A Study on the Performance and the Improving Methods of the Building Fire Compartment under the Domestic Fire Safety Regulations (국내 방화규정에 따른 건축물 방화구획 성능 및 개선방안에 관한 연구)

  • Recently, the buildings have gradually become higher, more massive and more complex with high growth of economy and varieties of the patterns of people's living. Therefore we study a performance and Improving Methods of the fire compartment as a measure to minimize the damage of the people and property from the fire. Currently, under the economic crisis situation, we do not consider about prevention of disaster safety enough; safety investment evasion, safety carelessness, and management relaxation etc. Also in the aspect of regulation system, industrial technology and plan engineering, Korean techniques of preventing fire disasters are far behind of other advanced nations. At this point, we are in need of improving about it. When considering like this situation, we need more studies on the practical improvement in order to assure fire prevention for buildings. The fire compartment prevent from magnifying the fire to the wide area by compartment into specific area. From this, it is possible to minimize fire damage and property and secure emergency exit for life safety. This fire compartment has primary function to extinguish fire easily, and the openings and penetrations are important passage which makes the smoke and fire go away from the fire area to the contiguous space. This study suggests improving methods of domestic fire compartment efficiency standard through comparative analysis of overseas advanced provision and domestic provision about base element of the building fire prevention.

  • Waters that are under surveillance for traffic safety designated area due to increased risk of ship accidents are usually areas in the coastal waters specified by the government. However, there are still some controversies surrounding application of navigation rule in regards to these waters. Such law is especially difficult to apply to VTSO access sea route within Kwangyang bay area. Therefore, as a solution for the issues discussed in this research, the goal is to help establish a unified application method for navigation rule in relation to VTS areas, to improve marine traffic safety by separating and applying specific laws from marine safety law, and to provide a ground on which the VTSO can take a proactive and focused approach in performing monitoring duties.

Analysis for Electrical Fire Possibility Using Fuzzy Logic with Input Variables of Overcurrent and Saturation Time in the Indoor Wiring (전기배선에서 과전류와 포화시간을 입력변수로 갖는 퍼지기반 전기화재가능성 분석)

  • The study is aimed to develop fuzzy logic system that has overcurrent and saturation time as input variable and possibility of electrical fire as output variable by making bad conductor area with physical damage to indoor wiring. Most previous studies focused on thermal characteristics depending on the current size and no study considered the current size and saturation time at the same time. Therefore, the paper made into account current value and saturation time together. To this end, it created bad conductor area half the size of IV conductor (1.6 mm) on purpose and transmit electrical current from 10A to 60A by unit of 2A to find out the thermal characteristics and saturation time for current. Based on the data that came out, the study applied fuzzy logic and established the current and saturation time as input variable and chance of fire as output variable. As a result, the center of area of the system that depended only on the existing current value was 75 while the system that applied both current and saturation time presented the chance of fire at 92. It is found that the chance of bad conductor area and deteriorated insulation of electrical wire had current and saturation time as important variables. The data can be used as basic data like deteriorated wire insulation or operation features of circuit breaker in investigating the cause of electrical fire.

  • The better industry develops, the more spaces need but in the limited area. Most building become larger and more complicated if the more spaces need in the constant area. And this leads to do underground work in long period generally six(6) months for 6 basement stories due to the selection of TOP DOWN technique. Working environment in this underground area can be problems and should not be overlooked, because air quality in underground spaces become quickly worse. Recently, department name to control construction safety has been changed to ENVIRONMENT & SAFETY TEAM from SAFETY TEAM. This means that it is very important to control against environmental condition at site so much. Overall construction work as well as underground work should conform to the requirement of working environment, particularly against inhabitants around the construction area. Strut protection, one of earth protection method, in case to 40m long strut may become weaker due to thermal stress or its longitudinally compressive strain and the another one, earth anchor protection may not be applied to the site In case of encroaching on vertical underground borderline because of regulation to prohibit it. It is necessary that TOP DOWN technique should be introduced in order to solve the external and internal problem of the site such as difficulty level of the work, potential danger with excavating depth, and shortening workperiod. It is needed that improving way of working condition should be shown and simplified computer simulation program should be also provided for checking pollution level & ventilation, excluding of lighting problem here. Results measured with conformance to the Regulation for Working Environment Measurement, enforced by Ministry of Labor have been applied to the computer program developed here. Sample air taken at unit workplace which was considered as exposing condition of pollutant at breathing point and within a range of behavior of the workers, Identified exposing group in underground work, using Moded Flow Life Finally, three types of ventilation system, type I with blower & ventilator, type II natural supply with mechanical ventilation system, and type I mechanical ventilation with Drivent Fan Unit System are selected for this study.

Validity Review on Classification of Explosion Hazardous Area using Hypothetic Volume (가상체적을 이용한 폭발위험장소 구분의 타당성 검토)

  • It is very important to classify explosion hazardous area (EHA) suitably and to use proper explosion-proof electric installations for facilities using flammable gases and liquids. In the past, various examples in the Notification of Ministry of Employment and Labor were referred to in classifying EHA. But, at present, many companies use the hypothetical volume in Korean Standards (KS). This study reviews the validity of EHA classification based on the hypothetical volume by comparing the calculated radii of EHA with those obtained by a consequence analysis program called PHAST and a mathematical approach in British Standards (BS). The radii of EHA by the hypothetical volume were found to be slightly larger than those by the other two methods. This was attributed to rather conservative uses of a safety factor(k) and a correction factor(f) for availability of ventilation in calculating the hypothetical volume. Since the differences are not so conspicuous, however, it is concluded that the hypothetical volume in KS is a valid means for the classification of EHA. This study also presents a table of the radii of EHA for easy reference by small-scale companies using city gas, C3-LPG and flammable liquid(toluene), respectively. The table consists of 25 leakage scenarios corresponding to combinations of 5 pipe(nozzle) sizes and 5 operating conditions for each flammable gas and liquid.

Effect of gas composition on dispersion characteristics of blowout gas on offshore platform

  • Gas composition has a significant impact on the dispersion behavior and accumulation characteristics of blowout gas. However, few public studies has investigated the corresponding effect of gas composition. Therefore, this study firstly builds the FLACS-based numerical model about an offshore drilling platform. Then several scenarios by varying the composition of blowout gas are simulated while the scenario with the composition of "Deepwater Horizon" accident is regarded as the benchmark. Furthermore, the effects of the gas composition on the flammable cloud volume, the influenced area of flammable cloud, the influenced area of hydrogen sulfide and the critical time of the hydrogen sulfide spreading to the living area are analyzed. The results demonstrate that gas composition is a driving factor for dispersion characteristics of blowout gas. All the results can give support to reduce the risk of the similar accidents incurred by real blowouts.

  • The aim of this study was to suggest an enhancement of pedestrian safety through a service design process regarding urban design in new-town area. For this study, the concept, process and touchpoint, and survey design area, of the service design are reviewed as a theoretical study. According to this study, traffic signals, pedestrian environment, pedestrian overpass, and access traffic road were surveyed as touchpoints and a problem search, concept design, design building, institutional implement were analyzed as a service design process. As a result of these studies, the planning method for pedestrian safety based on service design process in terms of the external space design in a new-town area are suggested.

  • This paper reviews the literature on safety culture focusing particularly on research carried out from 1998 onwards. The term 'safety culture' is clarified as it is typically applied to organizations, to safety and particularly to construction safety. Some clarifications in terms of levels of aggregation, positive safety culture and safety performance are provided by presenting appropriate empirical evidences and their theoretical developments. Safety culture is a subset of organizational culture that is thought to influence employees' attitudes and behavior in relation to an organization's ongoing health and safety performance. Implications for future research in the area are addressed, as safety culture has in recent years become the focus of much attention in all industries, and in the construction industry in particular.

Measurement of Maneuverability in the Restricted Area by Numerical Model Ship (수치 모형선에 의한 제한수역에서의 조종성능 측정)

  • The ship maneuverability is changed by the effects of the bank cushion and the squat in the restricted water area. It is difficult to test the ship maneuverability by the real ship in the restricted water area because of ship's safety. In this study, a numerical model ship was used to simulate the ship's motion and to get information about the bank cushion and the squat in the restricted water area. The less apart from the quay the ship ran, the more ship's heading changed. The greatest change of ship's heading was $22.37^{\circ}$ when a ratio of the length between ship and quay to ship's breadh(=D/B) was 0.2. The squat of the ship was greater in shallower water and at faster speed. The greatest squat was 0.29m when a ratio of water depth to ship's draft(H/d) was 1.25 and ship's speed was 8 knots, the reduced speed was found to be the most important factor in the shallow water area for safety of the ship.

Research on the Adsorption Capacity for Benzene, Toluene, Acetone and N-hexane of Activated Carbon Acquired fromthe Domestic Market (국내에서 유통되는 활성탄을 이용한 벤젠, 톨루엔, 아세톤 및 노말 헥산의 등온흡착용량 평가 연구)

  • Objectives: To develop domestic charcoal tubes with good adsorption capacity, breakthrough experiments were performed on four types of activated charcoal. Materials: The adsorption capacity and the adsorption rate were determined using a modified Wheeler equation after the breakthrough experiment. For four types of charcoal (J, K, S and SKC Inc. 226-01), 100 mg were used in the breakthrough experiment. The test was done on benzene, toluene, n-hexane, and acetone in a dynamic chamber. Results: K charcoal had the greatest surface area and the highest micropore volume. J charcoal had a similar surface area and micropore volume to SKC charcoal. S charcoal had the lowest surface area and micropore volume. J charcoal had the highest adsorption capacity at 101, 252 and 609 ppm of benzene. The gap in benzene adsorption capacity among the types of charcoal was the least at 609 ppm and the greatest at 101 ppm. J charcoal showed the highest adsorption capacity at 54, 106, 228 and 508 ppm of toluene. J charcoal and SKC charcoal had a similar adsorption capacity for acetone. J charcoal had the highest adsorption capacity for n-hexane. In the experiment featuring 10% breakthrough volume, 10% breakthrough occurred at 18 liters at $2065.9mg/m^3$ for J charcoal and at 20 liters at $1771.2mg/m^3$ for K charcoal. It was difficult to judge adsorption capacity by surface area and micropore volume of charcoal. J charcoal, which was similar to SKC charcoal in surface area and micropore volume, showed good adsorption capacity at common workplace concentrations. Conclusions: The adsorption capacity of J and K charcoal was superior compared with SKC charcoal. J and K charcoal can be considered appropriate for use as sampling media based on this result.
