While human error has been one of the main technical issues from the early era of human factors engineering, it still remains hot and somewhat vague due to the various types of the concepts and words on human errors in practice. There may be some technical limitations hindering human error prevention activities. This paper introduces the human error activities described in the papers if this issue of ESK Journal according to a few criteria proposed for more effective technical review. And two basic technical issues are discussed on the concepts, perspectives, and classifications about human errors. Each activity shows its own artifacts associated with the safety purpose and the nature of the industry. This paper also provides a set of new technical bases proposed for a more effective management of human errors by considering the dependability, representativeness, and structuredness of human errors. Additionally, this paper includes some new challenges over the current prevention-oriented activities; positive utilizations of human errors to training/education, advertisements, fun and entertainments, and nudges.

Recently, the disaster rate of the construction industry has increased with high-rise, and complexity of the building, unlike the decrease in the disaster rate in other industries. Although risk assessment is performed to reduce the occurrence of disasters, it is difficult to estimate the risks accurately due to activity in which no disaster has occurred, and inconsistencies in the level of details of work. In this study, in order to evaluate the risk of the major activity for the apartment construction work, the activity was identified by referring to the risk assessment model of construction industry type by the KOSHA. The construction work types and activities were consistently organized in level of work into nine work types and 82 activities were through experts consultation. Analyzing the disaster types that occurred during work through KOSHA disaster cases, calculating the probability of disaster occurrence according to the type of disaster, and combining the probability of disaster with the severity of disaster to estimate the risk assessment method was presented. Using the daily report of the construction site of the apartment, the results of a case study confirmed the validity of the risk calculation method presented in this study.
Purpose: This study aimed to evaluate the Citizen-Corps-Active-In-Disaster (CAIND) according to a new viewpoint based on changes in basic theoretical concepts and establish a development plan. Methods: A documentary survey was administered, and the study followed the technical approach method. Detailed information on CAIND was taken from scholarly monographs, specialty publications, and previous studies, including master and doctorate dissertations. Results: CAIND may be defined as legal auxiliary organizations composed of local residents who volunteer to prepare for "all kinds of disasters as well as prevention activities" and instill the ideology of "leading service organizations of safety as a form of community involvement," "resident-friendly organizational activities based on autonomous operation," and "performing activities which supplement their demands according to the realization of social welfare and regional conditions." Conclusion: The newly established basic theoretical concept included the concepts of "professionalism and possibilities," "social expandability," "voluntary participation," and "the realization and complementation of social welfare"
This study was conducted to test the impacts of distractions caused by smartphones on pedestrians whilst walking alongside or across vehicular traffic in a high-density urban zone in South Korea. Through this study, we propose objective evidence for a link between the risk of traffic accidents and distractions from smartphones for pedestrians because of less likely notice activities surrounding road along their walking. This means that smartphones usage may cause inattentional blindness even during a simple activity that should require few cognitive resources. We conducted an experiment comparing pedestrian behavioral patterns of walking with smartphone distractions (such as listening to music with earphones or sending text messages) and normal walking without any distractions. In the experiment, participants walked along a pedestrian path prescribed by researchers and were observed at 8 points which were as follows: two observation points through which participants were instructed to listen to music whilst walking, two points where participants were instructed to send text messages, and four points through which participants were instructed not to use a smartphone at all. According to pedestrian behavior analysis, there is a trend for attention to be distributed amongst whatever other activities pedestrians are doing whilst walking. Therefore, this study proposes that pedestrians walking with such distractions are at a higher risk of traffic accidents compared to those who walk without such distractions. Thus, we advise for the South Korean government to consider ways to traffic policy that will enhance traffic safety for pedestrians.

Background: Pelvic ring fractures (PRFs) may influence the daily activities and quality of life of the injured. The aim of this retrospective study was to explore the functional outcomes and factors related to return to work (RTW) after PRF. Methods: During the years 2003-2012, 282 injured individuals aged 20-55 years on the date of the accident, were hospitalized and treated for PRFs in a large tertiary hospital in Athens, Greece. One hundred and three patients were traced and contacted; 77 who were on paid employment prior to the accident gave their informed consent to participate in the survey, which was conducted in early 2015 through telephone interviews. The questionnaire included variables related to injury, treatment and activities, and the Majeed pelvic score. Univariate and multiple regression analyses were used for statistical assessment. Results: Almost half of the injured (46.7%) fully RTW, and earning losses were reported to be 35% after PRF. The univariate analysis confirmed that RTW was significantly related to accident site (labor or not), the magnitude of the accident's force, concomitant injuries, duration of hospitalization, time to RTW, engagement to the same sport, Majeed score, and complications such as limp and pain as well as urologic and sexual complaints (p < 0.05 for all). On multiple logistic regression analysis, the accident sustained out of work (odds ratio: 6.472, 95% confidence interval: 1.626-25.769) and Majeed score (odds ratio: 3.749, 95% confidence interval: 2.092-6.720) were identified as independent predictive factors of full RTW. Conclusion: PRFs have severe socioeconomic consequences. Possible predictors of RTW should be taken into account for health management and policies.
According to the children's crime risk is increased, national police agency has implemented child safety keeper system since 2009. Despite the importance of child safety keeper studies, there was no seeking of empirical research and development plan for the operation. The purpose of the study is to find ways to improve the effectiveness of the child safety keeper system. To achieve the research objectives, all the child safety keepers were surveyed by quota sampling in the 16 provincial police agency. Questionnaire analyzed by frequency analysis, t-test, Avova, multiple regression analysis. The result of analysis is the need to strengthen links with child safety keeping house, participatory setting for the patrol route, the improvement of education management and supervision, adequacy of allowance, strengthening contact with children for job success awareness.

With the development of nanotechnology, the amount of nanomaterials increases and the problems of environment and the toxic property associated with it have become a social problem. But regulations and laws of nanomaterials have not yet been established. The purpose of this study is to utilize as the database of safety guidelines for research activities' workers associated with nanomaterials to conduct a behavior evaluation of aluminium oxide, which is most widely used in thirteen kinds of WPMN manufactured nanomaterials in the country. The experiment proceeds in the chamber reduced to 1/6 size of the actual laboratory, the test method was performed in NIOSH 0500. As the results of the study, the mass concentration was in inverse proportion to the particle size of the nanomaterials. And the mass concentration during the operation of ventilation equipment was reduced to about 1/8 times. In the future, it can be utilized as the database of safety guidelines for research activities' workers associated with nanomaterials. However, in order to increase the reliability of the study, the experiment of the mass concentration by particle size and Condensation Particle Counters will be needed additionally.
Objective : This study aimed to determine the impact of an instrumental daily living activity program for adults with developmental disabilities on their daily living activities and quality of life (QOL). Methods : This study used a single-group pre-test-post-test experimental design. Participants comprised 17 adults with developmental disabilities from the Welfare Center for the Disabled. This program consisted of 10 sessions, including pre- and post-assessments, pertaining to training and education on grocery shopping, meal preparation and cleaning, home management, safety, and emergency management. The evaluation tools used in this study were the Quality of Life Questionnaire, Korean version of the Life Space Assessment (K-LSA), and Korean version of the Instrumental Activities of Daily Living (K-IADL). Results : There was a statistically significant difference in the QOL and K-IADL scores before and after the instrumental activities of daily living occupational therapy program, and there was no statistically significant difference in the K-LSA scores. Conclusion : This study confirmed that implementing an IADL program for adults with developmental disabilities had a positive impact on performance and QOL. For adults with developmental disabilities to participate in daily life and society, interventions for work participation, including training in activities of daily living, must be expanded.
Objectives: Emergency medical personnel (EMPs) are pre-hospital emergency responders who are at risk of exposure to infections and may also serve as a source for the transmission of infections. However, few studies of infection control have specifically addressed EMPs in the Republic of Korea (hereafter Korea). The goal of this study was to assess the current status of infection prevention and control programs (IPCPs) for EMPs in Korea. Methods: A cross-sectional survey was conducted to quantitatively assess the resources and activities of IPCPs. A total of 907 EMPs in five metropolitan cities completed a structured questionnaire from September 2014 to January 2015. The data were analyzed using descriptive statistics, multi-response analysis, and the chi-square test. Results: The mean age of the participants was $34.8{\pm}15.1years$. IPCPs were found to have weaknesses with regard to the following resources: the assignment of infection control personnel (ICP) (79.5%), hand hygiene resources such as waterless antiseptics (79.3%), the use of paper towels (38.9%), personal protective equipment such as face shields (46.9%), and safety containers for sharps and a separated space for the disposal of infectious waste (10.1%). Likewise, the following activities were found to be inadequately incorporated into the workflow of EMPs: education about infection control (77.5%), post-exposure management (35.9%), and the decontamination of items and spaces after use (88.4%). ICP were found to have a significant effect on the resources and activities of IPCPs (p<0.001). The resources and activities of IPCPs were found to be significantly different among the five cities (p<0.001). Conclusions: IPCPs for EMPs showed some limitations in their resources and activities. IPCPs should be actively supported, and specific IPCP activities for EMPs should be developed.
Sanitary management practices were assessed to insure the safety of school foodservice, to prevent the outbreak of foodborne illness, and to improve the quality of school foodservice. To accomplish these objectives, a survey was conducted and analyzed on elementary and high school foodservice operations located in Seoul area. A Questionnaire from based on HACCP standards was developed and used for self-reported evaluation of the school foodservice managers on their sanitary management practices. The results were analysed by examining their activities and identifying weaknesses in those activities. The questionnaire was composed of three sectors with all 53 questions; 33 questions for time-temperature management, 5 for personal hygiene and 15 for equipment/facility sanitation. Five-point-scale was used on the questionnaire answers. Among the schools responded,253 (98.4% of the total) were elementary schools and 19 (1.6%) were high schools. Among the three sectors, personal hygiene performance was mostly well conducted by marking average 4.06$\pm$0.57. Equipment/facility sanitation came next by marking average 3.84$\pm$0.53. Time-temperature marked average 3.45$\pm$0.46. “Storage after cooking (2.03$\pm$0.94)”was identified as the least managed activities because the school foodservice operations were not equipped well with hot holding and/or cold holding. “Separate use of sink per usage (3.03$\pm$1.10)” and “proper location of hand washing facility (3.07$\pm$1.13))” were identified as the least practiced activities in equipment/facility sanitation sector. To enhance these practices, proper number of sinks and hand washing facilities should be equipped first within the kitchen area.
