스마트건설안전 비용의 안전관리계획서 계상 현황 분석을 통한 활성화 방안 연구 (A Study on Activation Policy of Smart Construction Safety Cost by Analyzing Actually Estimated Amount in Safety Management Plan)

  • This study analyzed the smart construction safety cost included in safety management plans that are approved before construction. Specifically, it refers to the cost incurred in constructing and operating a safety management system using wireless communication and facilities. Based on the obtained statistical results, an activation policy for the inclusion of the smart construction safety cost in building safety management plans was proposed. The smart construction safety cost must be included in the safety management cost; notably, this is mandated by the Construction Technology Promotion Act. However, there are some problems with the inclusion of smart construction safety costs. To analyze the problems encountered when calculating the smart construction safety cost and including it in safety management plans, in this study, statistical analysis was performed using the data of 1,334 safety management plans received at the Construction Safety Management Integrated Information (CSI) from June to August 2021. The results show that only 50.7% of the safety management plans included the smart construction safety cost although the current law mandates 100% inclusion of these costs. Thus, it is apparent that the smart construction safety costs are only included in a low proportion of sites. In addition, the calculated smart construction safety costs were shown to have a small correlation with the construction cost; moreover, they appeared to be distributed at a constant cost level. In this context, it is believed that perfunctory cost calculations were performed at most sites since the effect of the construction cost on the smart construction safety cost was negligible. Therefore, it is necessary to improve the inclusion of smart construction safety costs by strengthening the authorization process of the approval institute of safety management plans. In addition, institutional support, such as guidelines that promote the calculation and inclusion of appropriate smart construction safety costs according to the characteristics of sites, are needed.

  • Eventually so as to realize the construction safety, 1 found out the cause of accident and specificities of the construction industry. This study presented to several situations and problems on construction safety. As a result of this study, the below matters must be improved for more effective the construction safety management system. 1. It need to introduce the total construction safety management system. Because there is not effectiveness in the current safety management to the first on the construction field. a. We must consider the safety in the whole parts of the process of the construction and constructors of each part must devide responsibility of the construction safety as a CDM(The Construction Designed Management) used in UK. b. It is desirable to proceed control of safety in the whole parts of the construction to introduce the total safety coordinator that can consult the matters of safety as a law accepted in EU. c. Like management of the construction safety in USA, direction of the construction safety must be made to work exactly by code or manual. d. To improve the organization of the construction safety on the construction field unefficient, it must be introduced safety supervisor, safety coordinator or institutionalization of safety consultant. 2. The law of the construction safety not only have wasteful element but also decrease efficiency by overlapping of regulation, The Ministry of Labour and The Ministry of Construction & Transportation, So laws related with safety must be instituted. a. To realize total safety management, The Ministry of Labour must legislate the basic law about safety management in whole field. b. To legislate the construction safety under one law, and improve efficiency of the overlapping of regulation and the similar law by The Ministry of Construction & Transportation. c. It must be made the law of construction safety that can proper to change of situation in construction. d. The standard of safety must be instituted belong to international level and improved by year. e. We must improve irrational regulation to realize activity of safety self regulating for progress competition in construction industry

  • Various safety measures have been established and implemented in order to reduce construction accidents. However, statistics data on at construction sites still show higher accident and mortality rates than other industries. As a result of investigating the causes of accidents occurring in the construction industry, most accidents resulted from the failure of the system. Therefore, the existing safety management system of the construction site is monitored so that it operates properly in the field, and it is an important factor to actively participate in construction work. In order to overcome this, the government emphasized on-site inspections and planning and implementation confirmation by public institutes to ensure the effectiveness of the safety management system through amendment of the Construction Technology Promotion Act, but the orderer' safety capability and manpower are insufficient at present. Therefore, in this study, the safety management system, such as design for safety, safety management plan, safety check, safety management cost, etc. specified in the Construction Technology Promotion Act, is regularly checked and confirmed to improve the effectiveness of the safety management system as well as to improve the safety management system of the construction site by deriving measures to strengthen the public function of the government.

  • Despite all efforts to reduce construction disaster, construction site accident rate has steadily increased in Korea since 2008. As a different approach from traditional research, there is a growing issue about design for safety concept to prevent construction disaster. The notion is that construction worker's safety need to be considered at design phase, not only at construction phase. Globally, the notion has been noted that to improve the safety of the worker and used in practice. However, in Korea, most of safety management guidelines are limited to construction phase. From recent statistics, only 1.4 percent of designer feel responsible for safety accident at construction site. In this circumstance, this research find out safety guidelines through literatures reviews and practical experience of safety management in other country which apply design for safety concept. Selected guidelines are verified by survey which is evaluated with risk, function, cost, time and aesthetic view categories. Through the survey, define guidelines which could be effectively applied in Korea. By using proposed safety guidelines for design phase, preventing construction accident and improving designer's recognition of safety issue at design phase are expected.

  • Construction safety education will continue to attract the interests of construction educators, researchers, and industry professionals due to its immense influence on accident reduction and prevention. A well-educated workforce with a thorough understanding of safety requirements and procedures is needed to develop and apply effective safety and health programs as well as devise strategic means of preventing injuries, illnesses, and fatalities on construction projects. The objective of this research is to evaluate construction safety education in the curriculum of construction programs in the United States. An analysis of construction safety courses across accredited construction programs in the U.S. is conducted to synthesize important details and common themes. A nationwide characterization of the safety courses presented followed by an assessment selected a few programs as a pilot study. Critical elements of the courses such as course titles, course year, credit hours, topics covered, and alignment with professional certification or outreach training courses are characterized. Findings from the study reveal the similarities and variations that exist among safety courses taught in different construction programs in the U.S. These findings could result from several influencing factors, which could be the subject of further investigations geared toward improving safety education in construction programs.

  • Recently, the issue of construction safety is growing. In the construction industry, accidents have continued to increase since 2000. In particular, the number of accident deaths at small and medium-sized construction sites accounts for 72.11% of the total number of accident deaths in the construction industry. For construction safety, prior safety evaluation systems such as Design for safety and safety management plan preparation are in place. However, at construction sites, these systems are recognized as formal legal documents, and their effectiveness is greatly reduced. Therefore, in this study, a linkage model that links design safety review information and safety management plan information was presented so that the safety management plan can be efficiently established. In addition, the effectiveness of the proposed process was verified as an example of actual work. The linkage model will contribute to improving the safety management environment at the site by increasing the productivity of safety management work by enabling easy sharing of risk factor information in the construction stage safety management work. The results of this study will be used as basic information for the development of the integrated safety management system.

  • This paper reviews the literature on safety culture focusing particularly on research carried out from 1998 onwards. The term 'safety culture' is clarified as it is typically applied to organizations, to safety and particularly to construction safety. Some clarifications in terms of levels of aggregation, positive safety culture and safety performance are provided by presenting appropriate empirical evidences and their theoretical developments. Safety culture is a subset of organizational culture that is thought to influence employees' attitudes and behavior in relation to an organization's ongoing health and safety performance. Implications for future research in the area are addressed, as safety culture has in recent years become the focus of much attention in all industries, and in the construction industry in particular.

  • Currently, the government has made a lot of efforts to improve construction productivity but there are few studies which measure between safety perception level and productivity in the South Korean construction industry. Therefore, the objective of this study is to analyze correlation between safety perception level of domestic construction companies and construction productivity. To achieve the objective, first, the concept of safety perception level was defined. Second, the safety perception level and construction productivity were investigated in the case projects. Third, correlation analysis was conducted between safety perception level and productivity. As a result, it was concluded that a high level of safety perception of executive and manager would increase construction productivity. In addition, To improve the safety perception level in the construction company, it is suggested that the provision safety resources for managements and the equal communication system between workers and managements and the development safety education tools considering the worker's experience. In the future, these findings can be utilized to develop future evaluation tools for a safety perception level in domestic construction company.

CONSTRUCTION LOST-TIME INJURIES IN LAOS: AN EXPLORATORY STUDY

  • This paper presents a study on construction safety in the People Democratic Republic of Laos (PDRL). Fifty workers experienced certain injuries in their construction sites and 15 top managers were interviewed in twenty-six construction projects in Vientiane, the capital of PDRL. Research results show that stepping on and/or striking against objects (48%), struck by falling objects (24%), falling of persons (12%) are major types of construction injuries. The paper stresses that the ignorance of top managers about their crucial role in safety improvement, using safety incentive to raise safety performance, lack of thorough understanding about benefit from labor safety performance, and the willingness to cut off safety performance expenditures is considered as obstructions of safety improvement programs. The survey indicates that physical working conditions, relationship among workers, foremen behaviors and the monthly wage were influencing factors to worker's job satisfaction. The study also highlights afternoon as dominant time that led to a large number of injuries.
