A Study on the System Readiness Assessment Procedure Development through a case study in Defense R&D Programs (국방연구개발 사례 연구를 통한 통합성숙도평가 절차 연구)

  • Purpose: Simple part or equipment is necessary TRA(Technology Readiness Assessment) or MRA(Manufacturing Readiness Assessment). But sole maturity like TRA, MRA has limit complex systems or SoS(System of System). Especially complex weapon system need from the System Maturity Point of view. This research shows necessity of SRA(System Readiness Assessment). Methods: In case of complex systems, it is essential to SRA(System Readiness Assessment). For the purpose of calculating SRL(System Readiness Level), TRL and IRL must be calculated. And then SRL can obtain know from equation of TRL and IRL. To prove SRA effectiveness, it is calculated SRL of JTDLS(Joint Tactical DataLink System) programs. Results: SRA procedure is proposed and case study shows as examples of JTDLS programs. Although result of TRA is TRL6, result of SRA is not 0.6. From this research, we can know necessity of SRA. Especially complex systems or SoS(System of System) is essential to SRA. Conclusion: SRA(System Readiness Assessment) is required to overcome limitation of sole maturity and to achieve a successful acquisition of high quality weapon system. This research intended to suggest SRA procedure and case study in complex defense system.

Effect of Expanding Admixture and Shrinkage Reducing Agent on the Shrinkage Reducing Properties of Ultra High Performance Cement Mortar (팽창재 및 수축저감제가 초고성능 시멘트 모르타르의 수축특성에 미치는 영향)

  • Comparing with traditional high performance concrete, ultra high performance concrete (UHPC) has the property of high-tenacity. However, drying shrinkage and autogenous shrinkage can be arisen as the major defect to UHPC. In this study, therefore, it was tested to reduce drying shrinkage and autogeneous shrinkage by adding expanding admixture (EA) and shrinkage reducing agent (SRA). As a result, for a case drying shrinkage, the shrinkage was decreased by 94% when EA was exchanged, and it was decreased by 64% when SRA was added. For the case of autogenous shrinkage, the mortar was expanded at early age and the shrinkage was decreased by 87% when EA was exchanged, and the shrinkage was decreased by 70% when SRA was added.

Adhesive Strength and Setting Shrinkage of UP Polymer Mortar Intermixed with Waste Rubber Powder (폐고무분말을 혼입한 UP 폴리머모르타르의 경화수축 및 부착강도)

  • In this study, the MMA-modified paste mixed waste rubber powder, which has a small elastic modulus and a large modification, was produced by using the soft unsaturated polyester resin(UP) as a binder. Then the adhesive properties according to the matrices in both underwater and air-dry conditions and the hardening shrinkage according to the contents of shrinkage reducing agent(SRA) and of MMA were surveyed. The experimental results show that, regardless of humidity of matrices the adhesive strength of polymer concrete was larger than cement concrete. the adhesive strength of MMA content of 20% was larger than MMA content of 30%. regardless of matrix materials the adhesive strength in water condition were $20{\sim}30%$ comparing with the air-dry condition. The case of MMA content of 20% showed the largest adhesive strength. In the hardening shrinkage experiment, the hardening shrinkage reduced as MMA and SRA contents increased, and the decrease of the hardening shrinkage by SRA was larger.

  • This article studied French case, German case, and England case of rail reform in terms of the relationship between rail infrastructure operator and train operator. Among these three cases there are tie relationship between two different operators backed up by laws. In France the relation between RFF, infrastructure operator, and SNCF, train operator is set up by laws. In Germany the infrastructure operator and train operator form a Konzern and two different operators work with close cooperation. In England SRA, a government authority, plans both infrastructure development and rolling stock demand. From these case studies a conclusion results that there should be a institutional device to maintain close relationship between infrastructure operator and train operator.
