This paper suggests a model of Living & Learning Nation as a new ploicy framework. It is a combination of Living Nation and Learning Nation. Living Nation model takes the nation as a living entity composed of spirit, resource, and communication : it grows but healthy and balanced growth is needed, its organs are closely connected, it has a circulation system, the 'spirit' factor plays the central role, etc.. Learning Nation model is a national level version of learning organization concept. The model defines new perspectives on the objectives, span of means, and the role of government in S&T policy. Therefore, the model can be used to give new insights to policymakers of developing countries facing the knowledge-based economy.

심미적 교정장치에 대한 요구가 증가함에 따라 폴리카보네이트 브라켓에 대한 관심이 커지고 있으나 이는 윙이 쉽게 파절되는 문제를 가지고 있다. 본 연구는 새롭게 개발된 국산 폴리카보네이트 브라켓의 윙의 파절 강도를 측정하여 임상에서 사용할 수 있는지 평가하기 위하여 시행되었다. 실험군으로 Alice 브라켓을, 대조군으로 Spirit MB 브라켓을 사용하여 상온에서 방치한 경우와 $5^{\circ}C$와 $55^{\circ}C$에서 2,000회 열변환 시킨 경우로 나눈 다음, 만능시험기를 이용하여 브라켓 윙의 파절 강도를 측정하고 비교 분석하였다. 연구 결과 상온에서 방치한 경우와 열변환 시킨 경우 모두에서 Spirit MB 브라켓에 비하여 Alice 브라켓 윙의 파절 강도가 통계적으로 유의하게 높은 것으로 나타나 Alice 브라켓이 윙의 파절 강도 면에서 임상적으로 사용 가능함을 시사하였다.

허베이스피리트호 사고로 인해 원유 $12,547k{\ell}$가 해상에 유출되어 총 4만여 가구의 주민들이 피해를 입었으며, 태안군을 포함한 11개 시 군이 특별재난구역으로 선포되었다. 이러한 대형 유류오염사고는 자연환경파괴 뿐만 아니라 지역의 주변환경 변화에 중대한 영향을 주게 된다. 본 연구에서는 허베이스피리트호 유류오염사고 피해가 가장 큰 지역인 태안을 중심으로 유류오염사고가 피해지역 주변환경에 미치는 영향을 조사 분석하였다. 조사항목은 크게 인구변화, 지역경제변화, 주민건강영향, 지역사회갈등 등으로 구분하여 수행하였다. 이러한 분석결과는 향후 유류사고 발생시 피해지역에 미치는 직 간접적인 영향을 예측하고 정부의 효율적인 정책방안을 수립하는데 매우 중요한 요소로 활용될 수 있을 것이다.

이 연구는 그림책작가 홍성찬의 작품 활동과 그림의 특징, 작가정신을 고찰함으로써 한국그림책역사에서 그림책작가 1세대로 자리매김한 홍성찬의 의미를 살펴보는데 목적이 있다. 1955년에 삽화가로 활동을 시작해서 2012년, 마지막 그림책을 낼 때까지 홍성찬이 걸어온 길은 한국그림책의 발전과정과 궤를 같이한다. 그는 삽화가라는 직업이 주목받지 못하던 시절부터 전집 시절을 거쳐 그림책작가로 생을 마감할 때까지 일관되게 출판일러스트에 전념하였다. 그 결과 철저한 고증(考證)을 통한 한국 고유의 이미지와 정서 재현이라는 독보적인 작품세계를 구축하였다. 그가 일생 동안 견지한 삽화정신과 장인정신은 전업 그림책작가라는 직업군 탄생의 밑거름이 되었고 홍성찬은 한국그림책역사에서 그림책작가 1세대로 자리매김을 하였다.

본 연구의 목적은 허베이 스피리트호 기름유출 사고 사례를 바탕으로 재난이후 재난지역의 갈등의 전개과정과 특징을 분석함으로써, 재난으로 인한 갈등의 해결 전략에 대한 정책적 대안을 제시하는 것이다. 한국사회 갈등구조의 변화분석에 대한 연구들을 살펴보면, 최근 재난으로 인한 재난지역의 갈등이 지역사회의 중요한 갈등의 원인이 되고 있음에도 불구하고 이를 갈등 내용에 포함하고 있지 못한 문제점이 있다. 최근 우리사회는 매년 재난이 발생하지 않는 해가 거의 없는 실정이다. 재난이 발생하면, 이 번 허베이 스피리트호 기름유출사고 사례에서와 같은 재난지역내의 많은 갈등이 동반된다. 따라서 본 논문에서는 허베이스피리트호 기름유출 사고 사례 갈등분석을 통하여, 이제 재난갈등도 우리사회의 여러 갈등 분석의 중요한 한 측면으로 다루어져야 함을 지적하면서 그 해결 방안을 심도 있게 제시하였다.

Walter Gropius, famous architect of Bauhaus, once treated of pure mind which was revealed in the system of object and its phenomena through sense of sight while examining material being and illusive being. And Thomas Aquinas said that man can have a creative power only with modest mental state void of prejudice saying that he expected God to come to him after his soul went out of him. The same thing was said by so many great philosophers and thinkers other than him. I think his saying, "God comes after Soul's escape from the body for a new creation", has a real truth for all times and places and beauty itself beyond expression. Why\ulcorner The reason why the saying is so true is because it has a Yin and Yang Idea, that is, the Soul means a dark spirit correspondent to Yin between both oriental ideas and God does a bright spirit correspondent to Yang between them. By reason of this idea, I would like to assert that we should take it granted that we stand in need of the same bright Yang's spirit as God has for the new creation, and let the Yang's bright spirit come to our minds. We can call it divine 'Providence', or call it God's guidance, which we cannot help accepting as a man's fatality. As God was pleased after he made man and all the creatures by dint of his design, so man was pleased after he made everything he needed by the same design that he accepted from God. In spite of pleasure of different dimensions from what God and Man has each other, their way of empathies were all the same. In this paper I compared a worldly lower conception by which man designed his products for his sensuous satisfaction with a higher conception by which God designed his creatures for his mental satisfaction. I intended to infer what destined relation there must be between both God's and man's creations, trying to remind designers that they have to confess to have not so divine a providence as God has for creation because I think the real truth is that they had regarded their works of product design as a routine occurrence for their physical convenience in the industrial plans.ial plans.
