Analysis of Risk Priority Number for Grid-connected Energy Storage System (계통연계형 에너지저장시스템의 위험우선순위 분석)

  • The purpose of this paper is to deduct components that are in the group of highest risk(top 10%). the group is conducted for classification into groups by values according to risk priority through risk priority number(RPN) of FMEA(Failure modes and effects analysis) sheet. Top 10% of failure mode among total potential failure modes(72 failure modes) of ESS included 5 BMS(battery included) failure modes, 1 invert failure mode, and 1 cable connectors failure mode in which BMS was highest. This is because ESS is connected to module, try, and lack in the battery part as an assembly of electronic information communication and is managed. BMS is mainly composed of the battery module and communication module. There is a junction box and numerous connectors that connect these two in which failure occurs most in the connector part and module itself. Finally, this paper proposes RPN by each step from the starting step of ESS design to installation and operation. Blackouts and electrical disasters can be prevented beforehand by managing and removing the deducted risk factors in prior.

  • The effort to secure the aviation safety in each country of the world including our country, is one step more strengthening. For one of this effort, some advanced countries in aviation safety are operating the aviation incident reporting system, and in our country the aviation incident reporting system; Korea confidential incident reporting system is operated on Jan. 1. 2000. This article is introducing for those theoretical, politics and operational backgrounds of the aviation incident reporting system, foreign countries aviation incident reporting systems and our aviation incident reporting system including those status of reporting, and analysis.

Development of HAZMAT Information System (수송안전정보시스템 개발)

  • Ministry of Environment developed ‘Emergency Response Information System (ERIS)’ in 2001, which is in operation. As a next step, currently National Emergency Response Information System (NERIS) is being developed. The main difference among ERIS and NERIS is to enhance the system in the national level, including transportation of hazardous materials. This paper introduces concepts and methods applied to NERIS, especially HAZMAT, and the information system, operating strategies. Based on GIS and transportation-network data, the best route can be offered using Risk Analysis. Strategies for reporting and first-response information systems are also designed for emergencies in the paper.

  • The objective of this study is to design the full-scale fire test facility of the railroad vehicle with CFD simulation. In the results, the step expansion system should be good enough for the measuring system. Uniform flow is achieved at eight-to-ten diameters of the expanded duct behind the step for moderate expansion ratios($D_{orifice}/D_{duct}$ = 2 being a good choice). To optimization of the fire products collector system with 5 dampers, the additional CFD simulation was also carried out. These results will be help for the railroad fire safety research.

  • The train-centric control systems development has some distinct points in that a big size of government budget is in general expended in there and the development duration seems to be long. In addition, the changes are ever made continuously in the capability and operational requirements for Trains. Thus, the impact of the potential changes in the required operational capability on the development activities can induce some type of project risks [7]. As such, proper management of project risk has been one of crucial subjects in the train systems development. All these notes combined together make it the significance of the safety management process be raised further up in the train-centric control systems development. As such, the underlying safety management process should be capable of appropriately handling the potential risks that can be created due to the unexpected changes and the long-term development period. The process should also be complemented for the safety consideration of train-centric control systems, for instance, stop. To study these aspect is the objective of the paper. To do so, a step-by-step approach to analyzing the safety management process is first presented. Then, to enhance the process some necessary and useful activities are added in terms of risk and safety management. Then, to pursue some enhancement on the process, a set of necessary and useful activities are added in terms of risk and safety management. The resultant process is further analyzed and tailored using a design structure matrix method. The resultant process is applied in a train-centric control development as a case study.

  • The growing importance of product quality is becoming more and more daily apparent as we enter the age of globalization around the world. And the product safety is getting more focus as well as product quality. As a result, many domestic companies are putting a lot of emphasis on safety measures and management activities and these companies' products are mainly superior to other companies' product. When we separate the product quality procedure into 3 steps, i.e. quality secure-quality confirm-quality guarantee, of course the 1st step is the most important, but also End step of product quality confirm process is important. And in mass production environment, sampling inspection is more desirable than the 100 % inspection procedure. As a part of globalization trend, KS system is also being revised and reestablished based on ISO, IEC, etc. which are based on international standard. Conventional KS sampling inspection standards were in many areas quite different from ISO sampling standards, only KS A 3102, 3104, 3151 are left and the rest become obsolete, and even the ones that are still around are planned to the gone step by step. It has been already 3 years since the new KS A ISO 2859-0-3 sampling inspection process has been established which the abolition of the popular KS A 3101, KS A 3105, KS A 3109, yet the implementation rate is very slow. This study will attempt to analyze the new KS A ISO 2859-2 and KS A ISO 2859-3, and try to understand the difference as that the new standard can be easily understood and used widely among companies, by using examples. Our attempt is to help implement with the companies with active safety involvement but the final result can be spread among other companies as well in the near future.

  • Construction Management(CM) system, which was introduced some years ago to large national construction projects, such as the construction of Incheon New Airport, construction of high-speed railroad and World Cup stadiums, is considered to be still in its early stage and safety at each step of CM is very poorly controlled. In an attempt to improve such inferior safety management of domestic CM, this study made comparative analysis about operation system of safety management with CM system in domestic and abroad. Also suggested the model under consideration with CM, which is suitable for the situation of Korea.

A Study on Standardization of Optimum Transportation Routing based on GIS for Railway HAZMAT Transportation (GIS 기반 철도 위험물 최적수송경로도출 표준화에 관한 연구)

  • The types and quantities of Hazmat and Hazmat transportation are gradually increasing, keeping pace with industrialization and urbanization. At present the safety management for Hazmat transportation only considers reducing accident probability, but even when an accident involving Hazmat-carrying vehicles occurs, that is not regarded as a Hazmat-related accident if the Hazmats do not leak out from the containers carrying them. Thus the methods to reduce risk (Risk=Probability$\times$Consequence) have to be developed by incorporating accident probability and consequence. By using Geographic Information System (GIS), a technical method is invented and is automatically able to evaluate the consequence by different types of Hazmat. Thus this study analyzed the degree of risk on the links classified by the Hazmat transport pathways. In order to mitigate the degree of risk, a method of 7-step risk management on Hazmat transportation in railway industries can be suggested. (1st step: building up GIS DB, 2nd step: calculating accident probability on each link, 3rd step: calculating consequence by Hazmat types, 4th step: determination of risk, 5th step: analysis of alternative plans for mitigating the risk, 6th: measure of effectiveness against each alternative, and 7th step: action plans to be weak probability and consequence by the range recommended from ALARP). In conclusion, those 7 steps are used as a standardization method of optimum transportation routing. And to increase the efficiency of optimum transportation routing, optional route can be revise by verification.
