연구실 유해인자 발굴 및 관리기법 개발에 관한 연구 (Development of Laboratory hazard discovery and management techniques)

  • Research and development activities have been actively conducted at universities, research institutions and research laboratories which belong to corporations. Because of blooming research and development activities in various fields, safety accidents in the laboratories happen consistently. The government office established Act on the establishment of safe laboratory environment to decrease safety accident rates and make environment of laboratories better, and it is effective slowly. However, in the case of laboratory safety management of the laboratory where various research and development activities are carried out. So it is difficult to closely monitor them. Even though safety inspections and periodic inspections is regularly conducted, these are focused on facilities and environment. According to a study of Dea-deok science town safety council, accidents in laboratories of 73% have arisen out of careless actions. Therefore, it is important for researchers to know to potential harmful factors in research. there is necessary to make a system to prevent laboratory accidents. The purpose of this study is that the researchers discovered potential hazard factors in laboratories. For that, foreign laboratory safety management systems has applied to domestic laboratories. Four laboratories in targeted institution has been selected to apply the appropriate personal protection equipments, job safety assessment and standard operating procedures. And I found the limitations of the process according to the excavations harmful factors in the research process. To overcome these limitations, Suggest a laboratory safety management system. This study discovered current laboratory safety system limitations and provides alternatives so that effective safety management can be achieved.

Analyzing Safety Culture in Sri Lankan Industrial Chemical Laboratories

  • Background: A laboratory where chemicals are handled can be considered a hazardous environment, and hence, prudent practices should be strictly enforced. If not, deadly accidents and incidents could occur due to a lack of safety practices and poor safety culture. The purpose of this study is to analyze the existing safety culture and propose potential recommendations to enhance the level of safety education in the chemical laboratories in the Western Province of Sri Lanka. Methods: A survey questionnaire was administered among the laboratory supervisors of the chemical laboratories in the Western Province of Sri Lanka in 2019. Results: Even though 80 surveys were distributed among prospective participants, only 46 surveys were submitted, which is 58% of the response rate. Most of the individuals who participated in the survey were females below 35 years old, and approximately 96% of the participants had at least one year of working experience in the same laboratory setting. The majority considered safety as an important factor that requires further improvements with third-party safety inspections; however, 54% of the respondents mentioned that those inspections were conducted by the employees from their laboratory. Conclusion: From the study, it has been discovered that employees have knowledge of safety culture to a certain extent. A significant percentage (83%) of participants believed that further safety measures are required for a safer laboratory. However, the study revealed that the attitudes of some employees should be changed to have a better safety culture. Hence the authors would like to suggest having annual training sessions and well-formulated safety policies to improve the safety culture.

  • The purpose of this study was to provide the basis for establishing policies and recommendations to the legal system to ensure children's safety related to playground equipment and toys. The present legal system, including national inspections and safety requirements were reviewed both in Korea and other advanced countries. Several issues were found related to accident prevention and improvement of playground and toy safety in Korea. Recommendations were made for the development of educational safety programs for children, parents, teachers, consumers, industry, administrators, and policy makers.

리스크 정보를 활용한 배관 가동중검사 적용 (Application of Risk-Informed Inservice Inspection for Piping in Nuclear Power Plants)

  • Pressurized Water Reactor Owners Group(PWROG) proposed and applied a risk-informed inservice inspection(RI-ISI) program to alternate existing ASME Section XI periodic inspections. The RI-ISI programs enhance overall safety by focusing inspections of piping at high safety significant(HSS) and locations where failure mechanisms are likely to be present, and by improving the effectiveness on inspection of components because the examination methods are based on the postulated failure mode and the configuration of the piping structural element. The RI-ISI programs can reduce NDE, man-rem exposure, costs of engineering analysis, outage duration and chance of complicating plant operations etc. RI-ISI methods of piping inservice inspection were applied on 3 units(KSNP : Korea Standard Nuclear Power Plant) and are scheduled to apply on the other units. In this paper, we compared and showed the results of the 2 units and we concluded that the RI-ISI application could enhance and maintain plant safety and give unquantifiable benefits.

효율적인 철도안전지도 활동에 관한 연구 한국철도공사 중심으로 - (A Study on Efficient Activities in Railway Safety Guidance)

  • Infrastructure such as tracks, catenary, rolling stock and signaling systems, and close interface with the human factors of train drivers, shunting staff and maintenance staff are required for train operations. Safety management is the most essential part for the functioning of a train. In line with the safety management, each rail operator has a safety guidance system and the Ministry of Land, Infrastructure and Transport operates Railway Safety Inspector system. Safety Inspector System is to train employees working in the field to be aware of rules and regulations, and to improve identified risk factors. Hence, it is necessary to establish systematic training and inspection methods for safety guidance staff and make clear the roles and responsibilities of safety inspectors according to the Occupational Safety and Health Act, and safety instructors for several inspections according to the Railroad Safety Act.

Developing Improvement Plans for National Defense Safety Directive to Align with the Serious Accident Punishment Act

  • To ensure a systematic and integrated approach to defense safety management, individual safety management regulations have been consolidated into the National Defense Safety Directive. However, despite being enacted after the enforcement of the Severe Accident Punishment Act, the National Defense Safety Directive does not incorporate the contents of the Serious Accident Punishment Act. This omission is likely to cause confusion in safety management. In this paper, a PDCA analysis of the Severe Accident Punishment Act and the National Defense Safety Directive was conducted to identify area for improvement and supplementation in the Directive. Chapter 3 proposes amendments to clearly define the scope and responsibilities of safety management, implement serious accident prevention measures and inspections, and establish the penalties for those involved. These amendments aim to ensure faithful compliance with the Severe Accident Punishment Act. Chapter 4 emphasizes the implementation and inspection of risk assessments to enhance the effectiveness of safety accident prevention and preparation, thereby ensuring the completeness of the PDCA cycle.

영상처리기법을 활용한 차량 검출 및 선박복원성 계산 (Vehicle Detection and Ship Stability Calculation using Image Processing Technique)

  • 우리나라는 여러 건의 여객선 사고를 겪으면서, 여객선 안전관리를 위해 다양한 제도를 운영하고 있다. 2021년 기준 우리나라 연안을 운항하는 여객선 162척 중, 차량갑판이 개방된 형태의 차도선이 105척(65 %)을 차지하고 있다. 차도선은 2~4개의 섬을 경유하는 운항 패턴을 가지고 있다. 출항지(모항)에서 안전점검은 선원과 운항관리실의 운항감독관, 해사안전감독관에 의해 실시된다. 경유지에서의 안전점검은 자체점검이 실시되는 경우가 있다. 여느 제도와 마찬가지로 제도적, 현실적 한계 등이 있다. 이를 위해 영상처리기법을 활용하여 차량을 검출하고 이를 선박 복원성 계산과 연동하는 방안을 제안하고자 본 연구를 수행하였다. 차량 검출을 위해 차영상을 이용하는 방법과 기계학습을 이용하는 방법을 사용하였다. 검출된 데이터를 선박 복원성 계산에 활용하였다. 기계학습을 통해 차량을 검출하는 경우, 차영상에 의한 차량 검출 방법보다 차량 식별에 안정적임을 알 수 있었다. 다만, 카메라가 일몰과 같은 상황에서 역광을 받는 경우와 야간과 같은 상황에서 부두와 선박 내부의 강한 조명에 의해 차량이 식별되지 않는 한계가 있었다. 안정적인 영상처리를 위해 충분한 영상 데이터 확보와 프로그램 고도화가 필요해 보인다.

수소산업 전주기 인프라시설 안전성 분석 (Hydrogen Industry Cycle Infrastructure Safety Analysis)

  • Korea is showing its appearance as a leading country in the hydrogen economy by establishing policies for revitalizing the hydrogen economy and enacting the 「Hydrogen Economy Promotion and Hydrogen Safety Management Act」 for the first time in the world. In addition, domestic hydrogen facilities are using hydrogen energy safely through world-class safety management compared to overseas advanced countries. However, in order to enhance the safety of the rapidly diversifying hydrogen industry and rapid technology development, such as the introduction of liquefied hydrogen, some institutional improvements are needed. In this regard, this paper intends to analyze the results of safety inspections on 13 representative facilities and prepare safety improvement plans to establish preemptive safety measures.

원전 배관의 파손확률에 대한 검사의 영향 (Effect of Inspection on Failure Probability of Pipes in Nuclear Power Plants)

  • 원자력발전소의 배관에 대하여 행하는 검사는 배관의 구조건전성에 큰 영향을 미친다. 그러나 검사에는 많은 인력과 비용이 소요되므로 검사의 영향을 평가하여 최적의 검사주기와 검사품질을 결정하는 것이 중요하다. 본 논문에서는 원자력발전소 배관의 파손확률을 평가할 수 있도록 개발된 P-PIE 프로그램을 사용하여 검사의 유무, 검사주기 및 검사품질 등이 배관의 파손확률에 미치는 영향을 살펴보았다. 국내 원전의 배관 데이터를 사용하여 해석하였으며, 피로 및 부식에 의한 균열성장을 고려하였다.

홀 위치에 따른 디젤자동차 매연 측정프로브 성능 개선 연구 (Improving Diesel Car Smoke Measurement Probe Performance of Diesel Cars Using Hole Position)

  • Car inspection systems are regularly carried out by the state to ensure the safety and emission status of cars, thereby improving the safety and quality of life by reducing fine dust and greenhouse gases that are the main culprits of vehicle defects and air pollution. These automobile inspections are largely divided into either regular or comprehensive inspections. This study analyzed the smoke measuring probes used in the lug - down 3 mode. In the previously issued paper "Improvement of Soot Probe Efficiency for Automotive Emission Measurement," an improved smoke measurement probe(B) improved on the problems that arise from the current smoke measurement probe (A). In this study, a technique that can improve the probe's inhalation efficiency over the improved (B) probes was applied to probes (C). Probe (C) involves a structure designed close to the center of the circumference of the exhaust pipe, and the suction efficiency was improved by adding a variable center unit.
