A Study on Safety Assessment for Ship Sailing under Electric Power Cable (해월(海越)송전선 하부의 선박 통항 안전성 평가에 관한 연구)

  • Many electric power cables span the sea in Korean archipelago. Lots of shipping routes were established between the islands in the same area and ships frequently sail under the cable which cross the seas. Sometimes electric power cables were accidently broken by sailing ships and catastrophic damage of island industry followed thereby. If navigators have detailed knowledge about the height of electric power cable, the ship's sailing condition will be greatly improved. But at the present time, navigators have limited data about the electric power cable. Those are the horizontal distance between pylons, the height of pylons and minimum height of electric power cable. This study introduced the calculating methodology to find out the height of cable at any position between pylons. The ship's tracks were recorded and traffic safety was assessed by statistical method in relation to cable height.

  • AIS is the most important navigation equipment for the identification of other ships, etc. However, the AIS overload problem has been raised recently due to an increase in AIS equipped vessels. The government is planning to introduce the wireless LTE network at 100 km offshore as part of the SMART-Navigation project. Continuous development and dissemination of the services available through such platforms will be necessary to achieve major goals such as marine accident prevention and environmental protection. In this study, we applied a WAVE communication system, which could be the basis for the development of such services. As a result, reliable data transmission was confirmed for a range of communication of approx. 5 miles, although the service was limited to 1 km in road traffic. Therefore, it is expected that WAVE communication technology will be used to prevent marine accidents through such efforts as collision avoidance and the transfer of marine safety information between ships.

  • In recent years, the demand for ships and offshore platforms that can navigate and operate through the Arctic Ocean has been rapidly increasing due to global warming and large reservoirs of oil and natural gas in the area. Winterization design is one of the key issues to consider in the robust structural safety design and building of ships that operate in the Arctic and Sub-Arctic regions. However, international regulations for winterization design in Arctic condition regulated that only those ships and offshore platforms with a Polar Class designation and/or an alternative standard. In order to cope with the rising demand for operating in the Arctic region, existing and new Arctic vessels with a Polar Class designation are lacking to cover for adequate winterization design with HSE philosophy. Existing ships and offshore platform was not designed based on reliable data based on numerical and experiment studies. There are only designed as a performance and functional purposes. It is very important to obtain of reliable data and provide of design guidance of the anti-icing structures by taking the effects of low temperature into consideration. Therefore, the main objective of this paper reconsiders anti-icing design of aluminum helideck using the heating cable. To evaluate of reliable data and recommend of anti-icing design method, various types of analysis and methods can be applied in general. In the present study, finite element method carried out the thermal analysis with cold chamber testing for performance and capacity of heating cables.

Development of LDV(Laser Doppler Velocimetry) for Measuring Three Dimensional Hull Wake of Ship Model in Large Cavitation Tunnel (대형 캐비테이션 터널 내 선박 모형의 3차원 선체 반류 계측을 위한 레이저 유속계 개발)

  • Large Cavitation Tunnel (LCT) of KRISO enables us to conduct cavitation tests of the propeller attached to a ship model. As the ship model tests are done at rather high Reynolds number of 107~108, flow measurement system such as pitot tube cannot be employed because of structural safety problems in its system and difficulties in installing it within the test section. Thus, KRISO has developed new 3-D LDV system used in large test section of LCT. There are several difficulties in using 3-D LDV, which did not allow efficient operation of it. The first trouble was the calibration using the conventional pin hole. To make the focus with same laser-beam waists at the wanted position, the high spatial resolution CCD is utilized in the calibration procedure for 3-D LDV. The off-axis configuration provides two velocity components in the horizontal plane and on-axis configuration gives third velocity component in the vertical plane. The horizontal velocity components are also obtained in the coincidence mode, which prevents any misleading results in the off-axis configuration. The nominal wake of Aframax tanker model is measured by the developed 3-D LDV system. The measured hull wake showed good agreement with that obtained by CFD calculation.

Effects of Alcohol Exposure on Ship Operational Ability (알코올이 선박운항능력에 미치는 영향)

  • It has been estimated that up to $80\%$ of all marine accidents have human elements as a cause. t of these, human elements of crew fatigue is main causes of marine accident. Crew fatigue involves sleep, schedule. workload. off-time. alcohol health and stress. With a ship handling simulator, the effect of alcohol on ship operational performance is studied for each 0.05 and $0.08g\%$ blood alcohol concentrations. A main effect for alcohol was found indicating that ship operational performance was significantly impaired by this alcohol relative to performance in the non-alcohol condition. The results of this research can be applied to minimize marine accidents as basic data.

  • A ship can be considered as a large human-machine system and the interaction between worker and system affects the work performed and its efficiency. Inside the bridge of a ship, there exist many auditory signals as well as visual signals. However, only a few studies have been performed related to human recognition to alarm systems in bridge. In this study, auditory icons and abstract sounds are compared to find more effective means of alarm systems. the study result shows tint auditory icons are recognized faster than abstract sounds. This result is expected to be used as a basic data for developing performance criteria of auditory display inside bridge and for designing integrated ship bridge alarm system.

  • This paper presented a method of evaluting navigational safety of a ship by means of the integrated seakeeping performance index(ISPI). The ISPI is defined by measuring only any one factor through the medium of relative dangerousness of the other factors for evaluating seakeeping performance. This evaluation method can be applied to the ships for any types and loading conditions. In developing the practical evaluation system of navigational safety. it is expected to be useful for developing the optimum type of ship by applying at the initial design phase.

  • This paper presented a method of evaluating navigational safety of a ship by means fo the integrted seakeeping performance index(ISPI). The ISPI is defined by measuring only any one factor through the medium of relative dangerousness of the other factors for evaluating seakeeping performance. This evaluation method can be applied to the ships for any types and loading conditions. In devloping the practical evaluation system of navigational safety, it is expected to be useful to solve the difficulties in measuring factors by sensors. The results are also useful for devloping the optimum type of ship by applying at the initial design phase.

  • Approximately 95% of the world's trade moves by containers, primarily on large ships, but also on trains, trucks, and barges. The system is efficient and economical, but vulnerable. However, the rise of terrorism and the possibility that a container could be used to transport or actually be the delivery vehicle for weapons of mass destruction or high explosives have made it imperative that the security of shipping container system be greatly improved. This study proposed a trend of container security and its Countermeasures.

  • Sharing both locations and positions of ships makes it possible to utilize critical item for their safe and efficient navigation in such diversifying meantime environments. AIS is the representative technology for the sharing solutions. The AIS is even used in airspace and ground stations, so that AIS could facilitate the ships' safety navigation and their prevention/rescue from endangers. Due to AIS's many advantages, IMO(International Maritime Organization) made adapting the AIS mandatory for international passenger ships and the ships that are over than 300 tons. AIS uses VHF band areas for transmitting information and the information can be propagated to several hundreds km in range. Due to the large range, AIS monitoring system can acquire huge number of ships, which makes system performance lower and busier. In this paper, we propose the strategy of AIS information extraction for efficient monitoring system. Thus, the monitoring system has higher processing performance and lower network usage. As well as, the proposal affects the monitoring system has more capacity to include other systems' targets, in result.
