국내 소규모취약시설 안전점검 데이터기반 안전 및 유지관리 수준 평가 (Assessment Level of Safe and Maintenance Based on Safety Inspection Data of Small Vulnerable Facilities in Domestic)

  • 최근 국내 소규모취약시설은 시설물의 노후화가 가속되고, 다양한 안전사고 발생 및 이용빈도 증가 등에 따라 안전 및 유지관리에 대한 새로운 접근과 인식의 필요성이 제기되고 있다. 특히 대부분의 사회복지시설을 포함하는 소규모취약시설은 안전취약계층의 다수가 이용하는 시설로 안전관리의 중요성이 매우 높다. 이에 본 연구에서는 국내 소규모취약시설을 대상으로 최근 13년간(2008년~2020년) 수행한 안전점검 결과(총 31,114개소)를 토대로 다양한 현황을 조사하였고, 데이터기반의 분야별 특성과 안전 및 유지관리에 관한 성과수준을 평가하였다. 이는 향후 국내 소규모취약시설의 안전기준 개선, 유지관리 전략 등 기초자료로 활용하고자 하며, 취약계층 대상 이용시설의 안전관리 강화에 대한 정책적 방향성을 제시하고자 한다.

  • Everybody may be vulnerable to fires depending on the time, place, and circumstances. Fire statistics show that the occurrence of fire death depends not only on the severity of a fire itself, but also largely on the conditions of occupants such as physical functions, the environment around occupants, and the type of facility where are fire occurs. The review of fire safety from the viewpoint of vulnerable populations does not simply mean additional special attention and care only to high risk groups, but instead it means significant review of fire safety design and systems for all people from a more universal standpoint. Therefore, in order to examine the strategies of a fire death-reduction program, safety measures suitable for the relevant high-risk groups considering the type of vulnerable person, the type of fire, and the type of building in residential occupancies. Solutions will require strenuous multilateral effort and flexibility.

  • 2022년 중대재해 처벌 등에 관한 법률이 시행되며 국내 건설현장에 대한 안전과 보건에 대한 건설회사의 역할이 강화되고 최고 경영자에 대한 책임이 막중해졌다. 하지만, '22년 광주 화정동 주상복합 아파트 붕괴사고와 같은 중대재해는 여전히 발생하고 있다. 인구감소, 젊은 계층의 건설업 진입기피등으로 건설현장은 고령 근로자와 외국인 근로자의 비율이 높아지고 있다. 본 연구에서는 기존 연구에서 다루지 않았던 건설현장의 취약계층인 외국인 근로자, 고령 근로자, 건강취약 근로자 등의 스마트 안전기술에 대한 중요도 인식의 차이를 확인하기 위하여 설문조사를 진행하였다. 취약계층 작업자들은 외국어 지원 분야, 위험경고 분야, 신체 착용 모니터링 분야에 대한 스마트 안전기술을 중요하다고 인식하고 있었으며, 향후 취약계층에 대해 스마트 안전기술을 확대해야 한다는 결론을 도출하였다.

Occupational Safety and Health Among Young Workers in the Nordic Countries: A Systematic Literature Review

  • This review aimed to identify risk factors for occupational accidents and illnesses among young workers in the Nordic countries and to attain knowledge on specific vulnerable groups within the young working force that may need special attention. We conducted a systematic review from 1994 to 2014 using five online databases. Of the 12,528 retrieved articles, 54 met the review criteria and were quality assessed, in which data were extracted focusing on identifying occupational safety, health risk factors, and vulnerable groups among the young workers. The review shows that mechanical factors such as heavy lifting, psychosocial factors such as low control over work pace, and organizational factors such as safety climate are all associated with increased injury risk for young Nordic workers. Results show that exposures to chemical substances were associated with skin reactions, e.g., hand eczema. Heavy lifting and awkward postures were risk factors for low back pain, and high job demands were risk factors for mental health outcomes. The review identified young unskilled workers including school drop-out workers as particularly vulnerable groups when it comes to occupational accidents. In addition, apprentices and young skilled workers were found to be vulnerable to work-related illnesses. It is essential to avoid stereotyping young Nordic workers into one group using only age as a factor, as young workers are a heterogeneous group and their vulnerabilities to occupational safety and health risks are contextual. Politicians, researchers, and practitioners should account for this complexity in the education, training and organization of work, and workplace health and safety culture.

취약계층을 위한 개인 이동체 개발 연구 (A Study on the Development of Personal Mobility for the Vulnerable Group)

  • A personal mobility withstanding function for the disabled and vulnerable groups with difficulties in mobility was developed and structural and dynamics analysis was conducted. Personal mobility devices are a very helpful means of transportation for the disabled and vulnerable groups. In addition, the standing function allows individuals to perform a difficult task in while seated and offers a medical advantage to the user. In this study, a personal mobility device was designed and developed to help vulnerable groups and disabled people overcome limited mobility, and communicate with the general people at eye level through standing functions. Through structural and dynamic analysis, the structural safety, optimal speed during rotation, and lateral acceleration of the personal mobility device was analyzed. The analysis results are expected to contribute to the improvement of the users' convenience and stability of personal mobility.

장애인 재난안전 관계 법령 개선 연구 (Improvement of Act on Disaster and Safety for Persons with Disabilities)

  • In the case of a disaster, the damage caused by the disability vulnerability of persons with disabilities is significantly increased, discussing about a problem for the protection of the vulnerable class. However, until now policy, technology and response guidelines for disaster and safety have been focused on the general public. Therefore, it is necessary to develop customized support technology for disaster and safety considering vulnerable characteristics of vulnerable class. Firstly, it is necessary to prepare draft improvement proposal of act and support system related disaster and safety for persons with disabilities and older persons. So, this study was carried out analysis of act, policy and support system on disaster and safety for persons with disabilities and older persons of domestic and overseas in order to draw implication. Furthermore, we established direction for improvement of act and policy on disaster and safety for persons with disabilities based on the analysis, and suggested draft improvement proposal.

안전 취약계층을 배려하는 재난 불안척도에 관한 연구 (A study on Disaster Anxiety scale consideration the safety vulnerable group)

  • In changes of social environment, change of the use of land due to the change of residence type, industry and urban structure is an influential factor to safety vulnerable social group. From PTSD from disaster experience point of view, experience of disaster, damage from disaster, witness of disaster make people experience anxiety and confusion, increase the anxiety toward disaster and lead to difficulty in daily lives. As for the result of analyzing anxiety factors regarding disaster damage potential composed of 20 items of safety manager, damage potential of sink hole which recently rapidly increased was the highest, and followed by anxiety from safety damage potential of family, anxiety from phone call damage. Likewise, if the anxiety toward disaster damage potential is digitized, it contributes to setting safety management planning for disaster prevention as it visualizes the risk.

2014년 근로환경조사 데이터 분석 (2014 Korea Working Conditions Survey Data Analysis)

  • Change in labor time is affecting occupational safety and health. Recently reduction in labor time brought innovational operation method, investment in plant and equipment, and flexible labor time in some companies, thereby affecting working conditions for labourers. However, working conditions for some vulnerable social groups have deteriorated. As a result, they are becoming more exposed to risk factors such as injury and emotional stress. In this study we use 2014 KWCS data in order to find the social and demographic characteristics in Korean working conditions. To this end, we use exploratory data analysis approach to find the relationship between some of the important variables in the KWCS data. We also use Press-State-Response model to find which group of people are vulnerable to Press and State. We find that women, people over age 50 and business owners are more vulnerable to Press and State than men, people below age 50 and wage workers.

  • 고용노동부 자료에 의하면 최근 건설 현장에서 발생 되는 사고는 대부분 신규 근로자, 외국인 근로자, 고령 근로자 등 취약근로자에서 일어나고 있다. 이러한 취약근로자들은 건설 현장의 특성상 현장에 존재하고 있는 많은 위험에 대한 인지력 부족 때문에 사고로 이어지는 경우가 많다. 따라서 현장에서 발생 되는 사고를 줄이기 위해서는 취약근로자에 관한 관심과 관리가 필요하다. 본 연구는 IPA 분석을 통해서 취약근로자에 대한 안전의식수준, 안전관리 우선순위을 파악하고자 하였다. 신규근로자는 현장에 이른 시일 내에 적응할 수 있도록 해야 하며 외국인 근로자의 경우 언어소통 문제로 수시확인이 필요한 것으로 조사되었다. 고령 근로자의 경우 건강 상태를 점검해야 하며 정해진 업무 이외에 다른 업무를 수행하고 있는지를 확인하는 것이 필요한 것으로 분석되었다.

업무상정신질환 인정실태에 관한 연구 (An Empirical Study on Psychiatric Patients' Mental Disorders Acknowledged as Work-Related)

  • The psychiatric patients as subjects were categorized herein into disease- and accident-triggered groups to statistically compare them with each other in terms of various comparative items. At a result, male patients were more dominant than females and physical workers were outnumbered by mental workers in the two groups. Also, patients were more apparent at workplaces with at least 100 employees than the ones with less than 100 employees, and patients whose employment period is at least one year were more vulnerable to stress-related mental disorders than the ones whose employment period falls short of one year. The foregoing findings suggest that there is a need to take preventive measures considering vulnerable aspects in terms of mental disorders.
