As a result of the research, the curriculum was named as "Social Welfare and Safety" and proposed to be operated as "a regular course (3credits/3hours․2credits/ 2hours)". In terms of objectives and goals of the curriculum, 9 themes were proposed including "Establishment of safety awareness and necessity of safety management" and "Studying safety management methods depending on different types of facilities". For the curriculum contents, 20 themes were proposed including "Safety management by social workers" and "Countermeasures for safety accidents in social welfare facilities". In order for the new curriculum to be successfully conducted, follow-up studies should be conducted on details regarding operation of the curriculum such as curriculum operation manuals, curriculum guidelines, etc.

  • Social welfare facilities are used by a wide range of local residents, including vulnerable populations such as the elderly, children, and people with disabilities. During emergencies like fires, confusion can arise as these individuals try to evacuate. Evacuation simulation results have shown that utilizing evacuation systems based on specific evacuation scenarios can significantly decrease the time required for evacuation compared to general evacuation procedures. By anticipating potential fires based on changes in social and facility environments, appropriate evacuation scenarios can be developed and applied to evacuation systems, thus contributing to the safety and security of individuals during emergencies. In conclusion, for social welfare facilities that serve a large number of people, it is necessary to expand the focus on performance-based design depending on the size of the facility, and to continuously develop and train for appropriate evacuation scenarios that align with changing facility environments.

  • Growing attention of a society to protecting weak people leads an increase of various social welfare facilities. Therefore, safety of the occupants at emergency situations, such as fire, must be considered as an important factor during the design and operation of those facilities. In this paper an exploratory study is carried out on a method quantitatively assessing the human evacuation safety of social welfare facilities. A evacuation simulation method, being routinely used in the evacuation analysis of passenger ships deriving 'Evacuability' as a quantity of safety, is applied to assess the human safety of a facility for single-moms. Based on the simulation results, the main factors that must be considered while carrying out the evacuation simulation for the human safety assessment of the facility are investigated.

  • This study has focused on the transfer of infants and Toddlers-protecting responsibilities from families to infants and Toddlers education agencies due to an increase of a double-income family and nuclear family. It is because there is insufficient safe play space from the moment when infants and Toddlers return from infants and Toddlers education agencies to home due to a high crowding of housing and increase of vehicle, and there can be difficulties to take responsibilities of infants and Toddlers safety with a mere recognition and effort of parent. Thus, to suggest a safety education through mutual contact between the communities and agencies supporting parent role in a level of social welfare, its potential has been identified through a frequency analysis on 60 participants of experimental group who have trained a safety education and 60 participants of control group who have not trained a safety education. As a result of frequency analysis, the increase in safety condition in Korea, safety and development of infants and Toddlers, safety of play materials, and safety knowledge on general part of facility safety has detected and the practice of safety and safety consciousness has also identified to be more effective. The results of this study has shown a potential to verify its efficacy if it is verified through an elaborative model of safety education based on parents of young infants and Toddlers family.

This study sample consisted of 204 service providers and service users in 12 social welfare facilities. T-test and ANOVA were used to find the group differences among facility types. The findings were as follows. Firstly, safety perceptions of the service providers were significantly higher than those of service users in terms of facility management, and facility structure and arrangement. Secondly, in terms of facility types, the respondents in the family service center had lower safety perceptions than the respondents in other service in all three areas. Thirdly, facilities that are of 10 years or older had higher safety perceptions than the respondents of facilities that are 6 to 10 years old in the area of facility management, and facility structure and arrangement. Fourthly, in regard to building heights, the respondents in 3 to 4 story facilities had statistically higher safety perceptions than respondents in 1 story facilities. Finally, looking at the relationship between floor area and safety perceptions, safety perceptions of the respondents of less than $400m^2$ facilities or $600m^2$ and more facilities were significantly higher than those of $400m^2{\sim}$ less than $600m^2$ facilities.

  • The purpose of this study is to review recent trends and major emerging problems and explore alternatives of Korean social welfare service policies. The concerns on social welfare service are triggered by the issues of rapid getting lower birth rate and severe growing rate of old people. These concerns resulted in the expansions of social welfare services. But Korean social welfare service systems are not prepared for these expansions. Presenting problems are disconnection between state and local governments, not securing minimum standards on accessibility and service provision, excessive concerns on making caring jobs and lacking in securing of safety and rights of vulnerable service users. As alternatives, this study proposes the integration of market approaches which can facilitate service user's choice and anti-market schemes which could act against the negative effects of market approaches.
