Case Study for Restructuring Informatization Level Indices of Small and Medium sizd Enterprises (중소기업정보화 수준 조사 지표 개선 사례 연구)

  • In this paper, we report the public IT policy case results to restructure informatization level indices for small and medium sized enterprise(SME). The indices restructuring project was initiated by TIPA with the group of experts during 2011, and the newly amended indices was employed as the formal instrument to measure SME informatization level. The critical drivers to reform the indices include simplification for more accurate measurement of SME informatization level, reshaping key representative indices of smart IT to better publicize SME's interest toward advanced IT, and systematic reconfiguration of performance measures which reflect business performance enhancement effect through IT investment. Indeed, the IT performance indices are unified to incorporate the instrument for general SME informatization level survey and IT adoption subsidy's effectiveness appraisal. The procedures and details of logic illustrated in this paper provides useful insight for successful implementation of SME informatization as well as for the better policy deployment of IT subsidization for SMEs.

  • We conducted an explorative study about the types of APEC government's policies for SME(Small and Medium Enterprise) informatization. Informatization means the process whereby information and communication technologies shape cultural and civic discourse. By using Qualitative study methods such as interviews and case studies, we identified the influential factors for the effectiveness of government policies on SME's informatization. Based on the implementation levels of these factors, we also developed the typology of government policies for SME informatization. Our conclusion ends up with the suggestion of a contingency approach for SME informatization of underdeveloped and developing countries.

  • In this paper, we propose policy implications for Korean SMEs to enhance informatization level, which thereby leads to better competitiveness. Our approach begins with organizing the firm's informatization attributes from SME perspective. Next, we adopted AHP method to quantify the relative importance of each informatization attributes. Then, we assess the criticalness of each informatization attributes with reference to the empirical statistics for the current status of informatization level of Korean SMEs. The analysis distinguishes manufacturing versus service industries, and informatization attributes importance versus as-is informatization level, each respectively. Based on empirical analysis, policy implications are proposed for more effective government SME informatization support policy.

  • Small and Medium Enterprises(SME's) Informatization is the essential element for the competitive advantage. But SME's lack of IS specialist, Informatization Mind, IS implementation's funds etc. This study suggest Framework and Key Performance Indicator(KPI) which is will be able to diagnose a BPR & Information system of SME's Informatization and developed A Web-based Evaluation System for BPR & Information Systemsn(WESBI).   • In the network economy, the informatization of Small and Medium enterprises(SME) plays an important role in determining productivity while being competitive in the businesses. Informatization of SME has become important along with the recent trend of the fourth industrial revolution. Based on the IT Business Value Model, this study analyzes the key factors of information service of SME with the structure model. In addition, multi-level model was conducted by dividing the layers according to the size of the SME. The analysis confirmed that complementary organizational resources are a key factor in determining the informatization of SME. In addition, the effect of informatization of SME on the scale of SME varies depending on the type of entry into the industrial complex.

  • In this paper, we proposed the necessary government policies for the SME's informatization as the computing environment evolves towards cloud computing. We started with the review of the current SME's computing environment and limitations of current policies, and then addressed the new roles, visions, and missions of the government for the SME informatization. Based upon these arguments, we proposed the mid-term vision and designed the architecture for the cloud computing-based services for SMEs. The major contribution of this paper is to extend the enterprise-based informatization strategies to the context of the government policies so that the government can adopt our arguments as guidelines for the future policies.

  • SMBA (Small and Medium Business Administration) and TIPA (Korea Technology and Information Promotion Agency for SMEs) have operated the Business Innovation Platform for SME Informatization based on cloud computing technology with the cooperation of seven industry cooperatives since 2013. This project will evolve into the open market platform where service providers and users voluntarily participate and transact. This research conducts the literature review about the concept of open market and the empirical analysis through survey for the software providers and the future users regarding the future operation methods. The policy about how the open market strategy for the business innovation platform needs to be designed and implemented are organized as the three differentiated government support strategies. The first is to provide free IT services including specialized core operation support S/W which is developed only for the small or home office group of firms which lack minimal informatization capability and budget. The second is to augment IT platform service through incorporating ERP supplier initiated commercial S/W sales window for those firms having medium level informatization capability. This includes to provide IT support for customization and system integration with existing government subsidized S/W. The third is to provide upgrading services of existing S/W functions to facilitate better system utilization. The results provide useful insight for government role to enhance SME competitiveness using IT.

  • SME informatization level analysis is significant as an indicator for analyzing the performance and competitiveness of enterprises. However, as has recently been highlighted, the importance of privacy recognized as infrastructure, and mindset are very important indicators for security and privacy. Therefore, In this study, analysis of SMEs at the informatization level, with a focus on how we can assess whether the privacy-related activities were carried out.

  • The purpose of this study is to identify the components of SME's information infrastructure through literature review, empirically investigate the components, and develop a model for SME's information infrastructure. The fact that SME's are having difficulties in building their own information infrastructure due to the limitation of capital investment, technology, and manpower is the main motive for the study The survey questionnaires were distributed to CEO's and users of 3W SME's and intensive interviews were cornea out to CIO's and information services personnel to further investigate H/W and S/W components of Information Infrastructure. The study results show that there seems to be five main factors for SME's information infrastructure. They are: (1) Informatization Capacity, (2) Software and Network, (3) Management Recognition and Utilization, (4) Hardware, and (5) Alignment between Users and Information Services.

  • This empirical study discusses the current status and future directions of the SME informatization project based on cloud computing technology. Launched by the Korea Technology and Information Promotion Agency for SMEs in 2013, the project started with the exemplar support of seven cooperatives in the industry. Currently, understanding past usage patterns and user expectations is imperative in developing future strategies and implementation plans. We determined that user satisfaction and expectations are different between the generic basic solutions and the industry-specific solutions embedded in the industry-specific business processes. We propose several strategies on how to coordinate market concerns about government invention on the cloud software market and government support to invigorate the use of computer systems among SMEs.
