Recently, the supplying of basic materials for construction of building as sand is big issues due to lack of shoreside supply. For solving this problem, many suppliers attempt to gather aggregate from the sea bottom of the EEZ & west coastal area of Korea. In this regard, the 'Jangantoe' which exists in the westside of the Daesan port is worth noticing as good seasand supplying areas. The Chungnam Aggregate Association have plan to gather of seasand from 'Gaduckdo 5 regions & Igok 3 regions' which lies westside about 6 miles off from the Jangantoe areas. This designated area also locates upper parts of the Gadaeam TSS(Traffic Separation Scheme) which is very useful passing routes for the sailing vessels of Inchon & Daesan ports. In this study, the evaluation of the safety for passing vessels in the vicinity of the seasand gathering area was performed by various methods of radar observations & GICOMS AIS data for marine traffics and vessel traffic-flow simulation of the 'Marine Traffic Safety Diagnostic Scheme'. By the results of this evaluation, I suggested comprehensive countermeasures for the safety of passing vessels in the near the seasand gathering area.
본 연구는 충돌 사고 중에서 정박지에서 대기하고 있는 선박과 이 정박지를 통항하는 선박 간 충돌사고가 자주 발생함에 따라, 정박선 사이를 통항하는 선박의 충돌위험을 예측할 수 있는 모델을 개발하기 위한 기초 연구로 통항 선박의 안전 영역을 도출하는 것이 목적이다. 이를 위해 우리나라 최대 항만인 부산항 남외항 정박지를 대상 해역으로 선정하고 정박선이 가장 많이 대기한 기간 VTS(Vessel Traffic Service) 항적 자료를 추출하여 분석하였다. 정박선 사이를 통항하는 선박의 길이(L)를 기준으로 정박선과 어느 정도의 안전한 거리(D)를 두고 통과하는지를 알기 위하여 통항 선박의 방위별 D/L 비를 구하였다. D/L 비 분포의 평균 domain을 기준으로 기존 선박 domain 범위 안으로 정박선이 존재할 비율을 분석하여 VTS 관제사의 위험 정도를 반영한 domain을 도출하였다. 추후 연구로는 정박선 사이의 최소 안전거리인 Domain-watch와 정박지 통항 선박의 안전 domain을 활용한 정박지 통항 선박의 충돌위험도 평가 및 분석을 하고, 이를 통해 VTS가 정박지를 좀 더 효율적이고 안전하게 관리하기 위한 모델을 개발하고자 한다.

Performed here is a comparative assessment study for the probabilistic fracture mechanics approach of the pressurized thermal shock of the reactor pressure vessel. A round robin consisting of one prerequisite deterministic study and five cases for probabilistic approaches is proposed, and all organizations interested are invited. The problems are solved by the participants and their results are compared to issue some recommendation of best practices and to assure an understanding of the key parameters in this type of approach, like transient description and frequency, material properties, defect type and distribution, fracture mechanics methodology etc., which will be useful in the justification through a probabilistic approach for the case of a plant over-passing the screening criteria. Six participants from 3 organizations responded to the problem and their results are compiled and analyzed in this study.
This paper describes the application method of bumper area defined in the ship domain theory and it is to identify risky sectors in VTS(Vessel Traffic Services) area. The final goal of this work is to develop early warning system providing the location information with high traffic risks in Mokpo VTS area and to prevent the human errors of VTS Officer(VTSO). The current goal of this paper is to find evaluation and detection method of risky sectors. The ratio between overlapped bumper area of each vessels and the summing area of a designated sector, Ratio to Evaluate Risk(RER) ${\gamma}$ is used as one of evaluation and detection parameter. The usability of overlapped bumper area is testified through three kinds of scenarios for various traffic situations. The marine traffic data used in the experiments is collected by AIS(Automatic Identification System) receiver and then compiled in the SQL(Structured Query Language) Server. Through the analysis of passing vessel's tracks within the boundary of Mokpo VTS area, the total of 11 sectors are identified as evaluation unit sector. As experiment results from risk evaluation for the 11 sectors, it is clearly known that the proposed method with RER ${\gamma}$ can provide the location information of high risky sectors which are need to keep traffic tracks of vessel movements and to maintain traffic monitoring by VTSO.
시계 불량시 교량하 항로를 교각과 충돌없이 안전하게 통항하기 위하여 충분히 떨어진 곳에서 레이더로 교각을 탐지하는 것이 매우 중요하다. 본 연구에서는 이론 검토 및 레이더 실험을 통하여 교각인식을 위하여 필요한 교각 돌출량을 도출하였다. 교량하 항로를 통과하는 최대선박의 전장과 통항조건별로 필요치를 제시함으로써 교량 설계시 그 해역의 교통 환경에 적합한 교각방호시설의 설계가 가능하도록 하였다.
지난 22년 동안의 선박 통항자료와 2015년부터 2017년까지 3년 동안 매년 72시간씩 실시간 선박 통항량 조사를 통해 여수광양항의 해상교통량의 장기변동과 출입항로에 대한 통항특성을 분석하였다. 2017년도 기준으로, 여수광양항의 선박 통항척수는 약 66,000척이며, 선복량은 약 804,564천톤으로 1996년도 189,906천톤에 비해 400 % 이상 증가하였고 위험화물 물동량은 140,000천톤으로 1996년에 비해 250 % 이상 증가한 것으로 나타났다. 실시간 선박 통항량 조사결과, 1일 평균 통항 선박은 357척이며 통항로 이용율은 낙포해역이 28.1 %, 특정해역이 43.8 %, 연안통항로와 돌산연안 및 금오도 수역이 6.8 %로 동일하였다. 다수의 항로가 만나는 낙포해역은 선박간의 병항 및 교차항행이 가장 빈번했으며, 특정해역도 주변의 연안통항로에서 소형 작업선들이 다수 진출입하여 대형 선박과 교차되는 경우가 자주 발생하였다. 화물선박의 묘박지 투묘 대기율은 약 24 % 정도였으며, 케미컬선, 유조선 등의 위험화물 선박의 야간 통항율은 약 20 %에 달하였다. 여수광양항의 선박 통항량은 매년 증가하지만 선박 통항로는 과거와 큰 차이가 없기에 사고의 위험이 상존한다고 볼 수 있다. 따라서 다수의 항로가 중첩되어 통항 선박간의 사고 위험이 높은 제1항로 ~ 제4항로의 준설 및 항로 확장, 항로 부근 암초 제거, 항로표지 보강 등 항로 여건을 우선적으로 개선할 필요가 있다. 또한 위험성이 높은 항만의 진출입 시간과 위험화물 선박의 통항시간을 일부 제한할 수 있도록 항행규칙을 개정할 필요가 있으며, 연안통항로를 이용하는 소형 선박들의 통항관리를 적극적으로 시행할 수 있도록 VTS체계의 고도화가 요구된다.
인천대교는 인천국제공항과 송도국제도시를 연결하는 길이 13.38 km, 경간 800 m의 대형 교량으로 시간당 73.8(vessel/hour)척의 선박이 통항하고 있다. 본 연구에서는 인천대교 건설 시 설계되었던 인천대교 충돌방지공의 안전기준을 바탕으로 인천대교를 통항하는 선박의 중량에 따른 안전한 통항 속력을 제시하고자 한다. 연구방법은 AASHTO LRFD에서 제시한 선박 충돌에너지와, 선박 충돌 속도, 수리동적질량계수를 고려하여 통항 선박의 안전 속력을 제시하고자 한다. 인천대교의 충돌방지공은 10만DWT급 선박이 10노트로 통항 할 수 있도록 설계되었다. 본 연구에서는 대상선박(30만DWT급)의 선속조건 및 화물 상태의 비교 분석을 통하여 각각의 충돌에너지에 따른 제한 속력을 산정하는 방식으로 통항 선박의 안전 속력을 제시하였다. 또한 해당 수역의 조위에 따른 통항 선박의 안전 속력을 추가적으로 분석하였다. 대상선박(30만DWT급)을 통한 연구 결과 최대 15만DWT급 선박이 평균조위 이상의 수심에서 최대 7노트 속력으로 운항이 가능한 것으로 나타났으며, 경하상태(Ballast condition)에서는 최대 8노트의 속력으로 인천대교를 통항할 수 있는 것으로 분석되었다.

The authors made some mathematical models computing maneuvering of a vessel changing her course with her control surface through a narrow channel and computed maneuvering of a G/T 100,000 ton of LNG tanker and also made maneuvering simulations of the vessel by a desk-top simulator. The results of computations and simulations are well coincided with each other in qualitative aspects to assure safe passing of the VLCC of LNG.
