  • Based on the case of Busan Port November anchorage, which is a group anchorage, related regulations to promote group anchorage safety management, the turning radius of anchored ship, and more accurate weather information collection and safety through improvement of the supporting system for VTS operations to apply the anchorage location in accordance with reality that it is a suggestion for management improvement methods.

  • The IMO approved e-navigation strategy implementation plan made e-navigation adoption visible. In addition, the schedule for the modernization of GMDSS by the ITU was confirmed at the 4th NCSR meeting. Accordingly, we will complement the existing communication system and provide the requirements for the new communication system to be introduced in the future, reflecting all the requirements for the communication system capable of supporting the e-navigation service. Although the communication method for supporting e-navigation service should be capable of providing IP-based data communication basically, it is impossible to provide internet service because of the narrow-band characteristic in the MF/HF frequency bands. In addition, as the existing GMDSS satellite communication service organization expands and new services are introduced, IP based data communication service will be possible, but service restriction resulting from expensive communication cost can be solved by introducing VSAT service.

A Development of Automatic Safety Navigation Support Service Providing System for Medium and Small Ships based on Speech Synthesis (중소형 선박을 위한 음성합성 기반 자동 안전항해 지원 서비스 제공 시스템 개발)

  • Marine accidents are mostly caused by medium and small ships, and are continuously increasing. In this paper, we propose an architecture of the speech synthesis based automatic safety navigation support service providing system for small ships that equiped onboard systems compared with vessels. The main purpose of the system is to prevent marine accidents by providing synthesized voice safety messages to nearby ships. The safety navigation support service is operated by connecting GPS and AIS to synthesize voice safety messages, automatically broadcast through VHF. Therefore, we developed a data processing module, a staged risk analysis module, a voice synthesis safety message generation module, and a VHF broadcasting equipment control module, which are components of the system. In addition, we conducted laboratory-level and sea-trial demonstration tests using the developed the system, which verified usefulness of the proposed service.

  • In port and its approach channel, traffic accidents such as collision, aground, minor collision have reached about 77% of total marine casualty in the area. In this paper, an attempt to enhance the safe navigation was proposed by offering marine traffic supporting system which helps VTS operator assist vessel effectively with the quantitative assessment on difficulty of each vessel. The system collects navigation data from onboard AIS, assesses the data in assessment mode to analyze the navigation difficulties of each vessel and displays the degree of danger of each vessel on the ECDIS in real-time to decide the intervention time or order of priority for VTS operator. The effectiveness of the system was verified by the VTS operators in Korea.

  • Air Traffic Management aims to fulfill the requirement of the aviation demander by constructing the most effective and safety aviation systems for providing safety and cost-effective service. All concerned parties of aviation present the needs of improving Air Traffic Management system for solving the issue of the current system and the air traffic capacity in the 21st century, and introduce the significant improvements from the conventional technology and method for the past 40 years. Accordingly, ICAO promotes the development of innovative procedures and technologies to solve the problems and meet the demands. It is the concept of Performance based Navigation(PBN) based on Communication, Navigation, and Surveillance/Air Traffic Management(CNS/ATM). This study defines differences between RNAV and RNP RNAV as methods of air navigation based on the CNS/ATM, and needs and requirements of PBN as an emerging global standard. It also outlines basic elements supporting and implementing the PBN concept.

  • International attention on the Northern Sea Route has been increased as the decreased sea-ice extents in Northern Sea raise the possibility to develop new sea routes and natural resources. However, to protect ships' safety and pristine environments in polar waters, International Maritime Organization(IMO) has been developing the Polar Code to regulate polar shipping. The marine navigation supporting system is essential for ships traveling long distance in the Northern Sea as they are affected by ocean weather and sea-ice. Therefore, to cope with the IMO Polar Code, this research proposes the functional requirements to develop the marine navigation supporting system for the Northern Sea Route. The functional requirements derived from the IMO Polar code consist of arctic voyage risk map, arctic voyage planning and MSI(Marine Safety Information) methods, based on which the navigation supporting system is able to provide dynamic and safe-economical sea route service using the sea-ice observation and prediction technologies. Also, a requirement of the system application is derived to apply the marine navigation supporting system for authorizing ships operating in the Northern Sea. To reflect the proposed system in the Polar Code, continual international exchange and policy proposals are necessary along with the development of sea-ice observation and prediction technologies.

  • The Singapore Strait is one of the world's busiest waterways used by international shipping Coupled with this, the Port of Singapore is the world's busiest port in terms of shipping and cargo tonnage and the second busiest container port. Navigational safety is Singapore's concern and we are convinced that the ECDIS is the key to further enhancing navigational safety in the Singapore Strait and the port waters of Singapore. We have initiated the production of Electronic Navigational Chart data and invested in infrastructural supporting facilities such as DGPS brodcast service for use with ECDIS as well as other maritime systems.

An Evaluation of Effectiveness for Providing Safety Navigation Supporting Service : Focused on Route Plan Sharing Service (안전 항해 지원 서비스 제공에 대한 유용성 평가(I) : 항로 계획 공유 서비스를 대상으로)

  • In this paper, we suggest a route plan sharing service for the navigation assistance service which is the second item of 16 items in maritime service portfolios (MSPs) for safety navigation based on interview process. Also, we developed scenarios for effectiveness evaluation of the proposed service, and conducted simulations using full mission ship handling simulator (FMSS) for effectiveness evaluation of proposed services based on the developed scenarios. Through the simulations, we analyzed proximity measures, controllability statistics and subjective evaluations to assess the usefulness of suggested service. If accomplishing the test for new services to apply real ships and vessel traffic (VTS) center, there has possibilities to occur various risks in terms of time/cost problems. Therefore, there is needs for the preliminary effectiveness evaluation processes necessarily when adopts and implements new services. Because we expected the service that is helpful for safety navigation, but the test results are not when conducted a simulation.

  • This study identified necessary navigational support services to prevent accidents through an examination and a survey on the navigation and communication systems of non-SOLAS ships. The functional and operational requirements for the identified navigational support services were discussed accordingly. Among the navigational support services proposed are an Electronic Navigational Chart (ENC) service, a route planning service, an operation monitoring service, and collision prevention support services for ships in coastal areas. To facilitate the identified navigational support services, ship navigation system, shore supporting centre and maritime communication network were discussed as a digital infrastructure. The operational methode for the digital infrastructure were discussed in the service scenarios for ships carrying dangerous cargo, large ships over 200 meters in length and high speed passenger ships over 15 knots in speed. This study will facilitate the development of policies for the improvement of ship operation management in Korean coastal waters and will contribute to improving the navigational safety of non-SOLAS ships.

  • Towing vessels have carried out the important role and service in the maritime industry construction, such as port and sea bridge construction, fairway dredging and sea reclamation etc. Furthermore, tugboat takes the largest portion in number of vessel at the domestic registry and barges as big as the general merchant vessel, which are getting specialized and larger, are in operation. In spite of the increase of marine accidents under this situation, there has been no proper measure for the safe navigation of tugboat in the aspect of a nation. This paper aims to propose the measure for the safe navigation of tugboat according to the frequent marine accident of tugboat with sea bridge. Therefore, we show an example of the sailing schedule and operation checklist based on the analysis of statistics and precedent of marine accident and the investigation of the actual operation state of tugboat in the aspect of a contract of carriage and a personnel setup, which should be checked by the operator of tugboat, to pass through sea bridge safely and propose the safe traffic supporting system based on electronic chart system to improve the safe navigation of tugboat.
