A NOTE ON PROTECTION OF PRIVACY IN RANDOMIZED RESPONSE DEVICES

  • We consider 'efficiency versus privacy-protection' problem concerned with several well-known randomized response (RR) devices to estimate pro­portion of people bearing a stigmatizing characteristic in a community. The literature of RR on respondent's privacy protection discusses only about response specific jeopardy measures. We propose a measure of jeopardy that is independent of the RR offered by the interviewee and recommend it for using as a technical characteristic of the RR device. For ensuring better cooperation from the interviewees this new measure that depends only on the design parameters of the RR devices may be disclosed to the respondents before producing the RR by implementing the randomization device.

  • As Indonesia is rich in natural resources, nuclear power remains a low priority among energy alternatives. However, Indonesia needs to introduce nuclear power to improve the atmospheric environment and to support sustainable economic growth. This study conducted a two-stage survey of logit-probit and analytic hierarchy process to analyze the perception of Indonesian energy policymakers regarding the introduction of nuclear power, the potential for change, and key decision factors. The analysis confirms that the perception of nuclear power is positive and that the willingness to expand nuclear power can improve if negative conditions, such as underdeveloped technology level, foreign aid and assistance, and safety issues are addressed. In addition, it is confirmed that the policy makers consider political/social and environmental factors to be more important for decision-making. The results of this study can give inplications and be used as a key reference for Indonesia's nuclear power policy

  • In this work, we propose a new mechanistic model for the treatment of helium behaviour which includes the description of helium solubility in oxide fuel. The proposed model has been implemented in SCIANTIX and validated against annealing helium release experiments performed on small doped fuel samples. The overall agreement of the new model with the experimental data is satisfactory, and given the mechanistic formulation of the proposed model, it can be continuously and easily improved by directly including additional phenomena as related experimental data become available.

Effect of biaxial stress state on seismic fragility of concrete gravity dams

  • Dams are important structures for management of water supply for irrigation or drinking, flood control, and electricity generation. In seismic regions, the structural safety of concrete gravity dams is important due to the high potential of life and economic loss if they fail. Therefore, the seismic analysis of existing dams in seismically active regions is crucial for predicting responses of dams to ground motions. In this paper, earthquake response of concrete gravity dams is investigated using the finite element (FE) method. The FE model accounts for dam-water-foundation rock interaction by considering compressible water, flexible foundation effects, and absorptive reservoir bottom materials. Several uncertainties regarding structural attributes of the dam and external actions are considered to obtain the fragility curves of the dam-water-foundation rock system. The structural uncertainties are sampled using the Latin Hypercube Sampling method. The Pine Flat Dam in the Central Valley of Fresno County, California, is selected to demonstrate the methodology for several limit states. The fragility curves for base sliding, and excessive deformation limit states are obtained by performing non-linear time history analyses. Tensile cracking including the complex state of stress that occurs in dams was also considered. Normal, Log-Normal and Weibull distribution types are considered as possible fits for fragility curves. It was found that the effect of the minimum principal stress on tensile strength is insignificant. It is also found that the probability of failure of tensile cracking is higher than that for base sliding of the dam. Furthermore, the loss of reservoir control is unlikely for a moderate earthquake.

Determination of collapse safety of shear wall-frame structures

  • A new finite shear wall element model and a method for calculation of 3D multi-storied only shear walled or shear walled - framed structures using finite shear wall elements assumed ideal elasto - plastic material are developed. The collapse load of the system subjected to factored constant gravity loads and proportionally increasing lateral loads is calculated with a method of load increments. The shape functions over the element are determined as a cubic variation along the story height and a linear variation in horizontal direction because of the rigid behavior of the floor slab. In case shear walls are chosen as only one element in every floor, correct solutions are obtained by using this developed element. Because of the rigid behavior of the floor slabs, the number of unknowns are reduced substantially. While in framed structures, classical plastic hinge hypothesis is used, in nodes of shear wall elements when vertical deformation parameter is exceeded ${\varepsilon}_e$, this node is accepted as a plastic node. While the system is calculated with matrix displacement method, for determination of collapse safety, plastic displacements and plastic deformations are taken as additional unknowns. Rows and columns are added to the system stiffness matrix for additional unknowns.

Seismic assessment of historical masonry structures: The case of Amasya Taşhan

  • Turkey owns a very important cultural and historical heritage that bears the traces of thousands of years of culture and civilization. It is an inevitable duty to carry these treasuries to the future generations. In this paper, structural safety assessment and strengthening stages of one of these important historical heritages namely Amasya Taşhan was investigated in details as a case study. For this purpose, the detailed architectural projects of the structure with the information of all load carrying and structural elements were prepared. Then, the structural dynamic analyses were performed by using SAP2000. The internal forces obtained from the dynamic analyses determined the weak regions. By obtaining the information from dynamic analyses, the method of state of the art technique of application of the structure that needs structural strengthening was selected. The last step is the application of these precautions to the whole structure. At the end of this study, this study not also contains several strengthening techniques that is used in one masonry structure together but also provides a useful reference to the practicing engineers.

INTERNATIONAL COLLABORATION IN ASSESSMENT OF RADIOLOGICAL IMPACTS ARISING FROM RELEASES TO THE BIOSPHERE AFTER DISPOSAL OF RADIOACTIVE WASTE INTO GEOLOGICAL REPOSITORIES

  • Geological disposal is designed to provide safe containment of radioactive waste for very long times, with the containment provided by a combination of engineered and geological barriers. In the extreme long term, after many thousands of years or longer, residual amounts of long-lived radionulides such as Cl-36, but also radionuclides in the natural decay chains, may be released into the environment normally accessed and used by humans, termed here, the biosphere. It is necessary to ensure that any such releases meet radiation protection objectives through the development of a safety case, which will include assessment of radiation doses to humans. The design of such dose calculations over such long timeframes is not straightforward, because of the range of potentially relevant assumptions which could be made, concerning environmental change and changes in human behavior. These conceptual uncertainties are additional to those that more typically arise, for example, in the assessment of present day situations, but which also have to be addressed. The issue has therefore been subject to international cooperation for many years. This paper summarizes the evolution and results of that collaboration leading up to the present day, taking account of developments in international recommendations on radiation protection objectives and the more recent greater focus on preparation of site specific safety cases.

Seismic fragility analysis of base isolation reinforced concrete structure building considering performance - a case study for Indonesia

  • Indonesia has had seismic codes for earthquake-resistant structures designs since 1970 and has been updated five times to the latest in 2019. In updating the Indonesian seismic codes, seismic hazard maps for design also update, and there are changes to the Peak Ground Acceleration (PGA). Indonesian seismic design uses the concept of building performance levels consisting of Immediate occupancy (IO), Life Safety (LS), and Collapse Prevention (CP). Related to this performance level, cases still found that buildings were damaged more than their performance targets after the earthquake. Based on the above issues, this study aims to analyze the performance of base isolation design on existing target buildings and analyze the seismic fragility for a case study in Indonesia. The target building is a prototype design 8-story medium-rise residential building using the reinforced concrete moment frame structure. Seismic fragility analysis uses Incremental Dynamic Analysis (IDA) with Nonlinear Time History Analysis (NLTHA) and eleven selected ground motions based on soil classification, magnitude, fault distance, and earthquake source mechanism. The comparison result of IDA shows a trend of significant performance improvement, with the same performance level target and risk category, the base isolation structure can be used at 1.46-3.20 times higher PGA than the fixed base structure. Then the fragility analysis results show that the fixed base structure has a safety margin of 30% and a base isolation structure of 62.5% from the PGA design. This result is useful for assessing existing buildings or considering a new building's performance.

비규제 농약 관리를 위한 한국, 유럽, 미국의 농약관리체계 비교분석 (A comparative study of management system of unregulated agricultural pesticides in Korea, the European Union, and the United States of America: a review)

  • 국내외적으로 계란 중 잔류 농약 검출 사례가 보고되었고, 한국에서도 축산물의 농약 잔류허용기준 중 계란에 대한 기준치가 미제시된 항목인 fipronil 등이 검출되었다. 비규제 농약으로 인해 국민건강 위해 및 환경오염 문제가 나타날 가능성이 있으므로, 한국, 유럽연합, 미국의 부처 및 산하 협력기관의 담당 법령 및 업무 관련 농약관리체계 비교 분석을 통해 현 시점에서 한국의 농약관리체계의 문제점을 파악하고, 비규제 농약에 관한 개선 방향을 모색하였다. 한국, 유럽연합, 미국의 농약관리체계 비교한 결과, 농약 등록, 식품 중 잔류농약, 환경매체 중 잔류농약으로 크게 나누어 관리하는 것으로 나타났다. 농약을 시중 유통시키기 위해 농약의 기본정보(이화학성, 독성, 위해성 등)를 바탕으로 검토 및 승인 절차를 거치는 농약 등록 부분은 한국의 농림축산식품부, 유럽집행위원회의 보건식품안전국, 미국환경부가 관여하는 것으로 나타났다. 식품 안전성을 증대시키기 위해 식품 중 잔류농약 기준 설정 및 모니터링을 수행하는 부분은 한국의 식품의약품안전처, 유럽집행위원회의 보건식품안전국이 전담하나, 미국은 미국환경부(식품 중 잔류농약농도 설정)와 식품의약처(식품 및 사료 중 농약 모니터링)가 분업하는 것으로 나타났다. 국민건강 및 환경상의 위해를 예방하기 위해 환경매체 중 잔류농약 기준 설정 및 모니터링을 수행하는 부분은 한국, 유럽연합, 미국 모두 환경부, 유럽집행위원회의 환경국, 미국환경부 중심으로 운영되는 것으로 나타났다. 한국은 부처간 협의를 통해 농약관리를 제도적으로 수행하고 있으나, 비규제 농약에 대한 관리를 강화하기 위해 환경매체 중 잔류농약기준 항목의 계열 확대 및 개별항목 신설을 검토할 필요가 있다.

Covid-19 Occupational Risk Incidence and Working Sectors Involved During the Pandemic in Italy

  • Background: Starting from March 2020 until December 2021, different phases of Covid-19 pandemic have been identified in Italy, with several containing/lifting measures progressively enforced by the National government. In the present study, we investigate the change in occupational risk during the subsequent pandemic phases and we propose an estimate of the incidence of the cases by economic sector, based on the analysis of insurance claims for compensation for Covid-19. Methods: Covid-19 epidemiological data available for the general population and injury claims of workers covered by the Italian public insurance system in 2020-2021 were analyzed. Monthly Incidence Rate of Covid-19 compensation claims per 100,000 workers (MIRw) was calculated by the economic sector and compared with the same indicator for general population in different pandemic periods. Results: The distribution of Covid-19 MIRw by sector significantly changed during the pandemic related to both the strength of different waves and the mitigation/lifting strategies enforced. The level of occupational fraction was very high at the beginning phase of the pandemic, decreasing to 5% at the end of 2021. Healthcare and related services were continuously hit but the incidence was significantly decreasing in 2021 in all sectors, except for postal and courier activities in transportation and storage enterprises. Conclusion: The analysis of compensation claim data allowed to identify time trends for infection risk in different working sectors. The claim rates were highest for human health and social work activities but the distribution of risk among sectors was clearly influenced by the different stages of the pandemic.
