Global STI Capacity Index: Comparison and Achievement Gap Analysis of National STI Capacities

  • Science, technology and innovation (STI) is crucially important to eradicating poverty, and making advances in various areas such as agriculture, health, environment, transport, industry, and telecommunications. Therefore, it is vital to the overall socioeconomic development of nations. The indispensable role of STI in the competitive globalized economy led to several attempts to measure national STI capacities. The present study outlines STI capacity around three sets of capabilities: technological capabilities, social capabilities, and common capabilities. The Global Science, Technology and Innovation Capacity (GSTIC) index was developed to provide current evidence on the national STI capacities of the countries, and to improve the composite indicators used for such purposes. The GSTIC ranks a large number of countries (167) on the basis of their STI capacities and categories them into four groups: i.e. leaders, dynamic adopters, slow adopters, and laggards. For more meaningful assessment of the STI capacities of nations, it captures the achievement gaps of individual countries with the highest achiever. The study also provides ranking and achievement gaps of nations in the nine GSTIC pillars: technology creation, R&D capacity, R&D performance, technology absorption, diffusion of old technologies, diffusion of recent innovations, exposure to foreign technology, human capital, and enabling factors. A more detailed analysis of the strengths and weaknesses in different pillars of STI capacity of ten selected countries is also provided. The results show that there are significant disparities among nations in STI capacity and its various aspects, and developing countries have much to catch-up with the developed nations. However, different countries may adopt different strategies according to their strengths and weaknesses. Useful insight into the strengths and weaknesses of the national STI capacities of different countries are provided in the study.

Correlation Between BBS, FRT, STI, TUG, MBI, and Falling in Stroke Patients (뇌졸중 환자에서 BBS, STI, MBI, TUG, FRT, 낙상과의 상관관계)

  • Purpose: We studied the correlation between BBS (Berg Balance Scale), Functional Reach Test (FRT), Timed-Up & Go test (TUG), Stability Index (STI), MBI (Modified Barthel Index), and Fall History. Methods: We recruited 20 stroke patients from the Gang Dong Gu Health Care Center in Seoul, Korea. All subjects could walk with or without an assisting device. Subjects first completed a questionnaire pertaining to their fall history and Activity of Daily Living (MBI), and then were evaluated with BBS, TUG, FRT, and STI. We used the Tetrax posturography system that calculates a STI based on fluctuations in vertical ground reaction forces. The data were analyzed using a Pearson Correlation Coefficient. Results: The BBS and FRT (p<0.05) and MBI (p<0.01) showed a significant positive correlation. BBS negatively correlated with STI and TUG (p<0.01). Fall history and BBS, TUG, MBI, FR, STI did not correlate. Conclusion: The BBS helps predict weight shifting, walking, and ADL, but is not good for predicting fall risk. So, we need to study about factors that affect falling.

  • The speech transmission quality in telephone is quantified in terms of loudness rating, but this method has been validated only for the handset telephony. The transmission quality of loudspeaking telephony in any room must be evaluated not only with speech transmission but also with background noise, echo and reverberation since the effect of room acoustics is much stroger for loudspeaking telephoy. Therefore, it requires a better approach to specify the quality of loudspeaking telephony. By calcuating the speech transmission index (STI), a physical method for measuring the quality of speech transmission was proposed by Steeneken. In this paper, the application of a STI method for estimating articulation of loudspeaking telephony was discussed. And the STI measurement system with high speed calculation was also three rooms, having different reverberation times. The result show that the STI decreases as the reverberation time of rooms increases. It suggests that speech transmission index method can be useful evaluating articulation of a loudspeaking telephony including the sound field characteristics.

  • The normal transmission characteristics of sound are hardly obtained due to the various noises and structural factors in a running car environment. It is due to the channel distortion of the original source sound recorded by microphones, and it seriously degrades the performance of the speech recognition in real driving environments. In this paper we analyze the degree of intelligibility under the various sound distortion environments by channels according to driving speed with respect to speech transmission index(STI) and compare the STI with rates of speech recognition. We examine the correlation between measures of intelligibility depending on sound pick-up patterns and performance in speech recognition. Thereby we consider the optimal location of a microphone in single channel environment. In experimentation we find that high correlation is obtained between STI and rates of speech recognition.

  • Eavesdropping prevention performance is evaluated on a commercial window shaker, which is used to prevent a glass window from eavesdropping. Speech transmission index (STI) is introduced in order to estimate quantitatively the speech intelligibility of the sound detected on the glass window. Objective test by IEC standard using modulation transfer function (MTF) is performed to determine STI. Using Maximum Length Sequency (MLS) signal as a sound source, MTF is measured by accelerometers and laser doppler vibrometer. STI under different level of disturbing wave are compared to confirm the disturbing effect on the speech intelligibility.

  • STI(Social Trust Index) indicates levels of trustworthiness, honesty and reliability among people in a society. Since the STI varies in countries, security control on cyber space should be applied differently according to the STI so that companies can protect their assets efficiently and effectively. We compare STIs between Korea and United States using the Diamond Model and investigate how the STIs affect corporate security controls in those two countries. We finally present a formula using AHP (Analytic Hierarchy Process) to measure levels of corporate security controls in different countries.

Intelligibility Analysis on the Eavesdropping Sound of Glass Windows Using MTF-STI (MTF-STI를 이용한 유리창 도청음의 명료도 분석)

  • Speech intelligibility of the eavesdropping sound is investigated on a acoustic cavity - glass window coupled system. Using MLS (Maximum Length Sequency) signal as a sound source, acceleration and velocity responses of the glass window are measured by accelerometer and laser doppler vibrometer. MTF (Modulation Transfer Function) is used to identify tile speech transmission characteristics of the cavity and window system. STI (Speech Transmission Index) based upon MTF is calculated and speech intelligibility of the vibration sound of the glass window is estimated. Speech intelligibilities by the acceleration signal and the velocity signal are compared. Finally, intelligibility of the conversation sound is confirmed by the subjective test.

  • KISTI collects the scientific and technical articles published in Korea and builds the Korean STI database for scientists. The number of papers exceeds one million. To improve the search efficiency of the database additional processing is required. Abstracting, classification, indexing and extracting is a traditional processing method adding value to information. Indexing and classification are useful tool to assist efficient retrieval. In this paper, authors propose a method to improve information retrieval efficiency by assigning classification code and index terms to records of Korean STI database.

A study on acoustical environment of classrooms (강의실 내 음환경에 관한 연구)

  • 본 논문에서는 최근 건축공간에 있어서 음환경에 대한 관심이 놓아지면서 학교 건축물에 있어서 강의실내의 음환경을 측정하고, 학교건축물에 대한 음환경 기준을 확립하는 데에 기초자료와 필요한 제안을 하는 것이 목적이다. 현재 음환경 기준은 단순히 소음fp밸이나 잔향 시간과 같은 단순한 물리특성만을 기준으로 하고 있다. 여기서는 강의실 내의 잔향시간, D, STI 등외 물리지표와 설문조사 등 주관적 평가를 통해 새로운 음환경 기준을 제시하려고 한다. 여기서 사용되는 물리지표로는 TSP(Time-Streched-Pulse)신호를 사용하여 잔향시간과 D(Deutlichkeit), STI(Speech Transmission index)를 산출하였다. 강의실의 화자의 위치에서 1.5m 높이에 스피커를 놓고 청취자의 위치인 여섯 점에서 무지향성 마이크로폰을 1.2m 높이에 놓고 마이크로폰으로 들어온 임펄스 응답을 측정하고, 강의실 내의 잔향시간과 D, STI를 산출하였다. 다음에 설문조사를 실시하여, 앞에서 측정한 물리지표와 설문조사를 통해 얻은 주관적 평가와의 상관관계를 파악하였다.

Speech Intelligibility Analysis on the Vibration Sound of the Glass Window of a Conference Room (회의실 유리창 진동음의 음성 명료도 분석)

  • The purpose of the study is to obtain acoustical information to prevent eavesdropping of the glass window. Speech intelligibility was investigated on the vibration sound detected from the glass window of a conference room. Objective test using speech transmission index(STI) was performed to estimate quantitatively the speech intelligibility. STI was determined based on tile modulation transfer function(MTF) of the room-glass window system. Using Maximum Length Sequency(MLS) signal as a sound source, impulse responses of the glass window and MTF were determined by signals from accelerometers and laser doppler vibrometer. Finally, speech intelligibility of the interior sound and window vibration were compared under different sound pressure levels and amplifier gains to confirm the effect of measurement condition on the speech intelligibility.
