  • Today, the paradigm of lifelong education has changed, emphasizing the role of universities as a lifelong educational institution. Re-opening a new horizon as a lifelong education institution that is not only centered on leisure education in the hierarchy where lifelong education can be afforded as before, or simply in line with changes in the social environment and the lengthened life cycle of the aging era. Let's propose a structured figure. Universities now have to create a virtuous circle structure that coexists not only with the role of the university itself, but with constant interaction with the local community. Adult learners, in particular, play a strong role in the development of their communities, so they are educated at the university to grow further and create structures that can return talent to the communities that go out into society. I should go. In the future, the university will actively open its doors to adult learners, position the university at the center of lifelong education, and in order to contribute to the development of the community, it will have to interact and cooperate with the community.

  • The fused LASSO signal approximator (FLSA) can be applied to find change points from the data having piecewise constant mean structure. It is well-known that the FLSA is inconsistent in change points detection. This inconsistency is due to a total-variation denoising penalty of the FLSA. ℓ1 trend filter, one of the popular tools for finding an underlying trend from data, can be used to identify change points of piecewise linear trends. Since the ℓ1 trend filter applies the sum of absolute values of slope differences, it can be inconsistent for change points recovery as the FLSA. However, there are few studies on the inconsistency of the ℓ1 trend filtering. In this paper, we demonstrate the inconsistency of the ℓ1 trend filtering with a numerical study.

  • Recently, various problems such as reduced productivity, insufficient inflow of skilled manpower, reduced quality, and concerns about increasing safety accidents have appeared in the domestic construction industry. Stakeholder of construction project are considering the Off-Site Construction (OSC) method rather than the conventional on-site construction as an alternative. Despite the importance of decision making in the early stage of the adoption of OSC, there is a lack of methodologies for rational decision making. In this study, a decision making system has been developed to derive the final construction cost score by deriving the project characteristics, selecting the construction difficulty index, and developing a cost model for each construction method alternatives to calculate the standard construction cost. Using this system, the OSC method can be effectively evaluated in terms of its feasibility in the early stage of construction

  • The green-emitting Zn2SiO4:Mn2+ phosphor film was evaluated in a xenon excimer lamp. The phosphor film with 2 ㎛ thick was formed of monolithic structure on the inner side of quartz through a long-time annealing process of coated ZnO solution doped with Mn2+ ion and SiO2 of quartz tube. The coated quartz was filled with 100 torr of xenon gas, and simultaneously both sides was melt and sealed. The xenon-field quartz tube was discharge by applying the voltage of 15 kV with a frequency of 26 kHz, and emitted the glow with dominant peak at 172 nm. The vacuum ultraviolet excited the inner-side coated Zn2SiO4:Mn2+ phosphor film, which emitted the pure and strong green light.

  • This study investigates the temporal structure and movement of floating people near university areas in Daegu metropolitan city, South Korea, before and after Covid-19. In order to determine Daegu's position, the current study compares Daegu and Seoul. The floating population is used as an index to reveal people's various activities in the area known as the local business district, which surrounds the university campus. The information was provided by mobile phone manufacturers. A municipal authority managed a public website where mobile data was made available. Several statistical and visualization techniques were used after the data pre-processing steps. As a result, the floating population fluctuation patterns in both cities in the first half of 2019 and 2020 were comparable. When the Covid-19 diffusion rate in Daegu stabilized in the second half of 2020, the floating population in Daegu increased slightly over the previous year, while the population in Seoul decreased due to the second wave of Covid-19.

  • Purpose - The purpose of this study was to investigate market power of soybeans exported by the United States to Korea. Particularly, this paper considered dichotomous characteristics of genetically modified (GM) soybeans and non-GM soybeans and conducted empirical analysis of these two segregated soybean markets to understand key tenets of market power in international soybean trade. Design/methodology - The difference in market power between GM and non-GM soybeans was analyzed using Residual Demand Elasticity (RDE) and Residual Supply Elasticity (RSE) models over the period of 2008~2018. RDE and RSE models under an imperfect competition condition were used to estimate market margins and determine whether GM and non-GM exporters or importers exercised market power in the destination market. Findings - Empirical results suggested that the U.S. had a market power on both GM and non-GM soybean exports. GM exports had greater market power than non-GM exports (14% vs. 9%). By contrast, Korea showed an inability to grab market margin or exert market power in soybean imports. Both export supply by the U.S. and import demand by Korea were found to be more responsive to price changes of GM soybeans than to prices changes of non-GM soybeans. This might be due to a self-interested, profit-seeking strategy by the exporter and many concerned consumers regarding potential adverse effects of GMOs in the importing country. Originality/value - This paper fills the literature gap by exploiting market power in both GM and non-GM markets with explicit consideration of price correlations between GM and non-GM soybeans in Korea. A number of existing studies have provided evidence for market power broadly embedded in international commodity trade. However, studies focusing on Korean markets are limited. No study has explored the country's soybean trade. Furthermore, the majority of prior studies have almost exclusively focused on the market power from a standpoint of exporting countries without discussing importers' market structure. This paper also sought to understand potentially distinguished patterns of market power between GM and non-GM markets.

  • The increase of international trade across countries and borders results in increased risks associated with the inflow of new pests and diseases. These risks are likely to be increased more rapidly due to climate change. Some countries implement strict regulations on imports to prevent these risks and protect biosecurity, food safety, and public health. However, the problems arise when the diseases and pests are found in a country where their economic structure largely depends on agricultural exports and cause ripple effects on other industries and ecosystems. Therefore, establishing an effective quarantine system is essential to protect and recover from the damage caused by non-native diseases and pests. This study's objectives are 1) analyzing the agricultural policies relate to the quarantine system on diseases and pests in Korea, 2) evaluating the Korea plant quarantine system's value, and 3) simulating plant quarantine policy strategies. We estimated the Korean quarantine system's benefits on diseases and pests to reach these objectives. The benefits are measured with a willingness to pay from respondents surveyed by the contingent valuation method (CVM). The CVM approach directly asks people how much they would willingly pay for food security. Finally, the Korean quarantine system's values are simulated with several policy scenarios and different scales of infection at the regional level. The results of this study can deliver policy implications on the quarantine system innovation in developing countries including Asia.

  • Unlike structures installed on land, the structures installed on the offshore ground must consider long-term cyclic loads such as wave loads, wind loads and tidal loads at sea. Therefore, it is important to analyze the behavior of the ground subjected to long-term cyclic loads in order to design a structure installed on the ocean ground. In this paper, cyclic simple shear tests were performed to analyze the ground behavior for long-term cyclic loads according to the confining pressure, and a three-dimensional design failure curve was prepared that can easily check the failure characteristics according to the confining pressure. As a result of the analysis, it was confirmed that the position of the design failure curve is different depending on the confining pressure even under the same conditions of the cyclic shear stress ratio and the average shear stress ratio, and the number of cyclic loads reaching failure is affected by the confining pressure. From the created 3-D design failure curve under different confining pressure, the tendency and approximate value of the design failure curve according to the confining pressure can be estimated.

  • Purpose: The purpose of this study is to classify space types according to the operating system of health examination centers and compare and analyze their sizes. Methods: Seven examination centers under the K Medical Research Institute with the same operating system and similar examination types and functional spaces are the subject of the investigation. Research is conducted through field investigation, user surveys, and drawing analysis. Results: The operating method of the health examination center can be largely divided into the function dispersed type and the function central type. The function dispersed type was planned as a vertical type, and the function central type was planned as a horizontal type. In the case of the function dispersed type, since the examinees move vertically to use the endoscope center and special examination center, the efficiency of the vertical movement must be considered when planning the function dispersed type of facility. The function dispersed type plans to increase work and manpower efficiency by arranging the areas used at the start and end of the examination. Because the function central type horizontally arranges related functions by area, it should be planned in a structure that makes it easy for examinees to find their way. Implications: Through this study, it is judged that it is possible to suggest architectural planning considerations that vary depending on the operation system of the examination center.
