광우병 위기 이후 도입된 유럽연합의 식품안전정책에 대한 평가 : 사회후생 및 정치경제적 관점 (An Evaluation on the Food Safety Policy of the EU after Mad Cow Disease Crisis : Social Welfare and Political Economic Perspective)

  • 이 논문의 목적은 1990년대 발생한 광우병 위기 이후 유럽연합이 식품안전을 강화하기 위해 도입한 정책을 사회후생 및 정치경제적 관점에서 평가하는 것이다. 2002년 일반식품법 도입 이후 입법화된 식품안전과 관련된 공동체 법규들의 주요 특징은 모든 회원국이 반드시 지켜야하는 동시에 식품산업 전반에 적용되는 수평적 규제라는 것이다. 역선택 문제를 해결하거나 식품소비 시 발생하는 부정적 외부효과를 줄이기 위한 식품안전규제는 관련 식품 분야의 구체적인 수요 및 비용 조건에 따라 미세 조정되어야한다는 이론적 연구들에 비추어 볼 때 2002년 이후 강화된 식품안전관련 공동체 법규는 사회후생의 관점에서 과규제된 것이다. 본 연구에서는 정치경제적 관점을 택하여 유럽연합 회원국 정부들뿐만 아니라 식품가공 및 유통업자, 소비자, 농축산업자 등 다양한 이해집단이 공동체 식품안전 규제들을 수용하게 된 배경을 설명하고, 이 규제들이 비회원국, 특히 개발도상국 생산자들에게 보호주의적이었다는 것을 보여준다. 유럽연합의 설립목적이 기본적으로 단일시장을 형성하여 공동의 경제적 이득을 추구하는 것이라면 지나치게 제한적인 식품안전규제의 부정적 영향을 줄이기 위한 정책적 조치가 필요하다.

해기직업 경로상의 행동요인 영향 분석 (Analysis of the Effects of Behavioral Factors on the Seafarers' Career Path)

  • 해기직업에 대한 안정이 없으면 인적요인에 의한 해양안전도 크게 개선되지 않을 것으로 판단된다. 따라서 해기직업 진입단계에서 부터 은퇴하기까지 생애에 걸쳐 해기사의 직업경로를 개발함으로써 보다 장기적이고 안정적인 해기직업 생활과 해양안전을 확보할 수 있을 것이다. 이를 위해 해기직업 경로모델을 설정하고 해기교육기관 진입자, 해상근무자, 육상근무자 2,830명을 대상으로 설문조사를 실시하여 가설을 검증하였다. 직업경로에 따른 행동요인 분석 결과, 첫째, 해기교육기관 진입자들에게 교육환경 개선과 해기직업생활에 대한 충분한 정보를 전달하고 둘째, 소득수준과 같은 경제적 요인은 해기직업 진입자에게는 동기요인이 되지 못하며 셋째, 적정 시기에 육상근무를 위한 하선유도가 해기직업의 매력화와 파생적인 장기승선 효과를 기대할 수 있으며 넷째, 해기면허체계를 단순화시켜 조기에 상위면허를 취득함으로써 상위직책에 근무할 수 있는 기회를 제공할 필요가 있다.

운전자 특성 등을 고려한 무통제교차로의 간격수락 모델 (A Gap-acceptance Model Considering Driver's Propensity at Uncontrolled Intersection)

  • 무통제 교차로(uncontrolled intersection)는 교통신호기나 정지표지, 양보표지 등에 의한 통제가 없으며, 교통량도 많지 않은 교차로이다. 무통제 교차로에서의 간격수락(gap acceptance) 과정은 교차로 안전상, 그리고 흐름상 중요한 문제이다. 본 연구에서는 무통제 교차로 지역의 차량의 행태를 조사하여 간격수락상황을 규명하고, 운전자의 특성을 고려한 간격수락 모델을 개발하여 무통제 교차로에서의 차량 흐름을 파악하고자 한다. 이를 위하여 수 원시 지역의 무통제 교차로의 지역을 현장 조사 및 비디오 조사를 하고 로짓모델로 간격수락모델을 모형화하였다. 그 결과, 무통제 교차로에서 간격수락을 위해 운전자가 기다리는 총시간, 차량의 진행방향이 우회전인 경우, 나이, 성별, 동승자 유무 등이 간격수락에 영향을 미치고 있음을 알 수 있었다. 특히 성별이 남성인 경우, 동승자가 있는 경우, 기다리는 시간이 길수록 수락간격이 더 빠른 특성을 보였다. 이러한 연구 결과는 무통제 교차로를 운행하는 운전자들은 교차로에서 통행의 의사결정을 함에 있어 그러한 운전자, 교통, 동승자조건등의 특성에 영향을 받는 것으로 나타나고 있는바 향후 교차로 설계나 교차로 안전정보제공 등에 사용될 수 있을 것으로 사료된다.

수정된 이원평가표를 이용한 품질속성의 분류에 관한 연구 (Classification of Quality Attributes Using Two-dimensional Evaluation Table)

  • For several decades, attribute classification methods using the asymmetrical relationship between an attribute performance and the satisfaction of that attribute have been explored by numerous researchers. In particular, the Kano model, which classifies quality attributes into 5 elements using simple questionnaire and two-dimensional evaluation table, has gained popularity: Attractive, One-dimensional, Must-be, Indifferent, and Reverse quality. As Kano's model is well accepted, many literatures have introduced categorization methods using the Kano's evaluation table at attribute level. However, they applied different terminologies and classification criteria and this causes confusion and misunderstanding. Therefore, a criterion for quality classification at attribute level is necessary. This study is aimed to suggest a new attribute classification method that sub-categorizes quality attributes using 5-point ordinal point and Kano's two-dimensional evaluation table through an extensive literature review. For this, the current study examines the intrinsic and extrinsic problems of the well-recognized Kano model that have been used for measuring customer satisfaction of products and services. For empirical study, the author conducted a comparative study between the results of Kano's model and the proposed method for an e-learning case (33 attributes). Results show that the proposed method is better in terms of ease of use and understanding of kano's results and this result will contribute to the further development of the attractive quality theory that enables to understand both the customers explicit and implicit needs.

평가항목 제안 및 분석을 통한 블록체인 분산합의 알고리즘 성능 개선 (Performance Improvement of Distributed Consensus Algorithms for Blockchain through Suggestion and Analysis of Assessment Items)

  • Recently, blockchain technology has been recognized as one of the most important issues for the 4th Industrial Revolution which can be represented by Artificial Intelligence and Internet of Things. Cryptocurrency, named Bitcoin, was the first successful implementation of blockchain, and it triggered the emergence of various cryptocurrencies. In addition, blockchain technology has been applied to various applications such as finance, healthcare, manufacturing, logistics as well as public services. Distributed consensus algorithm is an essential component in blockchain, and it enables all nodes belonging to blockchain network to make an agreement, which means all nodes have the same information. For example, Bitcoin uses a consensus algorithm called Proof-of-Work (PoW) that gives possession of block generation based on the computational volume committed by nodes. However, energy consumption for block generation in PoW has drastically increased due to the growth of computational performance to prove the possession of block. Although many other distributed consensus algorithms including Proof-of-Stake are suggested, they have their own advantages and limitations, and new research works should be proposed to overcome these limitations. For doing this, above all things, we need to establish an evaluation method existing distributed consensus algorithms. Based on this motivation, in this work, we suggest and analyze assessment items by classifying them as efficiency and safety perspectives for investigating existing distributed consensus algorithms. Furthermore, we suggest new assessment criteria and their implementation methods, which can be used for a baseline for improving performance of existing distributed consensus algorithms and designing new consensus algorithm in future.

속도 감응형 가변 오리피스를 갖는 쇽업저버 개발 (Development of a Shock Absorber with an Orifice Sensitive to Velocity)

  • In this study, a shock absorber whose orifice area changes according to the oil pressure inside the absorber is developed. The orifice widens and narrows when the oil pressure is high and low, respectively; thus, the orifice area changes according to the oil pressure, in other words, according to the extension/compression velocity. It is well known that the damping force can be expressed as $C{\cdot}v^{\alpha}$. For fluid film damping, the force is proportional to velocity, i.e., ${\alpha}=1$, and for orifice damping, it is proportional to the square of velocity, i.e., ${\alpha}=2$. The shock absorber proposed in this paper can exhibit different relationships between the damping force and velocity because the orifice area changes according to the induced oil pressure. The motivation of this study is to develop a method for designing a shock absorber with desired values of C and ${\alpha}$ which is not just 1 or 2. Theoretical and experimental studies have been conducted to verify the damping characteristics of the shock absorber. The effect of some major design parameters on damping characteristics has been also examined to relate the design parameters to the damping characteristics.

한국의 방송서비스 공익성심사에 관한 고찰 : 미국 및 영국의 사례를 중심으로 (Public Interest Test of Broadcasting Services in Korea : Focused on US and UK)

  • Broadcasting services sector has been facing strong public pressure to shift gears from regulation to deregulation since mid-1990s, where a triggering role was played particularly by rapid development of IT technology and content digitization. Major agenda was how to reduce regulatory divides between more liberal telecommunication sector and less liberal broadcasting. After all, common solution package worldwide was for the latter to switch over from network-dependent(vertical) to network-independent(horizontal) regulation, and to facilitate more open and competitive transmission with content market kept protected. This is no other than decoupling content provision from broadcasting and promoting market access towards the latter. Policy experiences of US and UK show that there exists a complementary relationship between quantitative and qualitative restrictions in implementing such deregulation. While mitigating quantitative ownership regulations in broadcasting, they also sought to systematize, so-called, PIT(public interest test) as a qualitative safety device to cope with the risk of losing fundamental public values accordingly in broadcasting. Recent domestic progress in broadcasting legislation in 2009, however, seems to overlook the growing importance of PIT in the process of deregulation. Bearing this motivation in mind and taking account of the relevant WTO disciplines, this paper is to address policy issues and suggestions for PIT in Korea's broadcasting services sector.

WalkON Suit: 하지 완전마비 장애인을 위한 웨어러블 로봇 (WalkON Suit: A Wearable Robot for Complete paraplegics)

  • Wearable robots are receiving great attention from the public, as well as researchers, because its motivation is to improve the quality of lives of people. Above all, complete paraplegic patients due to spinal cord injury (SCI) might be the most adequate target users of the wearable robots, because they definitely need physical assistance due to the complete loss of muscular strength and sensory functions. Furthermore, the medical care of complete paraplegics by using the wearable robots have significantly reduced the mortality rate and improved the life expectancy. The requirements of the wearable robot for complete paraplegics are actuation torque, locomotion speed, wearing sensation, robust gait stability, safety, and practicality (i.e., size, volume, weight, and energy efficiency). A WalkON Suit is the wearable robot that has satisfied the requirements of the wearable robot for complete paraplegics and participated in the powered exoskeleton race of Cybathlon 2016. In this paper, configuration of the WalkON Suit, human-machine interface, gait pattern, control algorithm, and evaluation results are introduced.

A Cyber-Training & Education Model for Tug-barge Operators

  • The purpose of this study was to create a cyber-training & education program in response to the needs of skippers and crews operating tug-barges within Korean coastal waters and the rapid changers in this industry. Skippers and crews are inclined to operate tug-barges on the basis of experience rather than information. It is not easy to provide useful information whenever they want or to drill them in safety management skills, because of their passive attitude toward education and the few opportunities that exist. In order to increase educational opportunities, efficiency and motivation, the authors have developed this program which consists of a 'tug bridge resource management module, risk perception training module, accident case module, operating module and navigation module', and are hoping that this program will enhance and strengthen all tug-barge operations. We are also putting all our energies into designing up to date animation programs and developing new scenarios concerning the method of evaluation and certification distribution.

AR 스펙트럼 추정법을 이용한 원자로 중성자 잡음 신호 해석 (Reactor Neutron Noise Analysis using AR Spectral Estimation)

  • 원자로의 구조적 건전성을 확보하고 사고를 미연에 방지하기 위해서 중성자 잡음 신호를 이용한 진동 감시에는 주기성 도표(periodogram), 평균주기성도표(averaged periodobram), Blackman-Tukey 스펙트럼 추정 등을 이용하고 있으나 본 논문에서는 통계적인 비편향성(unbaised), 일치성(consistency), 효율성(efficiency), 충족성(minimum lower bound)을 고려한 파라미터 모델링 방법 중 AR 모델을 이용하여 원자로 구조물의 최적의 파라미터를 추정하고 진동 감시에 필요한 스펙트럼 분석의 해상도를 높였다. 특히 논문에서는 차수 선정에서 AR 모델의 적절한 차수선정(order selection)을 위하여 자기상관의 lag value을 이용하였다. AR 방법중 Burg 방법이 원자로 구조물의 고유진동수를 추적하는데 가장 효과적이다.
