Study on the Improvement of the Integrated Railway Safety Audit System in KOREA (우리나라 철도종합안전심사체계 개선에 관한 연구)

  • According to Railway Safety Act, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railway Safety Audit (IRSA) and has implemented the safety audit to the Railway operation agencies such as Korea Railway (KORAIL) and the Railway facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the Railway operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. Even though newly introduced IRSA is conducted smoothly, it is necessary to study the methodology and criteria of the state's safety audit system. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system and to establish the consecutive improvement concept of IRSA. Second purpose is to confirm the effectiveness of IRSA by the analysis of the relationship between audit results and the safety level of the rail operation agencies.

  • Due to the work characteristics of shipyard industry, subcontractors are essential and employees of them consist of 25% of the total employee. Problems of their safety management are as follows; - obscurity of safety management responsibility - flimsiness of subcontractor's safety awareness - absence of ability to develop safety techniques and to provide safety equipments - lack of opportunity of safety education The purpose of this study is modelling safety management system of shipyard industry subcontractors to reduce industrial accidents by employees of subcontractors. A phased model contained organization and work responsibility of related departments, safety management planning and evaluation system, safe work supporting system, safety education supporting system.

  • This paper presents integrated control and safety management system for a LNG storage tank. This system is for collecting and analyzing the temperature, pressure, and vibration signals in which are used to control and guarantee the system safety and leakage control from the inner gas tank. Based on the investigations of LNG tank related failures and accidents, we strongly recommend the modification and new development of current safety related measuring and control systems because the LNG tank is constructed bigger and bigger in recent years for the efficiency and safety increments. Thus, this paper presents newly developed integrated control and safety management system for a large LNG storage tank. This system provides the enhanced measuring and control systems, and new displacement based safety system, which may detect and control the deformation properties of tank structures. In addition, we recommend that the new integrated control and safety management system should be coupled by process integrated innovation system (PIIS) for an increased safety, efficiency, and productivity of LNG tanks.

  • Recently the assurance of railroad safety is very important issue in KOREA because there are lots of changes in the railroad industries. The Railway Safety Act was established in order to cope with these changes effectively and prevent the railroad transportation accidents. According to this law, Korea Transportation Safety Authority (KOTSA) has been entrusted with 'Integrated Railroad Safety Audit (IRSA)' and has implemented the safety audit to the railroad operation agencies such as Korea Railroad (KORAIL) and the railroad facility management organization such as the Korea Rail Network Authority (KR Network). The target of IRSA is to establish the effective rail safety management system and to raise the safety level of the railroad operation and facility agencies by checking synthetically their performance of safety duties with sincerity according to the Railway Safety Act. The purpose of this paper is to improve the efficiency of IRSA by the comparative research between IRSA and other similar safety audit system. To study the efficiency of IRSA, we investigated the rail safety audit systems of EU system specially France, England where the big changes have happened for the rail operation concepts and Japan where government entity control the railroad safety. The international standards of Occupational Health & Safety Assessment Series (OHSAS 18001), Quality Management System (ISO 9001) and Guidelines for Quality and/or Environmental Management Systems Auditing (ISO 19011) are investigated.

  • As technologies are developed and systems are complicated, hazards embedded in the system are also increasing. proving safety and managing the safety is more scientific and organizational domain so that safety management system is pursuing to be active formation detecting the factors of hazard and managing them beyond passive-way. In the future, in order to establish and manage national safety management system, it is important to have effective system and manage it and also more important that all the people related to target system has to change their recognition and to play roles in it.

  • In the real environment, it is very limited for the trainees to participate the effective training using actual training equipments by themselves and also to simulate several hazard situations for safety because of the direct exposure to the hazards of the actual system. But the virtual environment(VE) can help the trainees to get the effective training participating by themselves and to simulate all kind of possible situation without the exposure to the hazards of the actual system. In this paper, the nor· developed VE system for safety training is introduced. The system is more effective and economic one than the other system developed in Japan.

  • Until now, Industrial robotic sa(ety problems are not considered as a indust rial safety problems. In order to reduce industrial robotic safety problem, analyzing problem, risk control, and developing industrial robotic standard s are necessary. In this study, SAFEMIR(Safety Management for Industrial Robotic) is developed for preventing mul-function in industrial robotics. This system is consisted of Da ta Base Management System Module and Expert System Module which Is a part of Articial In telligence. Borland C++ and Foxpro 2.0 are used for implementing this system.

  • Among various methods to build the construction safety, the consecutive improvement by the measuring and evaluating safety management capabilities for the construction participants such as an owner, a contractor, and a supervisor (construction project manager) can be the effective one. Thus, an effective evaluation and grading criteria to provide performance index for the implementation of safety management activities should be necessary. In this regards, the purpose of this study is to verify the adequacy by offering a competency evaluation system for the supervisor's safety capability and by applying the system to some construction sites. The proposed evaluation system was developed on the basis of the principles of safety management & accident prevention, basic elements of safety and health management system, and safety evaluation cases at home and abroad. The trial evaluation showed that the safety management of the construction site is mainly carried out by the contractor and the supervisor's awareness for the safety management is low on the whole. Especially, it is urgent to improve the support system from the supervisor headquarter and to place the dedicated safety management person in the field.

  • The Centralized Traffic Control(CTC) System of Urban Railway is an element(subsystem) of the Urban Railway system to aim safety operation and efficient management of rolling stock in accordance with a train scheduling program in train operation ways. That's why the CTC System must be developed considering systematic and safety-guaranteed methods such as RAMS(Reliability, Availability, Maintainability, and Safety) refereed to IEC standards. The CTC System is consists of rolling stock, signaling, power supply, communication, and mechanical equipment and preforms control and remote monitoring functions. The technical activities considering safety process are very important at such an early stage of development in a railway project. This paper introduces RAMS activities and an independent safety assessment by $3^{rd}$ Party focused on a safety applied to a development of the CTC system of Urban Railway and proposes the experiences as well practices.
