Investigating on the Necessity of Integrated Project Management System for Effective Facility Management Utilizing Digital Twin Technology (디지털트윈을 활용한 건축물 시설안전대응 통합관리체계 구축 필요성에 관한 연구)

  • Due to a long-term pandemic of COVID-19 since 2019, our society finally goes into 'un-tact (non-contact) era' in earnest by increasing an importance of non-contacted activities which are able to live without contacts among people. Un-tact era has influenced to generate a huge structural change with digitalization in our daily life as well as industrial society based on digital twin as an essential technology. As a technology representing real world in virtual digital world by integrating various technologies applied to 4th industrial revolution, digital twin leads an innovation in industrial society with diverse industrial processes. But this technique isn't actively used across all industries due to structural limitations and environmental restrictions of digital twin. Especially, the field of construction and facility is necessary to use digital twin because it requires periodic managements of buildings in daily life and is directly connected with casualties in cases of disaster. But issues faced in reality are acting as an obstacle for applying digital twin. Therefore, this study suggests the necessity applying digital twin in facility safety response based on these issues and emphasizes active applications of digital twin by describing the expected effects being created. Furthermore, it connects to create demands of digital twin by overcoming current issues and suggesting high sustainable development.

Risk Assessment of the Accident Place Types Considering the Coastal Activity Time (연안활동시간을 고려한 장소유형별 위험도 평가)

  • The Korea Coast Guard evaluates the risk of major coastal activity places to prevent coastal accidents, and patrols and manages them based on that, but it is not responding properly to the continuously increasing number of coastal accidents. The reason for this is that, despite the gradual expansion of coastal activity places, there is a lack of manpower to manage and supervise them, resulting in blind spots in coastal accident safety management. Therefore, in order to solve this problem, it is necessary to prepare more efficient and effective measures that check and supplement the current coastal safety management system. Coastal accidents show different characteristics of accident causes and places due to differences in the activity characteristics of users according to time. As a result of analyzing coastal accident data (2017~2021), the frequency of daytime accidents is high in the case of sea rock, beach, and offshore, where family leisure activities are frequent. In the case of wharf, tidal flat and bridge, where accidents due to drinking, disorientation, and suicide mainly occur, the frequency of accidents at night is high. In addition, there were more accidents on weekends when the number of users increased compared to weekdays. This trend indicates that the user's temporal activity characteristics must be reflected in the risk assessment of coastal activity places. Therefore, in this study, based on the case of coastal accidents, the characteristics of accidents at coastal activity places according to time were identified, and the criteria were presented for risk evaluation by grading them. It is expected that it will be possible to lay the foundation for reducing coastal accidents by efficiently managing and supervising coastal activity places over time using the presented evaluation criteria.

A Comparative Analysis of Fishery and Marine Environment-related Policies on Estimated Amount of Fishery Debris Caused by Fishing (조업기인 어업쓰레기 발생추정량에 대한 어업 및 해양환경 관련 정책 비교분석)

  • This study aimed to compare differences according to categories of fishery and marine environmental policies for the (estimated) amount of fishery waste generated by fishing, and to analyze the correlation between associated independent and dependent variables. The independent variables were divided into three dif erent sectors. The first sector included precautionary policies that observed eco-friendly fishing support program, institutional prevention activities, and physical barriers installation. The second sector with the current management policies included the relevant vessel operations, establishment of fishery order, fishery restructuring, and fishery ground clean-up. Thirdly, post-response policies comprised the litter purification from river to shoreline, the collection and removal of marine, sedimentary, and floating debris, purchasing salvaged debris generated while fishing, fishery waste disposal, and repairing damage caused by marine litter. The indicator used was the settlement amount by each program. The dependent variable was the estimated amount of fishery waste and the indicator was the sum of the loss of traps and gill nets and the loss of their appendages. According to the results of Kruskal-Wallis Test, the estimated amount of fishery waste was highest in the East Sea in terms of sea area and the highest in the Si(city) according to basic local municipality. The settlement amount related to the marine environment services was largest in the Gun(county). Further, there were significant differences between Gun(county) and the other regions(Si(city) and Gu(autonomous district)) with respect to most variables. The variables related to the estimated amount of fishery debris were the project purchasing salvaged debris generated while fishing and fishery waste disposal program in the post-response policies.

Study on Importance-Performance Analysis Regarding Selection Attributes of Rice-Convenience Foods (쌀을 이용한 편의식품의 선택속성에 관한 중요도-수행도 분석(IPA))

  • This study was carried out to establish an effective marketing strategy based on Importance-Performance Analysis (IPA) of rice-convenience foods. IPA is one of the most efficient and simple methods to evaluate product quality. Data were collected from 652 people (320 males and 332 females) and analyzed by SPSS 19.0. Subjects consumed rice-convenience foods as a snack substitute (19.3%), breakfast (20.7%), lunch (37.4%), dinner (15.2%), and late-night meal (7.4%). The purpose for consumption of rice-convenience foods were as follows: light meal (34.8%), lack of time to prepare meal (42.2%), favorite restaurant is not nearby (2.3%), save money (3.4%), and outdoor activities (9.7%). All attributes about rice-convenience foods were categorized into intrinsic property and extrinsic property. As a result of factor analysis, health, sensibility, and diversity factors were extracted from intrinsic property. In addition, dependence and appearance factors were drawn from extrinsic property. In analyzing the differences between importance and performance, there were significant differences; 16 items in the intrinsic property (P<0.01), and 10 items in the extrinsic property (P<0.001). The IPA matrix is composed of four quadrants, and each represents different strategies; the first, 'keep up the good work', the second, 'possible overkill', the third, 'low priority for management', and the fourth, 'concentrate management'. As a result, factors of rice-convenience foods positioned in the fourth quadrant were 'safety (from food additives, etc.)' and 'price' in the intrinsic property and 'nutrition label' and 'safety of packaging material' in the extrinsic property. They need to be improved immediately. In this study, rice-convenience food factors for continuous maintenance and concentrative improvement were compared by IPA. Based upon the results of this study, it is necessary to develop methods to make efficient use of limited resources and practical marketing strategies.

Work Environment Measurement Results for Research Workers and Directions for System Improvement (연구활동종사자 작업환경측정 결과 및 제도개선 방향)

  • Objectives: The characteristics of research workers are different from those working in the manufacturing industry. Furthermore, the reagents used change according to the research due to the characteristics of the laboratory, and the amounts used vary. In addition, since the working time changes almost every day, it is difficult to adjust the time according to exposure standards. There are also difficulties in setting standards as in the manufacturing industry since laboratory environments and the types of experiments performed are all different. For these reasons, the measurement of the working environment of research workers is not realistically carried out within the legal framework, there is a concern that the accuracy of measurement results may be degraded, and there are difficulties in securing data. The exposure evaluation based on an eight-hour time-weighted average used for measuring the working environment to be studied in this study may not be appropriate, but it was judged and consequently applied as the most suitable method among the recognized test methods. Methods: The investigation of the use of chemical substances in the research laboratory, which is the subject of this study, was conducted in the order of carrying out work environment measurement, sample analysis, and result analysis. In the case of the use of chemical substances, after organizing the substances to be measured in the working environment, the research workers were asked to write down the status, frequency, and period of use. Work environment measurement and sample analysis were conducted by a recognized test method, and the results were compared with the exposure standards (TWA: time weighted average value) for chemical substances and physical factors. Results: For the substances subject to work environment measurement, the department of chemical engineering was the most exposed, followed by the department of chemistry. This can lead to exposure to a variety of chemicals in departmental laboratories that primarily deal with chemicals, including acetone, hydrogen peroxide, nitric acid, sodium hydroxide, and normal hexane. Hydrogen chloride was measured higher than the average level of domestic work environment measurements. This can suggest that researchers in research activities should also be managed within the work environment measurement system. As a result of a comparison between the professional science and technology service industry and the education service industry, which are the most similar business types to university research laboratories among the domestic work environment measurements provided by the Korea Safety and Health Agency, acetone, dichloromethane, hydrogen peroxide, sodium hydroxide, nitric acid, normal hexane, and hydrogen chloride are items that appear higher than the average level. This can also be expressed as a basis for supporting management within the work environment measurement system. Conclusions: In the case of research activity workers' work environment measurement and management, specific details can be presented as follows. When changing projects and research, work environment measurement is carried out, and work environment measurement targets and methods are determined by the measurement and analysis method determined by the Ministry of Employment and Labor. The measurement results and exposure standards apply exposure standards for chemical substances and physical factors by the Ministry of Employment and Labor. Implementation costs include safety management expenses and submission of improvement plans when exposure standards are exceeded. The results of this study were presented only for the measurement of the working environment among the minimum health management measures for research workers, but it is necessary to prepare a system to improve the level of safety and health.

Discussions on Pesticides Production and Supply in Korea (농약의 생산과 소비의 실태에 관한 고찰)

  • Present status on the pesticides production, supply, manufacture and pests control in Korea are summarized. The data in the past several years (1971-76) are analyzed to find out the problems and solutions for the further development of plant protection and pesticide industry in Korea. Since the acreages of crop plantation and the quantities of pesticides uses are already near to the stage of plateau, pesticide formulation with imported technical grade should be modified by local synthesis with imported quality. The government pesticides management act and regulations must be modernized urgently in connection with the synthesis. formulation, tests, registration, quality control. price and supply system as well as the safety use of pesticides. Recommendation concerning acceptable daily intakes(ADI) and residue limits must be established for the strengthning pesticide safety use and plant protection activities as soon as possible. The use of fungicide-insectide mixture in dust formulation must be authorized and practiced immediately for the labor saving and one-hit cooperative mass control of rice disease and insect pests, especially. At present, serious considerations on pesticide safety use and integrated pest control are strongly urged to help the farmers, to save the industries and to keep the nature as it is required.

A Study on Rethinking the Operating of Counter-terrorism Systems in South Korea (한국 대테러시스템 운영의 재모색)

  • The purpose of this study is to rediscover the operation of anti-terrorism system focusing on the system approach and crisis management approach for counter terrorism in Korea. According to the results of this study, it is required to establish a link between open systems and integrative system focusing on functional linkage of counter-terrorism systems, and cooperative measures with private sectors in the dimension of governance activation. Further, it is necessary to prepare legal foundations for the cooperation with private sectors and then promote open consciousness transformation through the partnership with private security for anti-terrorism activities. In addition, in its preventive stage, it is required to prepare legal systems related to biochemical terrorism for stronger regulations through crisis-managerial approach. Next, in its preparatory stage, it is necessary to prepare education and enact named Terror Prevention Day for increasing terror safety consciousness, and then extend citizen reporting reward systems to enable citizens to participate and become interested voluntarily in terror prevention. Also, it is essential to establish the substantial training system for preparing for terror occurrence. Moreover, in its response stage, it is urgent to construct networks between related institutions to manage field and spot responses with integrative management systems through information sharing. Furthermore, in its restoration stage, it is indispensible to prepare long-term management systems for injured persons and families of the deceased from terror incidents.

Cause-specific Spatial Point Pattern Analysis of Forest Fire in Korea (우리나라 산불 발생의 원인별 공간적 특성 분석)

  • Forest fire occurrence in Korea is highly related to human activities and its spatial distribution shows a strong spatial dependency with cluster pattern. In this study, we analyzed spatial distribution pattern of forest fire with point pattern analysis considering spatial dependency. Distributional pattern was derived from Ripley's K-function according to causes and distances. Spatially clustered intensity was found out using Kernel intensity estimation. As a result, forest fires in Korea show clustered pattern, although the degrees of clustering for each cause are different. Furthermore, spatial clustering pattern can be classified into two groups in terms of degrees of clustering and distance. The first group shows the national-wide cluster pattern related to the human activity near forests, such as human-induced accidental fire in mountain and field incineration. Another group shows localized cluster pattern which is clustered within a short distance. It is associated with the smoker fire, arson, accidental by children. The range of localized clustering was 30 km. Beyond of this range, the patterns of forest fire became random distribution gradually. Kernel intensity analysis showed that the latter group, which have localized cluster pattern, was occurred in near Seoul with high densed population.

Study on the impact of satisfaction with convention destination on city image: Focusing on Cheonan 2009 Well-being Food Expo's case (컨벤션 개최지에 대한 만족도가 도시 이미지에 미치는 영향에 관한 연구 - 2009천안웰빙식품 엑스포 중심으로 -)

  • Expo, as one of the types of convention, is defined as the exhibition of which primary object is the public enlightenment. It displays lots of exhibits from countries around the world created or produced by advanced technologies, but its priority is actually on suggesting value of product, usability and creativity, not on seeking for purchasers of those products. Thus, the world's event Expo can be deemed as the place for educating visitors with various features in both current and future generation in terms of "experience". This study intends to grasp the attributes and elements of the host cities and to look into the formation of city image after being a spectator and the relation for suggesting systematic and rational measures on planning and promoting the Expo. For the foregoing measures, this study suggests effective management measures for Expo spectators by disclosing attributes of host cities, relationship with the formation of city images, and satisfactory relationship among Expo spectators. For achieving the purpose of this study, the relationship between spectators who visited the 'Cheonan 2009 Wellbeing Food Expo' and each element on the basis of the measuring devices deducted through a preparatory research. Based on the results deducted through positive analysis, it intends to expect qualitative improvement of 'Cheonan 2009 Wellbeing Food Expo' and to suggest measures for elevating satisfaction level of Expo spectators by displaying alternative elements for spectators' choice at the Expo and gives continuous suggestion on managing spectators.

Analysis of the Nursing Interventions Performed by Home Health Care Nurses in a Hospital : An Application of NIC (병원중심 가정간호중재 분석: NIC 체계 적용)

  • The purpose of the study was to investigate the characteristics of the clients registered in the department of home health care nursing in a hospital and to analyze nursing intervention activities recorded in charts by application of Nursing Intervention Classification (NIC) system. For the descriptive survey study, data were collected by reviewing charts of 572 home health care clients between May, 1997 and July, 2000 at K hospital in Seoul. The average age of the clients was 66 years and the number of clients in their 70s ranked first with 28.2 percent(158 people). The mean length of home care service was 47 days with the highest frequency of less than four weeks (56 %). With regard to medical diagnosis, cancer showed the highest frequency (48%, 271 people), followed by cerebrovascular disease (19%), and pulmonary disease (6.9%). According to analysis of nursing interventions by the NIC system, the most frequently used nursing interventions in level 1 were interventions in the Physiological: Complex domain which were used 3,663 times (33%) among 11,107 total interventions. The Safety domain was the second most frequently used intervention, followed by the Physiological: Basic, and the Behavioral domains. In level 2, the Risk Management class was the most frequently used interventions with 3,108 interventions (27.9%), followed by Drug Management, and Tissue Perfusion Management classes. In level 3 interventions, Vital Sign Monitoring was the most frequently used intervention, 569 times (5.1%), followed by Health Screening, and Neurological Monitoring interventions. In sum, half of the clients in the study had cancer and were in their 70s. The most frequent reason for ending home care was death (40%), followed by readmission (28%). These findings represent clients with severe conditions referred to the home care nursing department as it was a University teaching hospital. Further research on analyzing nursing interventions performed in each institution needs to be conducted to develop a standardized list of nursing interventions to use in home health care settings.
