 35%, 75%, 46% and 56%, respectively. 2. The percentage of awakening of risk, confirm of air condition and operation of emergency training were 36%, 25% and 10%, respectively.

A Research to Reinforce Training Helicopter Pilots on Flight with External Sling Loads : focusing on Cases from EASA and FAA (회전익 항공기의 외부 인양물에 대한 조종사 훈련 활성화 방안 연구 : EASA 및 FAA 사례를 중심으로)

  • A main purpose of this research was to analyze environmental factors to influence helicopter accidents contrary to the fact that the almost 80% of helicopter accidents happened due to pilots' human errors. There have been about 14 helicopter accidents in civil aviation sector last decade. It is noteworthy that nine of 14 accidents happened during the external sling load operation. Moreover, there is no law or regulation which could cover the helicopter external sling load operation or human external cargo in Korea. In this paper, it was analyzed the training and education regulations regarding helicopter external sling load operation or human external cargo in regulations of FAA and EASA, Based on analyzing and comparing the FAR part 133 and domestic aviation law (aviation safety act and flight safety regulations), it was found out the implication how to apply helicopter type rating for external sling load operation and human external cargo operation. To sum up, this paper expect central government should cooperate and amend aviation law which apply external sling load operation and external cargo to establish sound safety culture in Korea.

A Study on the Risk-Management Based of Relief Train Operation (위험통제기반의 구원열차운전에 관한 연구)

  • In the event of continued train operation being impossible as the result of a breakdown, it will be essential to dispatch a relief train to recover the broken down train. Operation of relief train carries with the risk of collision in the process of connection with broken down train. The present study looks at the suitability of risk management procedures and associated problems in the light of case studies of relief train operation, and of national legal standards and railroad company regulations. It looks at appropriate methods of risk management and the problems that can arise. Based on the study a method is proposed of operating the relief train which is consistent with appropriate risk management. The proposed method will improve the safety of relief train operation, It is hoped that the results of the study will be reflected in relevant laws and operating company regulations, and so contribute to enhancing the overall level of railroad safety.

  • Navigational Aids Facilities help aircraft navigate by using wired communication, wireless communication, satellite, light, color and radio waves. Navigational Aids Facilities are used in all processes of aircraft operation, and if there is a problem with the facility, it may lead to delays in flight operation, cancellation of flights, and major airline accidents, resulting in enormous loss of life and property. In the management and operation of Navigational Aids Facilities, various outcomes will be brought about according to the advancement with the safety culture. The purpose of this study is to investigate the effect of advancement on safety culture in the operation of Navigational Aids facilities not only on members and customers, but also on benefits to bring to whole society. In this paper, the analysis results are presented using the structural equation model, and the meaning is presented in the conclusion.

  • Maritime transport is dominant in the overall volume of all international transportation. Existence and overcoming of problems, which cause pressure on shipping safety, remain actual and fully concern both maritime and inland transport. Increasing speed and cargo capacity of the ships along with the reduction of crew members lead to the automation of a growing number of work processes, which indicates the need to actively introduce appropriate measures in the security system of sea-going ships and commercial ports and to develop modern approaches to minimize negative events and incidents in the process of ship operation. Advantages in use of modern methods of monitoring the safety of ship operations, management of possible events and incidents, including investigation of accidents, first, aimed at prevention of negative occurrences and ways of prevention on this basis. Considering statistics on incidents increase, this work presents analysis of general ship accident rate, study of major accidental events growth annually, and investigation of causes of incidents, which most frequently occur in port waters and at open sea. A survey of current approaches to ensuring the safety of shipping by implementing effective tools, such as event and incident management, has been conducted.

  • Line operation safety audit (LOSA) is the proactive data collection system to capture the accident and serious incident caused by flight crew and is the safety management program for collecting threat error management (TEM) and crew resource management (CRM) during normal operations. The typically LOSA is written by hand, manages and archives the LOSA Observation Worksheet. But, this method is not easy to archive and ensure confidentiality of the LOSA worksheets. As we implemented the K-LOSA of the web-document type instead of the existing LOSA archive method and change the TEM category code. we yields to archive the efficient data management and confidentiality. In this paper, we introduce the LOSA and to configure the K-LOSA program.

  • Gondola is widely used as a construction facility to perform external finishing work without using scaffolding at a construction site. However, since 2000, there have been 17 deaths from now so these risks associated with work can not be ignored. Therefore, it is expected that it will contribute greatly to prevent related disasters if introducing necessary measures to prevent repeated related disasters and installing additional safety devices. In order to eliminate the risk factor according to the operation of the gondola, it is necessary for the operator to use it to use it while the examination of each product is completed, and to use the over load Dangerous arbitrary measures such as arbitrary operation of the prevention device, removal of the safety fence for convenience of work, installation of the wire rope installed in the air, falling out of the wire rope and falling to the ground Do not perform such sealing measures so that any operation of the overload prevention device can not be done so as not to take such arbitrary measures, or wire the power supply wire to the safety fence so as not to delete the safety fence. Then, when the safety fence is removed, so that it does not become a gondola operation, or when replacing the wire rope in the air, to prevent the wire rope from coming off, Additional measures such as installing falling down prevention device may be necessary.

  • Urban transit operation is to manipulate the vehicle or train of urban transit to be operated on the basis of the installations such as track, power, communication, signaling and so on. It can be performed by manual or automated, or manned or manless operation considering its system built, operation efficiency, safety, etc. Because of the heavy impact directly to the safety of passenger transport, it has been managed strictly by the Regulation for Train Operation of Urban Transit according to Urban Transit Act. However, the present regulation has been basis of the manual operation mainly, it is crossing beyond the limitation of application to the manless operation which is being introduced moment to moment. It is needed increasingly to revise the regulation for the manless operation which is close at hand now. In this paper, we examined and analysed the cases of manless operation of urban transit planed within the country such as Busan 4th Line, Shinbundang Line, Busan-Kimhae Line, etc. based on the present regulation, and proposed the review of considerations to reflec the manless operation to the regulation to be revised.

A Study on the rail-transport operation control for railway embankment under rainfall (강우시 철도성토사면의 열차운전규제기준에 관한 연구)

  • There are a close relationship between natural disasters and train safety. So it is very important to guaranty train safety using reasonable rail-transport operation control against disasters. Therefore, based on the past record of rainfall at failure, rail-transport operation control for railway embankment under rainfall was set up. After slope check list at home and abroad had been analyzed, new slope check list was suggested and site investigations were carried out using this check list. In order to evaluate the stability of railway slopes under rainfall, explanatory variables and subordinate variables were selected for multi-variate analysis and critical rainfall was defined by statistical process. Rail-transport operation control including regional and geological properties was suggested by analyzing the critical rainfall and rail-transport operation control in other country, and this will be a good tool to control train speed under rainfall and to secure train safety.
