The survey study on working conditions and industrial safety & health of foreign workers (외국인근로자의 근로환경 및 안전보건실태 조사 연구)

  • The purpose of this study is to grasp foreign worker's industrial safety and health state, which find out the improvement to secure the basic safety net for foreign workers. We have investigated 2,050 workers through direct interviews during the period from April 12, 2010 to May 31, 2010. And the result of analysis, foreign worker's daily average working time is 10.6 hours(40.8% workers in total work 10~12 hours), the extent of exposure to harmful and dangerous working environment is 'the position which cause pain in neck, waist, hands, shoulders, legs'(69.3%), 'repetitive hands and arms movement'(66.1%). It showed 'experience of accident damage or disease related work'(27.3%), 'never apply for industrial accident compensation' is revealed high at 73%. As a result of completing a safety health education for a year, it showed 'never educated'(40.2%), 'the institute that foreign workers have used for help and advice is the foreign worker's support center'(61.9%) Thus, hiring foreign workers in the company are small in site, the environment is too harmful and dangerous. In addition, no safety and health managers, legally blind spot located in the health and safety, because it is an urgent meet for these measures to improve.

  • The International Civil Aviation Organization(ICAO) recently established the Global Aviation Safety Plan(GASP) for national aviation safety management, along with the enactment of Annex 19, Safety Management System(SMS). ICAO require the establishment of the 'States Safety Programs(SSP)' for countries with excellent safety evaluation, including Korea, and the establishment of aviation safety supervision systems for all Contracting States by 2017 under the enactment of ICAO Annex 19. Required. The Ministry of Land, Infrastructure, and Transport has continuously invested in R&D to secure such aviation safety systematically, and is making efforts to develop and disseminate related technologies by establishing long-term R&D roadmaps. A study on aviation safety supervision among the system-based aviation safety supervision support technology development R&D project, which is underway as part of the aviation safety technology development project of the Ministry of Land, Infrastructure and Transport. We conducted a study to see if this methodology logically guarantees reasonableness.

A Study on the Improvement of the Maritime Safety Supervisor System for the Reinforcement of Coastal Ship Safety Control (내항선 안전관리강화를 위한 해사안전감독관 제도 개선 연구)

  • The biggest change in the field of coastal ship safety control since the accident of passenger ship Sewol has been the introduction of the maritime safety supervisor system. With its introduction, the safety control system in coastal passenger ships was changed from consisting of operation managers and marine police to operation managers and a newly-introduced maritime safety supervisor. The safety control system for coastal cargo ships was also converted from relying on ship inspection officers to having a maritime safety supervisor and ship inspection officers. However some negative elements have surfaced due to confusion related to the scope of work in the coastal cargo shipping field. These have been caused by dividing the supervisory agency, a lack of work continuity given non-permanent public official status, low supervisor qualifications overlooking reality, and limitations of the order for improvement to secure seaworthiness. It is essential that the maritime safety supervisor system be solidified to reinforce coastal ship safety control. Therefore, systematic safety control in the coastal cargo shipping industry should be conducted by a single, integrated government agency, and the area covered by the order for improvement to secure seaworthiness should be extended. Also limitations of the supervisor recruitment system due to non-permanent public official status should be simultaneously improved. In addition, it is necessary to upgrade supervisor qualifications to require experience with surveyors of international class, ship captains, and chief engineers.

  • Quality management has been recognized as an important means to secure business competitiveness for management environment changes and competitiveness reinforcement. An effort of an ISO 9001 certification has thought that it is the best way to practice quality management. This paper checks a quality management situation of manufacturing companies that acquired ISO 9001 certification. Then, this paper investigates whether quality management is actual1y contributing to production performance and proposes proper alternatives for an improvement of production performance.

  • In order to ensure the electromagnetic safety of a complex facility equipped with a variety of electric and electronic equipment, the European Union (EU) has enacted and applied the Electromagnetic Compatibility Directive (EMC Directive 2004/108/EC) to a fixed installation. This paper introduces the regulations and techniques related with electromagnetic compatibility (EMC) engineering applied to a fixed installation, which is used to prevent a malfunction of critical equipment and systems caused by unwanted electromagnetic waves and to operate the facilities with stability.

  • The effort to secure the aviation safety in each country of the world including our country, is one step more strengthening. For one of this effort, some advanced countries in aviation safety are operating the aviation incident reporting system, and in our country the aviation incident reporting system; Korea confidential incident reporting system is operated on Jan. 1. 2000. This article is introducing for those theoretical, politics and operational backgrounds of the aviation incident reporting system, foreign countries aviation incident reporting systems and our aviation incident reporting system including those status of reporting, and analysis.

A Study on Airline Cabin Crew Safety Training Programs and Managers

  • As our whole society has become increasingly aware of safety and emphasizes the importance of preventing safety accidents, the airline cabin service sector is also facing a strong demand to improve practical system for aviation safety education. In this regard, the development of appropriate safety education programs and the getting of human resources who can develop and operate such programs are becoming key issues. This study aims to provide academic and practical implications for safety education and training in airline cabins by reconfirming the importance and direction of safety education in the context of airline cabin services, and by specifying and establishing qualification requirements for personnel who develop and operate such safety programs. To this end, we review the content that should be included in safety training programs, the qualifications required of developers, managers, instructors, and examiners who develop or operate such programs, and how safety training programs can be continually improved as relevant conditions change in the future. In addition, we have also suggested ways to train appropriate managers, instructors, and examiners, including improving the compensation system for them, and how to effectively manage trainees. In order to secure a higher level of aviation safety in the future, it will be necessary to continue research on the development of more diverse and high-quality aviation safety education programs and the training of related personnel.

A Study on the Priority Safety Management Items in the Medium and Small sized Construction Sites (중·소규모 건설현장 중점 안전관리 항목에 관한 연구)

  • As the quality of life has been improving, people are getting higher interest and higher expectation for safety. However, the accident rate at the construction site is still high. Therefore, it is urgent to secure the safety at the construction work. Due to the nature of the construction industry, construction sites are directly exposed to the external environment. The possibility of accident occurrence is increased due to various factors such as the always variable processes, the diversity of manpower input, the increase in vulnerable class, and the danger of construction equipment..Particularly, the disasters occurring at the small- or medium-sized construction sites (budget ≤ 12 billion KRW) account for 88.9% of the total disasters at construction sites (73.4% for casualty). It was due to the lack of management caused by the absence of supervisors and insufficient safety measures. Moreover, it is difficult for the small- or medium-sized construction sites to apply basic safety measures such as safety education and safety facility installation by themselves in order to prevent disasters because they don't have sufficient safety organizations. It is because they have relatively less safety personnel and poorer technology system than large-sized construction sites. Therefore, in order to reduce accidents in construction, it is necessary to prevent accidents at the small- and medium-sized construction sites. From this point of view, the objectives of this study were to identify the key risk items causing accidents frequently by analyzing the accidents at construction sites and identifying problems associated with safety management, and to secure the safety at the small- and medium-sized construction sites.

Verification of Seismic Safety of Nuclear power Plants (원자력발전소의 내진 안정성 확보)

  • The ultimate safety-goal of nuclear power plants should be targeted at preventing release of nuclear radiation compared to general structures, Accordingly the phases of siting design construction and operation of NPPs are severely regulated by codes of aseismic design so as to assure safety of NPPs. To accomplish this goal strict quality assurace and seismic qualification tests should be conducted for all phases of NPP construction. In addition seismic monitoring systems should be installed and always in operation to provide proper post-earhquake procedures. Besides periodic safety review should be performed during operation along with the seismic margin assessment. In this paper general procedures to secure seismic safety of NPPs are systematically reviewed and additional considerations for improvement are suggested.

  • The railway system consists of rolling stocks, facilities, electrical system, signaling and operation and so on, organically bound. Recently due to lots of train failures and accidents, especially the derailment related to track irregularity this year, all the people using the train are worried about railway safety and we paved the way for letting them knowing that all components of railway system are so important. As a result, most of developed countries operating railway have used to risk assessment methods about safety management to prevent railroad accidents in advance. The purpose of this paper is to find out how to closely apply to track field for risk assessment methods. Because there is no case to apply to and we're not interested in yet, despite of importance of track, in situations of higher train speed. Therefore, in this study we're going to investigate risk assessment methods and compare enire railway system with track system, eventually we want us try to present to safety management conditions necessary and secure safety improvement in track field.
