Analysis of Macpa Stress Index and Work Ability Index on Subway Construction Workers (도시철도 건설종사자의 맥파 스트레스 지수와 작업능력 지수 분석)

  • Metro subway construction is a field that requires a great deal of professional manpower. The aging of professionals has a negative impact on both productivity and health, owing to poor working environments, heavy lifting, underground work, and other factors. To address this issue, the government is progressively revising and enforcing health management law and regulation in the construction industry. Thus, the job stress and work ability of many professional subway construction workers, who are rapidly aging, are being analyzed to ensure their safety and improve their health. In this study, the Macpa stress index of Busan Metro Subway construction workers from Sasang to Hadan line was measured by using a Macpa measurement machine, and a work ability survey was conducted by using the questionnaire that was developed by the FIOH. The independent variables were age, years of service, job position, employment type, and occupation. While, the dependent variables were the Macpa stress index and work ability. The Kruskal-Wallis test was used because it was difficult to assume that the statistics of this study represented a normal distribution. The results showed that age, job position, and employment type affected Macpa stress index and revealed that as the age of the workers increased, their stress levels increased as well. Additionally, job position and employment type affected the work ability of the metro subway construction workers. In terms of job position, the technical engineers were under a lot of stress, and whereas the managers had the best work ability. The technical engineers were more stressed than the other workers because of a poor working environment. In terms of employment type, daily workers were under more stress and lower work ability than others.

  • Urban rail transit offers target performance and function because various lower part system such as rolling-stock, signal, power and trackis consisted as complex. In order to function properly an urban rail transit which is complicated system to work as safety and reliability, System must secure safety with structure, design, manufacture, install and verification and it is important to establish a safety standard follows it procedures, establish what step all it is important to operate. Safety standard of urban transit infrastructure is minimum standard necessary to secure safety of signal, power and track. Urban rail transit standard business leads to make many requirements. Recently, many types of equipment have applied to manage requirements and standards for system efficiently in part of universal, airline and car accordingly applied equipments use to manage a pursuit(Trace) between standard of system. Especially importance of management is emphasized more become more. Importance of standard management which usesa computing support tool recently in transit filed is embossed and is predicted to be more such forward. Therefore we propose the effective method of management with infrastructure system by constructed data-base system.

A Comparative Study ISO 45001 and the Safety and Health Management System under the Serious Accident Punishment Act (ISO 45001과 중대재해처벌법상 안전보건관리체계에 대한 비교 연구)

  • Objectives: OHSMS, which was introduced by Serious Accident Punishment Act as a means for safety and health management at work place, but it is not effective according to recent statistical data. Therefore, I intend to compare the OHSMS regulations of SAPA based on ISO 45001, the international standard of OHSMS, and examine the differences and problems. Methods: The OHSMS regulation of Serious Accident Punishment Act was compared and analyzed using the content standard of ISO 45001, the international standard of OHSMS. The construction and operation aspects and differences in key concept definitions of OHSMS were analyzed in depth. Results: ISO 45001 aims to provide OHSMS with an autonomous framework to manage risks and opportunities in safety and health management, whereas Serious Accident Punishment Act aims for safety and health management through an interest and effort in safety and health management on the premise of legal responsibilities of corporations and CEO. As a result, comparing to ISO 45001 in construction and operation aspects and differences in key concept definitions of OHSMS, the OHSMS of Serious Accident Punishment Act do not cover the entire business in concept definition and construction. Conclusions: In order for Serious Accident Punishment Act to achieve its original purpose of preventing serious accidents through systemic safety and health management, it is necessary to correctly understand the contents of ISO 45001 and to revise the OHSMS regulations in a direction that can ensure predictability and feasibility.

Safety Management Status among Nurses Handling Anticancer Drugs: Nurse Awareness and Performance Following Safety Regulations

  • This study identified the actual conditions for safe anticancer drug management among nurses and the relationship between level of awareness and performance of anticancer drug safety regulations in terms of preparation, administration, and disposal. The respondents were 236 nurses working with chemotherapy in wards and outpatient clinics in five hospitals in and near Seoul. Safety regulations provided for the anticancer drug the Occupational Safety Health Administration (OSHA, 1999), as modified for an earlier study, were used. The results showed that the level of awareness and performance on the anticancer drug safety regulations indicate their preparation ($3.38{\pm}0.55$, $2.38{\pm}0.98$), administration ($3.52{\pm}0.46$, $3.17{\pm}0.70$), general handling and disposal ($3.33{\pm}0.54$, $2.42{\pm}0.90$) on a scale 0 to 5. Also, there were significant differences in job positions, work experience, type of preparation, and continuing education and a positive relationship between the level of awareness and nursing performance. Thus, nurses should receive continuing education on the handling of anticancer drugs to improve the level of performance following safety regulations.

Analysis of Workload of the Domestic Coastal Ship Duty Officer to Prevent Marine Accidents (해양사고 예방을 위한 국내 연안선 항해당직자의 업무 부하 분석)

  • Objective: The purpose of this study is to measure the workload of Korea coastal ship crew members, to investigate whether they are following work-break time regulations and to identify the main causes of their workload. Background: According to the US Coast Guard, about 33% of human casualties are reported to be due to fatigue, and 30% of marine casualties reported by the British Marine Accident Investigation Agency (MAIB) are attributed to crew fatigue. But the coastal ship are not managed for business hours and breaks despite the harsh environment. Method: The workload of duty crew members on the 100 domestic coastal vessels was measured. It was also investigated whether they are following domestic and international work-break time regulations. Finally, the marine accidents resulted from the fatigue of the crew was analyzed. Results: As a result of workload analysis, the workload on the 42~62% of the vessels exceeded the standard of working time on the related regulation. The workload increased with the number of inbound and outbound ports. Especially, in the system where there are two seafarers, the workload exceeded the working time requirement. As a result of the marine accidents analysis on 100 vessels, it was found that collision and grounding occurred due to fatigue, workload and drowsiness in 7 marine accidents out of 30 marine accidents. Conclusion: It is necessary for the shipping companies to introduce an operation management manual for the management of the crews' workload and reasonable crew arrangement. It is also required for crew members to easily record work times and for shipping companies to manage the record. It would be possible to prevent many marine accidents by providing adequate rest to the crews and flexibly adjusting their working hours. Application: The results of this study can be used as fundamental data to manage crews' fatigue and to make job management manuals.

  • In Article 311 of the Regulation on Occupational Safety and Health Standards requires the use of Korean Industrial Standards Act in accordance with the Industrial Standardization Act. However, the classification, inspection, maintenance, design, selection, and installation of explosion hazard locations for explosion and explosion prevention and internalization of 'safety' in the performance maintenance phase of electrical machinery and equipment There is no technical and institutional management plan for remodeling and alteration. Analysis of actual conditions and problems related to the installation, use, and maintenance of explosion-proof equipment, comparative analysis of domestic and international technical standards and systems, technical, institutional and administrative systems and systems related to installation, use, and maintenance of explosion-proof equipment, technical personnel and qualifications, etc. It is to propose legislation, system improvement, and technical standard establishment related to the maintenance of explosion-proof facility performance through improvement of the necessity and feasibility study for establishment of the legal status of the management site and management plan. As technical measures, KS standard revision (draft), KOSHA guide (draft) and explosion-proof facility performance maintenance manual were presented. In addition, the institutional management plan proposed the revised rule on occupational safety and health standards, the revised rule on the restriction of employment of hazardous work, and the manpower training program related to the maintenance of explosion-proof facilities and the qualification plan. Enhance safety at the installation, use, and maintenance stage of explosion-proof structured electrical machinery. It is expected to be used to classify explosion hazards, select related equipment, and to update and standardize standards related to installation, use and maintenance.

  • Objectives: Epichlorohydrin is a material that has been predicted to have high volatility and strong toxicity and is used normally in working area. Therefore, the hazardous and dangerous level and the foreign management system about epichlorohydrin should be invested at home and abroad and through hazard assessment for occupational environment measurement and exposure status of industrial workers in domestic working area. Methods: To assess risk and to suggest Development and Adoption to prevent health damage of workers owing to the epichlorohydrin exposure, the hazardousness and dangerousness of epichlorohydrin and its practical examples and regulation level for domestic and abroad health impairment are researched on the base of various references. Results: The epichlorohydrin caused skin and mucus membrane irritation, respiratory paralysis, kidney and live damage under the influence of acute toxicity and in animal study, it was confirmed as a doubtful carcinogenic substance to trigger reducement of sperm number and reproduction ability, abnormal spermatogenesis, mutagen, increase of forestomach epithelium and occurrence of papilloma and so on, as well as it induced stimulus asthma and allergic contact dermatitis for exposure workers. Conclusions: Epichlorohydrin was found to occur allergic contact dermatitis, carcinogenesis doubt and reproduction toxicity and was verified as a material which would be established reinforcement of management level to care health of handlers, such as denotement dangerousness of skin absorption.

A linked data system framework for sharing construction defect information

  • Defect data contains experiential knowledge about specific work conditions. And the number of projects performed by a company is too limited for an individual to experience the various defects under the current complex construction environment. Therefore, in order to manage and prevent a reoccurrence of defects, a proper data feedback mechanism is required. However, most defect data are stored in unstructured ways, resulting in the fundamental problem of data utilization. In this paper, a new framework is proposed by using linked data technologies to improve defect data utilization. The target of this framework is to convert defect data to the ontology-based linked data format for sharing defect data from different data sources. To demonstrate it, some technical solutions are implemented by using real cases. The proposed approach can reduce data search time and improve the accuracy of search results as well. Moreover, the proposed approach can be applied to other domains that need to refer to external sources such as safety, specification, product, and regulation.

  • This study was carried out to establish the database system by using the safety inspection and in-depth inspection results for infrastructures such as bridges, tunnels, dams, and water supplies. A classification system of each facility was proposed by standardizing items for inspection & diagnosis in order to automatize work process. Also, it justifies data structure based on database from pre-investigation to field survey, evaluation of facilities, and report making. In addition to this, it suggests improvement plans of relative regulations and guidelines such as Facility Management System(FMS), operational regulation, and inspection detailed guideline to make inspection result database of infrastructures which can be used effectively.

A Study on the Introduction of a Rigging and Slinging Certificate System to Reduce a Struck by Object Accidents (건설현장 물체에 맞음 사고 저감을 위한 줄걸이 작업 전문 자격제도 도입에 관한 연구)

  • According to 'The Analysis of Industrial Accidents in 2016' by Ministry of Employment and Labor, the number of deaths caused by accidents in the construction field is 391, accounting for 47% of 826 industrial fatalities in all industries. The breakdown of the 391 fatalities of the construction industry shows that 'struck by an object' accident had 30 fatalities, the 3rd in frequency following falling (235) and crashing (32) accidents. This study aims to explore ways to reduce the 'struck by an object' accident with emphasis on safety education and certificate system for rigging and slinging works. This study reviews literature on rigging and slinging works and analyzes 'struck by an object' accidents. The rules and regulation on the rigging and slinging works are also reviewed both for Korea and other countries with best practices in construction safety such as Singapore, Japan, U.K., and U.S. The rigging and slinging certificate systems of those countries are also reviewed to find any advantage in the construction safety management. In addition, a pilot rigging and slinging certificate system was executed in one of domestic construction site followed by two surveys: one on the riggers who participated in the pilot operation and the other on general managers in domestic construction sites. Based on the analysis of the 'struck by an object' accidents and pilot operation, this study proposes a rigging and slinging certificate system to reduce accidents, enhancing safety condition of construction sites. The certificate system was proposed in a way to accommodate working practice of construction sites. Depending on rigging careers and a crane load capacity, riggers are eligible to apply either basic or master certificate which makes difference in the level of rigging works. The safety condition of rigging and slinging work could be substantially enhanced if workers, managers, supervisors, administrators, and policy makers work together consistently.
