A Study on the Legal Regulation of 'Fake News' in the Age of Social Network Services : Focusing on the French Les propositions de loi contre la manipulation de l' information (소셜네트워크서비스 시대 가짜뉴스의 법적 규제에 대한 고찰 : 프랑스 정보조작대처법을 중심으로)

  • This study began by pointing out the problem of domestic media reporting on 'fake news' regulations that frequently appear through the French 'Les proposals de loi control de l'information'case, while still approaching with different standards and perspectives on where to see fake news. In the age of 'social network services', the answer to what the media is, what the news is, and who the reporter is increasingly difficult. While reviewing the long history and background of the spread of fake news examined in this study, it was confirmed that could not determine the concept and scope of fake news, punished, regulated, controlled, or judged simply by one standard. From the perspective of 'freedom of expression' set by the law, we have the authority to express our opinions freely. In addition, 'online' space is a place where fake news is generated and spread, but at the same time, there is plenty of room to act as an antidote. In the end, the only alternative to the damage of long-term fake news will be to create a media environment that allows more high-quality "real news" to pour out, allowing us to develop our ability to judge reliable information through balanced competition among various news in the free market of ideas.

Recent Development of Thermo-chemical Conversion Processes with Fluidized Bed Technologies (유동층 공정을 이용한 열화학적 전환 공정의 최신 개발 동향)

  • Increasing of energy demand due to the rapid growth of global population and the development of world economy has inevitably resulted in the continuously increase of fossil fuel usage in the world. However, highly dependence on fossil fuels has necessarily brought about critical environmental issues and challenges such as severe air pollutions and rapid global warming. In order to settle these environmental and energy problems, clean energy generations in the conventional combustion processes have widely adapted in the world. In particular, novel thermochemical conversion processes such as pyrolysis and gasification have rapidly been applied for generating clean energy. Fluidized bed technologies having advantages such as various fuel use, easy continuous operation, high heat and material transfer, isothermal operation, and lower operation temperature are widely adopted and used because they are suitable for thermochemical energy conversion. The latest research trends and important findings in the thermo-chemical conversion process with fluidized bed technologies are summarized in this review. Also, the need for research such as layered materials and substances to reduce fine dust (biomass, natural resource waste, etc.) was suggested. Through this, it is intended to increase interest and understanding in fluidized bed technology and to present directions for solving future challenges in fluidized bed process technology development.

  • World Heritage is a very important heritage that is worth protecting and handing down to future generations. In Korea, which has a long history and culture of 5,000 years, Seowon is a great advantage in that it can develop tangible and intangible Neo-Confucian ideas shared in China and East Asia, and preserve and experience them as a unique cultural resource of Korea until the present day. In order to encourage the direct experience of this long-standing cultural heritage, the government supports the national treasury and seeks to expand the demand for tourism. Accordingly, in this study, an analysis was conducted on program satisfaction, participation, and activation plans. As a result, it was found that value to see and value to experience must coexist in order for our world heritage, which requires comprehensive and continuous management and operation, and lacks accessibility, to become a tourist attraction. Also, for this purpose, promotion and development of differentiated tourism experience contents should be carried out first.

Gene expression changes in silkworm embryogenesis for prediction of hatching time

  • The silkworm's dormancy and embryonic development are accomplished through the interaction of various genes. Analysis of the expression of several interacting genes can predict the embryonic stage of silkworms. In this study, we analyzed the changes in the expression level of genes at each stage during the embryonic development of dormant silkworm eggs and selected genes that can predict the hatching time. Jam123 and Jam124 silkworms were collected after egg laying, and the silkworm eggs were preserved using a double refrigeration method and expression analysis was performed for 23 genes during embryogenesis. There were 5 genes showing significant changes during embryogenesis: UDP-glucuronosyltransferases (BmUGTs), heat shock protein hsp20.8 (BmHsp20.8), Cytochromes b5-like proteins (BmCytb5), Krüppel homolog 1 (BmKr-h1), and cuticular protein RR-1 motif 41 (BmCpr41). As a result of quantitative comparison of the expression levels of these 5 genes through real-time PCR, the BmUGTs gene showed a difference between Jam123 and Jam124, making it difficult to see it as an indicator for predicting hatching time. However, the BmHsp20.8 gene had a common expression decreased at the imminent hatching stage. In addition, it was confirmed that the expression level of the BmCytb5 gene decreased to the lowest level at the time of imminent hatching, and the expression of the BmKr-h gene was made only at the time of imminent hatching. The expression of the last BmCpr41 gene can be confirmed only at the time of imminent hatching, and it was confirmed that it shows a rapid increase right before hatching. Taken together, these results suggest that expression analysis of BmHsp20.8, BmCytb5, BmKr-h1, and BmCpr41 genes can determine the stage of embryogenesis, predict hatching time, which facilitate better management of silkworm eggs.

High Thermoluminescence Properties of Dy+Ce, and Dy+Na Co-Doped MgB4O7 for a Light Tracer Application (비화공식 예광탄 응용을 위한 Dy+Ce 및 Dy+Na 이중 도핑된 MgB4O7의 높은 열발광 특성)

  • 'Tracers' are bullets that emit light at the backside so that the shooter can see the trajectory of their flight. These light-emitting bullets allow snipers to hit targets faster and more accurately. Conventional tracers are all combustion type which use the heat generated upon ignition. However, the conventional tracer has a fire risk at the impact site due to the residual flame and has a by-product that can contaminate the inside of the gun and lead to firearm failure. To resolve these problems, it is necessary to develop non-combustion-type tracers that can convert heat to luminance, so-called 'thermoluminescence (TL)'. Here, we highly improve the thermoluminescence properties of MgB4O7 through co-doping of Dy3++Ce3+ and Dy3++Na+. The presence of doping materials (Dy3+, Ce3+, Na+) was confirmed by XPS (X-ray photoelectron spectroscopy). The as-synthesized co-doped MgB4O7 was irradiated with a specific radiation dose and heated to 500 ℃under dark conditions. Different thermoluminescence characteristics were exhibited depending on the type or amounts of doping elements, and the highest luminance of 370 cd/m2 was obtained when Dy 10 % and Na 5 % were co-doped.

Antioxidant and Whitening Effect of Crocus chrysanthus (Herb.) Herb. Bulb Extracts (골든크로쿠스비늘줄기 추출물의 항산화 및 미백 효과)

  • In this study, Crocus chrysanthus (Herb.) Herb. bulb extracts were extracted by purified water and ethanol, and their antioxidant and tyrosinase inhibitory activity were measured to see the possibility as a cosmetic material. The yield of the extracts was 1.8% to 6.0%, and the yield decreased as the ethanol concentration increased. DPPH free radical (1,1-diphenyl-2-picrylhydrazyl) scavenging activity was high at 91.97% at 625 ㎍/mL of 70% ethanol extract. The total phenol content was also measured at 447 mg/g, higher than other extraction methods. The whitening effect was confirmed through in vitro tyrosinase inhibitory activity. As the ethanol concentration of the extracts increased, the tyrosinase inhibitory activity increased, and 70% and 94.5% ethanol extracts showed high inhibitory activity. Therefore, the Crocus chrysanthus (Herb.) Herb. bulb extracts confirmed its potential as a cosmetic material through antioxidant and whitening effects.

  • Dynamic numerical analysis of geotechnical problems requires a way to simulate the decrease of energy as the domain of interest gets larger. This phenomenon is usually referred to as radiation damping or geometric attenuation and it is distinguished from material damping in which elastic energy is actually dissipated by viscous, hysteretic, or other mechanism. The fact that the domain of analysis in numerical modeling must be chosen, however, causes a need for special attention at the boundary. This observation leads directly to the idea of determining the dynamic response of the interior region from a finite model consisting of the interior region subjected to a boundary condition which ensures that all energy arriving at the boundary is absorbed. This paper presents a simple methodology to simulate transmitting boundaries condition using viscoelastic infinite elements within the recently developed "OpenSees" finite element code. The methodology used here provides that the level of absorption for traveling waves is efficient enough for practical purposes, but unsatisfactory for the case of sharp incident angles. The effectiveness of the infinite elements for the absorption of incident waves at boundaries is evaluated via example analysis.

Acquisition and Analysis of Environmental Data for Smart Farm (스마트팜 생육환경 데이터 획득 및 분석)

  • Smart farms, which have been receiving attention as a solution to recent rural problems, refer to technologies that optimize the growing environment of crops and increase the productivity and quality of crops through efficient management. If the relationships between environmental data in smart farms are analyzed, additional productivity enhancement and crop management will be possible. In this paper, we propose a method for acquiring and analyzing nine environmental data, including temperature, humidity, CO2, soil temperature, soil moisture, insolation, soil EC, EC, and pH. Data acquisition is done through RS-485 communication between the main board and the sensor board and stored in the database after acquisition. The stored data is downloaded in Excel sheet format and analyzed through histograms, data charts, and correlation heatmaps. First, we analyze the distribution of total, day, and night data through histogram analysis, and identifiy the average, median, minimum, and maximum values by month through data chart analysis separating day and night to see how the data changes by month. Finally, we analyze the correlation of the data through a correlation heatmap analysis separating day and night. The results show a very strong positive correlation between temperature and soil temperature and soil EC and EC during the day, and a very strong positive correlation between temperature and soil temperature and soil EC and EC at night, and a strong negative correlation between temperature and soil EC.

Research on the Design of TPO(Time, Place, 0Occasion)-Shift System for Mobile Multimedia Devices (휴대용 멀티미디어 디바이스를 위한 TPO(Time, Place, Occasion)-Shift 시스템 설계에 대한 연구)

  • While the broadband network and multimedia technology are being developed, the commercial market of digital contents as well as using IPTV has been widely spreading. In this background, Time-Shift system is developed for requirement of multimedia. This system is independent of Time but is not independent of Place and Occasion. For solving these problems, in this paper, we propose the TPO(Time, Place, Occasion)-Shift system for mobile multimedia devices. The profile that can be applied to the mobile multimedia devices is much different from that of the setter-box. And general mobile multimedia devices could not have such large memories that is for multimedia data. So it is important to continuously store and manage those multimedia data in limited capacity with mobile device's profile. Therefore we compose the basket in a way using defined time unit and manage these baskets for effective buffer management. In addition. since the file name of basket is made up to include a basket's time information, we can make use of this time information as DTS(Decoding Time Stamp). When some multimedia content is converted to be available for portable multimedia devices, we are able to compose new formatted contents using such DTS information. Using basket based buffer systems, we can compose the contents by real time in mobile multimedia devices and save some memory. In order to see the system's real-time operation and performance, we implemented the proposed TPO-Shift system on the basis of mobile device, MS340. And setter-box are desisted by using directshow player under Windows Vista environment. As a result, we can find the usefulness and real-time operation of the proposed systems.

Analysis on Importance of Success Factors to Select for the Cloud Computing System Using AHP at Cyber Universities in Korea (AHP를 이용한 국내 사이버대학교 클라우드 컴퓨팅 시스템 구축 성공 요인의 중요도 분석)

  • Amid the unprecedented situation of COVID-19 around the world, online education has established itself as an essential element in the era of zero contact and the importance of various content and changes of the system that are appropriate for the era of the 4th industrial revolution has increased. Although universities are making their efforts to combine ICT technologies and design and achieve new systems, the recognition and atmosphere for establishing the cloud computing system are falling short. The purpose of this research importance of success factors of "Building a cloud computing system of cyber university in Korea" by classifying the work characteristics and scale, and to derive and analyze the importance cloud rankings considering the organization and individual dimension. Therefore, this study has drawn 14 major factors in the previous researches and models through the survey on experts with knowledge related to the cloud computing. The analysis was conducted to see what differences there are in factors for the successful establishment of the cloud computing system using AHP. It is expected that the factors for success presented through this study would be used as systemic strategies and tools for the purpose of drawing factors for the success of establishing the private cloud computing system for the higher education institutions and public information systems.
