As the urban development economy is stagnating due to the reduction of the budget for Social Overhead Capital (SOC) and the stabilization policy of the real estate market, there is a steady increase in the interest of domestic construction companies to enter the overseas market. However, domestic construction companies are showing a decline in overseas urban development market as compared with advanced foreign companies having excellent financial management and overseas project management ability. Therefore, it is necessary for domestic companies to select an urban development model that meets the environment and the level of the country of entry, and to establish an advance strategy to manage the risks of overseas business. For this purpose, the factors of entry into the overseas urban development market through the existing research, literature analysis, and FGI were derived, and survey strategy and IPA analysis were conducted to develop strategies for entering the overseas urban development market. As a result, we have established a strategy for private companies to enter the overseas urban development market.

본 논문은 독립형 마이크로그리드의 운용을 위한 에너지관리전략(Energy Management Strategy)을 제안한다. 제안한 에너지관리전략은 독립형 마이크로그리드의 안정적인 운영을 위하여 신재생에너지의 발전량과 전체 부하량을 비교한 뒤 에너지저장장치(ESS, Energy Storage System)의 충전 및 방전을 결정한다. 또한 에너지저장장치의 잔존용량(SOC, State of Charge)에 따라 과충전/과방전을 예방하기 위하여 부하 차단, 분산전원의 운전 방식 및 디젤발전기의 발전을 제어하는 형태로 구성된다. 가상의 독립형 마이크로그리드를 구성하고 시뮬레이션을 진행하여 에너지관리전략의 적용 시 성능을 검증한다.

남북 쌍방의 정치 협상이나 현황에 의미를 두지 말고 제 3 세계 주관사를 초청하여 서울 신의주 간 고속도로 민자 사업을 계획, 시공 및 관리하자는 주장은 이상에 불과할 수 있다. 남북 간 정경 분리 원칙을 내세우지만 간단한 미풍에도 흔들리고 있는 것이 개성공단의 현실이다. 필자는 거창한 통일 관련 학자는 아니지만 도로를 사랑하는 사람으로 도로인에 남북 화합의 지휘자가 되라고 권한다. 통상 사업 초기, 기획의 미비로 드는 추가 비용을 예방비용, 평가비용, 실패비용으로 구성할 수 있는데 대기업들은 예방비용에 미리 투자함으로써 품질은 높이고 비용은 줄이는 전략을 구사하고 있다. 대북 인프라 사업은 예방비용에 투자하는 것과 같다. 북한에 투자하는 SOC 사업은 비용은 파악하기 쉬운 반면, 그것이 가지고 올 이익은 장기적이고, 위험도가 크며, 또한 편익을 정량화하는 것이 어려운 특성이 있어 반대 여론이 높은 것이 사실이다. 그러나 조건 없는 남북 경협을 주장하는 것이 아닌 이상 남북 양 정부 이익을 창출할 수 있는 제 3자 방식의 민자를 통한 도로 사업은 현재 논의되고 있는 어떠한 SOC 사업보다 타당성이 있다. 도로 건설 불가론이란 거대 여론앞에 풍전등화의 두려움에 떨고 있는 건설인들에게 북한 도로 시장이라는 커다란 선물 보따리를 정부가 앞장 서 풀어주길 기대한다.

The Social Overhead Capital contains roads, railroad system, airports, seaport, waterworks, electric power plants, and etc. This SOC is very important, not only as a national economic competitiveness factor, but also as a national security factor. For example, 'Freedom Express Way' works as a tool of psychological warfare to the North Korea, as well as an economics infrastructure. In spite of that, until now on, we have disregarded the SOC as a national security factor. Constructing the SOC, only considering economic cost, we have not fulfilled other purpose requirement like stable national security, balanced development. When we invest the money to construct the SOC, considering multi-purpose requirement like military purpose, economic purpose, social purpose and cultural purpose, as a whole national wide point of view, the scares national resources and government budgets will be saved.

Shortage of SOC budget and inappropriate initial construction cost planning have worsened the economic sentiment of the construction firm. Construction VE can be one of the solutions for improving the profitability of construction projects. This study identifies the strong and weak points of construction firms for establishing the strategy of effective construction VE by using importance-performance analysis. As a result, construction firms have strong points on support, cooperation, and knowledge about construction VE, but have weak points on 'VE experience of VE leader', 'Detailed cost estimation', and 'Idea generation and evaluation'. This paper contributes to establishing the strategy of effective construction VE from the perspective of the construction firm, which is differentiated from previous studies that have focused on the institutional approach for construction VE.

The purpose of this study is to suggest the logistics strategies for the improvement Gunsan port's competitiveness. To accomplish the purpose, this paper reviews the concept & function of logistics firstly. Next we find out the main factors of improving port's competitiveness, build the basic model of the logistics strategy and apply the model to the case of Gunsan port. The strategies to improve the competitiveness of Gunsan port are as follows ; (1) Construction of logistics environment (2) Planning the port marketing for the extension a logistic market share (3) Construction of logistics chain and finally (4) Construction of logistics community.

국내 대표 해양도시인 부산시는 도시의 이미지를 향상시키고 경쟁력을 갖추기 위해 북항재개발지역과 원도심지역을 연계한 복합형 재생사업을 추진하고 있다. 부산남항은 북항과 원도심지역에 맞닿아있지만 고유의 특성이 고려되지 못하고 복합형 재생사업에 종속된 개발 압력을 받아왔다. 최근 해양관광벨트 형성에 있어 부산남항의 입지적 중요성과 북항·원도심지역과의 연계 필요성이 대두되며 부산남항을 대상으로 다양한 개발계획이 수립되고 있다. 항만재개발사업의 경우 대규모 SOC사업으로 추진과정에서 이해관계자 간의 갈등, 재정 문제 등의 여러 문제가 야기되는데 이러한 문제를 해결하지 못하면 사업이 표류 될 가능성이 크다. 따라서 본 연구는 부산남항 재창조를 위해 필수적인 항만재개발사업의 원활한 진행을 위한 추진전략과 민간참여방안을 제시하였다.

Military vehicles, compared to conventional vehicles, require higher driving performance, quieter operation, and longer driving distances with minimal fuel supplies. The series hybrid electric vehicle can be driven with no noise and has high initial startup performance, because it uses only a traction motor that has a high startup torque to drive the vehicle. Moreover, the fuel economy can be improved if the vehicle is hybridized. In series hybrid electric vehicles, the electric generation system, which consists of an engine and a generator, supplies electric energy to a battery or traction motor depending on the vehicle driving state and battery state of charge (SOC). The control strategy determines the operation of the generation system. Thus, the fuel economy of the series hybrid electric vehicle relies on the control strategy. In this study, thermostat, power-follower, and combined strategies were compared, and a 37% improvement in the fuel economy was implemented using the combined control strategy suggested in this study.

본 논문에서는 Mega-Function System Integration을 추구하는 SOP기술의 필요성과 10가지 요소기술에 대하여 개략적으로 언급하였고, SOP 기술은 SOC, SIP 및 기타 부품 집적기술과는 경쟁관계가 아닌 융합 발전할 수 있는 기술이 라는 점을 강조하였다. 또한, System Level Integration 을 위한 SOP 요소기술들은 단순히 부품 혹은 Module level에 필요한Design, 공정, 재료기술만이 아니라, System의 전반적인 차원에서 분석, 해결되어야 하는 것을 알 수 있겠다. 따라서, 이제는 모든 요소기술을 종합적, 유기적으로 개발할 수 있는 연구개발전략이 매우 중요한 과제이다.

민선5기 경기도정은 경기북부 개발로 초점이 모아지고 있으며 그 중심에는 경기도 제2청이 자리 잡고 있다. 도민의 편의를 위한 '365일 24시간 도민안방' 운영을 비롯해 주한미군 반환공여구역 개발, 우수대학유치, 산업단지 조성, SOC 확충 등의 정책을 통해 경기도가 통일시대 한반도 중심이며 미래 통일한국을 이끌어 갈 주체로서의 중요 축으로 발전할 계획을 실천해 나가고 있는 경기도 2청사를 한국건설안전기술협회 한경보 회장이 방문해 방기성 행정2부지사로부터 경기 북부 발전 전략 등에 대한 대담을 나누었다.
